Policy Statement

To safely advance and deploy connected, automated and cooperative vehicle

technologies, AASHTO will promote a national vision and strategy that advances our

goals to promote equity, accessibility, sustainability and quality of life. A national

strategy must include innovative and flexible federal infrastructure investment,

funding for CAV pilots and deployments that leverage public-private partnerships for

digital and physical infrastructure, uniform federal policy that maintains traditional

federal and state roles, and continued stakeholder convening to build trust and

awareness of these technologies to meet community-identified needs.

10

CAV Policy Principles

1. A National Strategy and vision are needed.

2. Safety is paramount.

3. Support sustainability.

4. The future is connected and automated.

5. Promote innovative federal infrastructure investment.

6. Advance equity, access, and quality of life.

7. Preserve traditional state and federal roles.

8. Uniform national policy is essential to avoid a patchwork

approach.

9. Strong federal leadership is crucial to foster collaboration and

community engagement .

10. Promote data sharing that preserves data privacy and security.CAV/CAT Policy Guiding Principles

11

What this is

• Guidance for policy makers

• Supports advocacy and policy

development

• Advocates state DOT needs and

current priorities

• High-level

• Living document; reviewed annually

• 5-10-year horizon

What this isn’t

• Detailed, technical guidance

document

• Detailed strategies or actions

• Static document to be put on the

shelf for the next 10 years

• Long-range (i.e. 30 year) vision

CAV Guiding Principles

12

What we heard• Locals and state policy makers want these principles

• State DOTs overwhelmingly support this effort

• The US needs a strong vision for CAV

• Currently, there’s no aligned effort to develop a national vision across industry, research, communities and

states

• Promote practical approaches for public-private data sharing

• Ensure equitable deployments of CAVs and shared mobility

• Address roles across states, federal government, industry and communities

• Be bold

• Address the FCC ruling on reducing the 5.9 GHz safety band

• Align with the new US DOT priorities (Safety, Innovation, Infrastructure)

• Align and partner with other stakeholders (i.e. ITS America, Alliance for Automotive Innovation)

• Address first/last mile, transit and human-centered design needs

13

Next Steps

1. CTSO Chair, Scott Marler, shares CAV Principles with

Transportation Policy Forum (Sep/Oct 2021)

2. Incorporate into AASHTO’s Policy White Paper

3. Create stand-alone document (flier) to share with stakeholders

4. Use principles to advocate for State DOT priorities

5. Principles reviewed each year as a living document

CAT Coalition

• The CAT Coalition serves as a collaborative focal point for federal, state and

local government officials, academia, industry and their related associations

to address critical program and technical issues associated with the

nationwide deployment of cooperative automated transportation.

• Coalition membership includes representation from infrastructure owners and

operators (IOOs), original equipment manufacturers (OEMs), technology and

service providers, and internet of things (IOT) suppliers.

Technology Use Case Manual (outline)

1. Introduction to Use Cases

2. Technology Use cases (e.g, Safety and Mobility, others)

3. Mainstreaming (Planning thru deployment)

4. Use Case Examples

5. Mapping Technology Use cases to TOM Tactics

▪ E.g., Event Management, Traveler information, TMC, Traffic signal systems, Freight

management, etc.

6. SWOT Analysis

7. Challenges to planning and implementation

8. Conclusions

63

The Transportation Operations Manual (TOM)

• Identifies TSMO tactics associated with TSMO Strategies:

▪ Examples: Event Management, Traveler information, TMC, Traffic signal systems,

Freight management, etc.

• Identifies “problems”,

▪ Examples: Severe weather, Disruptive crashes, significant road construction and

delays, etc.

• Maps TSMO tactics to the problems they are used to address

• Additional chapters provide increased details about each TSMO tactic

64

Technology Use Case Manual

Goals are:

• To support DOTs in implementing appropriate technology solutions

▪ Provide a justifiable basis for technology implementation

▪ Recognize all possible benefits of technology solutions

▪ Avoid un-needed technologies

• To complement the TOM

• Allows TSMO practitioners to understand pros and cons of deploying

technologies (proven, emerging, and in-research technologies)

Others… Others…..TUC-1 (Technology Use Case 1): The use of technology to perform detection & verification to support the

Traffic Incident Management tactic. Potential content to include:

- A description of how technology accomplishes the functionality (including current state of practice,

emerging technologies, and concepts for future technologies);

- The basis for using technology in this use case;

- Situations when technology is most appropriate;

- Examples of how technology is used;

- Considerations that agencies should consider (e.g., maintenance, operations, compatibility to other systems,

etc.).

67

• The TUCM is anticipated to complements the Transportation Operations Manual

(TOM).

• Locus of this manual is centered around the CTSO ongoing discussions in TSMO

and CAT Alignment (CTSO Theme 1 of the 7 themes) but builds off the TSMO

benefits and gained from the matured ITS and other TSMO programs.

• The TUCM once completed is expected to provide a justifiable basis for technology

implementation /deployment in order to advance TSMO strategies.

• Focus is on functionality first and cross-walks with the best possible technology

available and/or underdevelopment and

• Expected to present a dependable framework to TSMO practitioners that allows

pros and cons assessments for interactive decision making.

68

TUCM – Proposed Approach• Advance the concept through joint efforts from CTSO Subcommittee on

Technology, Working Group on ITS and CTSO Subcommittee on Operations,

Working Group on Operations Strategies – (as part of TSMO Theme 1 –

TSMO-CAT Alignment)

• Develop a matrix of representative examples to illustrate what the technology

use cases would be and how they could be used

➢ Mapping Strategies and functionality to technologies (ITS devices and emerging

technologies including AV CV etc., & ATM, ICM and emerging MaaS and Mod strategeis)

➢Mapping with TSMO CMM six dimensions (Business processes, Systems and technology, Performance

measurement, Culture, Organization and Collaboration)

• Develop an overall outline for the eventual manual at the joint WGs meeting in

December 2021

• Discuss development of the manual at a future CTSO LT meetings in March

2022

Future CTSO Meeting Schedules - Discussion

• Magnitude of meetings in 2021

• What should the meeting schedule look like for 2022?

❖Virtual meetings? In-person meetings? Hybrid approach with combination of virtual

and in-person?

❖Survey to follow - to gather input on members’ preferences

▪ Keep Quarterly Best Practices webinars

▪ Post pandemic, in future years as we open up to more regular work schedules, can

CTSO sustain this level of working group meetings?

• 2022-2024 CTSO Annual Meetings

▪ Alternating Years? CTSO only every other year? Joint Meeting with another

Committee every other year?
