DAILY EXCELSIOR, JAMMU MONDAY, DECEMBER 5, 2016 (PAGE 7) KPC demands passage of Shrines Bill Excelsior Correspondent NEW DELHI, Dec 4: Kashmiri Pandit Conference (KPC) in its meeting here today decided to accelerate its struggle for protection and promotion of shrines and temples in the Valley. KPC president, Kundan Kashmiri vehemently criticized the State and Central Governments for their failure in taking concrete steps for safety of historical Hindu shrines and temples in Kashmir valley which have suffered a huge loss- es from the last 27 year long tur- moil. He said that KPC has been always actively involved and part of nation wide struggle, which include Porbhander hunger strike and protest demonstration, dharna & demonstration at Jammu Press Club,in front of Governor House Jammu, JanterManter, Memorandums submitted to president of India,Home Minister of India, Chief Minister and Speaker of State, and meet- ing with yoga Guru Ram Dev and apprised him in detail about bad condition of shrines and temples in Kashmir valley and sought his intervention in the matter. He said besides KPC also approached many of Parliament members and others for protec- tion and promotion of shrines and temples in Valley and seek- ing their support for passage of Shrine Bill. He said that the assurances given to KPs and their organiza- tions by State and Centre Governments proved totally false as both failed to take concrete steps for safeguarding Hindu reli- gious places in Kashmir. He also disclosed that KPC would hold corner meeting in KP dominated areas and mobi- lize them for accelerating the struggle for the said purpose in the country. Besides, community people would be made aware and up-dated about the damage caused to religious places, tem- ples and shrines in the valley. KPC strongly demanded the constitution of Board for shrines and temples by the Government. KPC senior vice president, Tej Pandita, secretary KPC R.L. Raina and other senior leaders also expressed their resentment for the damage and destruction of temples and shrines from the last three decades in the Valley. Kohli convenes public grievances redressal camp Excelsior Correspondent POONCH, Dec 4: Minister for Animal & Sheep Husbandry and Fisheries, Abdul Ghani Kohli, today convened a joint meeting of public and officers to assess the public grievances besides taking stock of develop- ment works being executed in the area. The Minister took stock of people's grievances and issued necessary instructions to con- cerned departments for an early redressal to the same. Addressing the gathering, the Minister said that the Government is making all efforts to ensure transparency and accountability at all levels for hassle free services to the people. He said that strict instructions have been given to the officers to leave no stone unturned on account of extend- ing enhanced basic amenities to the people with focus on rural and hilly parts of the State. No laxity would be tolerated in this regard, he maintained. The Minister emphasized the need of putting in place an effec- tive mechanism for monitoring of all ongoing developmental works so that these could be completed in a time bound man- ner. The prime concern of every officer and official should be to ensure that the people get all necessary services in a total con- venient and time bound manner for which the Government is always determined. This will enable the government realize the vision of making J&K a model State, he asserted. In his address, Dr Magotra said that youth has a "historic opportunity" to join hands with the revolutionary step taken by Prime Minister Narendra Modi to take our nation to greater heights and eradicate corruption and black money from the coun- try. He further said that when there are around "80 crore" peo- ple who possess debit or credit cards and "90 crore mobile users" are already in the country, it should not be challenging to move towards cashless transac- tions. Member of Legislative Council (MLC) Ashok Khajuria, Circle Head of Axis Bank Neeraj Jain, Cluster Head of Axis Bank Vishesh Sudhaker Dhingra, Branch Head Gourav Khajuria, Branch Sales Manager Bhupinder Singh and other staff members were also present on the occasion. ReT Forum threatens to gherao Civil Secretariat on Dec 15 Excelsior Correspondent UDHAMPUR, Dec 4: Up in arms against unprecedented delay in release of SSA salary and Government move on screening test of the Rehbar-e- Talim teachers, the Jammu Kashmir ReT Teachers forum has threatened to gherao the Civil Secretariat on December 15. The warning was issued dur- ing monthly meeting of the Forum, held here today under the chairmanship of the State presi- dent Vinod Sharma and district president Lekh Raj Parihar. While speaking on the occa- sion, Sharma lambasted the State Government and Education Department for allegedly harass- ing the ReT cadre day by issuing unjustified orders to screen ReTs having degrees from Study Centres by giving reference of court order. "Without publishing the list of fake Study Centres, how can the department go for the screening test?," he asked. Vinod Sharma also drew attention towards the SSA teach- ers of the State, who are without salary for last 4 to 6 month and the families of these teachers are living under miserable condi- tions as they are unable to pro- vide proper food and clothing to their children and medicines to their old and ailing parents. "Though Education Minister had assured two years back that he would streamline the SSA salary within 6 months, the ground reality after two years is that SSA teachers are on verge of starvation. None from Government bothers to resolve the issue of SSA salary which has always been a chronic prob- lem but at the same time the department leaves no stone unturned to harass the ReTs on the name of so called screening test which is condemned by ReT Forum and it's a matter of shame for those who are making to suf- fer the families of thousands of ReTs under SSA and due to such orders," he said. The Forum unanimously threatened to Gherao the Civil Secretariat on 15th of December 2016 if order on screening test is not revoked and 6 months SSA salary is not released by then. Excelsior Correspondent JAMMU, Dec 4: Giving a call for complete pen down strike on December 8-9 and Secretariat Gherao on December 10, Jammu Kashmir and Ladakh All Department Clerical Staff Association has appealed the Government to solve the long pending demand of the employ- ees regarding removal of pay anomalies of Clerical cadre by implementing the High Court order in this regard. An emergency meeting of the Association was held here today under the chairmanship of Babu Hussain Malik, State president, for announcing call by clerical cadre employees for pen down strike and deciding to assemble in front of the Press Club Jammu on December 10 to march for Secretariat Gherao. The meet appealed the Government to solve long pend- ing demand of the clerical cadre employees regarding removal of their pay anomalies by imple- menting the High Court order vide SWP number 3058/2015 MP No 01/2015 in letter and spirit. The meet also highlighted some other demands of the Association, which include DPC in all the departments after every six months, implementation of 7th Pay Commission, dislocation Allowance to all the officials who are posted outside their home district, and regularization of daily wagers. NPP protests exploitation of contractual lecturers Excelsior Correspondent JAMMU, Dec 4: Castigating the State Government for its criminal apathy towards School, College and Polytechnic lectur- ers engaged on Academic arrangements, the Panther Party activists along with scores of such lecturers spearheaded by Rajesh Padgotra, Provincial president NPP and Gagan Pratap Singh general secretary Young Panthers and others, staged a protest demonstration seeking immediate salary enhancement and regularization of their services at Exhibition Ground here today. Describing the exploitation of educated youth of the State as worst form of human rights vio- lation, Rajesh Padgotra said that the highly qualified educated under-employed youth in the State were treated like mere expendables. He said that the brewing anger of the youth could explode any moment like a catastrophe and cause irrepara- ble damages. Expressing solidarity with the these lecturers engaged on contract / academic arrangement basis and who included PhDs, M Phils, double post graduates etc., he regretted that such high- ly qualified youth were being paid Rs 7,000 per month in Higher Secondary schools and Polytechnics where as Rs 8,000 in colleges which had not been revised for the last more than 12 years. He said that they were oppressed like bonded labourers whose honorarium was grossly meagre in proportion to the quantum of work assigned to them. He sought hike in the emoluments to at least Rs 20,000 as the existing rates had not been revised since 2004. Gagan Pratap Singh and Shyam Gorkha pointed out that several lecturers engaged on academic arrangement in hilly and remote areas had shown reluctance to join services in view of negligible emoluments offered to them with the result that the majority of educational institutions including Schools, Colleges and Polytechnics had become defunct and staff defi- cient. They said that the highly apathetic approach of the Govt towards the miseries of these lecturers had pushed them towards starvation. They exhort- ed the Govt to frame a definite policy and regularize the servic- es of these lecturers. NC, Hurriyat trying to appease Pakistan: BJP Excelsior Correspondent JAMMU, Dec 4: It appears that NC is trying to edge out Hurriyat as Pakistan's mouth- piece as is evident from the pro- Pakistan statements being made by its leaders almost on daily basis. What is most surprising that the Jammu based leaders of NC are also not only singing in unison with their aakaas but also openly defending them on the national media? Reacting sharply to the recent statement of Omar Abdullah, "don't be under the false impression that the unrest you are seeing in Kashmir has been ignited by Pakistan. We found that some people at the Centre willingly or unwillingly wanted to keep themselves igno- rant about the situation in Kashmir. It was easy for them to blame Pakistan," Brig Anil Gupta, BJP State Spokesperson, stated that the timing of the statement is interesting and has obviously been made to help Pakistan. Explaining further, Brig Gupta said that after the recent Pak-sponsored terror attack at Nagrota, it has been confirmed beyond doubt that despite inter- national condemnation, Pakistan continues to use terrorism as an instrument of State policy. Anticipating that Pakistan will face severe flak at the Heart of Asia Conference which began on the same day Omar Abdullah made the statement because Afghanistan was planning to name Pakistan as sponsor of ter- ror in India and Afghanistan in the Amritsar Declaration sched- uled to be released today, Omar Abdullah has made this state- ment to bail out beleaguered Sartaj Aziz, heading the Pak del- egation. Brig Anil Gupta lamented that a few Indian politicians have been manipulated by the Pak intelligence agencies and Track 2 diplomats to the extent that they not only challenge J&K's accession to India but also ridicule the 1994 resolution passed by the Parliament of India. Only the other day, Omar Abdullah immediately after the Nagrota terror attack, absolved Pakistan by blaming the Government. PHEEA demands separate head for daily wagers Excelsior Correspondent UDHAMPUR, Dec 4: Water Works (PHE) Employees Association Udhampur held executive body meeting of both the districts of Udhampur and Reasi at PHE Complex here under the chairmanship of Rattan Singh, senior vice presi- dent of the association for Udhampur district. The meeting criticized the attitude of the State Government towards the workers who have not been paid their wages for the past 36 to 40 months, which has made the life of daily rated workers worst than hell. The senior vice president of the asso- ciation appealed the State Finance Minister for a separate Head in the grant of funds for all type of daily rated workers, so that their families may not starve. They also raised various other long pending demands which included; Implementation of Minimum Wages Act; Immediate regularization of workers; Revision of sanctioned strength of the department, as there was no revision of sanc- tioned strength of field func- tionaries of the department for the past 40 years; Meeting short- age of staff to effectively man the on-going water supply schemes; Change of designation as per nature of job being per- formed by the workers; Payment to those engaged in lieu of land donation; Release of 6% DA installment to employees and workers from July 2015; and Enhancement in daily wage rate to Rs 150 to Rs 400. Rattan Singh appealed all the associations of PHE Department to unite and be ready for agita- tion as State Government was not willing to fulfill genuine demands of the employees and workers of the Department. Others who spoke on the occasion included Suraj Parkash, Makhan Chand, Krishan Lal, Parth Singh, Shambu Ram, Lakshman Chand, Rakesh Kumar, Sham Lal etc. Gujjars urge State to push for recognition of Gojri language Excelsior Correspondent JAMMU, Dec 4: Maintaining that Gojri- the lan- guage of Gujjar tribe residing in 12 States of India- deserves its inclusion in the eighth schedule of Indian Constitution -the speakers of a programme organ- ized here today by Tribal Research and Cultural Foundation - demanded that State Government should press hard for national recognition of their mother tongue. They said that Gojri, the largest spoken 'tribal languages' of Northern-Western States in India with more than two mil- lion native speakers in Jammu and Kashmir State, fulfills all the requisites and qualify for the grant of recognized Indian lan- guage status. Dr Javaid Rahi, well-known Gujjar researcher, who presided over the function, stated that Gojri was in queue since last 2 decades and they were eagerly waiting its inclusion. Being oldest and significant languages of India, Gojri deserves recognition at national level long back, he said and added that Gujjars-the main speakers of Gojri- live mainly in 12 States of North-Western India, listed as ST in J&K and Himachal Pardesh and OBC in 10 other State are fighting joint- ly and vigorously for recogni- tion of Gojri in Constitution as it is a common feature among Gujjar community. The speakers said that the influence of Gojri - as a cultural language in Indian subcontinent, is increasing day by day mainly due to growing ethnic con- sciousness among Gujjars, Bakerwals and other communi- ties who speak this language since centuries. The meeting was informed by the members of Tribal Foundation that for inclu- sion of Gojri in India Constitution, Governor of J&K N N Vohra, two Chief Ministers of the State from time and again, have written separate recom- mendation letters to Union Home Ministry and favored its inclusion in the list of recog- nized Indian Languages. Axis Bank opens 24th branch at Panjtirthi Clerical Staff Association calls for pen down strike, Secretariat Gherao Survival possible in sudden cardiac arrest: Dr Sushil Excelsior Correspondent JAMMU, Dec 4: Taking a step further in his resolve to serve the people and caring for human- ity by bringing awareness about the prevalence of cardiovascular diseases, Dr. Sushil Sharma (HOD Cardiology GMCH & SSH Jammu) today held a day long camp in collaboration with Mahajan Sabha at Panch Mandir Channi Himmat, Jammu. Accompanied by a team of young doctors, paramedics and volunteers, Dr. Sharma examined people of the area for the preva- lence of cardiac diseases and other health ailments. More than 300 people were screened, evalu- ated, diagnosed and free medi- cines were given as per the requirements. While interacting with the patients Dr Sushil stated that more than 3.5 lakh deaths occur each year as a result of Sudden Cardiac Arrest. "SCA claims one life every two minutes, taking more lives each year than breast cancer, lung cancer, or AIDS. Sudden Cardiac Arrest is a med- ical emergency. If not treated immediately it causes sudden car- diac death," he said. He underlined that the most common cause of SCA is a dan- gerous and abnormal heart rhythm called Ventricular Fibrillation (VF). In VF, the electrical signals that control the lower chambers of the heart (ventricles) become chaotic. This sends the ventricles into fibrillation, an extremely rapid and irregular quivering that cannot effectively pump blood to the body. With fast, appropriate medical care survival is possible, administering cardiopulmonary resuscitation (CPR) treating with a Defibrillator -or even just com- pressions to the chest can improve the chances of survival, he elaborated. "What has been more alarm- ing is that the Sudden Cardiac Arrest occurs abruptly and with- out warning, and two-thirds of SCA deaths occur without any prior indications of heart disease. In fact, SCA can happen to people of all ages and health conditions. While signs and symptoms are often not present, there are certain risk conditions for SCA, which include a previous heart attack: individuals who have had a heart attack are at greater risk of SCA - 75 % of people who die of SCA show signs of a previous heart attack, a family history of sudden death, heart failure, or massive heart attack, an abnormal heart rate or rhythm of unknown cause and episodes of fainting etc", he said. He advised people that no doubt it is not possible to predict SCA but people at risk of SCA may benefit from regular screen- ing and Diagnosis. Excelsior Correspondent JAMMU, Dec 4: Provincial president of Women Wing of National Conference Satwant Kaur Dogra today strongly crit- icized PDP-BJP Government for raising rates of CAPD ration by 60% when the FCI is provid- ing the food grains on old rates. "The Government has betrayed the poor people whom they exploited during elections by making tall promises that turn out to be just hoax," Satwant said while addressing the NC delegates meeting at NC office Samba today. Launching a scathing attack on the Government, Satwant Kaur Dogra said this sudden increase in the rate of "atta" by 62% and rice by 50% without any justified reason has exposed the anti- poor face of BJP-PDP Government. She said that the State is going through one of the harshest period where poor peo- ple are facing the brunt and with such hikes in ration the poor is being punished more. It seems that Government is hell bent on making the people suffer for everyday needs badly. While terming the move anti- people, she said that the people of the state are already suffering a lot due to continuous border firing and increasing prices of ration at this juncture is a severe blow on common man. NC leader charged the PDP and BJP of working at cross pur- poses, saying the people are suf- fering adversely as a conse- quence. Unfortunately, the BJP Government has only done things that appeal to its core, committed base and has virtual- ly forgotten the large section of people who voted for "develop- ment" not "division". BJP's biggest promise to the young voter was to create jobs each year and regularization of thou- sands of workers. But BJP failed to keep that promise. Satwant asked NC delegates to reach out to the public in every nook and corner of the constituency and leave no stone unturn to consolidate and strengthen the party at grassroot level. Hike in prices of CAPD ration unfair: Satwant Three arrested with two stolen bikes Excelsior Correspondent JAMMU, Dec 4: Arnia police nabbed three persons along with two stolen motorcy- cles. As per police spokesman, a team from Arnia police station arrested a bike lifter, who has been identified as Lakhwainder Kumar alias Sunny alias Ladoo, son of Prem Chand, a resident of Kalyana. On his disclosure, two stolen bikes, which he had sold after changing the registration num- ber plates were recovered from the possession of Sahil Sharma, son of Joginder Pal of Badyal Kazian RS Pura and Karan Singh, son of Joginder Singh of Kalyana RS Pura. Sahil and Karan were also arrested. A case under FIR Number 92/16 under Section 379 RPC has been registered with police station Arnia and investigation started. Fire breaks out in PWD store, vehicles damaged Excelsior Correspondent KISHTWAR, Dec 4: Fire broke out in Public Works Department (PWD) store at Om Mehta road, here today. As per police sources, inferno broke out in PWD store at Om Mehta road this evening, causing damages to the vehicles parked inside the store. The fire broke out probably in the grass. On getting information, police team rushed to the spot and fire tenders along with fire fighters also reached the spot. After hectic efforts, the fire was brought under control and restricted it from spreading to other areas. No injury or casualty has been reported in the incident, while the exact loss could not be ascertained yet. Kishtwar police has taken cognizance in this regard MoS Sunil Sharma and other senior officers from the district administration also rushed to spot and took stock of the situation. 35 injured in road mishap Excelsior Correspondent SAMBA, Dec 4: Thirty five persons were injured, 15 of them critically, when an over- crowded vehicle they were trav- elling in turned turtle in Samba district today. The accident occurred when the mini-bus, that was on its way to Kotah village from Patyari, turned turtle in Nichla village in Ghagwal area of the district, a police officer said. He said 35 passengers were injured in the mishap and they were admitted in District Hospital Samba for treatment. He said 15 persons with grievous injuries were later shifted to Government Medical College and Hospital, Jammu for treatment. A case has been registered and investigations initiated, he said. Police said the mini bus was over crowded. The driver and conductor of the mini bus fled after the accident. One killed, two injured as gas tanker plunges into gorge Excelsior Correspondent RAMBAN, Dec 4: One per- son was killed and two others received injuries, when the gas tanker they were travelling in, skidded off the road and plunged into gorge near Nachilana area, falling under the jurisdiction of Ramsu police station. The ill-fated vehicle bearing registration number NL02N- 8165, was on its way to Srinagar from Jammu, when the driver failed to negotiate sharp curve and the vehicle landed into gorge, resulting into on the spot death of one person and serious injuries to two others. After getting information, police team led by SHO Ramsu Muneer Khan rushed to the spot and with the help of locals, shifted the injured persons to PHC Ramsu, where they were undergoing treat- ment, when reports last came in. The deceased has been iden- tified as Ramandeep Singh, while the injured were identified as Mandeep Singh and Rajinder Singh. The deceased and injured persons were residents of Jagraon, Ludhiana. KPC demands passage of Shrines Bill

He said that KPC has beenalways actively involved andpart of nation wide struggle,which include Porbhanderhunger strike and protestdemonstration, dharna &demonstration at Jammu PressClub,in front of Governor HouseJammu, JanterManter,Memorandums submitted topresident of India,HomeMinister of India, Chief Ministerand Speaker of State, and meet-ing with yoga Guru Ram Devand apprised him in detail aboutbad condition of shrines andtemples in Kashmir valley andsought his intervention in the

matter.He said besides KPC also

approached many of Parliamentmembers and others for protec-tion and promotion of shrinesand temples in Valley and seek-ing their support for passage ofShrine Bill.

He said that the assurancesgiven to KPs and their organiza-tions by State and CentreGovernments proved totally falseas both failed to take concretesteps for safeguarding Hindu reli-gious places in Kashmir.

He also disclosed that KPCwould hold corner meeting inKP dominated areas and mobi-lize them for accelerating thestruggle for the said purpose inthe country. Besides, communitypeople would be made awareand up-dated about the damagecaused to religious places, tem-ples and shrines in the valley.

KPC strongly demanded theconstitution of Board forshrines and temples by theGovernment.

KPC senior vice president,Tej Pandita, secretary KPC R.L.Raina and other senior leadersalso expressed their resentmentfor the damage and destructionof temples and shrines from thelast three decades in the Valley.

POONCH, Dec 4: Ministerfor Animal & Sheep Husbandryand Fisheries, Abdul GhaniKohli, today convened a jointmeeting of public and officers toassess the public grievancesbesides taking stock of develop-ment works being executed inthe area.

The Minister took stock ofpeople's grievances and issuednecessary instructions to con-cerned departments for an earlyredressal to the same.

Addressing the gathering,the Minister said that theGovernment is making allefforts to ensure transparencyand accountability at all levelsfor hassle free services to thepeople. He said that strictinstructions have been given tothe officers to leave no stoneunturned on account of extend-ing enhanced basic amenities to

the people with focus on ruraland hilly parts of the State. Nolaxity would be tolerated in thisregard, he maintained.

The Minister emphasized theneed of putting in place an effec-tive mechanism for monitoringof all ongoing developmentalworks so that these could becompleted in a time bound man-ner. The prime concern of everyofficer and official should be toensure that the people get allnecessary services in a total con-venient and time bound mannerfor which the Government isalways determined. This willenable the government realizethe vision of making J&K amodel State, he asserted.

ReT Forum threatens to gheraoCivil Secretariat on Dec 15

UDHAMPUR, Dec 4: Up inarms against unprecedenteddelay in release of SSA salaryand Government move onscreening test of the Rehbar-e-Talim teachers, the JammuKashmir ReT Teachers forum hasthreatened to gherao the CivilSecretariat on December 15.

The warning was issued dur-ing monthly meeting of theForum, held here today under thechairmanship of the State presi-dent Vinod Sharma and districtpresident Lekh Raj Parihar.

While speaking on the occa-sion, Sharma lambasted the StateGovernment and EducationDepartment for allegedly harass-ing the ReT cadre day by issuingunjustified orders to screen ReTshaving degrees from StudyCentres by giving reference ofcourt order. "Without publishingthe list of fake Study Centres,how can the department go forthe screening test?," he asked.

Vinod Sharma also drewattention towards the SSA teach-ers of the State, who are withoutsalary for last 4 to 6 month andthe families of these teachers areliving under miserable condi-tions as they are unable to pro-vide proper food and clothing totheir children and medicines totheir old and ailing parents.

"Though Education Ministerhad assured two years back thathe would streamline the SSAsalary within 6 months, theground reality after two years isthat SSA teachers are on verge of

starvation. None fromGovernment bothers to resolvethe issue of SSA salary whichhas always been a chronic prob-lem but at the same time thedepartment leaves no stoneunturned to harass the ReTs onthe name of so called screeningtest which is condemned by ReTForum and it's a matter of shamefor those who are making to suf-fer the families of thousands ofReTs under SSA and due to suchorders," he said.

The Forum unanimouslythreatened to Gherao the CivilSecretariat on 15th of December2016 if order on screening test isnot revoked and 6 months SSAsalary is not released by then.

NPP protests exploitation of contractual lecturers

JAMMU, Dec 4: Castigatingthe State Government for itscriminal apathy towards School,College and Polytechnic lectur-ers engaged on Academicarrangements, the Panther Partyactivists along with scores ofsuch lecturers spearheaded byRajesh Padgotra, Provincialpresident NPP and GaganPratap Singh general secretaryYoung Panthers and others,staged a protest demonstrationseeking immediate salaryenhancement and regularizationof their services at ExhibitionGround here today.

Describing the exploitationof educated youth of the State asworst form of human rights vio-lation, Rajesh Padgotra said thatthe highly qualified educatedunder-employed youth in theState were treated like mereexpendables. He said that thebrewing anger of the youthcould explode any moment likea catastrophe and cause irrepara-ble damages.

Expressing solidarity withthe these lecturers engaged oncontract / academic arrangementbasis and who included PhDs, MPhils, double post graduates

etc., he regretted that such high-ly qualified youth were beingpaid Rs 7,000 per month inHigher Secondary schools andPolytechnics where as Rs 8,000in colleges which had not beenrevised for the last more than 12years. He said that they wereoppressed like bonded labourerswhose honorarium was grosslymeagre in proportion to thequantum of work assigned tothem. He sought hike in theemoluments to at least Rs20,000 as the existing rates hadnot been revised since 2004.

Gagan Pratap Singh andShyam Gorkha pointed out thatseveral lecturers engaged onacademic arrangement in hillyand remote areas had shownreluctance to join services inview of negligible emolumentsoffered to them with the resultthat the majority of educationalinstitutions including Schools,Colleges and Polytechnics hadbecome defunct and staff defi-cient. They said that the highlyapathetic approach of the Govttowards the miseries of theselecturers had pushed themtowards starvation. They exhort-ed the Govt to frame a definitepolicy and regularize the servic-es of these lecturers.

NC, Hurriyat trying toappease Pakistan: BJP

Reacting sharply to therecent statement of OmarAbdullah, "don't be under thefalse impression that the unrestyou are seeing in Kashmir hasbeen ignited by Pakistan. Wefound that some people at theCentre willingly or unwillinglywanted to keep themselves igno-rant about the situation inKashmir. It was easy for them toblame Pakistan," Brig AnilGupta, BJP State Spokesperson,stated that the timing of thestatement is interesting and hasobviously been made to helpPakistan.

Explaining further, BrigGupta said that after the recentPak-sponsored terror attack atNagrota, it has been confirmedbeyond doubt that despite inter-

workers; Revision of sanctionedstrength of the department, asthere was no revision of sanc-tioned strength of field func-tionaries of the department forthe past 40 years; Meeting short-age of staff to effectively manthe on-going water supplyschemes; Change of designationas per nature of job being per-formed by the workers; Paymentto those engaged in lieu of landdonation; Release of 6% DAinstallment to employees andworkers from July 2015; andEnhancement in daily wage rateto Rs 150 to Rs 400.

Rattan Singh appealed all theassociations of PHE Departmentto unite and be ready for agita-tion as State Government wasnot willing to fulfill genuinedemands of the employees andworkers of the Department.

Gujjars urge State to push forrecognition of Gojri languageExcelsior Correspondent

JAMMU, Dec 4:Maintaining that Gojri- the lan-guage of Gujjar tribe residing in12 States of India- deserves itsinclusion in the eighth scheduleof Indian Constitution -thespeakers of a programme organ-ized here today by TribalResearch and CulturalFoundation - demanded thatState Government should presshard for national recognition oftheir mother tongue.

They said that Gojri, thelargest spoken 'tribal languages'of Northern-Western States inIndia with more than two mil-lion native speakers in Jammuand Kashmir State, fulfills allthe requisites and qualify for thegrant of recognized Indian lan-guage status.

Dr Javaid Rahi, well-knownGujjar researcher, who presidedover the function, stated thatGojri was in queue since last 2decades and they were eagerlywaiting its inclusion.

Being oldest and significantlanguages of India, Gojrideserves recognition at nationallevel long back, he said andadded that Gujjars-the mainspeakers of Gojri- live mainlyin 12 States of North-WesternIndia, listed as ST in J&K andHimachal Pardesh and OBC in

10 other State are fighting joint-ly and vigorously for recogni-tion of Gojri in Constitution as itis a common feature amongGujjar community.

The speakers said that theinfluence of Gojri - as a culturallanguage in Indian subcontinent,is increasing day by day mainlydue to growing ethnic con-sciousness among Gujjars,Bakerwals and other communi-ties who speak this languagesince centuries. The meetingwas informed by the members ofTribal Foundation that for inclu-sion of Gojri in IndiaConstitution, Governor of J&KN N Vohra, two Chief Ministersof the State from time and again,have written separate recom-mendation letters to UnionHome Ministry and favored itsinclusion in the list of recog-nized Indian Languages.

On the occasion, a commit-tee of senior writers, poets andintellectual was also framed towork jointly in order to meet dif-ferent dignitaries to address theissues with regard to recognitionand development of Gojri lan-guage and Culture.

JAMMU, Dec 4: Taking astep further in his resolve to servethe people and caring for human-ity by bringing awareness aboutthe prevalence of cardiovasculardiseases, Dr. Sushil Sharma(HOD Cardiology GMCH &SSH Jammu) today held a daylong camp in collaboration withMahajan Sabha at Panch MandirChanni Himmat, Jammu.

Accompanied by a team ofyoung doctors, paramedics andvolunteers, Dr. Sharma examinedpeople of the area for the preva-lence of cardiac diseases andother health ailments. More than300 people were screened, evalu-ated, diagnosed and free medi-cines were given as per therequirements.

While interacting with thepatients Dr Sushil stated thatmore than 3.5 lakh deaths occureach year as a result of SuddenCardiac Arrest. "SCA claims onelife every two minutes, takingmore lives each year than breastcancer, lung cancer, or AIDS.Sudden Cardiac Arrest is a med-ical emergency. If not treatedimmediately it causes sudden car-diac death," he said.

He underlined that the mostcommon cause of SCA is a dan-gerous and abnormal heartrhythm called VentricularFibrillation (VF).

In VF, the electrical signalsthat control the lower chambersof the heart (ventricles) becomechaotic. This sends the ventriclesinto fibrillation, an extremelyrapid and irregular quivering thatcannot effectively pump blood tothe body. With fast, appropriatemedical care survival is possible,

administering cardiopulmonaryresuscitation (CPR) treating witha Defibrillator -or even just com-pressions to the chest canimprove the chances of survival,he elaborated.

"What has been more alarm-ing is that the Sudden CardiacArrest occurs abruptly and with-out warning, and two-thirds ofSCA deaths occur without anyprior indications of heart disease.In fact, SCA can happen to peopleof all ages and health conditions.While signs and symptoms areoften not present, there are certainrisk conditions for SCA, whichinclude a previous heart attack:individuals who have had a heartattack are at greater risk of SCA -75 % of people who die of SCAshow signs of a previous heartattack, a family history of suddendeath, heart failure, or massiveheart attack, an abnormal heartrate or rhythm of unknown causeand episodes of fainting etc", hesaid.

He advised people that nodoubt it is not possible to predictSCA but people at risk of SCAmay benefit from regular screen-ing and Diagnosis.

on the Government, SatwantKaur Dogra said this suddenincrease in the rate of "atta" by62% and rice by 50% withoutany justified reason has exposedthe anti- poor face of BJP-PDPGovernment. Unfortunately, the BJPGovernment has only donethings that appeal to its core,committed base and has virtual-ly forgotten the large section ofpeople who voted for "develop-ment" not "division". BJP'sbiggest promise to the youngvoter was to create jobs eachyear and regularization of thou-sands of workers. But BJP failedto keep that promise.

JAMMU, Dec 4: Arniapolice nabbed three personsalong with two stolen motorcy-cles.

As per police spokesman, ateam from Arnia police stationarrested a bike lifter, who hasbeen identified as LakhwainderKumar alias Sunny alias Ladoo,son of Prem Chand, a resident ofKalyana.

On his disclosure, two stolenbikes, which he had sold afterchanging the registration num-ber plates were recovered fromthe possession of Sahil Sharma,

son of Joginder Pal of BadyalKazian RS Pura and KaranSingh, son of Joginder Singh ofKalyana RS Pura. Sahil andKaran were also arrested.

Fire breaks out in PWD store, vehicles damagedExcelsior Correspondent

KISHTWAR, Dec 4: Fire broke out in Public WorksDepartment (PWD) store at Om Mehta road, here today.

As per police sources, inferno broke out in PWD store at OmMehta road this evening, causing damages to the vehicles parkedinside the store. The fire broke out probably in the grass.

On getting information, police team rushed to the spot and firetenders along with fire fighters also reached the spot.

After hectic efforts, the fire was brought under control andrestricted it from spreading to other areas.

No injury or casualty has been reported in the incident, whilethe exact loss could not be ascertained yet.

Kishtwar police has taken cognizance in this regard MoS Sunil Sharma and other senior officers from the district

administration also rushed to spot and took stock of the situation.

35 injured inroad mishap

SAMBA, Dec 4: Thirty fivepersons were injured, 15 ofthem critically, when an over-crowded vehicle they were trav-elling in turned turtle in Sambadistrict today.

The accident occurred whenthe mini-bus, that was on itsway to Kotah village fromPatyari, turned turtle in Nichlavillage in Ghagwal area of thedistrict, a police officer said.

He said 35 passengers wereinjured in the mishap and theywere admitted in DistrictHospital Samba for treatment.

He said 15 persons withgrievous injuries were latershifted to Government MedicalCollege and Hospital, Jammufor treatment.

A case has been registeredand investigations initiated, hesaid. Police said the mini buswas over crowded. The driverand conductor of the mini busfled after the accident.

One killed, two injured as gas tanker plunges into gorge

RAMBAN, Dec 4: One per-son was killed and two othersreceived injuries, when the gastanker they were travelling in,skidded off the road and plungedinto gorge near Nachilana area,falling under the jurisdiction ofRamsu police station.

The ill-fated vehicle bearingregistration number NL02N-8165, was on its way to Srinagarfrom Jammu, when the driverfailed to negotiate sharp curveand the vehicle landed intogorge, resulting into on the spotdeath of one person and seriousinjuries to two others.

After getting information,police team led by SHO RamsuMuneer Khan rushed to the spotand with the help of locals, shiftedthe injured persons to PHC Ramsu,where they were undergoing treat-ment, when reports last came in.
