The Al Farooq Youth and Family Center will occupy the former Northgate Elementary School building at 8201 Park Ave. S., a building that has sat vacant for more than two years. Although approval for the community center was granted in the spring, with an anticipated opening of the facility by early fall, the building’s renovation has delayed the opening. The building had most recently been used as a Lutheran high school. In addition to its large gymnasium the school has a football field and tennis courts, amenities that are shared with the city. The outdoor athletic facilities are governed by a shared-use agree- ment through 2024, with an option for a 10-year extension. The agreement carries over to the building’s new own- ership and no changes to the agree- ment have been proposed. A shared parking lot is also avail- able to both the community center and Smith Park visitors, and will continue to be shared under the building’s new ownership. Public sentiment toward repurpos- ing of the building has been over- whelmingly negative. Residents of Brother’s damage of home leads to arrest BY MIKE HANKS – SUN NEWSPAPERS A 43-year-old Burnsville man was arrested on suspicion of bur- glary and assault after wielding a hatchet through his brother’s Bloomington home. The suspect was arrested Dec. 16 at his brother’s residence on the 8700 block of Dupont Ave. S., according to Bloomington Police Commander Mark Stehlik. A third brother from Las Vegas, who was staying in Bloomington with the homeowner, heard a noise outside the house during the after- noon of Dec. 16. He went outside to find that the suspect had crashed his vehicle through the door of the attached garage. The suspect then made his way from the garage to the house, claiming his brothers had been spying on him. He used the hatchet to break glass in the front door. the neighborhood have expressed con-cerns about the traffic that will be gener-ated by the building through its multipleuses, as well as the ability for the com-munity center to accommodate its park-ing.

Although the conditional-use permitfor the community center requires thedevelopment of additional parking priorto its use for assembly or as a school,arguments against the parking expan-sion included concerns for how stormwater runoff would impact drainage inthe area.

The Bloomington City Councilapproved the conditional-use permit in

early May, but the matter has lingeredsince then, with questions being raisedabout the original title for the schoolproperty and objections to the plattingproposal that combined the building,parking and athletic fields into one par-cel.

units in the building.The fire originated in the kitchen of

apartment 3 and was caused by a gaskitchen stove being used to supple-ment the heat in the unit, according tothe Bloomington Police Department.

Residents of apartment 3 escapedthrough bedroom windows, but one ofthe tenants ran back into the buildingand opened the apartment door tocheck if anyone else was there,according to police. The door was leftopen and allowed the fire and smoke tospread to the building’s hallway, block-ing the exit route for the remainingtenants. The 11 units, a laundry andthe boiler room suffered substantialfire and smoke damage, police noted.

Several people were taken to thehospital, most for minor injuries.Those who didn’t need treatment wereleft without a place to live and wereoffered assistance by the AmericanRed Cross.

Redrawing the linesMuch of the groundwork was com-

pleted in 2010. But it took untilJanuary 2011 for the Bloomington

Board of Education to redraw its ele-mentary school boundaries.

The proposals and discussions drewsignificant interest from residents.The board aimed to adjust the enroll-ment across the district’s schools, assome schools were over capacity whileother schools were below capacity. Theproject was also intended to mitigatethe socio-economic divide found with-in the district’s 10 elementary schools.

Guided by the ElementaryNeighborhood School Renewal Projecttask force, the board narrowed downits decision to two choices, one thattied a small attendance area toHillcrest Community School and onethat left the school without neighbor-hood boundaries.

The board unanimously approvednew boundaries without an atten-dance area for Hillcrest.

In addition to adjusting the atten-dance boundaries, modified transferpolicies were intended to help balancestudent distribution within the dis-trict. The ability to send children to anelementary school outside of a resi-dent’s attendance boundary remained,but the revised transfer policy limitsmovement across the city. Fifth-gradestudents for the 2011-12 school yearwere exempt from changes to theattendance boundaries.

Fur coat caperBloomington police respond to a vari-

ety of unusual calls and handle uniqueinvestigations every year. One craftilyconcealed fur coat brought nationalattention to a New Year’s Eve theft.

Stephanie T. Moreland, 47, was sen-tenced Aug. 11 to 23 months in prison

after pleading guilty to felony theft inJune. She was also ordered to pay $3,500in restitution.

Bloomington.After spending the holiday weekend

in a Bloomington Police Department jailcell, Moreland was interviewed by aninvestigator Jan. 3. She initially toldpolice she didn’t take the coat, but laterclaimed she had sold the coat prior tobeing arrested, according to the crimi-nal complaint.

When told by an investigator that shewould be charged with felony theft whilein custody – meaning a trip to HennepinCounty Jail in downtown Minneapolisfor booking – Moreland produced themid-length mink coat from underneathher dress.

Police searched Moreland – who is 5feet 6 inches tall and weighs 270 pounds– following her arrest, but the searchfailed to turn up the coat, which hadbeen tucked into her underwear. Sincethere was no suspicion Moreland was inpossession of drugs at the time of herarrest the search was limited to anexternal pat down and use of a handheldmetal detector to eliminate the possibili-ty that she had a weapon, according toBloomington Police Commander MarkStehlik.

A pillar inside the store helped screenMoreland from the view of storeemployees. An employee approached her

as she appeared to be stuffing a coat upher dress while kneeling on the floor.When confronted by the employee,

Moreland said she had not taken a coat,lifting the back of her dress to show thatshe did not have the coat concealed. Itappeared to the employee that thewoman was not wearing underwear,according to the complaint.

After giving up the coat nearly 72hours after her arrest, Moreland toldpolice that she had removed the back ofher underwear so that when she liftedthe back of her dress it would appearthat she was not wearing underwear andtherefore had no place in which to con-ceal the coat, according to the com-plaint.

Mark Dayton.

His resignation required a councilappointment to fill the vacancy.

Of the nine applicants the councilinterviewed, Tim Busse was chosen tosucceed Elkins.

Busse’s tenure as the District 3 repre-sentative will be short lived. InNovember’s election he ran for an at-large council seat and won. He willreplace departing Councilmember AmyGrady, who did not seek re-election.

Replacing Busse in District 3 is JackBaloga, a former Planning Commissionchairman.

Mayor Gene Winstead extended his12-year run by defeating challengerHans Anderson by a 2-to-1 margin.

District 4 Councilmember VernWilcox was unopposed in his bid toextend his 18 years on the council.

Two familiar faces bowed out of theBloomington Board of Education elec-tion this year. Board members JimSorum and Chuck Walter did not seekre-election, leaving one incumbent onthe ballot, Maureen Bartolotta. Sorumwalked away after 21 years on the board,while Walter served eight years.

Bartolotta won re-election to the

board, and will be joined by DickBergstrom and Nelly Korman next year.

While not an election, Supt. LesFujitake was also the subject of a fewvotes in 2010. He was given a new three-year contract in October, extending atenure that began in 2006.

Fujitake’s contract extension, effec-tive July 2012, was approved by a 4-3vote. Board members opposing theextension – Tim Culver, Mark Hibbs andMelissa Halvorson Wiklund – said theyweren’t opposed to extending Fujitake’stenure but wanted a process that woulddefine the board’s goals and expecta-tions of the superintendent in the com-ing years before opening negotiationsfor a contract extension.

Down by the seaNew stores, new restaurants and new

Don’t wait ‘til New Year’s to make resolutionsSelf-improvementsknow no time ofyear

Happy (almost) New Year!Aside from the proverbial

party, the second biggest tradi-tion in transitioning to a NewYear is the New Year’s resolu-tion.

In grade school, I wasinstructed by my teachers tomake a resolution eachDecember for the upcomingNew Year.

My resolutions were typical-ly family-related: “I will benicer to my sister” or “I will tryto heed my parents instruc-tions before their fifth com-mand.”

When those scholastic man-dates ceased, so did my yearlyresolutions.

It’s not that I don’t endeavorto make self-improvements orhelp others or complete any

other altruistic task as a self-satisfactory exercise.

The idea of assigning anarbitrary date to become a bet-ter person always struck me asodd in nature.

If I needed an uptick in mymoral fiber, by God, I got righton it.

I understand that with a newyear can come a fresh start. Iget that. I really do.

But, clichés such as “whyput off what you can do today?”and “strike while the iron ishot” are actually quite applica-ble in this instance.

I hearken back to the monthspreceding my impending mar-riage last year. It had becomeevident to me that I had not lost

any of the 10-15 pounds I gainedin college in the three yearssince my graduation.

With my marriage sixmonths away, I decided it wouldbehoove me to do somethingabout that extra luggage for ourphotographer’s (and wife’s)sake.

I lost five pounds in threemonths by eating healthier andbiking. But, two months beforethe wedding, my motivationwaned and exercising became achore.

But even though I stoppedbiking, I was proud I made agoal and stuck to it for morethan a week or two. The samewon’t be true for many NewYear’s resolution makers.

This didn’t enter my thoughtprocess at the time, but waitinguntil the coming New Year tolose any weight for my weddingwould have been worthless.

My wedding would havecome and gone and I would belikely packing on more pounds,

as I’ve been told happens aftermarriage (It’s true).

This advice is coming from achronic procrastinator. As ofthe date of writing this column,Dec. 22, I have not yet boughtmy wife a Christmas present.(Does she really need morethan one blender?)

That was a joke, by the way.I would ask for your sugges-

tions for a Christmas gift formy wife, but I shouldn’t set theprecedent of exchanging giftsbelatedly.

Make goals and make themoften. I’m not even suggestingthat you shouldn’t make a NewYear’s resolution if your heartis set on it.

But, realize there are 364other days a year that are reso-lution-lonely.

The point is, putting offgoals or resolutions is good forno one, even if you want toimpress your friends and fami-ly with the results of the ShakeWeight you got for Christmas.

Underwater Adventures Aquarium inthe mall’s basement. Today the numberof sea creatures on display has doubledto 10,000, living in 30 tanks filled with 1.3million gallons of water. Many of theanimals are endangered.

The $5 million project took two yearsof planning, design work and construc-tion. New features include a touch pool,where kids and adults can touch starfishor crabs. At the ray lagoon, visitors canwatch through bubble-shaped portholesas stingrays flap their fins and soarthrough the water like underwaterbirds.

Several shark species share a 500,000-gallon tank with sea turtles, jack fishand sawfish, which have long snoutsshaped like saws. The aquarium alsoadopted two green sea turtles that wereinjured by boat propellers. Nursed backto health at an animal hospital inFlorida, the turtles couldn’t be returnedto the wild. Air bubbles had developedinside their body cavities, preventingthem from diving underwater. Weightswere glued onto their shells so the tur-tles can dive under the surface to feed orescape from predators.

A Native American group found its

way to Pond Dakota Mission Park June17, one of many stops on their journeyfrom Pickerel Lake in northeasternSouth Dakota. The riders, led by ChiefArvol Looking Horse, gathered June 5and began their horseback journey thefollowing day, heading east toward theirdestination of Mendota forInternational World Peace and PrayerDay, an annual event that dates back to1996.

The horseback ride to Peace andPrayer Day was organized to honor TailFeather Woman, whose vision and cul-tural influence following the Battle ofLittle Bighorn is considered to have hada significant bearing on the indigenouspeople of today.

Traveling by horseback throughMinnesota presented numerous logisti-cal and organizational challenges.Julian Boucher of Hankinson, N.D.,organized the ride. There were 16 riderswho participated for the duration ofride, from teenagers to tribal elders.Other riders joined for a portion of thejourney, and a group of 19 arrived atPond Dakota Mission Park on a Fridayafternoon in June.

tion to the riders, several support vehi-cles made the trek along county roads,neighborhood streets and the occasion-al highway, including a film crew thatwas chronicling the journey for a docu-mentary.

One of the support vehicles is an RVthat provides a kitchen for meal prepa-ration. Each night the group would setup camp at a city or county park, oroccasionally farmland that was offeredto the group.

Finding places to set up camp andorganizing a route that avoided hightraffic highways as often as possiblerequired plenty of advance prepara-tion. But identifying a sensible routewas only part of the challenge to com-pleting the ride. Many cities and coun-ties have regulations that restricthorseback riding, includingBloomington.

Stephanie Smith of Bloomingtonwas not among the riders, but she waspart of the local support crew for thegroup’s passage through the city.Putting her event planning experienceto work on behalf of World Peace andPrayer Day, she coordinated the group’s

passage to Pond Dakota Mission Parkand on to Fort Snelling, where thegroup would camp that night.

Parking problemOne of the problems with a growing

college campus is finding a place foreverybody to park.

The challenge for NormandaleCommunity College was finding a solu-tion to the problem that fit within itsBloomington campus and satisfied con-cerns of residents along its west border.

In August the Bloomington CityCouncil approved a modified proposalthat moved the ramp closer to the col-lege, providing for additional vegeta-

tion that would serve as screening forthe structure. The compromise wasaimed at reducing its impact on thenearby neighborhood, but residentsthere weren’t satisfied with the endresult.

Despite their objections the councilapproved the parking plan by a 6-1 vote.

The site location for the ramp waschosen over two other areas of the cam-pus because it met the most objectivesof the plan, according to Jim Goblirschof HGA Architects, who worked on theramp project for the college. The loca-tion provided the best access to the col-lege, wouldn’t block pathways into thecollege and allowed for a storm water

Awards were given in memory ofBurnett, a passenger aboard hijackedUnited Flight 93 on Sept. 11, 2001.Burnett was among the passengers wholearned aboard the plane that terroristswere aiming hijacked planes at struc-

tures such as the World Trade Center.Burnett and other passengers were ableto thwart their hijackers, forcing theplane to crash near Shanksville, Penn.,killing all aboard.

The awards recognized people whogo above and beyond the call of duty inhelping their fellow man, according toBloomington Crime PreventionAssociation President Jim Caauwe.

The Hometown Heroes Celebrationis intended to be an annual fundraisingevent to support the BloomingtonCrime Prevention Association’s annualgrant program. It included the presen-tation of three awards intended toremember, recognize and raise. Theawards are to remember Burnett andother Sept. 11 heroes, recognize home-town heroes who are improving thecommunity every day and raise fundsto support public safety, young peopleand citizenship programs.

The Remember Award was presentedin honor of former Minnesota Twinsinfielder and left fielder HarmonKillebrew and his foundation. TheRecognize Award was given to formerU.S. Rep. Jim Ramstad, who severednine terms as Minnesota’s 3rdCongressional District representative.The Raise Award was given to theBloomington School District’s eighthgrade citizenship program, started byBurnett’s niece, a former Bloomingtonteacher.

The suspect then went out-side and sat on the front step ofthe house, where he remaineduntil police arrived. The sus-pect’s brothers told police thatthe man had not been takingmedication and they worriedthat a violent incident wouldoccur, Stehlik noted.

Drug arrestsFour men from Illinois and a

21-year-old Richfield man werearrested for fifth-degree posses-sion of narcotics following aninvestigation at a Bloomingtonmotel.

Police responded to a reportof suspicious activity at LaQuinta Inn, 7815 Nicollet Ave.S., Dec. 16.

Officers responding to thereport knocked on a hotel roomdoor. When a man answered thedoor, the officers could detect astrong marijuana odor emanat-ing from the room, according toStehlik. What appeared to bemarijuana and crack cocainewas also visible from the door-way, Stehlik noted.

Police obtained and execut-ed a search warrant for theroom. Marijuana, cocaine pillsand two handguns were recov-

ered from the room, Stehliksaid.

The Illinois men arrestedranged in age from 25 to 31.

Burglary or theft?What initially appeared to be

a burglary investigation

changed in scope following thearrest of a 24-year-oldBloomington man.

The man was arrested on anoutstanding warrant outsidean apartment building on the1000 block of 100th Street West,according to Stehlik. Police

learned of the warrant after hismother called to report severalof her personal items, valued atmore than $1,000, were missingfrom the apartment where sheand her son lived.

Her son said that the itemshad been stolen by a man he

owed money to, and that theywere being held until he paidthe man off, Stehlik explained.When the woman called policeto report the burglary, policedetermined that her son had anoutstanding warrant andarrested him upon their arrivalat the apartment building.

During his booking on theoutstanding warrant policefound seven receipts from apawnshop for items thatmatched those reported stolenby his mother. He was thenbooked for probable causefelony theft, Stehlik noted.

Assault arrestA 19-year-old Bloomington

man was arrested Dec. 18 onsuspicion of felony assaultinvolving his 15-year-old sister.

The girl told staff membersat her school that her brokennose was the result of anassault, but wouldn’t say whodid it, or when. Upon investiga-tion by police it was learnedthat her brother had confrontedher when she came home lateone night. The two argued andthe man punched his sister,Stehlik said.

Her mother didn’t take thegirl to see a doctor because shefeared having to explain thather son had injured the girl,Stehlik noted.

The girl was treated for abroken nose following theinvestigation, he added.

DEED is working with PrimeTherapeutics and Dakota CountyCommunity Development Agency tofinalize a $500,000 forgivable loan to thecompany from its Minnesota InvestmentFund.

The loan, which the company will useto expand operations near its Eaganheadquarters, will be forgiven once thecompany meets its employment goals

under the deal. In addition to the space italready occupies in Eagan andBloomington, Prime will also occupy theformer Buffets Inc. building at 1460Buffet Way, Eagan.

Prime Therapeutics, which waslaunched in 1987 as the pharmacydepartment for Blue Cross and BlueShield of Minnesota, has 2,100 employ-ees in nine U.S. cities. The company isowned by 12 Blue Cross and Blue Shieldplans nationally, including Blue Crossand Blue Shield of Minnesota.

Firefighter foundation meetsfunding goal for memorial

Thanks to firefighters and their sup-porters statewide, the nearly 200Minnesota firefighters who have diedwhile on duty will have an appropriatelocation for a new memorial.

The Minnesota Fire ServiceFoundation announced Wednesday, Dec.21, that it reached its goal for creating anew memorial at the state capitol thatwill replace a statute that currently sitsinside the Minneapolis-St. PaulInternational Airport. Firefighterorganizations from across the state gath-ered at Chanhassen Fire Departmentstation one to recognize everyone’s con-tribution.

“We’re thrilled to announce todaythat we have reached our fundraisinggoal of $600,000 to create the MinnesotaFallen Firefighters Memorial on thegrounds of the state capitol,” said Marty

Scheerer, Edina Fire Chief and presi-dent of the Minnesota State FireDepartment Association. “The memori-al will be completed in time for the com-memoration of the National FallenFirefighter Memorial Week in October2012. … This was a joint effort by all thefirefighters across the state, the busi-ness community across the state and thepublic.”

Chanhassen Mayor Tom Furlong saidthe city lost firefighter Mick Wiborg in1998, and he thanked those who donatedtheir time, effort and donations for thefitting memorial.

“Being a firefighter requires a signif-icant commitment, from the individualas well as their families,” Furlong saidon Wednesday. “And, often this commit-ment leads to multiple generations of …families serving as firefighters.

“The department itself often becomesa second family for many of its mem-bers. So when any department loses oneof its members, all of that department’s

Some of those family members ofperished firefighters were also in atten-dance Wednesday morning.

Mary O’Rourke, daughter of JimSpillane who died while on duty June16, 1955, said her father’s name wasrecently added to the firefighter memo-rial after a former neighbor contactedher to say her father’s name was notincluded in a list of Minnesota fire-fighters who had died in the line ofduty.

“This has meant a lot to my brotherMike and I, and my family, my kids and

my granddaughter,” she said.Her mother became a widow at age

30; Mary O’Rourke was only four yearsold, and her brother Mike was twoyears old when their father died, shesaid.

By meeting the Dec. 31 deadline toraise the $600,000, the foundationshould be able to open the memorialOct. 7, 2012, which falls on the nationalfirefighter memorial week.

The statue honors 194 Minnesotafirefighters who have given their livessince 1881. The new memorial on statecapitol grounds will be larger and moreaccessible than the statue that current-ly sits near the baggage claim area atthe Minneapolis-St. Paul InternationalAirport. It was moved to the baggageclaim area about 20 years ago, from amore public and accessible portion ofthe airport.

“It was a good sort of large space,

and very public place to have thissculpture,” foundation president andEden Prairie Fire Chief GeorgeEsbensen said when the fundraisingeffort was underway. After the airportgot pressed to have more revenue-gen-erating space and security measurestightened, the sculpture was moved.

Now, the foundation can “claim amore sacred ground” for a memorial,Esbensen said, which would be moreaccessible to the public, on a southernportion of the state capitol property inSt. Paul.

The memorial would provide enoughspace for large gatherings and up-closeviewings of the statue. A new architec-tural enclosure would house the statue,in the middle of a walking area. Thatarea would be adjacent to a wall listingall the fire departments in Minnesota.

The enclosure will be made ofweathering steel columns that rust to a

certain point, and then the rust willprotect the metal, said GlennWaguespack, the senior architect wholed the memorial’s design for architec-tural firm Leo A. Daly.

Each column represents a year whena firefighter died while on duty,Waguespack said, and the names ofthose who have died will be engravedon the columns.

Even though the goal for the memo-rial has been reached, the fire serviceis still accepting donations. Thosedonations will fund education scholar-ships for firefighters’ children andspouses.

The Eagles, coached by Percy Wade,defeated Mounds View 75-55 Dec. 22.

Heather Bachman led Kennedy scor-ers with 19 points. Jade Martin provid-ed 17 points and Micaela Schmidt net-ted 14 points. Kenisha Bell contributedseven points.

Kennedy had another strong overallteam performance during a 79-55 tri-umph over Eagan Dec. 20.

Four Eagle players scored in doublefigures. Those Kennedy high scorerswere Bell (15 points), Martin (13),Meredith (12) and Bachman (12).Jasimine Scott and Tonoia Wadescored eight and seven points respec-tively.
