A short meeting of the Committee was held prior to the regular legislative board meeting to review bids for a vehicle to be purchased by the Office for Aging. The purpose being to deliver meals to home care individuals in the county under the S.N.A.P. program.
Four bids were submitted, Lester Chevrolet, East Side Garage, Mastel Ford (Cuba) and Witherell Chevrolet Pontiac. Lester Chevrolet, the low bidder, was granted the sale. Moved by Kramer, seconded by Wentworth and carried.

The Health Services Committee, after a discussion with Betty Embser, voted to rescind the bid decision of January 26 and awarded the bid contract to the next lowest bidder, Witherell Chevrolet Pontiac. The reason for the change was due to longevity of time and the immediate need. Moved by Shine, seconded by Wentworth and carried.
A request for a part-time typist by Office for Aging in place of a clerk position was approved by Shine and seconded by Kramer and approved. A resolution to abolish the clerk position and to hire a part-time typist will be necessary. The cost of the position is fully funded through the S.N.A.P. program.
COUNTY ATTORNEY is requested to prepare resolution.

A special meeting of the Health Services Committee was held at 1:00 p.m. on May 27, 1987.
A motion to increase the A R C 1986 budget from $ 252,000. to $ 260,848. was moved by Wentworth, seconded by Shine and carried. A resolution is to be prepared and presented for Board approval. County Attorney is requested to p~epare the resolution.
A request from the Counseling Center for employees Diane Dingman, Clinical Counselor, and Martha Taylor, Psychiatric Nurse, to attend a conference in Albany, N.Y. entitled "Children and Youth - How Important Are They" was approved on motion by Wentworth, seconded by Shine. Dates of the conference are June 8, 9 and 10.
A copy of a letter addressed to Mr. James Cross of Allegany & Cattaraugus County BOCES was provided to the Committee members from Jenevieve Creighton, Coordinator of Special Education Program.

The meeting was called to order by Chairman Frair at 9:10 a.m.
The minutes of the June 16 meeting were discussed, noting a change from Board
of Health to Board of Legislators. Legislator Wentworth made the motion to accept
the minutes with the correction noted and Legislator Loucks seconded. Motion carried.
Office for the Aging
The Department requested permission to purchase a portable copier to be used in
the EPIC (Elderly Pharmaceutical Insurance Coverage) Enrollment Clinics. Ms.
Embser explained that they expect to have 11 enrollment clinics and the copier would
be used to aid the applicants in meeting the requirements of the applications. It was
stated that each applicant needs a minimum of 3 out of 20 proofs of identification,
age, etc. These would need to be copied to be included in the initial application
.. submission. It is felt by the Office for the Aging that the copier would greatly aid ., -· in the timely submission of applications. There was a general discussion concerning the
justification of the expense of the copier vs using the money allocated for this
program for advertising. No action was taken.
The Department requests permission to purchase video equipment for the EISEP
(Expanded In-Home Services for the Elderly Program). This equipment will be used
for training the office staff and care-giver staff. Ms. Embser stated that this
purchase would be paid for with 100% State Funding. A motion was made by Legislator
Wentworth to approve the purchase of video equipment for this program and seconded
by Legislator Loucks. Motion carried.

Ms. Embser outlined a trainin; st:ssion to be heJd in Cooperstown on September 15th-
SeptemD~c 17th. This training session would include the New Area Plan, EISEP, Enriched
Housinb and EPIC. The Office for ti1c Aging would like to request permission for
2 staff members to attend. It was stated that there is money in the budget for this.
A motio~ was made by Legislator Wentworth to grant permission to attend this training
prograw and seconded by Legislator Kramer. Motion carried.
Ms. Embser stated that she would like to appoint a new Deputy Director since Alan
Keohne is no longer in the County employ, and he served in this capacity while he
was here. She was told that she did not need a committee action for this but when she
did appoint a new Deputy Director to notify the Treasurer's Office.
Health Department
For the Committee's information, Mr. Dorrance stated that some time ago the
departwent had talked about entering into an agreement with Jan & Bev's Nursing Service
for after hours nursing care. The Health Department now has a contract that is currently
being reviewed by the County Attorney's office. The final agreement will be
presented to the Board of Health for approval. In essence, the Health Department
will be buying RN and LPN nursing time from the agency to cover a small number of
clients for after hours care. The Health Department will then bill private insurance
companies for the care. Mr. Dorrance also reported that the Health Department will be ; ,· .,
requesting permission to purchase two films for use in the Family Planning Clinics to
update the educational program. Legislator Watson stated that these films may be available
to us at no cost through the Video Library at Alfred Ag-Tech College. Mr. Dorrance
stated that he would explore this possibility and if they are not available, he would
generate the paperwork for the purchase of the films. A motion was made to this effect
by Legislator Kramer and seconded by Legislator Loucks. Motion carried.
}tr. Dorrance discussed the financial statement. He stated that at this point
the expenditures look good but ~e revenue does not. This is due to the fact that
we have not received any State Aid for this year as yet but it is expected. Another

factor is that Medicare reimbursement is falling bel1ind the projected 1987 figure.
The reason for this is that Medicare now has a new inte~ediary, Prudential, and the
denial of claims is much larger than it has been in the past. This is becoming a
nationwide problem and hopefully will be rectified in the near future. The Long Term
Program revenue will be much higher than expected for the year.
Mr. Dorrance stated that the position of Office Manager that has been left open
will need to be filled. The department does not want to fill this position until
a list is established. He stated that the test will be given in November and an
established list will not be available until March or April crl988. The department
is also in the process of upgrading an Account Clerk/Typist position. A duty
statement is now being processed and personnel will perform a desk audit. Mr. Dorrance
stated that a CASA coordinator has not yet been hired and that the position is being
advertised.
Other Business
Chairman Frair handed out a letter written by James Cross, District Superintendent
of BOCES. This letter was in response to a complaint submitted from Genevieve Creighton
relating to concerns of the parents of a handicapped child and their claims that he did
~ i ·• not receive the services ordered by the Court. A meeting will be scheduled in the near
J future with all parties involved to resolve this problem.
Counseling Center
Dr. Anderson requrested a transfer of funds from 4310.414 to 4310.424 for $500.00
and from 4310.414 to 4310.426 for $200.00. A motion was made by Legislator Wentworth
to approve this transfer and seconded by Legislator Shine. Motion carried. Dr. Anderson
would also like to request a resolution to transfer funds in the amount of $3,829.28
from A4310.414 Rent to A4390.429 Mental Hygiene Law Expense. A motion was made by
• Legislator Loucks to approve this transfer by resolution and seconded by Legislator
Wentworth. Motion carried.

Dr. Anderson stated that since the Senior Staff Psychologist position has
been upgraded, he would like to pay the part-time person in this position the
increased rate. A motion was made to this effect by Legislator Shine and seconded
by Legislator Wentworth. Dr. Anderson brought to the attention of this committee
the fact that Allegany County has not paid dues to the Mental Health Directors
Conference. The dues are $600.00. Dr. Anderson would like to pay the dues for 1987
and then continue to keep current with them. A motion was made to this effect by
Legislator Kramer and seconded by Legislator Wentworth.
In another matter, Dr. Anderson asked what the reaction was to the presentation
at the last meeting in regard to the Counseling Center becoming a "contract agency".
There was a general discussion. Dr. Anderson again addressed the two issues that
were of a concern put forth from the County Attorney's office at this last meeting.
Those issues are the control and accounting factors. Dr. Anderson would like a
resolution to be prepared that the County of Allegany allow th~ Counseling Center

The meeting was called to order by Chairman Frair.
A letter of explanation concerning an additional van budgeted by the Office
for the Aging for 1988 was submitted by Betty Embser as information requested.
Representatives from the Mental Health Center presented their budgets for
approval. The committee approved the A.R.C. and Alcoholism budget as presented.
The Counseling Center for Mental Health was approved in total except for the
area of Repair of Real Property. It was suggested that review of this area with
the Head of Public Works be prusueed before finalizing the amount to be budgeted
for 1988 ($5,000).
In A.R.C. and Alcoholism areas the main increase was due to the increase in
services and the number of clients involved in the programs.
A meeting with B.O.C.E.S. representatives and parents concerning B.O.C.E.S.
Pre-School education program was held.
The budget of the Allegany County Association for the Blind and Visually
Handicapped was presented and approved by the committee.

T,his letter is in response to an inquiry made by the Health Services Committee at my budget presentation on July 27. To clarify the issue of the mini-van, I have prepared the following.
A second SNAP delivery mm1-van is needed for our local program because of the large geographic area we cover. This Office for the Aging has expanded this program into diverse regions in an effort to serve a larger number of the truly frail, isolated, elderly population. A cost comparison of milage paid to individual drivers and the cost of buying a mini-van follows.
At this point in time we have expanded in the southeastern and eastern portion of the county to include a route of 230 -miles per week. This service is available 52 weeks per year. Thus, travel will be 11,960 miles this year. This next calendar year the van would be used to deliver SNAP meals to home bound clients. It is difficult to estimate the rate of expansion over the next seven years. Let us project this ·cost analysis to a seven year period. At 230 miles per week mileage comes to 83, 720 over the next 7 years. We project cost of mileage to to the county to increase at a rate of 4% over the next seven years. At that rate the cost of paying mileage over a seven year period would be $24,280.
The cost of the van we estimate to be $10,000.00. We estimate that cost of insurance will be $5, 600.00 over a seven year period. The maintenance over the seven year period would be $1,900. The gas average over the next seven years we estimate at $1,800. 00. That would bring us to a grand total of $19,300. This equals a difference of $4, 980. The cost of purchasing a van and having a I ife expectancy of seven years would save the county $4, 980. over a seven year period, plus the county would have the trade-in value of the van when finished. Also, it would be easier for the Office for the Aging to hire a driver if that person does not have to use their own car.

The minutes of the July 22 and August 11 meeting were approved as sub-
mitted. A motion was made to this effect by Legislator Wentworth and second
by Legislator Shine.
Health Department
The Department requests permission to send Chris Johnson to an inservice
on Medicare reimbursement in Rochester on September 17 and 18. Registration
fee is $60.00 and it was stated that Mrs. Johnson will drive back and forth.
Legislator Wentworth made a motion to approve the above and second by Charlie
Shine. Motion carried.
Mr. Dorrance reported that Alfred Ag-Tech College Video Library did not have
the films available that were discussed at the July meeting. Therefore, Mr.
Dorrance would like to request a resolution to transfer money from Family Planning-
Supplies .408 to Health Supplies .206 in the amount of $575.00 for the purchase
of these films. Mr. Dorrance stated that he will also need to get approval from
the State Health Department for this since it is a line item change. A motion was
made by Legislator Kramer to approve this transfer by resolution and second by
Legislator Wentworth. Motion carried.
Mr. Dorrance would also like to request a resolution to change the Family
Planning Personal Services AFSCME line item A4035.103 from $1300 to $3000. This

( money is reimburseable by the State and it was reflected originally in the
revenue which was an error. A motion was made by Legislator Wentworth to
approve this change by resolution and second by Legislator Kramer. Motion
carried.
The Department requests another transfer of money within the Public
Health Personal Services account for Part-Time people, from A4010.103 and
A4010.104 into A4010.105 in the amount of $4,932.00. A motion was made to
approve this transfer by Legislator Kramer and second by Legislator Wentworth.
Motion carried.
Mr. Dorrance submitted his financial statement for the month of July.
He reported that the department has received the first quarter State Aid for
the Family Planning Program but as yet nothing more. There was a general dis-
cussion regarding the financial statement. (
Mr. Dorrance submitted 1988 budget whichvas reviewed by the committee
members present and approved as submitted. A motion was made by Legislator
Wentworth and second by Legislator Kramer. Motion carried.
Education of Handicapped Children
Genevieve Creighton presented her financial statement for July which was
reviewed by the members present.

Legislators Kramer, Wentworth and Shine
Special meeting was held to a~ard bids for transportation of Handicapped children. Upon receipt of the bids it was noted Laidlaw School Transit, Inc. failed to include information requested under Item IV "Qualifications of Bidder''. This material was submitted the following morning. After examining the materials submitted late by Laidlaw and being advised that failure to file the material was an inadvertent clerical mistake and after due deliberation, motion ~as made by Legislator Wentworth, seconded by Legislator Shine and carried that the failure by Laidlaw to submit the foregoing material with the bid is an immaterial defect and the late filing of such material is hereby accepted. It is further determined the late submission of such material does not constitute a material advantage to Laidlaw nor a material disadvantage to the remaining bidders and it is further determined that it would be in the best interests of the County to accept Laidlaw as the lowest responsible bidder for Groups II and III.
Upon the motions of Legislator Wentworth, seconded by Legislator Shine and carried, bids were awarded as follows: Group I - Bluebird Transportation Inc. -bid price per day $15.75- base bid- $43,375.50; Group II - Laidlaw School Transit, Inc. - bid price per day $20.30 -base bid - $30,510.90; Group III - Laidlaw School Transit, Inc. -bid price per day $37.90 - base bid - $6,253.50.
On the motion of Legislator Shine, seconded by Legislator Wentworth and carried, a transfer of funds within the Health Department from Account No. A4043.424 to 4043.409 was approved and carried.
On the motion of Legislator Shine, seconded by Legislator Wentworth and carried a transfer of funds of the Special Education Program from Account No. 2960.405 to 2960.424 was approved to cover advertising expenses involved in competitive bidding for transportation of handicapped children.
The regular monthly audit of the Special Education Program was reviewed and approved for payment on the motion of Legislator Shine, seconded by Legislator Wentworth and carried.

David Dorrance, Health Department, Public Health Director Jenevieve Creighton, Education of Handicapped Children
Dr. Robert Anderson, by written letter, requested permission to attend the N.Y.S. Mental Health Directors meeting on October 20-22 in Kiamesha Lake, N.Y. Permission was granted on a motion by Wentworth, seconded by Kramer and carried. Also, Dr. Anderson requested permission to attend the Western Regional Planning Board meeting in Buffalo, N.Y. on November 9 & 10, at no expense to the County. Permission was granted on a motion by Wentworth, seconded by Kramer and carried.
Mr. David Dorrance requested permission to go to the Board as a whole and obtain a permanent nurse in place of a temporary nurse. Permission granted.
Mr. Dorrance requested permission for Albert Vossler to attend a meeting at Erie Community College on October 19-30, cost to involve room and board only. Permission was granted on a motion by Kramer, seconded by Wentworth and carried.
Mr. Dorrance requested permission to send the Department's Family Planning nurses to a training course on October 26 & 27. Permission was granted on a motion by Wentworth, seconded by Shine and carried.
Mrs. Creighton discussed the problem of obtaining physical therapy services for seven pre-school age children since B.O.C.E.S. will not provide it. After a general discussion Mrs. Creighton was instructed to process the children and to discuss the problem with the County Attorney.

This meeting was held to discuss the request by Dr. Robert Anderson to purchase an IBM compatible computer and printer for the Counseling Center. Dr. Anderson estimates the total cost for this to be approximately $799.00. This purchase has been discussed by the Central Services Committee and referred to Frank Duserick, our computer consultant, for investigation. A motion was made by Kramer, seconded by Shine and carried, to approve this purchase subject to Mr. Duserick's favorable recommendation.
