Project initiative

• Original idea was developed in 2013 by HU experts• Officially presented first in the beginning of 2014 for the

ICPDR FP-EG and some immidiate support was raised• Listed in Annex 2 of the Danube Flood Risk Manegement

Plan, approved by the FP-EG and STWG (14 countries)• HU announced the will to form consortium and submit the

project – if possible – in the first cycle of the Danube Transnational Fund (DTF) in Autumn, 2015

• The basic idea was already discussed with the DTF secretariat in Budapest – in principal supported, but further development is needed

• ICPDR national HoDs and FP-EG members will soon receive the invitation to take part in the project

Background of the project

• Ice is a water scarcity and its effects are less predictable• The climate change/alteration scenario analyses point

out that the extremities will be more frequent. The „lower end” is the freezing zone and icy condition, where permanent ice cover, ice jams and ice floods can appear on the rivers

• Because of the modest focus on the topic, the knowledge about handling such ice cases is disappearing. Even the skills are reserved somewhere, the experienced crew is donwcreasing and loosing the personal impressions, that could be utilized in a havaria situation.

• Attenion is needed and preparation is necessary on basin level, since the ice transport is such a case as discharge propagation in the riverbed

Reason of the project focus

• The ice transport and permanent cover itself blocks navigation, harm structures and occupy their operation

• If the ice mass conveyance is obstructed, ice jams can occur which can lead to elevated peak flood water levels

• The natural dilatation of the ice cover and especially the impulse of the floating ice plates can remarkably effect the manmade structures and the natural habitats as well in the riverbed, along the banks and generally in the floodplain

• The „deep” winter conditions are hard to handle due to the frozen circumstances and low temperature, so special equipments needed; human resources are limited to utilize and performance capacity is far less than in the summer

silicone ice maker with letter „D” or „DANICE”, monthly calendar with photoes etc.
