The goals are to improve transparency and coherence, and to align credentials with the needs of students, job seekers, workers, and employers.
1. Develop common terms for describing key features of:• Credentials and credentialing organizations and• Quality Assurance (QA) bodies that accredit, endorse, or
approve them.2. Create a voluntary, web-based registry and test it with
roughly 100 pilot-site partners.3. Develop and test software applications that facilitate use of
the registry by guidance counselors, colleges, employers, etc.

Your organization was invited to be a pilot-site because it has a reputation for being an innovative institution, and because it offers specific credentials that are well suited for the testing of the Registry that we have planned.
Although we are looking at a wide variety of credentials, we are trying to build a concentration in the areas of manufacturing, health care and information technology.

Why Improve Your Web Formats?
Google, shopping, job posting, and travel aggregators use common terminology (in the form of metadata) that has been accepted as a web standard (e.g., Schema.org)W3C vision and guidelines for moving the World Wide Web from a web of linked documents to a web of “linked data.”Using consistent metadata for key features (descriptors) of credentials will enable new ways of finding, comparing, and using credential information.

Pilot Partners Receive Services• Conversion of information in the credential and competency
domain to machine and human readable/comparable formats.• Credential information published to the Credential Registry.• Use of the Credential Directory App. • Personalized “Roadmap” document showing based on current
format of credential information steps that can be taken to enable the W3C vision for Linked Data.
How Pilot-Site Partners Participate • Provide access to technical and credential staff.• Provide access to credential information.• Participate with scheduled meetings throughout the project
period.• Provide ongoing feedback.• Participate in evaluation.

A Program Credential
The minimum participation is onecredential offered by one program.
Partners may select to include more than one credential. If more than one is selected, the quantity chosen by
the partner will be limited based on pilot-site partnerand CTI capacity (for this pilot).

Time Commitment
You don’t have to change anything on your website unless you choose to do it.
What determines amount of time pilot partners- spend on CTI: Number of credentials selected by your organization. Ease of access by CTI staff to the credential information. Level of participation chosen—Minimum/Required vs.
Advanced.

Minimum/Required Participation
Minimum participation includes identification of technical and credential staff to communicate with CTI staff who will:
Sign the Partner Acknowledgement and choose one or more credentials
to be included. Answer questions about the credentials. Provide access to the credential information in the current formats
available. Confirm accuracy of credentials converted by the CTI Team. Review and provide feedback on the credential information in the
Directory app. Participate in monthly webinars. Examine your website and current credential information formats used
on the website to provide insights into how to move forward in “going live” with the credential registry and applications.
Participate in evaluation survey.

Time variables include:
Number of credentials chosen. Current location and ease of access to credential information. Where you want to go with your websites and web formats and learn
more about how to get there based on your personalized guide and roadmap.

Advanced Participation
Optional ways that pilot site partners could go beyond minimum participation with CTI:
Submit your credential app ideas. Follow and participate with the CTI discussion group. Provide feedback on the Credential Registry and
Directory design and development iterations. Have a person on the CTI Technical Advisory
Committee. Have a person participate in application committees
such as the employer app committee. Make changes to your website and web formats to
enhance credential transparency.

Pilot-Site Partners can “opt out” of having their names disclosed on the Credential Registry and Directory App at any time
during the piloting phase.
Pilot-site Partners can: Opt-out at the beginning or at any time during

Agreement and Access• Partners authorize access to staff, information and data.
Outreach and Communications• Partners can participate with information and data source reviews, ongoing
webinars and conference calls, and participation with feedback and evaluation. TT will provide agendas and facilitate webinars and calls.
Practices, Information and Data • Partners provide access to credential practices, information and data. TT
demonstrates principals of Linked Data.
Credential Registry and Directory • Partners can review and provide feedback. TT builds with iterative partner reviews
and feedback, and provide usage access to partners.

information, guide to continue credential transparency into the future with best practices for partners to continue registry and directory and advance their overall websites and web formats.

The CTI staff will provide each pilot site a written document as a guide and roadmap to help you enhance your websites and web formats in the future:
Where your organization is today in terms of providing information and data about credentials that enables transparency and shared data.
How to transform current formats to enable ongoing updates to the credential registry and to optimize web formats based on the World Wide Web Consortiums (W3C) specifications for Linked Data.
Raise awareness and understanding of the vision for transparent credential and related assessment information.
Provide guidance to credentialing organizations on how to publish competency information through a wide variety of common formats.
Provide data in a machine-readable, structured format with the transition from proprietary to non-proprietary formats.
Provide data using standards recommended by the W3C.
Open and linked structured data.
