    MOHAMMEDMORSI

    Mohammed Morsi won 2012 Presiden-

    tial Election of Egypt on 24 June 2012. He

    was the candidate from Muslim Brotherhood

    (Freedom and Justice Party). Mohammed

    Morsi defeated Ahmed Shafiq by 3.4% of

    votes. Mohammed Morsi got 51.7 per centof votes whereas, Ahmed Shafiq got 48.3 per

    cent of votes.

    The victory of Mohammed Morsi is set

    to vibrate West Asia and North Africa, where

    Libya is heading for elections in next month

    and the moderate Islamists are exemplifying

    Turkeys Justice and Development Party.

    Mohammed Morsi is 60 years old. He is a

    trained American engineer and former law-

    maker. He is the first Islamist elected as the

    head of an Arab state. He became the fifth

    president of Egypt and the first president from

    outside the military.

    PARKASHSINGHBADAL

    Parkash Singh Badal of Shiromani Akali

    Dal, sworn in as the 31st chief minister of

    Punjab on 14 March 2012. Badal, 85, became

    the chief minister of the state for record fifth

    time. Born on 8 December 1927, Badal made

    his entry into politics in 1947 and was elected

    to Punjab Vidhan Sabha for the first time in

    1957. He first became the chief minister of

    Punjab in 1969. At the age of 42, he was the

    youngest chief minister of Punjab. Parkash

    Singh Badal led his party Shiromani Akali

    Dal along with its alliance partner BJP, to a

    historical victory in 2012 assembly election

    as the alliance defeated the rival Congress

    beating the anti-incumbency factor. The vic-

    tory is even more important given the fact

    that never in the history of Punjab the incum-

    bent government came to power for secondconsecutive term.

    VIJAYBAHUGUNA

    Vijay Bahuguna of Congress, on 13

    March 2012,sworn in as the chief minister

    of Uttarakhand. Bahuguna, a Congress MP

    from Tehri Gadhwal, is the seventh chief

    minister of Uttarakhand which was carved

    out of UP in 2000. Born on 28 February 1947,

    Bahuguna is a former high court justice. He

    served as the judge of Bombay and Allahabadhigh court. Bahuguna is first former High

    Court judge to become a states chief minis-

    ter. Hailing from a political background,

    Bahuguna s father Hemwati Nandan

    Bahuguna was also a former Chief Minister

    of Uttar Pradesh. His sister Rita Bahuguna

    Joshi is UP Congress president.

    MAHESHRANGARAJAN

    Environmental historian and political

    commentator Mahesh Rangarajan was se-lected and appointed as director of the Nehru

    Memorial Museum and Library, one of the

    countrys top centres for research on modern

    Indian history. The Delhi High Court had

    earlier struck down his original appointment

    on the grounds of an invalid selection pro-

    cess. Dr. Rangarajans appointment had been

    challenged in court by a history professor

    from Rohtak.

    VICEADMIRALDK JOSHI

    Government of India on 5 June 2012 nominated

    Vice Admiral Devender Kumar Joshi as the new Navy

    chief. Joshi will assume the charge after Admiral

    Nirmal Verma retires on 31 August 2012. Joshi, 58 is

    currently the Flag Officer Commanding-in-Chief of theWestern Naval Command, the Indian Navys sword

    arm. DK Joshi has been awarded the Param Vishist

    Seva Medal, the Ati Vishist Seva medal, Yudh Seva

    Medal, Nau Sena Medal and the Vishist Seva Medal.

    Born on 4 July 1954, Joshi joined In-

    dian Navy on 1 April 1974. In a career span-

    ning nearly 40 years, Joshi served the Indian

    Navy in various capacities. Prior to his cur-

    rent appointment, Joshi served as the navys

    deputy chief, Commander-in-Chief of the

    Andaman and Nicobar Command and Chief

    of the Integrated Defence Staff. A graduate

    of the prestigious US Naval War College and

    an alumnus of Mumbis College of Naval

    Warfare, and New Delhis National Defence

    College, Joshi also served as defence advi-

    sor in the Indian High Commission in

    Singapore 1996-99.

    GENERALBIKRAMSINGH

    General Bikram Singh, a veteran infan-

    try officer, assumed the charge as the 25th

    Chief of the Indian Army. He succeeded Gen-

    eral V K Singh whose 26-month tenure came

    to end on 31 May 2012. Bikram Singh, 59,

    will remain at the top position for next two

    years and three months. Prior to his appoint-

    ment to the top post, General Bikram served

    as commanding officer of the Eastern Army

    Command. He is the second Sikh to reach

    the top notch position, the first having been

    General JJ Singh. In his 40-year-long illus-

    trious career with the Indian army, GeneralBikram Singh held a number of vital posi-

    JUSTICEDALVEERBHANDARI

    Justice Dalveer Bhandari, the judge of

    the Indian Supreme Court, was elected to the

    position of Judge of theInternational Court

    of Justice (ICJ) in the elections held in New

    York, United States on 27 April 2012. He

    secured 122 out of 197 votes in the General

    Assembly and 13 out of 15 votes in the Se-

    curity Council. Justice Dalveer Bhandari de-

    feated the 84-year-old Justice Florentino

    Feliciano of the Philippines in the elections

    held to fill the casual vacancy following theresignation of Awn Shawkat Al-Khasawneh

    from Jordan in October 2011. He will have

    six-year tenure. He is eligible for re-election

    for a second term of nine years at the end of

    the present term. Justice Bhandari will be the

    third Asian representative in the 15-member

    ICJ. As per Article 8 of the ICJ statute the

    General Assembly and the Security Council

    elect a judge for the ICJ. Hisashi Owada from

    Japan, who is also the president, and Xue

    Hanqin from China are two other Asians inthe ICJ bench. Justice Bhandari was unani-

    mously elected as President of the India In-

    ternational Law Foundation in 2007. He is

    continuing in that position. Due to retire in

    September 2012, he will have to step down

    as a judge of the Supreme Court to assume

    the new charge.

    NEERAJKUMAR

    The Union Home Ministry appointed

    Neeraj Kumar, the 1976-batch Indian PoliceService (IPS) officer, as the 18th Commis-

    sioner of Delhi Police on 28 June 2012.

    Neeraj Kumar succeeded B K Gupta who got

    his tenure as the Delhi Police Commissioner

    completed on 30 June 2012. Kumar, who wasearlier serving as the Director General of

    Tihar Jail, assumed the new charge on 1 July

    2012. An AGM UT (Arunach al-Goa-

    Mizoram and other Union Territories) cadre

    IPS officer, Kumar joined the coveted Indian

    Police Service in 1976. He completed his

    graduation and post-graduation from St

    Stephens College in Delhi.

    The Government of India in 1966 con-

    stituted the Delhi Police Commission headedby Justice G.D.Khosla. The commission in

    its report recommended the introduction of

    Police Commissioner System, which was fi-

    nally adopted by the government from 1 July

    1978. In compliance with the recommenda-

    tions made by Khosla Commission the Delhi

    Police was also reorganized in four Police

    districts, namely, North, Central, South and

    New Delhi. At present, there are 3 ranges, 9

    districts and 180 police stations in Delhi.

    Delhi Police with its present strength of above76000 personnel is perhaps the largest met-

    ropolitan police in the world, larger than Lon-

    don, Paris, New York and Tokyo.

    BIMALGURUNG

    Gurung was sworn in as the CEO on 4

    August 2012. It was administered by the

    Governor of West Bengal, Union Ministers

    Sushil Kumar Shinde and Mukul Roy, and

    Mamata Banerjee.He was appointed as Chief

    Executive Officer (CEO) of Gorkhaland Ter-ritorial Administration (GTA) on 3 August

    2012. He was the former president of Gorkha

    CAPTAINLAKSHMISEHGAL

    Eminent Freedom Fighter and social

    activist Captain Lakshmi Sehgal passed away

    in Kanpur. She was 97. She suffered a se-

    vere heart attack and was admitted to the

    hospital on 19 July 2012. Born as Lakshmi

    Swaminadhan on 24 October 1914 in Ma-

    dras, Captain Lakshmi Sehgal completed his

    high school education from Madras. Subse-

    quently, she studied medical science in Ma-

    dras Medical College and received her MBBSdegree in 1938. A close aide of Subhash

    Chandra Bose during the days of freedom

    movement, she was the one of the most

    prominent mambers of his Indian National

    Army. She was the head of the womens regi-

    ment of Indian National Army, which was

    called the Rani of Jhansi regiment. Politically

    she was associated with the Communist Party

    of India (Marxist) and went on to contest the

    Presidential Election in 2002. She, however,

    received defeat in the hand of APJ AbdulKalam.

    She was the principle member of All

    India Democratic Womens Association

    (AIDWA). Besides, she had spearheaded sev-eral political, economic and social justice

    campaigns in the country. Lakshmi Sehgal

    tied the knot with Indian National Army Of-

    ficer Colonel Prem Kumar Sehgal in March

    1947 in Lahore. Well known CPI (M) leader

    Subhasini Ali is her daughter.Lakshmi Sehgal

    was confrred the Padma Vibhushan in 1998.

    KG BALAKRISHNAN

    Report of the probe by the income-tax

    department into the allegations that relatives

    of former chief justice KG Balakrishnan had

    amassed huge wealth during his tenure was

    submitted on 12 March 2012 to the Supreme

    Court.

    Attorney-general GE Vahanvati submit-

    ted the report on behalf of the Union govern-ment to the apex court bench of chief justice

    SH Kapadia and Justice Swatanter Kumar.

    The bench directed the government to inform

    it on the further action to be taken on allega-

    tions against former CJI, Balakrishnan, who

    is presently the chairman of National Human

    Rights Commission (NHRC) within three

    weeks. The courts direction came during

    hearing of a Public Interest Litigation filed

    by civil society Common Cause, which al-leged that the ex-CJI and his relative amassed

    wealth far exceeding their legal income dur-

    ing Balakrishnans tenure as an apex courts

    judge.

    The PIL sought apex courts direction

    to the government to take proper action

    against the ex-CJI, who is presently the chair-

    man of National Human Rights Commission

    (NHRC).

    SUNITAWILLIAMS

    Sunita Williams, the Indian-American

    astronaut, set off for her second space mis-

    sion on 15 July 2012. NASA astronaut Will-iams was accompanied by Russian cosmo-

    naut Yury Malenchenko and Japans Akihito

    Hoshide aboard Russian Soyuz Spacecraft.

    Sunita Williams, whose father hailed from

    Gujarat, was born on 19 September 1965 in

    Euclid, Ohio and was raised in Massachu-

    setts in US. She received her B.S degree in

    Physical Science from US Naval Academy

    in 1987, while M.S degree in Engineering

    Management from Florida Institute of Tech-nology in 1995. She was selected at NASA

    in June 1998. After Kalpana Chawala, she is

    the only woman of Indian origin who have

    been selected by NASA for a space mission.

    Previously she served as a flight engi-

    neer on board the International Space Sta-

    tion. She launched with the crew of STS-116

    on 9 December 2006, docking with the sta-

    tion on 11 December 2006. As a member of

    the Expedition-14 crew Williams created a

    world record for females with fourspacewalks totaling 29 hours and 17 minutes

    of EVA. (Astronaut Peggy Whitson subse-

    quently broke the record in 2008 with her five

    total spacewalks). Williams concluded her

    tour of duty as a member of the Expedition-

    15 crew returning to Earth with the STS-117

    crew to land at Edwards Air Force Base on

    22 June 2007. Sunita also holds the record

    for for being the first female to have spent

    195 days in space.

    The 44th Session of Indian Labour Con-ference was held on 14 and 15 February, 2012

    under the chairmanship of Shri Mallikarjun

    Kharge, Union Minister of Labour & Em-

    ployment. The conference was inaugurated

    by the Prime Minister Manmohan Singh on

    14 February.

    The conference was attended by senior

    representatives of Workers and Employers

    Organisations and State Labour Ministers and

    Senior Officers from Central Ministries/De-partments and State Governments. The Con-

    ference deliberated upon very topical and

    critical issues viz., (i) Minimum Wages, (ii)

    Social Security and (iii) Employability and

    Employment. The brainstorming sessions at

    the conference is expected to strengthen the

    institutions of social dialogue already in place

    and result in better understanding of each

    others perspective and convergence of var-

    ied ideas and approaches amongst social part-

    ners. The first such tripartite consultation atthe national level was held in 1942 as the

    Tripartite National Labour Conference sub-

    sequently renamed as Indian Labour Confer-

    ence since 1944.

    ADARSHJUDICIALCOMMISSION

    The two-member Adarsh Judicial Com-

    mission set up by the Maharashtra Govern-

    ment to probe into the scam-tainted Adarsh

    Housing Society submitted its interim report

    to the state Government on 13 April 2012.The commission was formed under N

    N Kumbahar. The interim report included the

    commissions findings on two issues own-

    ership of the land in south Mumbai where

    the 31-storey Adarsh building stands andwhether the land was reserved for Kargil war

    widows and their relatives. The Maharashtra

    Government had earlier in April filed an ap-

    plication before the judicial panel seeking an

    interim report on two of the 13 issues being

    looked into by it.

    The commission accepting the applica-

    tion directed all the parties the State Gov-

    ernment, the Ministry of Defence and Adarsh

    Society to argue on the two issues from 1March 2012. The interim report was formed

    and submitted to the government after hear-

    ing out all the parties involved in the case.

    The commission was set up by the Govern-

    ment in January 2011 after the scam surfaced.

    While the panel was to complete its probe

    within three months, was extended from time

    to time. The panel has now been asked to

    submit its report by May 2012. The terms and

    conditions under which the commission was

    set up authorises the Government to seek aninterim report on its findings.

    June 2012announced the appointment of In-

    dian American professor Anjani Jain as se-

    nior associate dean for the full-time MBA

    programme as part of the schools expansion

    programme.

    He will contribute to the Yale SOM cur-

    riculum as a senior lecturer. Anjani Jain a

    graduate from the Indian Institute of Man-agement, Ahmedabad will join Yale on 1 July

    2012. He holds a PhD. from the University

    of California, Los Angeles, Graduate School

    of Management. Jain spent the last 26 years

    at Wharton and served as as vice dean of its

    full-time MBA programme for ten years. He

    also worked in the capacity of the vice dean

    of the MBA programme for executives. He

    in the past served in multiple leadership roles

    at the Wharton School of the, University ofPennsylvania.

    He taught a range of courses and con-

    ducted important research in production and

    operations management.

    Jain was recognized for his contribu-

    tions to African-American students with the

    Howard E. Mitchell Award. Within the scope

    of a senior associate dean for the full-time

    MBA programme, Jain will focus on Yales

    flagship full-time MBA programme. He will

    be expected to assume lead responsibility foradmissions, career development, and student

    and academic services. The Yale School of

    Management introduced a Master of Ad-

    vanced Management programme and partici-

    pated in the launch of the Global Networkfor Advanced Management, a collective ef-
