Goleta planner considerroundabouts in Old Town

Old Town Goleta may soon be hometo roundabouts.Officials want to improve traffic on

Hollister Avenue and allow better accessto Old Town’s industrial section.“We still believe these roads will

divert a lot of traffic from going downthe main buildup on Hollister to theshopping area there,” Goleta MayorMargaret Connell said. The almost $20 million project

extends Ekwill Street and Fowler Roadall the way through to Fairview Avenue,installs four roundabouts in the OldTown area, makes improvements toSouth Kellogg Avenue, and restores partsof the San Jose Creek trail. One roundabout would go in at the

Fowler Road and Fairview Avenue inter-section near the Santa Barbara Airport.

Another would be placed at Pine Avenueand the Ekwill Street. Two will be put atthe north and south bound Highway 217exits.

The extensions of Fowler Road andEkwill Street will be more convenient fortrucks going to the many industrial areaslocated in the southern part of Old Town.Connell said the improvements to traf-

fic coupled with the San Jose Creekflood control project will give the city asolid base to determine what kinds ofrenovations need to be made to OldTown.“We’re hoping that will get us in a

position to really look at what improve-ments we want to make to HollisterAvenue,” Connell said.The project still has to go through sev-

eral design review phases. Goleta com-munity services director Steven Wagnersaid the project would not start construc-

tion until around 2014 with an estimatedcompletion date in 2016.Approximately $16 million of the

funding comes from state transportationmoney already set aside. The rest comesfrom the city’s transportation improve-ment fund.While the project provides some

improvements to an area the city wantedto revitalize, the use of roundabouts hasmade some nervous. Some at publiccomment during a planning commissionmeeting urged a staggered constructionof the roundabouts at the less busyFowler Road and Fairview Avenue inter-section to allow residents to get used tothem.Connell understood the concerns but

believed people would adjust to themafter more outreach and education.“I know there’s a certain apprehension

Tuesday morning arrested a man whoallegedly threw rocks at vehicles onHighway 101 near El Capitan StateBeach.Authorities arrested Silvano Perez,

40, of Sebastopol, California for throw-ing the rocks and reportedly runningacross the freeway in the northboundlanes.Once the CHP arrived, Perez alleged-

ly tossed large pieces of asphalt at apatrol car.Officers attempted to convince the

man to put the asphalt down, but hefailed to comply with their orders. Whenofficers approached Silvano, he raisedthe asphalt above his head in whatauthorities described as an “aggressivemanner.”Authorities then rushed and brought

him down after a brief struggle.He was taken to Goleta Valley

Cottage Hospital before he wasbooked into Santa Barbara CountyJail.He faces charges of throwing objects

at vehicles, assault with a deadlyweapon, battery on a police officer andresisting arrest.The CHP is investigating how the

man got on the highway and whatprompted his bizarre behavior.

lease with Rockbridge Investments, for84,000 square feet of space to houseSanta Barbara Focalplane(SBF). Thespace is divided among two single storybuildings at 336 and 346 Bollay Drive. SBF is involved in the design, cus-

tom development and manufacture ofinfrared component, imaging systems,

camera systems and technology forcommercial, medical, space, and mili-tary applications. It started up in SantaBarbara in 1985 before LockheedMartin acquired it in 1993. The Business Park is a series of six

For four years the view from SantaBarbara’s Shoreline Park has beenmarred by patchy fix-ups, but the citymay soon be taking steps toward perma-nent repairs.Right now a temporary chain-link

fence blocks off the gaping hole where achunk of the park crumbled into the seain 2008. A portion of the sidewalk thatfollows the edge of the bluff once contin-ued along this portion, and now leads outinto nowhere. The grass has since yellowed around

the site and an impromptu dirt walkway

now cuts across to accommodate the jog-gers, walkers, and bikers who frequentthe park for its excellent ocean views. Just up from this site, MacGillivray

Point sits fenced off, its welcome bench-es and un-equalled views taunting visi-tors who can just sneak peaks betweenthe chain-link. The current proposal, which city offi-

cials will discuss on Thursday at CityHall, would relocate these benches andremove the stone wall surrounding theviewpoint. It would add a permanentfencing blocking access to the point, andaround the slide area. The sidewalkwould also be continued around the

curve of the damaged site. But while most can understand the

danger the crumbling cliff poses, manyare sad to see the point blocked off. “That was our clubhouse. Every day

we would meet up there,” said FrankSutter. He and his friends Janice Adkinsand Sam Webster were gathered at thepark reminiscing about their old hangout. They said a group of about 10 ofthem and their friends started making aritual of frequenting the spot beginningaround 2000. “We miss it,” Webster said.The three agree that as far as views go,

project to go back to the design review board,Monday’s planning commission meeting saw afew misgivings.Commissioner Jonny Wallis, a former city

council member, complained that a previousincarnation that would have joined segmentsof Highway 217 with Old Town would have

been much better for the area. Lobbying byUCSB to keep 217 a highway caused Caltransto nix any proposed changes.“I believe the community really chose that

option,” Wallis said. “But it is not to be.”However Wallis said it’d been 50 years

since any major work has been done on OldTown and complaining about what could havebeen wouldn’t get anything more accom-plished. “Delaying just brings us back so that some-

body will be sitting here and say, ‘It’s been 60years since there’s been a major infrastructureimprovement in Old Town,’” Wallis said.

a state takeover of the city of Flint on Tuesday,following a review team’s assessment earlierin the month that the city, a former manufac-turing hub for the auto industry, is in a finan-cial emergency.Snyder named Michael K. Brown, a former
