Policy Statement
To safely advance and deploy connected, automated and cooperative vehicle
technologies, AASHTO will promote a national vision and strategy that advances our
goals to promote equity, accessibility, sustainability and quality of life. A national
strategy must include innovative and flexible federal infrastructure investment,
funding for CAV pilots and deployments that leverage public-private partnerships for
digital and physical infrastructure, uniform federal policy that maintains traditional
federal and state roles, and continued stakeholder convening to build trust and
awareness of these technologies to meet community-identified needs.

CAT Coalition
• The CAT Coalition serves as a collaborative focal point for federal, state and
local government officials, academia, industry and their related associations
to address critical program and technical issues associated with the
nationwide deployment of cooperative automated transportation.
• Coalition membership includes representation from infrastructure owners and
operators (IOOs), original equipment manufacturers (OEMs), technology and
service providers, and internet of things (IOT) suppliers.

CTSO Review Process for TOM
AASHTO CTSO review of TOM is being carried out in 3 phases
• Phase 1: Review nearing completion, aligned with NCHRP 03-126 research panel review▪ CTSO Leadership Team including the CTSO Chair, Vice Chairs, Subcommittee Co-Chairs, WG
co-Chairs (nearly 25 State DOT members)
• Phase 2: Review by CTSO membership and other pertinent AASHTO committees▪ Webinar to introduce the manual and discuss review guidance
▪ Review will be encouraged from CTSO (TSMO experts) and other committees such as safety, planning, transit, design, etc.
• Phase 3: CTSO and AASHTO adopts the TOM via balloting process and AASHTO publication preparations commence▪ After successful completion of TOM balloting, AASHTO Publication office will finalize the
TOM for final AASHTO publication.

• Locus of this manual is centered around the CTSO ongoing discussions in TSMO
and CAT Alignment (CTSO Theme 1 of the 7 themes) but builds off the TSMO
benefits and gained from the matured ITS and other TSMO programs.
• The TUCM once completed is expected to provide a justifiable basis for technology
implementation /deployment in order to advance TSMO strategies.
• Focus is on functionality first and cross-walks with the best possible technology

• Expected to present a dependable framework to TSMO practitioners that allows
pros and cons assessments for interactive decision making.

Technology, Working Group on ITS and CTSO Subcommittee on Operations,
Working Group on Operations Strategies – (as part of TSMO Theme 1 –
TSMO-CAT Alignment)
• Develop a matrix of representative examples to illustrate what the technology
use cases would be and how they could be used
➢ Mapping Strategies and functionality to technologies (ITS devices and emerging
technologies including AV CV etc., & ATM, ICM and emerging MaaS and Mod strategeis)
➢Mapping with TSMO CMM six dimensions (Business processes, Systems and technology, Performance
measurement, Culture, Organization and Collaboration)
