Secretary PHE, I&FC Department Sanjeev Verma, Director Finance PHE, I&FC Department Mahesh Das, Chief Engineer, PHE Jammu Susheel Aima and other senior officers of the department were present in the meeting. The Minister directed the concerned officers to file precise and accurate answers to the queries raised by the legislators. He also enquired about the actions taken by the department on the issues raised by the legis- lators in their respective con- stituencies. During the meeting, the Minister also instructed the offi- cers to prepare a comprehensive list of land donors who gave their land to the department for creation of public assets and instructed to submit the same to his office at an earliest. The offi- cers were further asked to submit details of vacancies in the department so that they could be forwarded to recruiting agencies for necessary action. The Minister further directed for immediate removal of illegal connections, besides issuing directions for fixing leakages in water pipes. Later, Secretary, PHE, I&FC Department Sanjeev Verma also convened a meeting with the officers of Irrigation & Flood Control department to discuss the pace of de-silting of various canals in Jammu. The Secretary directed the officers to expedite the de-silting works in the canals so that unin- terrupted water reaches the agri- cultural fields. Excelsior Correspondent JAMMU, Dec 28: Chairman Legislative Council, Haji Anayat Ali and Speaker Legislative Assembly Kavinder Gupta, today convened separate meetings with the officers from Police and Civil Administration to discuss the arrangements put in place for forthcoming Budget Session commencing from January 2, 2017. Special Director General of Police (Coordination and Law and Order) Dr. S P Vaid, Additional Director General Security, Dilbagh Singh, Inspector General of Police Security, Jagjit Kumar, IGP Jammu Danish Rana, IG Traffic S A Watali, Director Estates Dr G N Itoo, Director Information Dr Shahid Iqbal Choudhary, Dy Director Information Avleen Kour and other senior officers were present in the meetings. Threadbare discussions were held on different issues regarding security and other related matters They directed all the con- cerned departments to work in tandem and strictly adhere to the decisions taken in the meeting, especially the ones related to security. It was informed that all nec- essary arrangements have been put in place where-in adequate security staff has been deployed within the premises to facilitate smooth entry of the legislators and media-persons. Besides, provisions have also been made to setup additional mobile X- Ray screening security system inside the complex for second- ary screening of small bags, brief cases and other parapher- nalia to ensure fool-proof arrangements for safety and security. Besides, security plan for MLA hostel, circuit house and ministerial accommodations were also discussed. It was informed that gazetted officers will be deployed at both hostel complex and circuit house to liaison with the legislators' secu- rity detail and security agencies. The Speaker directed the Health Department to also pro- vide a fully equipped ambulance at the MLA hostel besides the Assembly complex. Meanwhile, Speaker Legislative Assembly convened a meeting with the representa- tives of the media, both print and electronic, to discuss and review the arrangements made for smooth coverage of the Budget Session Speaker sought cooperation from the media fraternity for fair and comprehensive coverage of the Budget Session. Stressing on adhering to the security guide- lines laid down by the concerned agencies, he said certain restric- tions on traffic movement are being imposed to ensure safety of all the concerned and to make sure that hassle-free security arrangements are put in place. He urged the media-persons not to use mobile phones in the press gallery either for making calls or recording videos of the proceedings. LC Chairman, Speaker review arrangements for Budget Session Minister for Public Works AR Veeri inaugurating a bridge on Srinagar-Baramulla highway on Wednesday. Excelsior Correspondent SRINAGAR, Dec 28: Minister for Public Works and Parliamentary Affairs, Abdul Rehman Veeri, today inaugurated single span overhead pedestrian steel bridge on Srinagar-Baramulla highway near JVC Bemina. The overhead bridge, con- structed at a cost of Rs 1.32 crore, offers a much-needed pedestrian access from across the National Highway to the JVC Hospital. On the occasion, the Minister interacted with the peo- ple who demanded for addition- al passage onto the bridge con- necting it to the adjoining local- ity. The Minister gave patient hearing to the locals and assured them that their demands would be taken on priority. Later, the Minister visited under-construction Maternity & Pediatric Hospital at Bemina and took stock of the ongoing work. He was informed that 500-bedded hospital being con- structed at an estimated cost of Rs 70.63 crore would be com- pleted within stipulated time frame. The Minister directed the concerned to expedite the work so that people of the nearby areas are benefitted, besides rush to city hospitals is reduced. Veeri inaugurates Rs 1.32 cr pedestrian bridge near JVC Excelsior Correspondent RAIPUR, Dec 28: Minister for Food Civil Supplies and Consumer Affairs Chowdhary Zulfkar Ali today called on Chief Minister of Chhattisgarh Raman Singh at Raipur and held detailed discussion on the highly successful e-PDS model opera- tional in Chhattisgarh. Chowdhary Zulfkar Ali was accorded warm welcome at the CM residence where the duo held threadbare discussions on the electronic public distribution sys- tem (e-PDS) operational in Chhattisgarh. The Chief Minister highlighted the roadmap of the e- PDS and offered full cooperation in implementing the model in Jammu and Kashmir. The Chhattisgarh CM gave full credit to electronic based monitoring and distribution mechanism for remarkable suc- cess of PDS in his State. He said his Government has initiated some far-reaching reforms which has enabled them to bring about complete transparency in the system and also eased peo- ple's problems. About the delivery system of ration, the CM told Zulfkar that they have expanded PDS cover- age and low issue prices have contributed to give voice to oth- erwise poor and disempowered rural cardholders. He added that PDS has become a political pri- ority in Chhattisgarh and a deci- sion was made to turn it around, instead of siding with the cor- rupt officials/dealers. The Chief Minister offered all possible cooperation in streamlining PDS in Jammu and Kashmir. He praised various measures taken by Jammu and Kashmir Chief Minister Mehbooba Mufti despite facing tough time and wished her great success in achieving the goal of transparent and accountable administration at all levels. He also praised Zulfkar for his untiring efforts to make the PDS more vibrant and efficient in Jammu and Kashmir. Apprising Chief Minister about overall scenario of Jammu and Kashmir, Zulfkar said that State Government is working hard to help people and ease their sufferings. Zulfkar calls on Chhattisgarh CM Excelsior Correspondent JAMMU, Dec 28: Sub Divisional Magistrate (SDM) Kalakote today convened aware- ness cum public grievances redressal camp at Borh. The functionaries of Agriculture, Horticulture, Rural Development, Social Welfare, Child Development Project, Health & Revenue Departments were present at the camp and lis- tened to the issues raised by the locals. The team of officers also made the locals aware about dif- ferent welfare scheme/programs being implemented by their departments. The SDM also took stock of the grievances of the people and asked the concerned depart- ments to take immediate steps to redress these on priority He asked the people to avail the benefits of different welfare scheme being implemented for their economic development. He further said that more such awareness camps will be organ- ized in the far flung areas of Kalakote to create awareness about the Government schemes among the stakeholders . SDM holds grievances redressal camp Excelsior Correspondent JAMMU, Dec 28: Jammu and Kashmir Police Wives Welfare Association (PWWA) today organised a farewell func- tion in honour of its Chairperson K. Vijaya Rajendra here at Police Officers Mess. On the occasion, speakers highlighted the role of outgoing Chairperson in promoting the welfare of police families. They said that K Vijaya Rajendra with her leadership qualities remained highly interested in taking new initiatives for the welfare of special children and wards of martyrs. They added that her contribution in coordi- nating the activities for the wel- fare of police families has set new trends. In her address, K. Vijaya Rajendra said that she has been proud to be a member of PWWA and has tried her best to bring changes in the working of the Association. She said that PWWA has been focussing to instil a sense of confidence among the minds of martyrs' wives and develop skills in them. The Association in coordination with other departments, NGOs with similar objectives, worked for the well being of specially-abled chil- dren of police personnel. PWWA organizes farewell for Vijaya Rajendra Excelsior Correspondent JAMMU, Dec 28: Special Judge Anticorruption Jammu Sanjeev Gupta today decided 20 years old corruption case and awarded two and half years imprisonment and fine of Rs 45000 to Shiv Dev Singh, the then Cashier of State Road Transport Corporation. According to the Vigilance case, the accused during his posting as Cashier in Workshop Unit of SRTC had allegedly mis- appropriated Rs 8,70,011 by not depositing the amount of GP Fund deductions of the employ- ees of JKSRTC in the Government Treasury from the year 1995 to the year 2000. Separate charge-sheets bifur- cated year wise showing the embezzled amount were filed in the court after the conclusion of investigation. After hearing CPO Harminder Singh for the State, Special Judge Anticorruption observed, “the accused was dealing with the property of Government in his capacity as Cashier of SRTC but his act caused loss to the employees of Corporation”. “The court cannot take lenient view in awarding sen- tence on the ground of sympathy or delay, particularly, if it relates to embezzlement of GPF contri- butions of employees of Corporation intended to benefit them at the twilight of their lives”, the court said. Accordingly, he was award- ed simple imprisonment for one year under Prevention of Corruption Act and simple imprisonment for one year for the offence under Section 409 RPC. The accused was also awarded simple imprisonment for six months for the offence under Section 477-A RPC. Two & half yrs RI to Cashier of SRTC in corruption case Excelsior Correspondent JAMMU, Dec 28: Seeking support of every section of the society to take the on-going war against drug addiction to its logi- cal conclusion, chairman of the Team Jammu Zorawar Singh Jamwal today said that drug addiction is destroying younger generation of the State and it is need of the hour to evolve a con- sensus how to deal with this deadly menace. Addressing a meeting of the prominent citizens of Jammu including Executive Committee members of J&K Excise and Commercial Taxes Employees Welfare Society (Regd) Singh said that drug abuse in J&K is part of Narco-terrorism, imported from the neighbouring Pakistan to spoil youth of the State. He regretted that no concrete policy has been so far formulated to deal with this type of terrorism. "We have already started a campaign to mobilize Legislators to make stringent laws to deal with this menace", Zorawar Singh informed members of the Civil Society and hoped that in the coming session of the State Legislature some concrete steps would be initiated in this regard by all political parties. While sharing details of dis- trict- wise records of death cases due to drug over dose and per- centage of youth falling prey of drug mafia in Jammu province, he informed the members of the civil society that this menace has consumed lives of hundreds of youth in Jammu region and it has gripped younger generation in its grip but those at the helm of the affairs are still in deep slumber. Jamwal demanded setting up rehabilitation centre on the pat- tern of Punjab in Jammu region to save lives of those youth who are victim of this menace. He said that there is urgent need to set up such rehabilitation centres in Jammu region. Kashmiri Pandit leaders including Ravinder Raina President ASKPC, Ashwani Chrungoo President Panun Kashmir, TN Khosa President KP Sabha Ambphalla, noted intellectual KN Pandita, AN Sadhu and Swami Kumar Ji were present in the function. HL Bhatt while speaking said that the trust has been observing the Chetna Diwas for the last 26 years continuously to pay homage to the sacrifice of Pt Prem Nath Bhatt and many other Kashmiri Pandit martyrs who laid down their lives while fight- ing terrorist bullets. Dr RL Bhatt while speaking said that this year the Chetna Diwas is being observed as a matter of protest because of the apathy, indifference and delay- ing tactics adopted by a certain section of the political class towards the core Kashmiri Pandit issues including the all important Temples Bill. Dr Bhatt cautioned that such moves on the part of these indi- viduals is a fissiparous move as it can damage the cause for the passage of the Temples Bill and harm one of the cardinal issues of the displaced Kashmiri Pandits. Chairman of the trust Dr AN Pandit appealed to the Government to pass the Temples Bill in the next assembly session so as to save them from com- plete annihilation. Chetna Diwas observed Eye patients during an eye camp at Rotary Eye & ENT Hospital, Udhampur. Excelsior Correspondent UDHAMPUR, Dec 28: A three-day eye camp started on December 26 to provide ‘Gift of Sight’ to the patients belongs to weaker sections of the society, concluded today. On 2nd day of the camp, more than 60 patients were operated and 60 were still to be operated. The patients were screened at Aghar Jitto and Reasi and parts of the Udhampur district, and were operated by Dr Ankur Goel (Ophthalmic Surgeon) and Dr Richa Muldiyar (Ophth Surgeon). The camp was organized by Rotary Club Udhampur in col- laboration with Rotary Eye & ENT Hospital Udhampur and District Blindness Control Society. One killed, minor injured in road accidents Excelsior Correspondent SRINAGAR, Dec 28: Police today said a person was killed while a minor girl was injured in two separate road accidents in Baramulla and Anantnag districts of Valley. A police spokesman said an unknown vehicle hit a motorcycle bearing registration number JK016-7567 driven by Manzoor Ahmad along National Highway at Pattan near Hanjiwara Gupan Galli in north Kashmir's Baramula district, resulting in injuries to the motorcyclist. The injured was shifted to SKIMS Soura Srinagar for treatment where doctors declared him brought dead, he said, adding that after completion of medico legal formalities, the body of the deceased was handed over to his legal heirs for last rites. The police spokesman said a Scooty bearing registration num- ber JK03C-4321 hit a minor girl namely Sani Jan at Anantnag dis- trict. The injured was shifted to District Hospital Anantnag for treatment where from she was referred to SKIMS Soura Srinagar for further treatment. Excelsior Correspondent JAMMU, Dec 28: A thirty- member deputation of ASHA Workers Union Jammu, affiliated with CITU and headed by Sham Prasad Kesar senior leader of CITU, met the Mission Director, Nation Health Mission Jammu and put forth a charter of demands before him. During the meeting they demanded that NHM should be made permanent health pro- gramme, ASHA workers be reg- ularised as Health workers and they should be paid minimum wages of Rs 18000 per month, until this is implemented. Kesar demanded that ASHA workers be paid fixed monthly amount in addition to their incentives and they should be covered under `Aam Admi Bima Yojna' like Anganwadi wokers, moreover, they should get all social security benefits like pen- sion, gratuity, maternity benefits as recommended by 45th Indian Labour Conference. It was also stressed upon the authorities to provide rest rooms in all Health Centres, pro- vision of uniforms, ID Cards, bus passes, BPL Cards etc to the ASHA workers. They should also be provided some addition- al amount under Janani Suraksha Yojna for postnatal check up, immununization, vac- cine carrier, monthly registration of birth and death, listing of eli- gible couples, list of ANC bene- ficiaries besides TA / DA for the monthly meetings. JAMMU, Dec 28: SpecialJudge Anticorruption JammuSanjeev Gupta today decided 20years old corruption case andawarded two and half yearsimprisonment and fine of Rs45000 to Shiv Dev Singh, thethen Cashier of State RoadTransport Corporation.

According to the Vigilancecase, the accused during hisposting as Cashier in WorkshopUnit of SRTC had allegedly mis-appropriated Rs 8,70,011 by notdepositing the amount of GPFund deductions of the employ-ees of JKSRTC in theGovernment Treasury from theyear 1995 to the year 2000.

Separate charge-sheets bifur-cated year wise showing theembezzled amount were filedin the court after the conclusionof investigation.

Harminder Singh for the State,Special Judge Anticorruptionobserved, “the accused wasdealing with the property ofGovernment in his capacity asCashier of SRTC but his actcaused loss to the employees ofCorporation”.

“The court cannot takelenient view in awarding sen-tence on the ground of sympathyor delay, particularly, if it relatesto embezzlement of GPF contri-butions of employees ofCorporation intended to benefitthem at the twilight of theirlives”, the court said.

Accordingly, he was award-ed simple imprisonment for oneyear under Prevention ofCorruption Act and simpleimprisonment for one year forthe offence under Section 409RPC. The accused was alsoawarded simple imprisonmentfor six months for the offenceunder Section 477-A RPC.

SRINAGAR, Dec 28: Police today said a person was killedwhile a minor girl was injured in two separate road accidents inBaramulla and Anantnag districts of Valley.

A police spokesman said an unknown vehicle hit a motorcyclebearing registration number JK016-7567 driven by ManzoorAhmad along National Highway at Pattan near Hanjiwara GupanGalli in north Kashmir's Baramula district, resulting in injuries tothe motorcyclist.

The injured was shifted to SKIMS Soura Srinagar for treatmentwhere doctors declared him brought dead, he said, adding that aftercompletion of medico legal formalities, the body of the deceasedwas handed over to his legal heirs for last rites.
