1. INTRODUCTION

1.1 General

In 2014, Cummings Economics was asked to examine statistical data available on what has been broadly defined as the Creative Industries and to compare the profile of employment in those industries in the Cairns and the Cairns Region and other relevant areas of Australia based on Australian Bureau of Statistics (ABS) 2011 Census data. An initial report presented the results of a similar analysis based on 2016 Census data and compares it with the 2011 data.

This report carries out the same analysis but using definitions developed by Queensland University of Technology researchers.

1.2 Definition

Definitions used in this study are those developed by Queensland University of Technology (QUT) researchers to analyse 2011 Census data.

They define a number of “industries” as falling into the creative categories and a range of “occupations” classed as creative. Analysis results in a matrix of results with a core group of creative occupations in creative industries but also creative occupations in non-creative occupations. Matrix Section 1.7 illustrates.

1.3 Currency of Data

The data used as an indicator of activity is the latest available from the Australian Bureau of Statistics (ABS) 2016 Census and is compared with data from the 2011 Census.

1.4 Constraints of Census Data

The data used as an indicator of activity is of labour force from the Census. This means that it will record the occupation and industry recorded in the Census. It should be noted that when numbers are low at three (3) or less, Australian Bureau of Statistics will randomise for confidentiality purposes between 0 and 3 and this can translate through to total figures being different. There can also be some variation between Census in responses from individuals and the way they are coded. Thus, small changes recorded may not be significant.

It is also typical of the cultural and creative industries that there is a great deal of non-paid activity that is secondary to the person’s main job that is not recorded by the Census.

This will especially be in those types of fields that are not professionalised, especially in fields like art, music, writing and performing but also in fields like photography and film making, jewellery making, crafts and the like. The Census figures will tend not to record this part-time activity.

1.5 Spatial Definitions

In this analysis, we have used three major statistical areas.

The cities (urban areas) being examined are usually defined by Local Government Areas (LGAs). In the case of Darwin, use of SA4 level data is equivalent to the other city LGA boundaries. For Brisbane, the ABS ‘Urban Centre Locality’ (UCL) area is used.

For regions, Statistical Area Level 4 is generally used. In the Cairns’ situation, Cairns SA4 covers the city, plus Douglas, Cassowary Coast and most of the Tablelands population. For the Far North Queensland Region, the Outback Queensland Far North SA3 covering the Peninsula and Torres Strait area is added to the Cairns SA4 region. For the Northern Territory, Darwin is classified as an SA4 region and for total Northern Territory, the Outback NT SA4 needs to be added. For the wider Townsville region, Outback Queensland North is added to the Townsville SA4 region.

In Queensland, Brisbane, Gold Coast and Sunshine Coast lead in numbers but also in intensity. Outside of these regions however, Cairns leads in “core” numbers by a long way being about double the next highest, the Townsville region.

Among the regional cities, Cairns leads by a substantial margin in “core” employment but Townsville comes up substantially in creative occupations not in creative industries.

In terms of change Census 2016 over Census 2011, there is a strong difference between Brisbane, Gold Coast and Sunshine Coast as a group that have grown substantially and the regional areas that in the “core” activity have shown a decline except for very small growth in Cairns and Toowoomba. In Cairns SA4 however, there was an overall growth in the total creative occupations level of 48 representing a growth of about 6% over a five-year period. At city level, there was growth in total creative occupations of about 14%.

In the North, Cairns/Far North region leads with the Northern Territory next where Outback NT adds substantially to numbers. In fact, in intensity, the Northern Territory leads the Cairns/Far North.

Cairns LGA leads Darwin SA4 (effectively the city) in numbers but not in intensity. Kimberley SA3 also has a high intensity.

The relevant cities show the same pattern.

Cairns City and region led in growth Census 2011 to Census 2016, but a strong decline in Outback Queensland/Far North was recorded at total creative occupations level and in Outback NT.

In relation to other interstate regions, it is clear that Tasmania and Geelong have high levels in numbers and in intensity along with the Richmond/Tweed area.

The Cairns SA4 region however, is next in numbers and intensity. Compared with the other regions shown, the Cairns region showed low growth.

The high numbers and intensity rate in Outback NT and Kimberley is notable, presumably due to high creative activity in Aboriginal communities. By comparison, Outback Far North (Peninsula and Torres) is recording much lower results.

2.6 General Observations

Overall, it is clear that the large metropolitan centres have a higher intensity than the smaller cities and regions.

The fact that the Australian average is above Brisbane indicates that Sydney and Melbourne are likely to have higher intensity levels.

Within the North and within regional Queensland, the Cairns region stands out. However, in the wider Cairns region, Outback Far North (Peninsula and Gulf) are not recording intensity levels equivalent to outback NT and the Kimberley region.

On a national scale in regional Australia away from the metropolitan centres, the Cairns region is not as strong as areas like Tasmania, Geelong and Richmond/Tweed but is up there next in line. Although not all regions have been examined, it is clear that the Cairns region is above most regional areas in southern Australia.

In relation to the other main regions in Queensland, the Cairns Region is well ahead.

A feature of this activity group is the high proportions in the remote areas with high indigenous populations. As the following table illustrates, these areas recorded proportions higher than all other regions covered. The Peninsula and Torres Strait area serviced out of Cairns being behind the Northern Territory Outback and Kimberley regions.

4.2 Newspaper Publishing

The Cairns SA4 region has one of the lowest rates of employment in newspaper publishing in Australia.

5. COMPARISONS WITH KEY REGIONS

The following Table #14 compares Cairns Region SA4 with Richmond/Tweed SA4 and Table #15 Cairns LGA with Townsville LGA and Darwin SA4 for employment in creative occupations in creative industries (ie. “core” creatives only).

These regions have similar total workforce.

Overall the Cairns Region was weaker compared with Richmond/Tweed.

Cairns was stronger in Radio Broadcasting employment and Museum Operation.

While Cairns leads overall in comparison with Darwin and Townsville, there are significant areas where Cairns does not lead and is weaker.

Cairns leads especially in jewellery manufacturing, magazine and book publishing, architecture services, advertising, professional photography, creative artists, musicians and performers. In total, it records as many as Darwin and Townsville combined.

However, Darwin leads in radio broadcasting and free to air television, by a long way in libraries and archives, computer system design, museum operation, performing arts venue operation, information media and arts and recreation services.

Townsville leads in newspaper publishing and other (non-book – magazines) publishing, specialised design services and performing arts operation.

6. SOME BROAD CONCLUSIONS

The Cairns Region is clearly the leading hub for cultural and creative activity in Queensland outside of the South East corner and northern Australia.

However, its position in the North is closely followed by the Northern Territory. The high activity in indigenous communities in the Northern Territory is a factor in this. The figures for the Northern Territory and Kimberley compared with the Peninsula and Torres point to a possible potential to step up activity in the indigenous communities.

However, it is clearly behind regional leaders in southern Australia with scope to target a catch up to regions like Richmond Tweed, Geelong and Tasmania.

Comparisons with the Townsville region highlights a comparative weakness in the Cairns region, especially in Newspaper Publishing.

Comparisons with Richmond Tweed indicates the strength of that region in Motion Picture & Video Production. Although the Cairns Region is strong in this field compared with the rest of the North and most of regional Australia, the Richmond Tweed numbers indicate, it could be stronger.

While the Cairns Region leads regional Queensland in Creative Artists, Musicians, Writers & Performers, the Richmond Tweed has double the numbers indicating again a potential for improvement.
