A: Elephant has been declared as a national heritage animal on the recommendation of the Task Force on Elephants.

R: Indian Elephants are listed as 'Endangered' on the IUCN Red List of Threatened species.

The elephant has been declared the national heritage animal by the government with an aim to step up measures for its protection. A notification in this regard was issued by the environment ministry on October 22, as recommended by the task force on elephant project and approved by the standing committee of national board of wildlife in its meeting held recently.

The long-awaited move has cheered the conservationists who feel that jumbos, being closely associated with religion and culture in the country since ages, need to be given the same degree of importance as enjoyed by the tiger. The government also plans to amend Wildlife (Protection) Act to pave way for setting up of National Elephants Conservation Authority (NECA) on the lines of the NTCA that has been constituted for the tiger conservation.

A: Green India Mission is one of the nine Missions under the National Action Plan on Climate Change.

R: It mains to double the area taken for afforestation by 2020.

The environment ministry has submitted the final draft of the National Mission for a Green India (GIM), part of the country’s plan to fight climate change, to the Prime Minister’s Council on Climate Change. The mission, one of the eight under the National Action Plan on Climate Change, aims at increasing the capacity of India’s forests to absorb green house gases to 6.35 percent of the country’s total emissions by 2020. The draft of the Mission projects an ambitious target of 20 million hectares of forest cover by 2020, at a cost of Rs.46,000 crore (Rs.460 billion).

According to Environment Minister Jairam Ramesh, the overarching objective is to increase forest cover in 5 million hectares and improve the quality of forest cover in an area of corresponding size. It proposes a fundamental shift in mindset from our traditional focus on merely increasing the quantity of our forest cover, towards increasing the quality of our forest cover and improving provision of ecosystem services.

The Mission will be implemented through an autonomous organisational structure reducing red—tape and rigidity, while ensuring accountability. The mission also aims at monitoring additional parameters like ground cover, soil condition, erosion and infiltration, run—off, and ground water levels to develop water budgets as well as biomass monitoring indicators.

[Conventional terminology wasn't asked]3. The routine computer terminology of 10 marks was absent

4. People thought they'd ask Chandrayaan but they asked Hubble Telescope

5. Paper -2: Many questions on biotech/bioinformatics/ DNA finger print/biometric ATM etc + 1 conventional question on nanotech.

8. In Geography, it was conventional stuff: wetlands & ecosystem, biodiversity etc. people thought they'd ask in detail about monsoon mechanism/ drought/famine (as the coaching classes have been saying) but it did not happen. Instead there was one question on Meteorological Dept.'s work.9. In previous years they asked ’ 2 markers / 5 markers 'definition /terminologies from Economy- they didn’t do it this time. Instead they asked straight 30 marks question - Do you think we should stop liberalization after meltdown? Why students termed it as ‘tough’ paper? Because, it didn't had the conventional 260 marks worth Polity + History + Economy combo, and because nothing that coaching classes considered as important was asked.Instead they asked Qs on sports, television and current affairs. 2 markers were also unique compared to the previous trend.

FIVE POINTS

1. Why considered beyond expectation?2. Traditional “pre” method does not work?3. Devise an integrated plan for GS.4. Give more emphasis to Current Affairs.5. Develop a good answer writing technique.

Page 30: Current

1. Critically analyze any two of the following statements with reference to the context in which they were made (in about 150 words each)

"Many Englishmen honestly consider themselves the trustees for India and yet to what a condition they have reduced our country".

"The Foreign power will be withdrawn but for me real freedom will come only when we free ourselves of the dominance of western education, western culture and western way of living which have been ingrained in us".

"Satan cannot enter till he finds a flaw … A great ocean separate us educated few from the millions in our country".

Page 31: Current

Golden Rule

In these types of question if you can remember the person to whom the said statement is allocated to, then you can start you answer with that. This can be done, only when you are very sure of the person, as mistake here is liable to be heavily penalized and even if the content being correct this leaves the examiner with a bad taste.

A brief account of the context is to be mentioned in which the

statement was made. Even if you do not know the person with whom to allocate the statement then also a fair knowledge of modern history is enough to know the context for the statement.

After this you have to present with a critical analysis of the statement. In this, match or mismatch the statement with the existing context .

Page 32: Current

(a)Statement made by J.L.Nehru

(a)Nehru made the statement, when he was presenting his vision for the model of governance in India post independence.

In this question also apply the same golden rule that is mentioned above. Apart from that, one thing is pertinent to note that here you have to critically evaluate the exclusivist theory of Indianised education and show the balanced approach that India must have a rational mixture of both Western and Indian education.

Since this statement was made by Rabindranath, critical analysis of this would have elements of falsifying the philosophical content of this statement.

General rule

In this type of two-markers question, you must complete the answer within

the mentioned word limit. Golden rule is to “hit the nail from the word go”.

If you know too many things about the place or person write that because of which the said question came in this exam i.e. the reason for its being in the current news. Remember these two markers even if they are history related question comes only because of something that happened concerning that, which made the person or place famous in recent times.

Another golden rule is to complete this section of two markers in the shortest possible time, as here one line even if not spot-on can fetch you at the least 50% of the total marks that is 1mark.

Page 35: Current

generating activities of the people. Seeing the trend regarding increasing ecological

degradation of the same. You may end your answer with the awareness to save the fragile coastal region of India.

GENERAL RULE OF WRITINGIn this type of three marker question the approach can be slight elaborative

form of the approach you employed in the two-markers.

So first of all, you must complete the answer within mentioned word limit.Golden rule is to “hit the nail from the word go”. If you know too many things

about the place or person write that because of which the said question came in this exam i.e. the reason for its becoming in the current news.

Remember these types of two or three markers questions (even if they arehistory related) comes only because of something that happened concerning

that, which made the person or place famous in the recent time.

Another golden rule is to complete this section of two markers in the shortest possible time, as here few line even if not spot-on can fetch you at the least 50% of the total marks that is 1.5 mark. Moreover these questions comes to see the faculty of prioritization capability of your thinking power – a rather key ingredient in an astute administrative officer.
