Hennepin Technical College First in U.S. to Offer Community Paramedic Training

Innovative, accessible certification training program provides new career track for paramedics

The first and only Community Paramedic training program in the U.S. is being offered at Hennepin Technical College (HTC), providing experienced paramedics in Minnesota with another career track in this fast growing profession. The innovative program, which will train a new type of professional who will complement the health care team, can be accessed by participants in both metro and rural Minnesota. New classes will begin this fall at HTC. The program fee is $1,884, plus $140 for textbooks. Students will earn 12 college credits. The first training program began in May 2011 and included 13 students who graduated from the program and received their certification from the Emergency Medical Services Regulatory Board on July 19, 2012.

Fast growing professionAccording to the U.S. Bureau of Labor Statistics, employment of EMT’s and paramedics is expected to grow by 33 percent from 2010 to 2020 – much faster than the average for all occupations. The new HTC program will train and certify paramedics with at least two years of professional experience to help:• Fill the ever-widening gaps in the health

care delivery system by expanding access to health care for underserved groups in Minnesota

• Significantly reduce costs for health care providers and taxpayers in the state

Leading the wayHTC is at the forefront of training experienced paramedics to address minor and chronic health problems in the home, rather than automatically driving patients to a hospital emergency room. Developed in partnership with the Minnesota Ambulance Association, the accessible program includes: • 112 hours of classroom instruction with:

– 64 hours of face-to-face or via interactive TV

– 48 hours of online• 196 hours of clinical training, which can

be arranged in the eight EMS regions in the state

Flexible formatA flexible format allows qualified students from throughout Minnesota to participate in the program, whether they live in greater Minnesota or the Twin Cities metro area. To expand and enhance the program, HTC has received a $241,538 Minnesota Job Skills Partnership (MJSP) grant to train 24 community paramedics a year over the next three years in collaboration with HealthEast Care System, Allina Health System and North Memorial Health Care.

Fast growing professionAccording to the U.S. Bureau of Labor Statistics, employment of EMT’s and paramedics is expected to grow by 33 percent from 2010 to 2020 -- much faster than the average for all occupations. In the future, community paramedics will take on various roles including:• Outreach• Wellness• Health screening assessments• Health instruction• Dispensing of immunizations• Disease management• Mental health assistance• Wound care• Safety programs• Extension of physicians in rural clinics

and hospitals

In addition, community paramedics will work with public health agencies to identify needs in underserved communities and develop methods to better treat them. Studies have shown that utilizing community paramedics can result in economic savings because they help citizens and communities overcome barriers that prevent them from accessing health care services.

Community Paramedics Bill On April 6, 2011, Minnesota Gov. Mark Dayton signed into law the Community Paramedics Bill, creating a new certification for emergency medical technicians. With the help of the Minnesota Ambulance Association, state Rep. Tara Mack, and state Sen. Julie Rosen, Minnesota became the first state in the U.S. to pass this landmark legislation.

YFall 2012

Your computer center was part of my life for months and it makes me sad I will not be taking any more classes. I want to thank you for the professional and friendly environment you provided me and continue to provide for other students. When I first met with you about the classes and you explained how the learning model worked, where the student would learn at his/her own pace, I was a little skeptical because I had always attended structured classes of short duration.During my very first class, which happened to be a PowerPoint class, I was amazed at how much I learned. I liked the self-pace methodology because I did not feel pressured to keep up with other students. Following the book instructions and samples was a very efficient way to spend my time, and having you and/or Brenda present to help whenever I had questions or ran into problems, was amazing. I have taken computer classes in the past and I can honestly say that I had never learned as much before as I did in your classes.I am blessed to have had the opportunity to attend Hennepin Technical College as much as I did. I am practicing my newly acquired skills and love my confidence and self-sufficiency.”

Home Health Aides help people who are disabled, chronically ill, or cognitively impaired and older adults, who may need assistance, live in their own homes or in residential facilities instead of in health facilities or institutions. New career path for paramedicsHennepin Technical College (HTC) has announced that it is the first institution to offer Community Paramedic training. Minnesota Gov. Mark Dayton recently signed into law the Community Paramedics Bill creating a new certification for emergency medical technicians – Emergency Medical Technicians-Community Paramedic (EMT-CP). The first program began in May 2011 at HTC’s Eden Prairie campus, and will expand access to health care in under served communities.Community paramedics will provide health services where access to physicians, clinics, or hospitals is difficult. Rural Minnesota, with its large population of elderly citizens and a critical shortage of health care professionals, will be one place where community paramedics can help the most.Community paramedics are also trained to monitor and provide certain treatment to patients with chronic diseases and perform minor medical procedures in the patients’ home. For example, when responding to emergencies involving autistic patients, treating minor injuries in the patient’s home eliminates the added stress of transporting them to the emergency room.Experienced paramedics who enroll in the program will complete 64 hours of classroom and 48 hours of online training at HTC’s Eden Prairie campus, as well as 196 hours of clinical training at various Twin Cities hospitals, earning 12 college credits.

Catering FundamentalsDesigned for those interested in operating a Food Cart, being a Personal Chef, running a Catering Service or gaining an understanding of licensing a food service operation. Topics include: • Why do you want to start a food business in Minnesota? • Overview of Food Safety• Licensing, who needs one and how to obtain one for a full

service restaurant, food cart, personal chef or temporary vendor

• Cooking for a crowd offers challenges that require planning and care

This course will give you practical techniques to make the catering process easier and safer. 0.9 CEU1108: R, September 27 & October 4, 5:30 - 9:30 pmEisenreich, Brooklyn Park 2 sessions, $150

Cooking for Health and WellnessEveryone seems to know that some foods, in excess, are not good for you. Ingredients that supply a lot of fat can create a dish that is satisfying and tasty. Alternatively, low fat ingredients often are good for you, but lack a pleasing “mouth feel” and leave the diner unsatisfied. This course is designed to use elements in cooking that add texture, flavor and color to make meals more enjoyable and are also good for you. Inspiration for the dishes that you will prepare come from a global perspective of food preparation and technique. Menus from Asia, regional cuisine of the United States and the Caribbean give us a multitude of choices. Jerk pork, for example starts with a lean cut of pork loin and develops it’s flavors using spices and cooking technique that results in a flavorful, satisfying and healthy treat. The classes will explore salads, soups, entrees, breads, side dishes and desserts. Beyond the enrollment fee, the course also requires $50 lab fee for ingredients. Note: bring supply containers for yourself since there will be enough food to bring some home. If you have a favorite knife you like to work with, please feel free to bring it. Wear comfortable shoes and clothing. 0.8 CEU1109: W, November 7 & November 14, 5:30 - 9:30 pmEisenreich, Brooklyn Park 2 sessions, $95

Basic Cooking SkillsDo you love to cook, but feel intimidated by your lack of skill? Well we’ve got a basic skills course that is sure to minimize that lack of confidence. Our class begins with a demonstration by the instructor. Then the class is divided into groups to prepare the menu. The instructor is always close by to answer questions and offer assistance. At the end of the class, students sit down to enjoy the food they prepared, and reflect on their new sense of culinary satisfaction! Once fundamental techniques and methods are understood it becomes possible to cook virtually any food. Basic knife skills, dry heat, moist heat and combination cooking methods will be covered in this course. 0.9 CEU1110: M, October 22 – November 5, 6 - 9: 30 pmForpahl, Brooklyn Park 3 sessions, $150

”Duininck has used CTOT from its inception. We send all our commercial drivers license holders through some level of CTOT training every year. This training keeps our drivers up to date on construction truck regulations, truck inspections, brake adjustment, load securement, hazardous material handling, safe vehicle operation including behind the wheel vehicle dynamics and safe driving techniques. The financial rewards to our company in both reduced premiums and low losses make this a program one we are unwilling to change. This CTOT training has proven to be extremely cost effective.” – Rick Maursetter, Risk Manager, Duininck, Inc.

”Hennepin Technical College conducted several 8-hour HazMat Recertification Class for our Emergency Response Team. Their combination of creative hands-on exercises, examples shared from actual events, and up to date best practice techniques kept both our new members and experienced veteran team members engaged and participating for the full 8 hours. Even with my 15+ years of experience attending and conducting this type of training class, I picked up several new things. I highly recommend HTC for effective hazardous material and emergency response team training.”

– Scott Norman, EHS Manager, Cypress Semiconductor

Hennepin Technical College is one of only two colleges in the state to be recognized by the Minnesota State Patrol to provide the training to earn the certificate. Classes are tentatively scheduled to begin this October and will be offered as open enrollment classes throughout the state and as contract classes with individual companies or organizations. The cost is $180 per person. Please contact Erik Gohl in Customized Training Services for more information or to book a date.

Testing & Certification:Testing of knowledge gained during the winter training will take place at the end of each session and students will be graded with a pass or referral. A 70% or better score in each test is equivalent to a pass. Less than this is a referral and subject to a performance assessment during the on-the-job session where both knowledge and practice is assessed.

The certification process involves the assessment of competence to operate equipment safely and efficiently to standards that have been set within performance objectives. Performance objectives are both practical and knowledge based skills leading to competence.

Competence is defined as follows: A student’s ability to consistently apply qualified skills and knowledge to a given job activity.

Hennepin Technical College verifies the recommendation and provides certificates of completion.

Program content:• Introduction to Equipment Operation• Compaction of Soil, Aggregate

& Hot Mix Asphalt• Grades and Blueprints• Equipment, Maintenance, Trouble

Shooting and Costs• Front-End Loaders and Rollers• Bulldozers and Rollers• Backhoes, Excavators and Rollers• Pavers and Rollers• Motor Graders and Rollers• Scrapers and Rollers

Program delivery: This unique program is delivered in 2 parts.1. Interactive Classroom instruction which takes

approximately 10 days to complete and will take place during the winter, non-construction season.

2. On-the-job instruction that focuses on all aspects of the actual running and operating of a selected piece of equipment with the close supervision of an experience instructor/operator who will teach specific skills required for competent operation and certification. As part of the operation, the student will put into practice many of the skills learned during the winter training session.
