The Union Customs Code (UCC): is it up to the present scenario?

On May 1° 2016 the UCC entered into force, the legal basis of the EU-wide electronic customs (eCustoms) – that should ensure that «digital» customs formalities and uniform controls based on automated risk management are applied in the entire EU.

eCustoms is in a standstill. The supporting IT systems (by the EU Comission and the Member States alike) will be ready after 2020 – if no further delays occur. Until then, customs activities are ruled by the Transitional Provisons which allow to use «paper» procedures, that are not subject to impartial and inflexible automated controls! EU R&D Projects and NOP Infrastructures and Networks

R&D projects are also allow to design, develop and implement innovating operational models aimed at progressively achieving the digital supply chain (fast corridors, gate automation etc.). Such models are elements of a specific strategic vision that impacts in a synergic and integrated way on all the rings of the supply chain. Through the projects applying for the NOP Infrastructures and Networks 2014-2020 the new models will be integrated and run starting from the target Regions. NOP projects are developed according to a «unit» approach which reduces inner risks and provides immediate benefits, regardless the starting conditions.

NOP – Action Line II.1.3 : Optimize the procedures in the supply chain, including customs procedures, also through interoperability among the ICT systems/platforms under development (PLN, Customs Single Window, Maritime Single Window, etc) in a Single Window/One-Stop-Shop perspective. About 63 mln Euros allocated to Customs The Agency’s actions:

• In July 2016 a programme for the digitalization of the supply chain was lodged

• Pending approval by the managing Authority, a project on the digitalization of procedures in the port of Bari was lodged on Feb. 16, 2017;

• 3 more projects will be lodged by the end of this year; • The approved projects will be concluded by 20121/2022
