    ROAD INFRASTRUCTURE (1)Data collection and management by using simple

    applications such as Microsoft Word, Microsoft Excel,

    Microsoft AccessMapinfor is used for creating and exploiting road

    network.

    Dedicated applications used for road and bridge

    management such as ROSY, VBMS, HDM4. Theseapplications were transferred as Technical Assistant byADB, JBIC, JICA

    ROAD INFRASTRUCTURE (2)Based on these tools, VRA completed data collection and

    analysis with results as following: 1999-2000, collected datat of 1962 kms of highways under

    management of Road Management Area No. 2 (RMA2) testedwith ROSY application version 7.3.2; collected data of 550 ofbridges under management of RMA2, tested with BridgeMANapplication.

    2001, collected data in HDM4 format with 8000 kms of

    highways. 2003, collected data in HDM4 format with 2000 kms of

    highways. The result as basic reference for building ten yearstrategic plan of road maintenance for the whole highwaysystem.

    ROAD INFRASTRUCTURE (3) 2004: Data collection in HDM4 format version 1.3 on

    highways with a length of 11,600 Km. This data is usedfor analyzing maintenance plan in the 2nd and 3rdyear inthe plans firstt hr eey earsof 1 0- years trategi cp l an.

    2007: With results of SAPI-1 (JBIC), VRA decided toofficiall y apply ROSY and HDM4 applications inhighway maintenance and management.

    ROAD INFRASTRUCTURE (4) The application of software has brought a certain result, but

    the updated data still single, discrete, has no consistent basis;

    The application of specialized software is not effective, t hesoftware works independently without connecting withanothersystem.

    There has yet an overall systematic design of applications tocollect, update and exploit information on the network.Especially the collection of updated information, analysis andexploitation, information sharing is very limited.     Has yet built a complete database system to store all

    information of drivers nationwide. There is lack of connections among units.

    The procedure of applying for driving license is notoptimized.

    Not meet the requirements of integration with othercountries in the region and the world to recognize thetype of personal papers and still ensure national security

    ROAD TRANSPORT DATABASEPerform the function of state management of road transport but

    the database on road transport of VRA is currently very poor,

    There is only the statistics of transport routes inter-provincial

    passenger is greater than the distance of 1000Km (as assigned bymanagement).

    According to statistics of the Ordinance, the business enterpriseof the Department of Transport and transport are notresponsible for reporting to VRA, so the data on the number offacilities, transportation companies, transport production,transportation demand load, types of transport, etc, is almostaccurate.

    VRA does reporting requirements through surveys, but reportsreceived from departments are incomplete and inaccurate.
