Oregon Health Authority (OHA) is the organization at the forefront of lowering and containing costs, improving quality and increasing access to health care in order to improve the lifelong health of Oregonians. OHA is overseen by the nine-member citizen Oregon Health Policy Board, which is working toward comprehensive health and health care reform in the state.

The opportunityIf you are passionate about influencing and advancing health system transformation in Oregon, we’re looking for you! The Medicaid director is a catalyst for driving health systems transformation, building strong collaborative relationships with public health, behavioral and oral health champions.

Oregon was among the first wave of states that expanded Medicaid eligibility under the Affordable Care Act. Since 2014, the impact of the state’s delivery system reform now reaches over 1.1 million Oregonians. In the last five years, Oregon transformed its Medicaid system.

Key accomplishments include:

1) Stood up 16 coordinated care organizations (CCOs),

2) Enrolled approximately 90% of all Medicaid enrollees into CCOs,

3) Integrated new services and budgets into the CCO model, including behavioral and oral health,

4) Bent the cost curve by staying within the 3.4% sustainable rate of growth,

5) Developed a successful, robust measurement and public reporting process to align incentive metrics, and

6) Required CCO governance structures to include major components of the health system and community partners.

Because of the success of the current waiver demonstration in transforming the health system, Oregon is in a position to take health system transformation to the next level.

Desired Attributes:• Knowledge of state

and federal Medicaid requirements, health care reform, Medicaid managed care, and the health care delivery system to include benefit design, reimbursement, eligibility coverage and stakeholder and tribal relationships.

• Experience using performance metrics and data to achieve outcomes and attain goals.

• Knowledge of historical context of Oregon State health policy and evolution of federal law impacting low income populations, including Title XIX (Medicaid), Title XXI (CHIP), title XVII (Medicare), national health reform of Oregon’s Tribes.

Duties• Leads major Medicaid

initiatives that serve to accelerate Oregon’s progress in transforming health care through the innovative coordinated care organization delivery system.

• Direct federal waivers and state plan negotiations and oversee Medicaid implementation.

• Provide leadership and direction for all strategic program development, health policy and program implementations for the Oregon Health Plan, with an enrollment of over one million individuals.
