ASCO Australia operates the Darwin Marine Supply Base (DMSB) located within Darwin Port Corporations (DPC) East Arm Wharf Terminal. The DMSB covers an area of 8.55 hectares and is utilised primarily to service the offshore oil and gas industry in the Australian northern Territory region as well as supporting industry within Australasian regions. The ASCO Australia DMSB is suitable for a wide number of vessels of various sizes utilising its 3 dedicated berthing areas. With the capacity to service in excess of 1000 vessels per annum with an anticipated 12 hour turn around. The DMSB has three marine berths with water, fuel, chemical and drilling mud connections, hard stand and lay down areas, warehousing, waste management facility, storage capacity for drilling muds, chemicals, water and fuel, all available 24/7. The DMSB can accommodate various sized and configurations of vessels including but not limited to, material/cargo barge combinations, offshore industry anchor handling tugs, towing supply vessels, vessel and platform supply vessels, crew and utility vessels, seismic and oceanographic research vessels as well as pipe laying and dredging and specialist backfill/stone dumping vessels, crane barges, transportation barges & heavy lift vessels.

Duty of Care

ACCIDENTS DON’T JUST HAPPEN.

They are caused and can be prevented. ACCIDENT PREVENTION is achieved by: planning, thinking ahead and

asking questions (if you are unfamiliar with a procedure). Rushing and NOT thinking the job/task

•  All personnel must abide by the Maritime Transport and Offshore Facilities Security Act and Regulations 2003 (MTOFSA/R) and Darwin Marine Supply Base Security plan as a condition of entry.

•  All personnel to report to security office upon arrival.

•  All personnel to conduct themselves in a manner that will not affect the health, safety and wellbeing of themselves and others.

•  Remain vigilant at all times.

•  All vessel master/agents must ensure crew list is passed to DMSB security personnel before arrival.

•  All Marine Supply Base users to follow all PPE and security guidelines.

Conditions of Entry

•  All personnel to complete Darwin Port Corporation (DPC) induction before entry to East Arm Wharf will be granted.

•  All personnel to complete Darwin Marine Supply Base induction before entry to the MSB will be granted.

•  MSIC cards and identification cards must be displayed by all users at all times whilst conduction activates within the MSB.

•  Failure to abide with the above direction is a direct violation relation of the Darwin Marine Supply Base Security plan and the Maritime Transport and Offshore Facilities Security Act and Regulations 2003 (MTOFSA/R) and will result in removal.

MARSEC Levels The following 3 security levels will apply, as at the direction of the secretary of the department of infrastructure and transport: Security Level 1

The level at which standard security measures shall be maintained at all times. Security Level 2

The level for which appropriate additional security measures shall be adopted for a period of time as a result of heightened risk of a security incident.

Maritime Security Levels

Security Level 3 The level for which additional security measures shall be adopted, for a limited period of time, when a security incident is considered probable or imminent. Darwin Marine Supply Base personnel and users will follow all security direction given in relations to MARSEC level.

WHAT IS AN MSIC? STATED SIMPLY…

•  It is a national identification card issued to the maritime industry.

•  It will identify maritime industry workers and contractors as having been background checked and therefore, eligible to enter a maritime security zone at ports facilities unescorted.

•  In other words, all operating personnel within the Darwin Marine Supply Base must have one.

Why do you need a MSIC card?

•  Because an MSIC SYSTEM provides a level of assurance that the holders, working within the Darwin Marine Supply Base, are not a threat to maritime security within Australia.

•  Because it is essential that all maritime industry workers who operate within the Darwin Marine Supply Base confirm that they have met the background checking requirements to work in a maritime security zone.

•  Smoking only in designated areas if provided.

•  Fire escapes and exits (fire doors) to be kept clear at all times.

•  Fire fighting equipment (extinguishers/hose reels) to be kept clear at all times.

•  Working areas to be kept tidy and clear as much as possible. Rubbish to be cleared up by the end of working day and relocated to appropriate recycling or waste locations.

•  Hazardous waste to be placed into self-bunded storage areas of MSB only, utilising appropriate PPE and handling methods.

•  Skips and bins lids to be closed and secured at all times.

Feedback from HR and management consultation

•  ASCO Australia has a strict policy regarding drugs and alcohol in the workplace. Alcohol level must always be 0% and we do not tolerate the use of illicit substances within ASCO Australia controlled sites.

•  If ASCO Induction personnel, or ASCO personnel throughout the period of contracted works feel any person is operating under the influence of drugs or alcohol as part of the conditions of site entry testing for drug and alcohol will be conducted

Spill Response

All personnel operating within the Marine Supply Base have a duty of care to react to all spills within MSB boundaries.

All Marine Supply Base Personnel must

•  Monitor individual work areas to ensure spills do not occur within Marine Supply Base.

•  Ensure the monitoring of all waterways, drainage systems and work areas to ensure no spillage has occurred.

•  Raise staff and visitor awareness on spill response requirements.

•  If spills do occur report them immediately and control/contain where safe to do so.

Personal Responsibilities

Any Marine Supply Base personnel who cause or become aware of an environmental incident that has occurred or has the potential to occur must report it immediately to the Base management team.

All people within the Northern Territory are subject to the mandatory reporting requirements of Section 14 of the Waste Management and Pollution Control Act.

Duties ASCO Australia and Marine Supply Base users will take reasonable and practical measures to:

•  Prevent and minimise pollution to the local environment and waterways

•  Reduce and minimise waste

Task Based Risk Assessment (TBRA)

•  Task based risk assessments (TBRA) are a control for ensuring that the risk has been assessed arising from Marine Supply Base activates and have applied the necessary controls.

•  Hazard – something with the potential to cause harm to persons plant or process

•  Risk – the potential likelihood of the harm resulting from the hazard being realised

•  All tasks within the Darwin Marine Supply base must be assessed to ensure suitable and sufficient controls are applied.

All parties operating within the Darwin Marine Supply Base are encouraged to identify workplace hazards. If you see something unsafe or potentially unsafe, stop the job immediately and inform MSB safety representative of the occurrence. All unsafe acts/near misses and non-conformances will be recorded and shared with employees, stakeholders and third parties for lateral learning.

•  It is compulsory for all Marine supply Base personnel to attend Daily pre start LiveSafe Conversations (Toolbox Meetings).

•  During these pre start meetings all tasks for the day will be identified, discussed and roles given.

•  The LiveSafe conversation form must be signed off by all personnel as acknowledgement of understanding.

•  Interaction in these meetings is most welcome.

Traffic Management

Vehicle Movements

•  All traffic rules on premises must be adhered to. All traffic signs to be followed as directed.

•  Heavy and load shift vehicles and cranes will be operating continually within the DMSB and are given priority on site.

•  All employee and facility user vehicles have

access to staff car park only. No unauthorised vehicles are permitted within operational areas.

•  The Darwin Marine Supply Base speed limit is 10km/h.

•  Failure to follow all traffic rules could result in

removal from premises.

Minimum PPE Standard As a minimum all ASCO Australia workplaces shall ensure the use of following mandatory items of PPE;

•  Occupational protective helmets (hard hat) – AS/NZS 1800:1998 recommends that at the time of issue to the wearer, the helmet should be marked with the issue date.

•  Occupational protective footwear (safety boots – high sided lace ups recommended)

•  Occupational protective clothing, long sleeve and long pants incorporating high visibility requirements that comply with AS4602 high visibility safety garments.

•  Approved eye protection (safety glasses).

•  Hand protection – required to be carried at all times.

The use of mandatory PPE is not negotiable, and is required to be worn by all employees, visitors and subcontractors at all times. Failure to conform to this requirement will result in disciplinary action up to and including dismissal from the workplace.

On arrival to Darwin Marine Supply Base, please declare any prescribed drugs and/or acute medical conditions, including severe allergies.

 Ensure that you review the fire emergency equipment locations and exit route Maps for the Marine Supply Base as to ensure you are aware of location of fire extinguishers, hose reels and emergency exits. Please follow all instruction issued to you by your MSB host on arrival, regarding locations of muster points and all emergency plans.

The Darwin Marine Supply Base is fitted with a comprehensive fire and audio alarm system. The evacuation signal is tested monthly. If the alarm commences and no test advice is given please treat this as an emergency and evacuate the building immediately, proceeding to muster point area and waiting further instruction.

Dangerous Goods Dangerous Goods (DG) are substances that are corrosive, flammable, gaseous, spontaneously combustible, toxic, oxidising or water-reactive. They include fuels, gases, acids, manufactured explosive substances, bitumen, pesticides, ammonium nitrate, etc.

The storage, handling and transport of DG are to be conducted accordance with the transport of dangerous goods by road or rail act and regulations and Dangerous Goods Act and Regulations.

Work permits may be required before commencing certain tasks within the Darwin Marine Supply Base. These should be identified when completing your Task based risk assessment (TBRA). The work involved would normally be:

•  Electrical works

•  Working at heights

•  confined space entry

•  Hot Works

•  Confined Space Entry

All parties must Liaise with on site MSB permit control to ensure that the appropriate Permit, Hazard Checklist, lifting plan etc. has been completed and approval obtained

Accident incident reporting

•  The reporting of all incidents, near misses, spills, accidents is required within the Darwin Marine Supply Base

•  All reports should be given to a Darwin Marine Supply Base safety representative as soon as is practical.

•  All incident reports will be inputted and tracked utilising the ASCO Australia LiveSafe Database.

•  Incident reports will be available to all stakeholders on request
