Dear Mr. Welch and Mr. Comorre:
Environmental Intelligence, LLC (EI) has been retained by the City of Beverly Hills (COBH) and the Los
Angeles County Metropolitan Transportation Authority (Metro) to serve as the independent compliance
monitor (ICM) during construction of the Purple Line Extension Project. Monitoring is required to ensure
that construction is in compliance with (1) the Permit titled "Demolition and Public Right-of-Way Use
Permit for the Los Angeles County Metropolitan Transportation Authority and its Contractor to Clear All
Buildings and Existing Improvements at 9430 Wilshire Boulevard, Install Noise Monitoring Equipment
and Sound Walls for Future Construction and a Laydown Area for the Wilshire/Rodeo Station of Section
Two of the Purple Line Extension Project" (Dated June 5th, 2018); (2) the Permit titled "The Demolition
and Clearing of all Buildings and Existing Improvements at 9383-9393 and 9395-9399 Wilshire Boulevard,
Installation of Sound Walls, and Relocation of City Owned Utilities in Preparation for Construction and
Staging for Section Two of the Purple Line Extension Project" (Dated November 6th, 2018); and (3) the
"Memorandum of Agreement for Contract C1120 of the Purple Line Extension Project - Between the City
of Beverly Hills and the Los Angeles County Metropolitan Transportation Authority" (Final Version 62).
The following information summarizes the ICM monitoring activities that occurred at the Segment 2 site
(Rodeo Station site) during the week of May 19, 2019 – May 25, 2019. Construction activities were not
conducted on May 19 or May 25, 2019.
Construction activities during the week included setting up lane closures; utility survey; vacuum truck
excavation of pothole spoils; pavement grinding and sawcutting; installing steel plates; shoring installation;
cold patching; sweeping on Wilshire Boulevard; perimeter excavation, backfilling and compaction testing
within Reeves yard; excavating to reach the sewer line; installing and leveling asphalt; and water application
for fugitive dust control within Reeves and Canon yards. In addition, EI ICMs conducted sound monitoring
near the back alley of the Beverly Hills High School bungalows adjacent to the project site. EI ICMs were
present during all construction activities and conducted routine noise measurements at selected noise
monitoring locations as well as compliance checks in accordance with the MOAs and associated
attachments, exhibits, traffic closure notifications, and traffic management plans. At the conclusion of each
work shift, daily monitoring reports were prepared by each ICM. Attachment B (Daily Monitoring Reports)
provides detailed daily monitoring reports and photographs of construction activities.

VIOLATION SUMMARY
During the week, EI ICMs identified one violation during construction activities. Table I provides a
summary of the violation identified during the week of May 19, 2019 to May 25, 2019 and Exhibit 1
provides a location map for the submitted violation. Details for the violation are included as Attachment A.
Daily monitoring reports and photographs of construction activities are provided as Attachment B (Daily
Monitoring Reports). Daily noise monitoring data are provided in Attachment C (Noise Monitoring Data
Log).
CONCLUSION
To date, 55 violations have been issued, four (4) of which have been rescinded since the beginning of
construction of the Purple Line Extension Project – Segment 2. Project construction activities are ongoing
and EI ICMs continue to monitor all construction activities applicable to the MOA on a daily basis.

Notes Violation ID # 55 At 08:00 hours, ICM PM J. George was informed work was conducted between 20:00 May 21st and 6:50 May 22nd without an ICM present.
