Hearing late night pleas to keep addi-tional traffic out of their neighborhood,the Bloomington City Council narrowlydenied a proposal to expand the MartinLuther Campus in east Bloomington.

The campus includes a 137-bed nurs-ing home known as Martin LutherManor and the 108-unit Meadow Woodsassisted living facility. The proposal wasfor a 67-unit facility for seniors, com-

posed of 17 studio units, 44 one-bedroomunits and six two-bedroom units. Thefacility was intended to provide housingwith minimal care services.

The new building was to connect thetwo existing buildings on the south sideand add parking through construction ofan underground parking garage.

After hearing traffic concerns fromresidents and debating the merits of theproposal the council voted 4-3 to denythe conditional-use permit and building

plans in the early morning hours of Nov.22. The vote was taken more than sixhours after the council convened itsmeeting at 7 p.m. Nov. 21.

The council’s 4-3 vote was to draft aresolution for denial, which will be pre-sented to the council at its Dec. 5 meet-ing.

Councilmember Steve Peterson wason the prevailing side of the vote. “Forme it does come down to the trafficissue,” he said.

With the neighborhood south of 98thStreet bearing the majority of the trafficfor the facility, predominantly 13thAvenue, Peterson preferred to take stepsto guide the development to a betterlocation.

Councilmember Amy Grady alsovoted to deny the proposal, citing con-cerns about the existing traffic on 13thAvenue. “This add trips,” she said. “I’mnot comfortable adding another trip tothis neighborhood.

“I think this would be injurious to theneighborhood,” she added.

Mayor Gene Winstead said he hasgreat affection for the facility and want-ed to see the project move forward, not-ing that for many years his parents had

resided there.Councilmember Karen Nordstrom

also favored the proposal and questionedif more could be done by Martin LutherCampus to minimize traffic. She doubt-ed the expansion would increase trafficto and from the campus significantly.

Councilmember Vern Wilcox opposedthe plan, and criticized representativesof Martin Luther Manor for their argu-ments that the city has had the opportu-nity to restrict development opportuni-ties of the campus in the past, but hasnot done so.

Wilcox interpreted the argument assaying, “The city screwed up by not put-ting those tools in place and thereforeshould punish the neighborhoodbecause we didn’t do our job.

“I resent that a little bit.”If Wilcox thought there was a way to

approve the project without negativelyimpacting the neighborhood he said hewould have been willing to postpone adecision. “I just don’t see this comingtogether.”

issues the council considered earlier inthe year when Normandale CommunityCollege proposed a parking ramp on itscampus. In both cases the council wasweighing the benefits provided toBloomington versus the impacts uponthe immediate neighborhood, he

explained. With Normandale, the campus sits at

the intersection of 98th Street andFrance Avenue, two major thorough-fares in the city. The Martin LutherManor proposal, however, affects aneighborhood off of 98th Street, at 13thAvenue. The expansion of the MartinLuther campus was too much to ask ofthe neighborhood, he said.

Councilmember Tom Hulting alsovoted against denying the proposal.

Jet packs and thought pods and moreGift giving is easy,when money is noobject

I think for the first time Iwill try online Christmas shop-ping this year. It seems easier,and the options seem wider. Ihave made no purchases yet,but my hunt has begun, and Ihave found some doozies. Here,I will share some discoveriesfrom a recent online window-shopping session — all things Iplan on purchasing as gifts,assuming I find a couple mil-lion dollars in my the pocket ofmy winter jacket when I dust itoff for the season.

Picking the right gift can behard, unless it’s a jet pack. AndI found an ingenious one,called the Jet-Lev Flyer($130,000) that shoots the oper-ator 20 feet into the air, pow-ered by water that it sucks upwater via hose, regurgitating itas a punishing, propellingblast. Whoever is lucky enoughto find this one under the treewill have to wait for spring,however — or go on vacation —before they can use it, as thedevice only works on water.

But it is not your only jet

pack option. A manufacturercalled Martin Aircraft makesone that goes for only $86,000,and is said to achieve 30 min-utes of flight time. The compa-ny calls it the safest jet pack inthe world. It’s the Volvo of jetpacks.

It seems what we’re dealingwith here, when pickingbetween these two packs is, dowe want to rocket around, fun-in-the-sun, beer-commercialstyle with the Jet-Lev watermodel? Or, do we want some-thing a little more practical,like the Martin Aircraft pack?I think there’s room for both.

Taking the hunt back todomestic territory, I have alsoconsidered my friends andfamily who prefer that theirhome décor be made of

firearms. For them I will pur-chase the elegant AK-47 tablelamp. The lamp’s 24-inchporcelain neck is, of course, apretend AK-47 resting uprighton its butt. It costs $445, whichI imagine is the price youmight pay on the black marketfor the real thing. I am not infavor of guns — I have nevereven fired one — so I don’twant to belabor the point, but Imust mention, the companythat makes the AK-47 lamp,Loaded Objects Ceramics, alsomakes one modeled after a Tri-9mm handgun. The last of the suspects connected to apair of August purse thefts inBloomington has been arrested, but oneof the women arrested in connection withthe case was identified as an accomplicein a new incident tied to Bloomington.

A 35-year-old Fridley woman voluntar-ily turned herself in Nov. 18 following aBloomington Police Department investi-gation that connected her to a wallet theft,according to Bloomington PoliceCommander Mark Stehlik.

The victim told police that she discov-ered her wallet was missing from herpurse on Oct. 10. She had used her walletto make a purchase the previous day andhad placed her purse inside a locker at theBloomington Goodwill store that sameday.

The victim learned a credit card anddebit card from her wallet were used tomake multiple purchases in the area nearthe Goodwill store, Stehlik said.

Charges on the victim’s cards included$404 at Home Dept, three separate chargesat Walmart totaling $181 and a purchaseat a Richfield gas station. All of the pur-chases were made within a short periodof time, according to Stehlik.

Surveillance video showed a whitefemale exiting a dark Pontiac and makingpurchases connected to a stolen card.Although the Pontiac was not immediate-ly identifiable from the surveillancevideo, the car was eventually identified asbelonging to a 33-year-old Minneapoliswoman who was a suspect in the AugustBloomington incidents. The white femalewas also identified as the 35-year-oldFridley woman, who was also a suspect inother cases around the Twin Cities,Stehlik explained.

A Bloomington investigator made con-tact with the Fridley woman and present-ed her with the information that had beencollected by police. The suspect told policethat she was on probation, was broke andhad no way to pay her rent. She said thatshe had an agreement with the 33-year-oldMinneapolis woman to use the stolendebit and credit cards that theMinneapolis woman obtained and splitthe proceeds.

The Fridley woman faces possiblefelony charges for her role in the case,Stehlik noted.

Attempted fraudA trio attempting to use a stolen credit

card at Mall of America was less thansuccessful before being apprehended bypolice.

The trio – a 22-year-old Fridley man, 21-year-old Minneapolis man and a 17-year-

old St. Paul boy – were arrested Nov. 17after attempting to purchase $415 worth ofclothing with an unsigned credit card atHollister.

The trio selected clothing in the storewithout regard to size or price, accordingto a store employee. When the trioattempted to purchase the clothing with acredit card, a manager confirmed thecard had been reported stolen, Stehliksaid.

Upon being questioned about the cardby a loss prevention officer, nobodyclaimed the card as his. The trio quicklyfled the store, Stehlik noted.

Mall surveillance tracked two mem-bers of the trio to the mall’s transit hub,where a Bloomington police officer foundthem. The third person was also trackeddown by police, Stehlik added.

Memory lapse?A woman accused of shoplifting from

Bloomingdale’s at Mall of Americaclaimed that she had forgotten to pay forbed sheets, pillow cases, pajamas, a jacketand socks she had stowed in a stroller.

The 43-year-old Aberdeen, S.D., womanwas arrested Nov. 19. She had beenobserved by store security concealingitems in a bag and under coats in astroller. She was confronted at her vehicleby mall security after having purchasedtwo pillows. She said she had forgotten topay for the other items, totaling $1,119,and had intended to return to pay forthem. When questioned by police aboutthe incident the woman told an officer, “Ihave no idea what is going on.”

The woman was familiar toBloomingdale’s security, as she was rec-ognized as a woman they observed con-cealing about $1,600 worth of merchan-dise in June. The woman had abandonedthe merchandise before leaving the store,however, so she was not arrested at thattime, Stehlik explained.

The woman, who faces a possiblefelony theft charge, had three childrenwith her during the incident. She wasable to call a friend who picked them upwhile the woman was in custody, Stehliknoted.

Inside jobA 24-year-old Minneapolis woman was

arrested for theft following an investiga-tion by her employer.

The Herberger’s employee was arrest-ed Nov. 17, accused of making approxi-mately 20 fraudulent returns that werecredited to her bank debit card. Thetransactions totaled $3,556, Stehlik said.

The woman told police she had beenusing the money to pay medical billswhen questioned about the activity and

did not deny the transactions, Stehliknoted.

Liquor theftSeven bottles of liquor were snatched

from a Bloomington restaurant during aburglary.

Although seven bottles were snatched,only five made it out of Chevy’s, 2251Killebrew Drive.

A manager arrived at the restaurantabout 6:55 a.m. Nov. 20 to discover an

alarm had been triggered and a windowhad been broken. It was determined thatseven bottles of liquor had been removedfrom the bar, but two had been droppedand broken at the restaurant.

Bottles of vodka, tequila and scotchhad been taken from the bar, with themost expensive bottle valued at $120,Stehlik said.

Attempted burglarySurveillance video confirmed two men

burglarized a Bloomington apartmentbuilding.

The burglary occurred at approxi-mately 1 a.m. Nov. 18, according toStehlik.

The two men pried open an entry doorat Pennbrooke Apartments, 2400 W. 102ndSt., and were observed entering a laun-dry room in the building, possibly in an

attempt to breaking into laundry roommachines, but there was no sign of entryinto the machines, Stehlik said. Damageto the building was estimated at $200.

One perpetrator was a white malewearing a blue, hooded sweatshirt and ablue winter hat. He appeared to be in hislate teens or early 20s and was clean-shaven. The other perpetrator was awhite male wearing a black jacket, poloshirt, jeans and a Camel baseball capwith a large white “1” on it. He hadscruffy facial hair and appeared to be inhis 20s.

Charges filed againstswimming suspect

A 21-year-old Golden Valley womanwho took a late night swim in aBloomington storm water retentionpond faces two felony counts.

The woman, charged Nov. 18 inHennepin County District Court, facesone count of fleeing a police officer in amotor vehicle and one count of first-degree driving while impaired and refus-ing to submit to chemical testing. Shefaces up to three years in prison and a$5,000 fine for the fleeing charge and threeto seven years in prison and a fine of upto $14,000 for the DWI charge if convicted.

The woman was arrested in the earlymorning hours of Oct. 2 after she was

observed rolling through a stoplight atthe exit ramp of Interstate 35W south-bound in Bloomington. The woman’svehicle rolled over a curb and onto grass,according to the complaint.

When an officer attempted to stop hervehicle, the woman began to flee. Theshort pursuit ended when her vehiclecrashed into a bicycle rack outsideBloomington Civic Plaza. The womanfled from the vehicle on foot, swamacross the pond and continued to flee onfoot before being apprehended momentslater, according to the complaint.

The woman was previously convictedof driving while impaired on June 6,2009, and July 5, 2011. She had beenarrested in Ramsey County on suspicionof driving while impaired on Sept. 23,2011, the complaint noted.

Robbery suspect matchesdescriptions from Richfield,Bloomington incidents

A man who robbed a bank inMinneapolis at gunpoint on Tuesday,Nov. 22, has a description similar tothose from a Richfield bank robberyand an attempted bank robbery inBloomington.

According to the FBI, at about 1:30p.m. a white male entered BremerBank at 3001 Hennepin Ave., bran-dished a gun and demanded cash. Therobber fled to a parking ramp afterreceiving an undisclosed amount ofcash, and utilized a crossover-stylevehicle, the release says.

The man is suspected of severalother bank robberies in the metroarea, and is a white male in his late20s to early 30s, approximately 5 feet10 inches tall, with a skinny build,according to the FBI. He was wearinga black hooded sweatshirt, blue jeans,black shoes and a ski mask during therobbery.

A man with a similar descriptionattempted to rob RichfieldBloomington Credit Union at gun-point Nov. 9, but left empty-handedafter being told there was no cash onhand. The suspect in a Nov. 4 armedrobbery of First National Bank of theLake in Richfield also resembles theman suspected in the Minneapolisrobbery.

Authorities have not confirmed aconnection between the incidents.“We’re reviewing all of the recentbank robberies to determine whetheror not one individual is responsible,”FBI representative Kyle Loven said.

Some of Minnesota’s most dedicatedhockey players returned to the ice lastmonth, and in growing numbers.

Minnesota Special Hockey, a nonprofit,volunteer-run league for Minnesotanswith developmental disabilities, recentlykicked off its fifth season.

Since its start in 2006, the program hasgrown from a six-week trial with 27 play-ers to a five-month season with nine teamsacross the state.

“The more people hear about it themore they want to do it,” MinnesotaSpecial Hockey President Jane Cashin ofEdina said. “We probably are the fastestgrowing special hockey association in thenation.”

Minnesota Special Hockey began whenSusie Miller, now general manager ofBraemar Arena in Edina, was a recreationsupervisor for the city with a focus onadaptive programs.

After learning about a high-functioningautistic girl on her daughter’s youth hock-ey team, she told the girl’s family she’dhelp them find an organization that wouldallow her to continue playing in the long-term.

‘“There was floor hockey, poly hockey.Minnesota has many programs for indi-viduals with disabilities,” she said. “Justabout any sport you want to play you can.”

Except for ice hockey, she discovered.At the time, Miller was pursuing a mas-ter’s degree in recreation administration,and as part of her coursework, created asix-week special hockey program throughEdina’s adaptive recreation office.

In spring 2006, 27 participants came

from across the state to play. Miller saidshe saw a definite need. That fall, with thehelp from numerous other volunteers,Minnesota Special Hockey was launchedwith two teams – the Edina Stingers andBlaine Polars.

“This year we have nine and we’re hop-ing for more than 100 players,” said Miller,who continues to serve on the organiza-tion’s board.

There are now teams in New Hope,

Rogers, Woodbury and International Falls,as well as three new teams for the 2011-2012season in Burnsville, Alexandria and theMoorhead-Fargo area.

Cashin said she often feels swampedwith emails and phone calls from familiesof interested players and people who wantto start teams. She said the organizationneeds at least one dedicated volunteer toget a team up and running in a communi-ty.

“I get a little overwhelmed but I enjoy it.I want to see more people on the ice,” shesaid.

Her son Sam Cashin, 18, a senior atEdina High School, participated in thefirst six-week program and continues toplay on the Edina Stingers. She said he hadbeen attending his sister’s hockey gamesas her team’s stick boy for years beforethat, but never had the opportunity to beon a team himself.

It’s been a great experience, she said.Participants of every age and ability

are accepted to play. The Edina team hasplayers ranging from age 4 to into their40s. Coaches form lines based on ability sothat during games, teams are evenlymatched. Each team meets for an hourevery Sunday November through Marchand plays six games a season.

“It’s really a chance for kids who can’tplay in normal leagues to get out on theice,” said Greg Williamson of EdenPrairie, who has coached the EdinaStingers for three years.

His son Brett Williamson, 22, joined theteam to keep active after finishing his highschool career in adaptive floor hockey. Hesaid he enjoys seeing people he knowsfrom work and school.

“I have a lot of friends here,” said BrettWilliamson.

Among them is his younger brotherRyan Williamson, a senior at Eden PrairieHigh School, who helps at practices andannounces some games. Many siblingsand high school hockey players volunteerto help as assistant coaches.

“There’s a lot of camaraderie,” saidEdina resident George Holden, chair ofthe Minnesota Special Hockey Board,whose daughter Allie, 23, is on the EdinaStingers. “She enjoys seeing the otherplayers every week.”

Holden said it costs the nonprofitorganization about $5,000 to start a team,and donations are sought to make the pro-gram available to more. Minnesota SpecialHockey has been fortunate to receive sup-port from youth hockey associations in thevarious cities where it operates, he said.Many have donated or offered discountedice time. Each Minnesota Special Hockeyplayer receives a jersey and team stock-ings from the organization. Scholarshipsand equipment help are available for thosein need.

“Our vision is to make ice hockey avail-

able to every special needs kid in the stateof Minnesota,” Holden said.

‘Lethal Trajectories’Plymouth author’sdoomsday thriller hasbasis in solid reserachBY PAUL WAHL – SUN NEWSPAPERS

Saudi Arabia has been overthrown bydissidents, and oil shipments to theUnited States have been terminated.

China and Japan are about to go towar.

The global economy is kaput and thePresident of the UnitedState is terminally ill.

None of the three aredevelopments anyonewould care to face indi-vidually, much lesssimultaneously.

The dooms-day sce-nario exists – for now –in the pages of a novel byPlymouth author R.Michael Conley.

Conley, a retiredfinancial services execu-tive, decided it was easier to posit a mes-sage about the future of the planetthrough a novel.

“It’s a difficult message to convey viaa Power Point presentation,” saidConley, who has lived in Plymouth since1979. “It prompted me to write a novel asa more understandable way of showinghow our very existence could be impact-ed by the looming catastrophe.”

His muses were George Orwell andAyn Rand, both of whom authors whocouched a social message in the pages offiction.

Conley said he also wrote it because abook can get a commentator’s messageinto more venues than if he hasn’t writ-ten a book.

He has also developed materials

around the book, which he will use toconduct seminars for business groupsand other organizations.

In a nutshell, Conley’s message isthat the world is facing significant prob-lems, but it doesn’t have to end badly.

The age of cheap energy and abun-dant resources is coming to an end.

“In that false economy we don’t dothings we should be doing,” Conley said.“We’re running on fumes right now.”

A quick survey of the world shouldreveal the challenges ahead.

“Look around at the Middle Eastuprisings; oil shortagesand rising gas prices; cli-mate change warningsigns and a global econo-my teetering on thebrink of economic melt-down,” Conley said. “It’sa tinderbox and by con-necting a few dots, it’seasy to see how thingscould play out over thenext few years if therearen’t effective actionstaken to reverse the

course while there is still time.”Conley’s narrative plays out through

world leaders, opinion-makers and citi-zens who struggle to grasp the changingworld around them.

Some of the historical characters areeasily recognizable, Conley says, andothers are composites of several figures.

Research is Conley’s forte, and heconducted a great deal of digging to con-struct his characters and make his sce-narios believable. The book ends with 45additional pages of research notesConley compiled.

He cites the country’s addiction to oilas the epicenter of the most pressingproblems.

“Our addiction is a threat to nationalsecurity that drains our treasury andjeopardizes future generations,” Conleysaid. “Yet over 95 percent of our trans-portation system is fueled by oil with noscalable alternative to replace it … anomission that will cost us dearly as glob-al oil supply goes into permanentdecline.”

The book has won praise from formerU.S. Congressman Jim Ramstad.

“Regardless of your politics, the chill-ing scenarios in Mike’s novel cannot beignored,” Ramstad said. “They aremajor challenges requiring collabora-tive solutions, and it is important thatwe take action while there is still time.I’m afraid not enough people recognizethe magnitude of the issues …”

3) Waterproof your masonry chimney and crown.Most masonry is porous and will absorb large amounts ofwater. Brick acts like a sponge absorbing water and wickingit to the chimney interior. Products we use are specificallydeveloped for use as waterproofing agents on masonrychimneys. These are vapor permeable – which means theyallow the masonry to breath out but not in. This allowswater that has penetrated the chimney to escape while pre-venting additional water from entering from the outside.Non vapor permeable sealers commonly available shouldnever be used because they trap moisture inside actuallyaccelerating deterioration. We use a special permeable seal-er with a 10 year consumer warranty to protect your chim-ney. Doing this before deterioration occurs can save youhundreds or even thousands of dollars in future repairs.Water damage to chimneys is usually a slow subtle process.The problem is generally not obvious until it has becomequite serious. Although these prevention measures may costyou a few dollars they can save you a lot more by prevent-ing large future masonry repairs. ing through a lease arrangement withXcel Energy, which owns propertyassociated with the transmission cor-ridor that runs through the area.

The proposal was to combine allthree parcels into one plat with a plat-ting variance to allow conveyance of aportion of the transmission corridorto Al Farooq.

The variance was requested becauseof the unusual characteristics of the

corridor, which runs underneathpower lines for several blocks alongPark Avenue. The primary parkingarea for the building is on Xcel Energyproperty through a lease agreementbetween Xcel Energy and the build-ing’s previous ownership, theConcordia Academy Association ofSchools.

Since the leased parking area pro-vides the primary access to the build-ing, Al Farooq’s lenders consider thevalue of the school property to bedependent upon access to the land. Theability to terminate the lease agree-ment for the parking area by either

party was not seen as favorable by AlFarooq’s lending agency, according toattorney Ferdinand Peters, who repre-sented the youth and family center.The purchase of a portion of the trans-mission corridor was not the desire ofAl Farooq’s leadership, as it was seenas advantageous only to the lenders, henoted.

Xcel Energy, which prefers to sellthe property ratherthan lease it, willretain an easementto the property fortransmission lineaccess, and struc-tures cannot bebuilt on the trans-mission corridorparcel, PlanningManager GlenMarkegard told thecouncil.

By combiningthe parking areawith the schoolbuilding, AlFarooq is requiredto survey and platthe entire parcel, not just the portion itis acquiring, unless given a varianceby the council. To grant the variance,the council had to determine that anunusual hardship exists to justify thevariance and that the hardship is notthe result of actions by the applicant.

The city has previously granted asimilar variance for a separate portionof the corridor.

City Attorney Sandra Johnsonreminded the council that its task wasto determine, “Whether or not anunusual hardship or practical difficul-ty exists to vary from the plattingrequirement.

“This is not an opportunity for thecity council legally to reconsider,revoke, revisit or add any conditions toits prior conditional-use permitapprovals,” she added. “Those are not

before the city council tonight,” shenoted. “What you do tonight will notaffect those.”

In opening the public hearing,Mayor Gene Winstead reiterated itspurpose. “Please keep your testimonyor your comments germane to the vari-ance or the preliminary and final plat-ting procedure that is before us.”

One question related to the plattingthat generated discus-sion was drainage ofthe property. Theexisting drainage andutility easements arebeing vacated as partof the process, but willbe re-established aspart of the new plat.

Concerns raisedabout drainage condi-tions around thebuilding, however,were not addressed bythe council. “Thatrelates to issues thatare not germane tothis application,” CityManager Mark

Bernhardson said. “We will review theissue,” he added. “If it needs to beaddressed, we will look at addressingit.”

The council voted 5-2 in favor of theplatting variance, with council mem-bers Tom Hulting and Vern Wilcox dis-senting. Wilcox said he didn’t see ahardship in surveying and platting theentire parcel. If Xcel Energy is inter-ested in selling the parcel, he dis-agreed that it should be the burden ofAl Farooq to complete the work orobtain the variance. He also favoredaddressing drainage issues in conjunc-tion with the re-platting.

Wilcox cast the lone vote against thepreliminary and final plat for theyouth and family center, as well as thevacation of easements for the associat-ed properties.

Fire damages kitchen,garage in Bloomington

An early morning house fire inBloomington damaged a kitchen andattached garage as well as the build-ing’s exterior.

The fire at 7619 85th St. W. wasreported 12:18 a.m. Nov. 18, accordingto Bloomington Fire Chief Ulie Seal.The single-family dwelling was occu-pied at the time of the incident, butnobody was injured, he noted.

The cause of the fire remains underinvestigation, Seal said.

LEVY PROGRAM PAY 12 LEVYINTRODUCTION

State law, as set forth in Minn. Stat. §123B.59, establishes an alternative facilities bonding and levy program for school districtsthat have:

(a) An independent or special school district qualifies to participate in the alternative facilities bonding and levy program if the dis-trict has:

(1) more than 66 students per grade;

(2) over 1,850,000 square feet of space and the average age of building space is 15 years or older or over 1,500,000 square feetand the average age of building space is 35 years or older;

(3) insufficient funds from projected health and safety revenue and capital facilities revenue to meet the requirements for deferredmaintenance, to make accessibility improvements, or to make fire, safety, or health repairs; and

(4) a ten-year facility plan approved by the commissioner according to subdivision 2.

(b) An independent or special school district not eligible to participate in the alternative facilities bonding and levy program underparagraph (a) qualifies for limited participation in the program if the district has:

(1) one or more health and safety projects with an estimated cost of $500,000 or more per site that would qualify for health andsafety revenue except for the project size limitation in section 123B.57, subdivision 1, paragraph (b); and

(2) insufficient funds from capital facilities revenue to fund those projects.

(c) Notwithstanding the square footage limitation in paragraph (a), clause (2), a school district that qualified for eligibility underparagraph (a) as of July 1, 2007, remains eligible for funding under this section as long as the district continues to meet the re-quirements of paragraph (a), clauses (1), (3), and (4).

Subd. 2.Facility plan.

(a) A district qualifying under subdivision 1, paragraph (a), must have a ten-year facility plan approved by the commissioner thatincludes an inventory of projects and costs that would be eligible for:

(1) health and safety revenue, without restriction as to project size;

(2) disabled access levy; and

(3) deferred capital expenditures and maintenance projects necessary to prevent further erosion of facilities.

(b) A district qualifying under subdivision 1, paragraph (b), must have a five-year plan that includes an inventory of projects andcosts for health and safety projects with an estimated cost of $500,000 or more per site that would qualify for health and safetyrevenue except for the project size limitation in section 123B.57, subdivision 1, paragraph (b).

(c) The school district must:

(1) annually update the plans;

(2) biennially submit a facility maintenance plan; and

(3) indicate whether the district will issue bonds to finance the plan or levy for the costs.

Minn. Stat. §123B.59 also specifies that a school district may levy for alternative facilities bonding and levy revenue to finance theportion of the facilities plans approved by its Board of Education and the Commissioner. A district must notify to the Commis-sioner that the plan will be funded through levy. A district also must publish a notice of the intended projects and their total esti-mated cost before it levies for alternative facilities bonding and levy revenue.

DESCRIPTION OF INTENDED PROJECTS

The Bloomington Public School District #271 intends a series of deferred maintenance, accessibility improvement, and fire, safe-ty, and health repairs projects. These projects will help provide a well-maintained, accessible and safe learning environment fordistrict students, staff and community members who use school facilities. The projects are contained in the district’s 10-year fa-cility plan. Engineers, architects and other specialists were consulted in the preparation of this 10-year facility plan. Consul-tants, site teams and building & grounds leadership prioritized the projects in this 10-year plan.

The following projects are intended to be funding with a Pay 12 alternative facilities bonding and levy program levy.

The Jaguars open the 2011-12 cam-paign against defending state AAchampion Eden Prairie at 7 p.m.Thursday, Dec. 1, at Eden PrairieCommunity Center Arena.

Then Jefferson will battle perennialstate power Centennial at 7:15 p.m.Thursday, Dec. 8, at Bloomington IceGarden.

“We have a challenging Decemberschedule,” said Jefferson coach JeffLindquist. “We are young with few sen-iors on the squad, but those playershave skills and I am optimistic aboutthe upcoming season.”

Jefferson finished third in the SouthSuburban Conference a year ago with a12-4-2 record.

The Jaguars’ final record was 15-9-3after a Section 2AA semifinal loss toBurnsville.

“Eagan will be the team to beat inthe South Suburban after placing thirdat state last season,” said Lindquist.“Eagan has everybody back and will bea fast-skating and skilled team.”

Patience is the key for BloomingtonKennedy’s boys hockey coach DaveDillon as he tries to rebuild the Eagles’program.

Kennedy was 2-24 a year ago. Manyunderclassmen from that team learnedvaluable lessons while taking theirlumps on the scoreboard.

The Eagles’ schedule should helpthe record look better this season.Kennedy will play a modified schedulewith nine games against SouthSuburban Conference foes and restagainst non-conference opponents.

“We will try to improve our confi-dence with this schedule,” said Dillon,who is starting his third year as headcoach. “We will be a younger teamthan last season. Our program’s futurestrength should come from our sopho-more and freshmen classes.

“We will be road warriors this sea-son, playing only seven home games.”

Kennedy’s co-captains are seniorforward Jack Murphy, senior defense-man Jordan Peer and senior forwardPayten Graykowski.

This is Greg Trebil’s final season asHoly Angels’ head boys hockey coach.Next season he will assume the role ofdirector of hockey operations for boththe girls and boys programs at theRichfield-based private school.

Former Holy Angels all-state hockeyforward Billy Hengen isthe Stars’ associate headcoach with Trebil thisseason and will becomehead coach next year.

Trebil knows this willbe a rebuilding seasonfor his Holy Angelssquad with a varsity ros-ter dominated by under-classmen. But the veter-an coach and longtime Bloomington res-ident is looking forward to this season.

“We might be young but do havemany top-notch players,” said Trebil.

“We have outstandingleaders in our tri-cap-tains.

“We could surprise anumber of people beforethis season is over.”

Edina Country Club tennis profes-sional Greg Wicklund came to the sportalmost by accident.

But it was no accident that he wasinducted into the United States TennisAssociation’s Northern Section Hall ofFame during ceremonies Oct. 14 atInternational Market Square inMinneapolis.

Wicklund, who has been a tennis proin Edina for 29 years, has worked withsome of the metro area’s best players,including Minnetonka’s David Wheatonand Edina standouts Jeannette Cluskey,Justin Gaard, Chris Sherman andWhitney Taney.

Getting back to the story of how hegot involved in the sport, Wicklund did-n’t start playing until he was 16 years old.

“My parents bought a house acrossthe street from Sibley Park inMinneapolis, and the park had two ten-nis courts,” Wicklund recalled. “In thosedays you sometimes had to wait to get ona court.”

Wicklund played for hours on thosecourts with some of his buddies fromRoosevelt High School. He found outright away that he had a knack for thegame.

“I had played baseball, basketball,hockey and golf, but once I started play-ing tennis, it was my sport,” he said.

Wicklund played in the state tourna-ment as a junior and then made it to thestate championship match in his seniorseason.

He was offered a tennis scholarshipby University of Minnesota coach JerryNoyce and quickly accepted.

With the Gophers, he won the Big TenConference singles title in 1981, the sameyear the Gophers won the conferenceteam title.

“It was an honor to play at Minnesotaand an honor to play for Jerry Noyce,”said Wicklund.

After his playing career ended at

Minnesota, Wicklund stayed on for sixyears as Noyce’s assistant coach. At thesame time, he started his career as ateaching pro.

“I knew when I was in college that Iwanted to teach tennis for a living,” saidWicklund, who has continued to play intournaments to this day.

“Teaching the game is fun for me,” hesaid. “I think I get more excited than myplayers do when they win.”

Wheaton, who was ranked 12th in theworld at one time, is Wicklund’s mostsuccessful student.

“I started hitting with David when hewas 14 and I was 24,” said Wicklund. “Westill keep in touch and still hit some-times.”

Wicklund said the game has changedover the years, but it is still played on thesame-sized court, so the importance ofwell-placed shots has not changed.

“Technology and equipment have def-initely changed,” said Wicklund.“Players are faster, more fit and capableof hitting the ball harder. When I playedit was more of a finesse game.”

Wicklund still wants his students tograsp the need for finesse.

“When I work with young players, Iteach strokes, strategy and footwork andalso cover all the intricacies of thegame,” said Wicklund.

There are approximately 300 playersin the Edina Country Club tennis pro-gram. Wicklund knows their names,even though he does not work directlywith all of them.

“Over the years, we have kind ofbeen a feeder system for the EdinaHigh School teams,” he said. “I loveworking with everyone at EdinaCountry Club. We have a beautiful newbuilding and some of the best claycourts in the state.”

As he looks to the future, Wicklundsaid that teaching tennis wouldremain his life’s work. Given his trackrecord, that’s good news for a new gen-eration of players.

Requirements include:

• High school diploma or equivalent and ability to read and write basic English • 1+ years related experience in a manufacturing environment preferred • Previous experience using floor jacks, pallet jacks, high lifts, and/or power jacks • Basic computer skills preferred • Strong attention to detail Lean manufacturing and/or quality control training preferred • Previous participation on a safety team and/or other safety training a plus • Ability to lift up to 50 pounds and stand, bend, and stoop for up to 12 hours • Ability to work 12-hour shifts, rotating 3 or 4 days per week including weekends • Pre-employment physical, drug screen, and background check required
