INTRODUCTION
In November last year SARS introduced one of the biggest changes to be implemented in Customs in more than a decade. The entire declaration process was redesigned in line with international instruments like the Kyoto Convention and World Customs Organisation (WCO) Customs Data Model.
As part of this, Customs went from using purpose codes for declarations to procedure category and customs procedure codes.
This year SARS is building on the gains of the last year by introducing other key changes under the Customs Modernisation Programme, many of which will be launched as from 10 June 2011.
Codes
As from 10 June 2011, nine new Customs Procedure Code combinations will be introduced. These are contained in a document: "Guide to Application of Customs Procedure Codes" – available on the SARS Customs Modernisation webpage (http://www.sars.gov.za/home.asp?pid=60547). You can also download a chart with all the procedure codes (including the nine new ones) on the same site, called “Updated CPC Chart for Release 2”.
Forms
There will also be a number of enhancements to the SAD declaration forms, as of 10 June 2011.
The purpose of this guide
Due to significant changes in the clearance process, SARS (in consultation with the trade) has agreed to define more clearly Customs clearance formalities, namely:
- the forms to be used for Customs Clearance,
- the data fields to be supplied on a customs clearance, and
- the data requirements for clearance amendments, cancellations and replacements.
This guide provides a list of all current declaration forms (with enhancements) that will be used in the imple-mentation of Customs Modernisation RELEASE 2. It will hopefully provide Customs users, vendors and exter-nal stakeholders clarity in the use of Customs declaration SAD500 series forms.
Users should note that the documents contained herein are the only customs clearance documents required for clearance at South African ports of entry and exit.
General information
1. Form SAD503 will be replaced with:
- SAD504: in respect of amendments to both international and cross-border import clearances; and
- SAD554: in respect of amendments to both international and cross-border export clearances.
As of 10 June 2011 branch offices (land borders) are not to insist upon the presentation of the SAD503 form.
2. Forms SAD502, SAD505, and SAD507:
- The use of these forms will continue until such time as either the new Customs system is implemented or when the new Customs Control and Duty Acts come into effect.

- The SAD 507 form was created for instances where the space on the forms SAD 500 and SAD 501 is in-sufficient for the information that must be reflected in certain boxes. This would cover the boxes such as Container Numbers, Documents Produced, Additional Information, etc. on the SAD 500 and SAD 501.
- For the sake of uniformity, all branch office staff and traders should take note of the data requirements specified in the enclosed forms.
3. EDI versus Manual information layout:
• Note for Declarants and Customs Officials: The printed version of a CUSDEC 'original', 'amendment', 'cancellation' and 'replacement' clearance must in all respects reflect IDENTICAL information. Therefore, in any instance where a manual clearance needs to be submitted, e.g. cross-border, a VOC or Refund VOC, only the 'required information' must appear on the declaration.
• The 'required information' is that specified in the "Specification for Completion of Customs Clearances Release 0.8" (soon to be updated in Customs Policy ref: SC-CF-04 Manual for Completion of Declarations – and will be available on the SARS website prior to implementation of Release 2.
4. Customs Declaration Form 1 (CD1):
The new CD1 form and its corresponding customs response twin – the CN1 (Customs Notification) – are under development and testing in SARS. These formats will only become operational for traders with the imple-mentation of Customs' new integrated declaration processing system, currently envisaged for Modernisation Release 4.
5. Colour Coding of Data Fields on the SAD Forms in this guide:
• Data Fields represented in RED print = information which is required on the customs declaration.
• Data Fields represented in GREEN print = information which has been introduced into the customs data model, but will only become applicable at a later date – future customs release.
• Data Fields represented in BLUE print = information which must be present on any 'paper-based' amendment (VOC).
