Community Paramedic Program – First in the nationHTC is the first institution to offer Community Paramedic training in Minnesota. Governor Mark Dayton recently signed into law the Community Paramedics Bill creating a new certification for emergency medical technician -- Emergency Medical Technicians-Community Paramedics (EMT-CP). Community paramedics will provide health services where access to physicians, clinics or hospitals is difficult. Rural Minnesota, with its large population of elderly citizens and a critical shortage of healthcare professionals, will be one place where community paramedics can help the most. Hennepin Technical College First in U.S. to Offer Community Paramedic Training

Innovative, accessible certification training program provides new career track for paramedics

The first and only Community Paramedic training program in the U.S. is being offered at Hennepin Technical College (HTC), providing experienced paramedics in Minnesota with another career track in this fast growing profession. The innovative program, which will train a new type of professional who will complement the health care team, can be accessed by participants in both metro and rural Minnesota. New classes will begin this fall at HTC. The program fee is $1,884, plus $140 for textbooks. Students will earn 12 college credits. The first training program began in May 2011 and included 13 students who graduated from the program and received their certification from the Emergency Medical Services Regulatory Board on July 19, 2012.

Fast growing professionAccording to the U.S. Bureau of Labor Statistics, employment of EMT’s and paramedics is expected to grow by 33 percent from 2010 to 2020 – much faster than the average for all occupations. The new HTC program will train and certify paramedics with at least two years of professional experience to help:• Fill the ever-widening gaps in the health

care delivery system by expanding access to health care for underserved groups in Minnesota

• Significantly reduce costs for health care providers and taxpayers in the state

Leading the wayHTC is at the forefront of training experienced paramedics to address minor and chronic health problems in the home, rather than automatically driving patients to a hospital emergency room. Developed in partnership with the Minnesota Ambulance Association, the accessible program includes: • 112 hours of classroom instruction with:

– 64 hours of face-to-face or via interactive TV

– 48 hours of online• 196 hours of clinical training, which can

be arranged in the eight EMS regions in the state

Flexible formatA flexible format allows qualified students from throughout Minnesota to participate in the program, whether they live in greater Minnesota or the Twin Cities metro area. To expand and enhance the program, HTC has received a $241,538 Minnesota Job Skills Partnership (MJSP) grant to train 24 community paramedics a year over the next three years in collaboration with HealthEast Care System, Allina Health System and North Memorial Health Care.

In addition, community paramedics will work with public health agencies to identify needs in underserved communities and develop methods to better treat them. Studies have shown that utilizing community paramedics can result in economic savings because they help citizens and communities overcome barriers that prevent them from accessing health care services.

Community Paramedics Bill On April 6, 2011, Minnesota Gov. Mark Dayton signed into law the Community Paramedics Bill, creating a new certification for emergency medical technicians. With the help of the Minnesota Ambulance Association, state Rep. Tara Mack, and state Sen. Julie Rosen, Minnesota became the first state in the U.S. to pass this landmark legislation.

Internal Quality Process Taught by a Registrar Accreditation Board (RAB), Certified-Lead Auditor, this two-day, 16-hour course teaches the skills and techniques necessary to become a fully competent internal quality auditor. It will take the participant through the quality audit process, explaining and demonstrating “best practices” for internal auditors. 1.6 CEU

Geometric Dimensioning & Tolerencing (GD&T)This course is designed to introduce the participant to Geometric Dimensioning and Tolerancing Symbols and Modifiers. Datum features, Datum types (Planar, Axis and Centerplane) and Datum Reference Frames are studied. The interpretation of Feature Control Frames is covered. Each geometric control symbol is reviewed for its meaning, tolerance zone and relationship to the datums. Measurement methods for each geometric control type are reviewed. The interpretation of modifiers, used in conjunction with geometric controls is studied. Drawings provided by the participants are reviewed to apply the principles learned in class.

HTC’s M-Powered Biotechnology Sector Initiative id funded by a $2.6 million U.S. Department of Labor grant.

M-Powered is a fast-track training for people who need skills for entry-level employment.

Students learn skill sets common to medical device, biotech, and the renewable materials industries.

A combination of classroom, lab, and then on-the-job training prepares participants for the workplace.

Precision Metal StampingThe Precision Metal Stamping Technician relies on a strong background of machining skills. We are moving into the final year of a three year project training skilled worker for manufacturing jobs. Customized Training Services (CTS) received $2.6 million grant from the U.S. Department of Labor Community-Based Job Training grant to prepare 350 technicians in precision manufacturing. We’ve enrolled more than 340 people the program. In late August, another 40 students will begin Level I classes. Industry partners are working closely with the M-Powered team to train and employ these workers for skilled manufacturing positions.

Due to industry demand, we have recently added a FastTrack Program to qualify candidates for soldering positions. Successful candidates will work assembling medical devices in laboratory settings.

Gain entry level skills and knowledge to perform as a gas metal arc welder (GMAW). There are many employment opportunities available in the following areas: construction, machinery manufacturing, sheet metal industry, and custom job shop. You can obtain entry-level employment by taking a few courses that lead toward this certificate. Taking additional courses will provide you with the opportunity for job advancement as a welder.

Earn an Occupational Certificate in Metal Arc Welding (MIG) with 17 college credits. The Fall 2012 series starts October 29, 2012 and meets on Mondays – Thursdays, 8 am – noon, with an additional day per week, noon – 2 pm.

Home Health Aide CourseAccording to the US Department of Labor statistics employment of home health aides is projected to grow by 50 percent between 2008 and 2018 as a result of the demand for home services for an aging population and cost cutting efforts to move patients out of hospitals and nursing care facilities as quickly as possible.

This course is the Minnesota State Approved Course. Home Health Aides help people who are disabled, chronically ill, or cognitively impaired and older adults, who may need assistance, live in their own homes or in residential facilities instead of in health facilities or institutions. They also assist people in hospices and day programs and help individuals with disabilities go to work and remain engaged in their communities. Most aides work with elderly or physically or mentally disabled clients who need more care than family or friends can provide. Phlebotomy TechnicianThis 148-hour class is intended for those who have no experience and want to become employed as a Phlebotomy Technician in a clinical laboratory, medical clinic or public health department setting. Topics covered are phlebotomy equipment and procedures, blood collection by venipuncture and capillary punctures, basic anatomy as it relates to blood collection, safety procedures and professional ethics and liability. 14.8 CEU

New career path for paramedicsHennepin Technical College (HTC) has announced that it is the first institution to offer Community Paramedic training. Minnesota Gov. Mark Dayton recently signed into law the Community Paramedics Bill creating a new certification for emergency medical technicians – Emergency Medical Technicians-Community Paramedic (EMT-CP). The first program began in May 2011 at HTC’s Eden Prairie campus, and will expand access to health care in under served communities.Community paramedics will provide health services where access to physicians, clinics, or hospitals is difficult. Rural Minnesota, with its large population of elderly citizens and a critical shortage of health care professionals, will be one place where community paramedics can help the most.Community paramedics are also trained to monitor and provide certain treatment to patients with chronic diseases and perform minor medical procedures in the patients’ home. For example, when responding to emergencies involving autistic patients, treating minor injuries in the patient’s home eliminates the added stress of transporting them to the emergency room.Experienced paramedics who enroll in the program will complete 64 hours of classroom and 48 hours of online training at HTC’s Eden Prairie campus, as well as 196 hours of clinical training at various Twin Cities hospitals, earning 12 college credits.

REQUIREMENTSThe requirements of the Candidate Physical Ability Test pre-test program include the following:1. All candidates have the

opportunity to attend at least two orientation sessions within eight weeks of taking the CPAT test.

2. Each candidate is provided with an opportunity to perform two timed practice runs within 30 days prior to the CPAT test.

Note: A Candidate may sign a waiver form to take the CPAT without participating in the Pre-testing portion of the Program. Candidate must sign a waiver at orientation meeting or at least 8 weeks prior to practice or test dates.

This course is designed to teach the student about the joint Wellness-Fitness Initiative established by the International Association of Firefighters and the International Association of Fire Chiefs and the CPAT test. This initiative lead to the development of an evaluation tool called the Candidate Physical Ability Test (CPAT). Upon successful completion of the eight-event program, the student will receive a one year certificate of CPAT completion.

The M-STEP two-day symposium brings together highly regarded experts from around the world on terrorism prevention, emergency response and recovery. Rigging Inspection & Signal PersonThis course addresses the training needs of construction and industrial workers who rig loads and give signals for lifting with hoists and cranes. The training is provided by Hennepin Technical College. Recommended For:This course is designed for construction and industry personnel who are currently, or are training to be, responsible for the operation of cranes and hoists, the rigging of suspended loads and giving signals to crane operators or the development of a written lift plan. Minnesota has passed new laws requiring the drivers of pilot cars and escort vehicles to hold a current Minnesota State Patrol certification. This initial certification will need to be completed before the end of 2013. Hennepin Technical College is one of only two colleges in the state to be recognized by the Minnesota State Patrol to provide the training to earn the certificate. Classes are tentatively scheduled to begin this October and will be offered as open enrollment classes throughout the state and as contract classes with individual companies or organizations. What’s New This YearThis class will review changes in the Federal and State Laws and regulations on an annual basis. Expected changes will also be discussed.

Compliance, Safety, and Accountability (CSA)The purpose of this course is to review how CSA works and how it affects not only industry, but drivers of vehicles weighing 10,000 pounds or more. It includes detailed explanation of qualification files and in depth training about log books.

Hazardous Material Transportation (HazMat Training)The course offers training in the transportation of hazardous materials as it relates to commercial vehicle operation. It features updated Minnesota and Federal laws regarding the safe transportation of HazMat. It will cover USDOT HazMat communications standards, cargo tank and other packaging standards, loading and unloading requirements, hazmat load securement and background checks for HazMat endorsed drivers.

Load SecurementThe goal of this course is to offer load securement training to drivers involved in the hauling a variety of cargo. It features updated Minnesota and Federal laws regarding proper securement methods and devices. It includes both classroom and hands-on exercises.

Roadside InspectionThe purpose of this course is to review a roadside inspection of vehicles weighing 10,000 pounds or more. It addresses all aspects of an inspection, including classroom and hands on exercises.

Testing & Certification:Testing of knowledge gained during the winter training will take place at the end of each session and students will be graded with a pass or referral. A 70% or better score in each test is equivalent to a pass. Less than this is a referral and subject to a performance assessment during the on-the-job session where both knowledge and practice is assessed.

The certification process involves the assessment of competence to operate equipment safely and efficiently to standards that have been set within performance objectives. Performance objectives are both practical and knowledge based skills leading to competence.

Competence is defined as follows: A student’s ability to consistently apply qualified skills and knowledge to a given job activity.

Hennepin Technical College verifies the recommendation and provides certificates of completion.

Motorcycle Safety Basic Rider CourseRider Course is designed with the beginner in mind, but is a challenge even to experienced riders. The Motorcycle Safety Foundation(MSF) supplies our curriculum and materials and our instructors are MSF-certified. The course includes both classroom and on-cycle instruction, with high-quality, personalized coaching and several hours of practice riding. We also provide the motorcycle, free of charge! Riders 18 and older can earn their motorcycle license by successfully completing the course. Civilian Police Motorcycle Course - CPMCThe Civilian Police Motorcycle Course (CPMC) is an advanced, 8-hour course for experienced riders. The course uses the same techniques designed to train and keep police motor officers safe, day after day, in any weather and traffic situation. The course will develop coordinated fine-muscle control, balance, skill, and confidence, particularly in the areas of low-speed clutch, throttle and brake control with proper head, eye, and body position. Students learn to master tight and locked turns in confined spaces, as well as slow and 30 mph offset weaves, the intersection (iron cross), 40 mph brake-and-escape, J-turn, and formation riding.
