State Interagency Coordinating Council (SICC)/State Advisory Panel (SAP) Data-Informed Stakeholder Toolkit Darla Gundler & Amy Nicholas 2017 OSEP Leadership Conference | Arlington, Virginia | July 2017 Data-Related Knowledge Needed by SICC/SAP Representatives The responsibilities of SICCs and SAPs are to: Advise and assist the state’s Lead Agency in developing policies. Advise and assist in achieving the full participation, coordination, and cooperation of all appropriate private and public agencies. Assist in the effective implementation of the statewide system. Fulfilling these responsibilities requires that council/panel representatives have knowledge of the following data-related topics: Federal and state data reporting requirements The State Systemic Improvement Plan (SSIP) process and the role of stakeholders in that process Data privacy and confidentiality considerations The ways IDEA programs are linking data with other early childhood programs and K-12 data and why Strategies for communicating the impact of policies and program improvement initiatives using data, including sharing data through effective visualization Description This toolkit contains information, guidance, and resources to assist State Interagency Coordinating Council (SICC) and State Advisory Panel (SAP) representatives (and other systems-level stakeholders) in building knowledge related to Individuals with Disabilities Education Act (IDEA) program data. IDEA program data can be used in a variety of ways to support systems -level decision-making. State Lead Agency staff are encouraged to share this toolkit with their SICCs, SAPs, and other stakeholders who serve as program advisors. What’s in the toolkit? Five data-related topics are featured in the toolkit. For each topic, the following information is provided: Overview —A short description of the topic Build Your Knowledge —A content presentation on pertinent information about the topic Check Your Understanding —A brief self-assessment of what you learned from the “Build Your Knowledge” presentation Ideas for Action —Suggestions that SICC/SAP representatives can use to follow up on what they learned about the topic Related Resources —Supplemental resources on the topic This toolkit addresses the Stakeholder Engagement subcomponent of the DaSy Data System Framework. Effective stakeholder engagement increases the likelihood that a data system addresses the needs of those it is designed to serve. To have a high -quality Part C/Part B 619 data system, state staff must equip stakeholders with the information needed to provide input on issues or decisions under consideration.
