RESEARCH EXPERIENCE
PREVIOUS POSITIONS:
Research Officer, Australian Bureau of Agricultural and Resource Economics, 1976-78: Project Evaluation. Research Assistant, Centre for Resource and Environmental Studies, ANU, 1980: Gordon River Scheme Assessment.
ACADEMIC RESEARCH (selected):
Project Leader/Sole Researcher Director, Environmental Economics Research Hub (2007-2011)
Commonwealth Department of Sustainability, Environment, Water Population and Communities funded involving 30 research projects.
Sustainable Land Use Change in the North West Provinces of China
(on-going). Australian Centre for International Agricultural Research funded
project to analyse existing policies to control land and water degradation and to recommend alternative policies.
Managing Groundwater in Tay Nguyen, Viet Nam (2005-2009) Australian Centre for International Agricultural Research funded
project to analyse values arising from alternative groundwater uses and to develop appropriate management policy initiatives.
Private Sector Conservation Enterprises (2003-04) Rural Industries Research and Development Corporation funded
project to investigate this sector of the Australian conservation effort. Estimating the Environmental Values of Rivers in NSW (2000-2001) Jointly funded by NSW EPA and Land and Water Australia to
provide input into the development of water sharing arrangements on a catchment by catchment basis under the Water Reforms Process.
The Private and Social Values of Wetlands (1997-2001).
Environment Australia funded project to develop a bio-economic model of potential trade-offs between alternative uses of wetlands and to design institutional settings that would align private incentives with social goals.
Using Choice Modelling to Estimate Non-market Values (1996-2000).
Land and Water Resources R&D Corporation and various Queensland and NSW government agencies funded project to explore the prospects of choice modelling for estimating the non-use values of remnant vegetation and wetland conservation.
Socio-economic Analysis of Forest Conservation Proposals in Vanuatu
(1992-1996). Australian Centre for International Agricultural Research funded project to investigate the incentives faced by local landowners to conserve their forest assets. Two case studies involving areas proposed as conservation areas were investigated.
4
Co-researcher
Fitzroy River Water Development (with Dr John Rolfe, CQU – 2001-03). An ARC funded project assessing alternative water development options in the Fitzroy River Basin.
Citizens‟ Juries (with Dr Russell Blamey, ANU – 1999-2000). Funded
by the Land and Water Resources Research and Development Corporation to investigate citizens‟ juries as a mechanism for resolving resource use conflicts.
Environmental impacts of expansions in the Queensland sugar industry
(with Thilak Mallawaarachchi, CSIRO and others – 1998-2000) Funded by the Sugar Cooperative Research Centre to investigate the value of remnant vegetation being cleared for sugar cane planting.
The Management of Matang Mangrove Wetlands, Malaysia (with Dr
Jamal Othman, National University of Malaysia – 1999-2000). Funded by the Danish Government Aid Agency to generate management strategies.
The impact of environmental regulation on the competitiveness of
Australia‟s tourist industry (with T. Huybers, UNSW – 1998-2000). In co-operation with the Tourism Council of Australia, Reef Tourism 2000 and the Hoteliers‟ Association of Fiji.
Economic Evaluation of Forest Conservation Benefits (with M. Carter,
Resource Assessment Commission, 1991-1992). As an input to the Resource Assessment Commission's Forest and
Timber Inquiry, a Contingent Valuation study was conducted to estimate the value of the South-east Forests in a conserved state. This value was reported to the Commissioners and used in a comparative study of the benefits and costs of constructing a world scale pulp mill in East Gippsland.
The International Competitiveness of Regions (with W.Kasper,
S.Markowski and S.Jackson, 1992) An exploration of the factors that make a region competitive for the
location of resources based industries. Because of international capital mobility, the mere existence of rich resource deposits in a region does not guarantee its economic prosperity. Other factors such as the attitudes of governments and the labour force were found to play a crucial role.
The Fiji Economy (with W. Kasper and R. Blandy, 1988) An analysis of the agricultural, forestry, fishery and mineral sectors
of the Fiji economy subsequent to the coups, indicating important areas for reform. The study has been widely accredited as playing a critical role in shaping the successful economic strategy adopted in Fiji.
