Excelsior Correspondent JAMMU, Nov 7: The Prime Minister’s Rs 80,000 crore pack- age announced for the Jammu and Kashmir during his visit to the State today has invited mixed reaction from various political and other organizations. Reacting to the announce- ment about of Rs 80,000 crore package by Prime Minister Narendra Modi, PCC chief GA Mir has said that it was a mere eye- wash and a political gim- mick to appease his coalition partner in J&K. Mir castigated Prime Minister for announcing ambiguous package and termed about Rs 8000 (7854 cr) crore as flood relief package against Rs 44000 crores as a cruel joke. He said it amounts to adding salt to the injuries of flood victims. Hitting out at Modi for play- ing a political gimmick with the people of J&K, PCC chief said that from the day one Congress Party has been saying that Modi- led Govt as expected was not going to address issues of flood victims. He said Prime Minister failed to announce much talked about peace initiative. Mir said Rs 34,000 crore package for National Highway stands already approved by UPA Govt and the funds for Mega Projects can’t be linked with the package for the fact these were already part of UPA Govt’s developmental plan. Reacting to the visit of Prime Minister and his announcement of package of Rs 80,000 crore for the State, PCC chief spokesman Ravinder Sharma said that it is being understood that the total cost of several ongo- ing projects and other approved projects by the UPA Govt have been ‘packaged’ to sum up the figures. He said that the further details and breakup of the pack- age would clearly demonstrate the real picture in this regard. He regretted that Mr Modi failed to refer to the prevailing situations in the State especially in Kashmir Valley and the contin- ued cease fire violations by Pakistan on the LoC and borders and incidents of infiltrations from Pakistan leading to numerous causalities and frequent migra- tion of border residents in the state. He has forgotten the prom- ises with people of the State to restore peace and calm in the bor- ders and tell Pakistan to stop innocent killings in the State. All Jammu and Kashmir Panchayat Conference (AJKPC) expressed deep gratitude to the Prime Minister Narendra Modi and Chief Minister Mufti Mohammad Sayeed for showing keen interest in empowerment of Panchayati Raj Institutions (PRIs) in Jammu and Kashmir. The AJKPC, an organisation of 33,000 elected Sarpanchs and Panchs, said both the Prime Minister and the Chief Minister, in their public statements at Sher- e-Kashmir Stadium in Srinagar, laid thrust on strengthening and empowering PRIs for progressive and inclusive development of the state. All the elected Panchayat members are highly grateful to the Prime Minister and Chief Minister for showing keen inter- est in implementation of 3-tier Panchayati Raj System in Jammu and Kashmir at par with other parts of the country, the AJKPC leader said, adding, “The Prime Minister has favoured the involvement of Panchayat mem- bers in decision-making process which would not only ensure transparency and fairness in the system but also give a new pace to development projects across the state”. AJKPC leader also congratu- lated the Prime Minister for the announcement of such a huge amount of Rs 80,000 crore for the State and hoped that opti- mum utilization of these funds would give new boost to the state economy and bring employment avenues for the unemployed youth of the State. Senior CPI (M) leader and MLA Kulgam Mohammad Yousuf Tarigami has described Prime Minister Narendra Modi’s Kashmir visit as far behind the expectations raised by the PDP- BJP coalition Government. Tarigami said while overall development including mitigat- ing peoples’ hardships and recon- struction after floods is impor- tant, it was imperative that the political aspect of problem should have been the focus of Prime Minister’s visit. ”It was disheartening that the Prime Minister did not even touch political dimension of Kashmir issue. It was also expected that the Prime Minister will at least refer to the opening of the stalled dialogue between India and Pakistan, as the grow- ing hostilities between the two countries and tension on borders is directly affecting lives of the people in the State, “ he added. Panun Kashmir has terms PM Modi’s visit a failure and disap- pointment. It said that Panun Kashmir says Modi is imple- menting the Vajpayee line of Insaniyat, Jhamhooriyat and Kashmiriyat. Vijay Bhat, president of the KP organization further said that Modi has proved that there is premium on separatism and humiliation for nationalism in Jammu and Kashmir by announcing Kashmir centric Rs 80,000 cr package. He said sepa- rate homeland demand of KPs has been vindicated by flawed policy of Modi on Jamu and Kashmir. Commenting on the package announced by PM he said by announcing Kashmir centric package of Rs 80,000 is humil- iation to nationalist minority of Kashmiri Pandits who are living in forced exodus imposed by communal majority of Kashmir. The PM has sidelined genocide and religious cleansing of the Kashmiri Pandit community and in a sense given clean chit to the society that is fully communal- ized after demographic change due to the religious cleansing of KPs in 1990, Mr Bhat added. All State Kashmiri Pandit Conference president Ravinder Raina while reacting to the announcement of package by PM, expressed resentment and expressed that Mr Modi did not utter a word in favour of dis- placed Kashmiri Pandits in his Kashmir address. He said that KPs pinned hope that the PM should have taken bold decision inannouncing the rehabilitation of KPs as per their wishes. It is unfortunate that in Rs 80,000 cr package there was no mention of the displaced Kashmir Pandits. It shows that Govt of India has taken KP migrants as far granted, he added. JK-R47, a Pakistan occupied Kashmir refuges organization in meeting held today at Udhampur under the leadership of Suman Kapoor, hailed the Prime Minister Narendra Modi for announcing special package of Rs 80,000 crore for the develop- ment of Jammu and Kashmir State at the end of his rally at Sher-e-Kashmir Stadium in Srinagar and Rs 25 lakh per fam- ily of PoK 1947 refuges as final settlement. While addressing the meeting Mr Kapoor expressed that gov- ernment has fulfilled the long pending demand of refugees for final payment. He said that JK- R47 organization is struggling for the cause of refugees from Muzaffarabad, Mirpur and Kotli. He pleaded for provision of reservation for the children of refugees. Excelsior Correspondent KATHUA, Nov 7: Deputy Commissioner Kathua Ramesh Kumar convened a meeting of officers and reviewed function- ing of Revenue Department. Assistant Commissioner Kathua Revenue Atul Gupta, SDM Basohli Gurmukh Singh, SDM Billawar R.S Charak, SDM Bani Rajesh Basotra, SDM Hiranagar Sohan Lal, Tehsildar HQ, Tehsildars of all Tehsils, Naib-Tehsildars and officials of Revenue Department were present during the meet- ing. DC reviewed the action taken with regard to the last meeting's agenda related to rev- enue matters which include land acquisition cases, encroach- ments, preparation of Jamabandi, PRC, relief cases, Mutations and Girdawaris. DC passed instructions to Tehsildars to personally visit the field areas and redress com- plaints and grievances related to revenue matters and general problems of public. He also directed Tehsildars to seek monthly work done report from the concerned Patwari and Girdawars of respective areas to speed up the work within time frame. Further Tehsildars were asked to ensure availability of Patwaris in their respective Patwar-Khanas as per the duty roaster. It was informed by Tehsildars that anti-encroach- ment drive has been started in Kathua district and during the last month, a total of 1178 kanals and 19 marlas of State land and 509 Kanals and 12 Marlas of Kah-charai land was retrieved from different tehsils of district Kathua. DDC laid stress on revenue officers for removal of encroachment espe- cially from Kah-charai and State land and expedite the process of anti encroachment drive. Further directions were passed to Tehsildars to keep strict vigil on conversion of agriculture land for non agriculture and commercial purposes. DC directed SDMs to con- duct week long cleanliness drive in the municipal areas. The directions were passed to SDMs to conduct monthly meeting of revenue officers in their respec- tive areas. Later on DC convened a Private Negotiation Committee (PNC) meeting of collectors with the land owners / persons interested in presence of offi- cials of NRSS and indenting department for acquisition of land for installation of towers for 400kv line under NRSS. Excelsior Correspondent JAMMU, Nov 7: Third Additional Sessions Judge Jammu, Y P Kotwal today awarded one year imprisonment and fine of Rs 10,000 to Chander Mohan Zutshi, a resi- dent of Sainik Colony, who was facing trial for outraging mod- esty of a woman. According to prosecution case, the victim was taking pri- vate tuition from the accused in his house at Sector C, Sainik Colony along with other stu- dents. On 29.05.2012, accused asked her that on 30.05.2012 she should come at 3:30 pm instead of 5:00 pm for special tuition classes. When the victim reached the house of accused he locked her in a room and then molested her. Before the accused could com- mit rape on her, the victim man- aged to escape from the house of the accused and narrated entire episode to her mother. Later, parents of the victim lodged complaint against the accused. After hearing Public Prosecutor Rakesh Badyal assisted by Additional Public Prosecutor, 3rd Additional Sessions Judge observed, "teacher is always respected and looked upon with reverence. However, in the present case the pious relationship of 'Guru' and 'Shishya' has been crushed with impunity. So, it is not a case where the benefit of probation of offenders act can be granted to the convict". With these observations, court awarded one year rigorous imprisonment to accused under Section 354 RPC. He was fur- ther sentenced to rigorous imprisonment for a period of six months under Section 342 RPC. "Even though we didn't yet get much time to deliver on our promises and have been in the Government for only eight months, the overwhelming presence of the people in today's public rally has reiterat- ed the fact that they have tremendous faith in the leader- ship of Mufti Mohammad Sayeed and he has the commit- ment to deliver," she said and added that the State Government is committed to respond to and mitigate the political and economic prob- lems of the State with fresh resolve. Narco smuggler held with charas Excelsior Correspondent JAMMU, Nov 7: Bakshi Nagar police arrested a narcotic smuggler and recovered charas from his possession. As per police sources, on specific information, police team from Bakshi Nagar police station intercepted a person for checking on suspicious grounds. During checking, police recovered 65 grams of charas wrapped in two maize covers from his possession and arrest- ed him on the spot. Teacher gets one yr RI for outraging modesty of student JKSSB aspirants protest, demand postponement of exam Excelsior Correspondent KARGIL, Nov 7: A peaceful protest demonstration was held today by more than 300 JKSSB aspirants of Kargil demanding postponement of JKSSB exami- nation scheduled to be held in Srinagar/Jammu tomorrow. The protesting aspirants assembled this afternoon in the main market, blocked the traffic for hours together and raised slo- gans against the district adminis- tration for failing to convince the JKSSB chairman to postpone the examination to be conducted by JKSSB in Srinagar, tomorrow. The aspirants said that the highway which connects Ladakh region with the rest has been closed due to heavy snowfall on Zojila Pass, for last one week but despite all the efforts of the aspi- rants, the district administration, LAHDC Kargil, MLAs and MLC did not feel it necessary to make any genuine efforts to pro- vide air facilities to the stranded aspirants nor did they try to rep- resent before the Chairman JKSSB to provide an examina- tion centre at Leh/ Kargil. "Because of the callous atti- tude of the administration, our future is in peril as many of them have been preparing only for the aforesaid examination for the last three years", they added. plaints and grievances related torevenue matters and generalproblems of public. He alsodirected Tehsildars to seekmonthly work done report fromthe concerned Patwari andGirdawars of respective areas tospeed up the work within timeframe. Further Tehsildars wereasked to ensure availability ofPatwaris in their respectivePatwar-Khanas as per the dutyroaster.

It was informed byTehsildars that anti-encroach-ment drive has been started inKathua district and during thelast month, a total of 1178kanals and 19 marlas of Stateland and 509 Kanals and 12Marlas of Kah-charai land wasretrieved from different tehsilsof district Kathua. DDC laidstress on revenue officers forremoval of encroachment espe-cially from Kah-charai and Stateland and expedite the process ofanti encroachment drive.Further directions were passed

JAMMU, Nov 7: ThirdAdditional Sessions JudgeJammu, Y P Kotwal todayawarded one year imprisonmentand fine of Rs 10,000 toChander Mohan Zutshi, a resi-dent of Sainik Colony, who wasfacing trial for outraging mod-esty of a woman.

According to prosecutioncase, the victim was taking pri-vate tuition from the accused inhis house at Sector C, SainikColony along with other stu-dents. On 29.05.2012, accusedasked her that on 30.05.2012 sheshould come at 3:30 pm insteadof 5:00 pm for special tuitionclasses.

When the victim reached thehouse of accused he locked herin a room and then molested her.Before the accused could com-mit rape on her, the victim man-

aged to escape from the house ofthe accused and narrated entireepisode to her mother. Later,parents of the victim lodgedcomplaint against the accused.

After hearing PublicProsecutor Rakesh Badyalassisted by Additional PublicProsecutor, 3rd AdditionalSessions Judge observed,"teacher is always respected andlooked upon with reverence.However, in the present case thepious relationship of 'Guru' and'Shishya' has been crushed withimpunity. So, it is not a casewhere the benefit of probationof offenders act can be grantedto the convict".

With these observations,court awarded one year rigorousimprisonment to accused underSection 354 RPC. He was fur-ther sentenced to rigorousimprisonment for a period of sixmonths under Section 342 RPC.
