Specific Experience in Local Governance Environmental Services (2016-2018)
The role of micro level institutions and institutional mechanism to anchor the projects which I have handled
over the years has been the core of my experience in Project Management. This is for the fact that Local
Governance is made up of the political and institutional processes through which decisions are taken and
implemented. I gave special attention to the anchoring institutions at the local levels and their specific roles
in ensuing that participatory, accountable, transparent, efficient, inclusive processes are followed so that the
implementation of the project through local Governance structure is most effective.
My current assignment with the World Bank project on the preparation of National Water Resources Master
Plan for Zimbabwe is one specific example to justify my eligibility for the advertised position. The
preparation of the National Water Resources Master plan at the country level is based on a multi-level-
approach in order to have a systematic and structural effect on the local governance structures for effective
water service delivery at catchment and sub catchment levels inclusive of environmental issues.
One of the tasks covered institutional analysis and examining the nature of supporting instruments and
strategies needed to go hand in hand with advisory services of partners at national level. In this case,
regional catchment strategies are the primary integrated planning framework for the management of land,
water and biodiversity resources at the sub catchment level where in the local governance structures like
catchment and sub catchment councils are key to ensure that master plan is implemented effectively and it is
the primary responsibility of these councils to integrate community values and regional priorities with state
and federal legislation and policies.
I have been guiding the catchment and sub catchment council officials who are mandated to ensure local
governance principles in preparation of River System Operation plans with a strategic focus on
Putting participation into protected areas within the sub catchments
Land, water and biodiversity resources and how they are used at the sub catchment level
The nature, causes, extent and severity of environment, land degradation of catchments;
A long-term vision for the sub catchments
Regionally significant land, water and biodiversity assets and landscapes;
Catchment condition objectives; and
A program of management measures for the life of the strategy
As central to local governance principles, my role has been to explore how interventions in social-ecological
systems with the aim of altering resilience immediately confront issues of governance and finding answers
to questions such are who decides; what should be made resilient to what?; For whom is resilience to be
managed, and for what purpose. My role has been effective to find appropriate answers to some of these
questions to ensure participation, representation, deliberation, accountability, empowerment, social justice at
the local level from the interactions of many actors, including the private sector and not-for-profit
organizations. The extent of local level participation by non-state actors in decision-exploring processes
through to implementation, monitoring, and sanctioning varies from the provision of information and my
domain expertise in GIS and Remote sensing helped me generate data and information which are necessary
for planning and decision making

Provide system and technical expertise in the installation, use and maintenance of GIS software and hardware.
Assist collaborating institutions and biologists in the development and support of species specific databases. Additionally, assist professional and technical staff in the use of GIS language and protocols, UNIX commands and functions.
Responsible for working with AWF’s Geo-Informatics Coordinator in developing short- and long- range systems needs and recommending resources, time frames and procedures for meeting prescribed objectives. 20% Assist in the development of the AWF web portal and the utility programs necessary to facilitate the AWF’s GIS activities.
Responsible for various system administration duties, updating system and proprietary software, troubleshooting and maintaining the GIS platform, and integrating new equipment, both hardware and software, into the system. Assists other collaborating institutions perform the same tasks.
Provides staff training on basic GIS concepts and user language, and in the use and maintenance of existing data bases. Attends GIS workshops, conferences and seminars to improve technical abilities and makes AWF-GIS presentations at meetings when appropriate
