Questions1.Why did the City of Dallas form an Public Planning Advisory Committee in 2011 without thepublic being included?

2. The Master Plan says that you should have a cross section of the community on thi s particularcommittee? Are you satisfied that you did that in 2011?3.The City of Dallas formed an PubliclPlanning Advisory Committee in the year 2000, why notnow?4. At the April 3 meeting, you did not mention that the City of Dallas and the CAFwere discussingthe CAF to relocate to DEA. The Dallas Morning News and the Midland/Odessa media knew aboutthese talks in 2013. Why didn t you tell us on April 3 that you were talking to them since 2013?5. Tennell Atkins says that he personally hosted 10 Town Hall meetings about limprovements atDEA. When did they happen? Where are the documents showing what was discussed? Did TennellAtkins lie to us about hosting 10 Town Hall meetings? Please show us the dates of the publicmeetings in the last 24 months that were held. Does the City Aviation Office have power points,hand outs, sign in sheets?

6. Tennell Atkins told the Dallas media that the City of Dallas is offering a sum of eight figures tothe CAF to relocate to DEA? True? How much? Does this amount have to be approved by the CityCouncil? When do you see that happening?

7. Are you concerned about the financial health of the CAF? IRS filings show that they havetrouble raising money even with free rent in Midland. Did they lie to you about their financialhealth?8. Have you asked to see the last 5 years of IRS filings for the CAF to determine if they might be afinancial risk to the City of Dallas?

9. Why do you want to bring larger, louder plans into DEA via the CAF? You ItOldus in April, thatnothing would change and that DEA was going to maintain the status qUO IDid you tell thetruth?10. Do you have a noise abatement plan for DEA like Dallas Love Field? Would the CAF abide bythose noise abatement rules?

11. Bob Hope Airport has a flight curfew approved by the California State Legislature. Can DEAhave a curfew like this also?12. Did any local State or Federal agencies or elected officials offer to help with the plans to expandthe DEA runways and to bring the CAF to DEA?

Earlier this year, Council member Hill told Kiestwood residents at a Crime Watch meeting thatit was the intent of the City of Dallas to get as much private jet business from Addison and LoveField after the Wright Amendment is officially ended. True?21. Many Oak Cliff area residents are not happy about having any Air Shows while living next toDallas Executive Airport. Did you consider the residents opinion before making an offer to theCAF?22.Executive Order 12898: Executive Order (E.O.) 12898 - Federal Actions to AddressEnvironmental Justice inMinority Populations and Low-Income Populations - was issued byPresident William J. Clinton in 1994. Its purpose is to focus federal attention on the environmentaland human health effects of federal actions on minority and low-income populations with the goalof achieving environmental protection for all communities.Since DEA is surrounded by minority neighborhoods, and the money to fund the expansion projectis supplied by the FAA, how does Executive Order 12898 affect any repair/expansion plans that theCity of Dallas is considering for DEA?23. From what City of Dallas budget source would the eight figure sum of money be used to giveto the CAF to relocate to DEA? Can the City of Dallas afford to give out this money with ourcurrent budget constraints? Would this amount in any way affect budgets for DPD, Fire, ETMS,Public Libraries, Animal Services? Who set this figure?24. How much did the airport lose in the last fiscal year?25. What is the breakeven point for the airport?

Master Plan Introduction, Page V that allows for community members,stakeholders, and interested persons have been identified to act in anadvisory role.All prior records and documents from the previous Public AdvisoryCommittee 2011-2012 must be shared with the new Public AdvisoryCommittee 2014 at the formation of the new committee.

3. Review and Revise all procedures that relate to Dallas Executive Airport sfuture infrastructure development/plans along with both aviation and nonaviation land development/plans for the next 10-15years. Theseprocedures that have been reviewed and revised must include and alsonotify the surrounding neighborhoods and communities of these plans andprocedures via an established City Hall database by City Aviation. If aprimary developer has been named or included in any future developmentplans for Dallas Executive Airport or the land surrounding the airport,surrounding neighborhoods must be notified of the developer s identity.

4. A database of all neighborhood associations and business that surroundthe Dallas Executive Airport who want to be included shall be created andmaintained by the City of Dallas Aviation Department and used forcommunication and notification of any activity at Dallas Executive Airport.

5. A published timeline for the approval of the Master Plan by the FAA , it spresentation to the Trinity RiverlTransportation Committee-Vonciel JonesHill: Chair, it s presentation to the Economic Development Committee-Tennell Atkins: Chair.
