    In exercise of the powers conferred by the proviso to article 309 of the Constitution

    and all other powers enabling him in this behalf the !resident hereby ma"es the followingrules namely# $

    1% &hort title and commencement% $'1( )hese rules may be called the Central &ecretariat&tenographers* &ervice +ules 1969%

    2% )hey shall come into force on the 1st,ugust 1969%

    2. 3efinitions% $ In these rules unless the context otherwise re-uires$

    'a(.appointing authority/ in relation to any rade means the authority empowered under theCentral Civil &ervices 'Classification Control and ,ppeal( +ules 196 to ma"e

    appointments to that rade'b( .appointed day/ means the date on which these rules come into force

    'c( .approved service/ in relation to any grade means#$

    'i( in respect of an officer recruited directly to that grade period or periods ofregular service rendered in that grade including period or periods of absenceduring which he would have held a post on regular basis in that grade but forhis being on leave or otherwise not being available to hold such post from thefirst day of 4uly of the year following the year in which the examination fordirect recruitment was held

    'ii( in respect of an officer recruited to that grade through departmentalexamination period of periods of regular service rendered in that gradeincluding period or periods of absence during which he would have held a poston regular basis in that grade but for his being on leave or otherwise not beingavailable to hold such post from the first day of 4uly of the year for whichsuch examination was held

    'iii( in respect of an officer recruited to that grade on the basis of length ofservice in the lower grade period or periods of regular service rendered in thatgrade including period or periods of absence during which he would have helda post on regular basis in that grade but for his being on leave or otherwise notbeing available to hold such post from the first day of 4uly of the year forwhich the recruitment was made

    !rovided that where there is a delay of more than ninety days in 5oining onappointment in any of the cases mentioned in sub clauses 'i( 'ii( and 'iii(above such delay should not be due to any fault on the part of the officer

    'd( .authorised permanent strength/ in relation to any rade of a cadre means the strength ofpermanent unspecified posts in that rade and cadre against which substantiveappointments may be made

    'e( .cadre/ means the group of posts included in the rades mentioned in rule 3 in any

    inistry or >ffice specified in column '2( of the ?irst &chedule and in all the >fficesspecified against it in column'3( of that &chedule'f( .cadre authority/ in relation to any cadre means the inistry or office specified in

    respect of that cadre in column '2( of the ?irst &chedule'g( .cadre officer/ in relation to any rade of the &ervice means a member of the &ervice of

    that rade and includes a temporary officer approved for long term appointment to thatrade

    'h( .Commission/ means the @nion !ublic &ervice Commission'hh( .common seniority list/ in relation to any rade means the seniority list of officers of

    that rade serving in all the cadres specified in the ?irst &chedule as on the appointedday and revised from time to time in accordance with the regulations to be framed in

    this behalf by the Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs'i( .direct recruit/ means a person recruited to rade C on the basis of a competitive

    examination held by the Commission or to rade 7 by the Central overnment in the7epartment of !ersonnel and ,dministrative +eforms in accordance with the procedurelaid down in rule 1;

    '5( .duty post/ in relation to any rade means a permanent or temporary post of that rade inany cadre

    '"( .rade/ means any of the grades specified in rule 3'l( .long term appointment/ means appointment for an indefinite period as distinguished

    from a purely temporary or ad hoc appointment li"e appointment against leave or otherlocal vacancy of a specified duration

    'm(.inistry/ means a inistry in the overnment of India and includes a 7epartment of ainistry or other >ffice specified in column '2( of the ?irst &chedule

    'n( .!ermanent officer/ in relation to a rade means a person who has been substantivelyappointed to a substantive vacancy in that rade

    'o( .probationer/ means a direct recruit appointed to rade 7 on probation in or against asubstantive vacancy

    'oo( .range of seniority/ in relation to any rade means the range specified by the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistryof Aome ,ffairs in the common seniority list for that grade for additions to &elect Bist orfor temporary promotions as the case may be

    'p( .&chedule/ means a &chedule to these rules#'-( .&elect Bist/ in relation to the rade , rade D or rade C means the &elect Bist

    prepared in accordance with the regulations made under rule 2; or as the case may beunder the procedure contained in the ?ifth &chedule

    'r( .&ervice/ means the Central &ecretariat &tenographers* &ervice's( .temporary officer/ in relation to any rade means a person holding a temporary or

    officiating appointment in that rade on the basis of his being regularly approved forsuch appointment%

    3% o4osition of the Se!(i$e%$'1( )here shall be four rades in the &ervice classified asfollows#$

    '2( )he posts specified in the &econd &chedule shall constitute the rade , of the &erviceand those specified in the )hird &chedule shall constitute rade D of the &ervice% ,ll posts ofpersonal ,ssistants shall unless provision to the contrary is made for any specified post formrade EC of the &ervice and all posts of &tenographers unless provision to the contrary ismade for any specified post form rade 7 of the &ervice%

    '( if and for so long as one or more posts of ?irst !ersonal ,ssistant to the inister orof !rivate &ecretary to the 7eputy inister in any cadre or of ?irst !ersonal ,ssistant toember !lanning Commission are filled by the appointment of persons other than membersof the &ervice or by officers of rade D C or 7 of the &ervice who are not approved forpromotion to the selection grade or if approved for promotion to that grade are not due forsuch promotion a corresponding number of rade D posts of that &ervice in that cadre shall

    be temporarily upgraded to the rade ,%

    '6( if and for so long as one or more posts of &econd !ersonal ,ssistant to the inisteror of !ersonal ,ssistant to the 7eputy inister in any cadre or of &econd !ersonal ,ssistantto ember !lanning Commission are filled by the appointment of persons other than themembers of the &ervice or by officers of rade 7 of the &ervice who are not approved forpromotion to rade EC* or if approved for promotion to that rade are not due for suchpromotion a corresponding number of rade 7 posts of the &ervice in that cadre shall betemporarily upgraded to rade EC*%

    6% E$lusion of dut" osts f!o4 the ad!e%$ ,ny duty post in a rade may be declared by

    the cadre authority with the concurrence of the Central overnment in the 7epartment of!ersonnel and ,dministrative +eforms in the inistry of Aome ,ffairs to be excluded fromthe cadre if it is necessary in public interest for the time being to fill such post by a personother than a cadre officer of the appropriate rade and the post shall remain excluded fromthe cadre so long as such declaration remains in force%

    F% Initial $onstitution of ea$h $ad!e.#'1( )he permanent and temporary officers of eachrade in each cadre on the appointed day shall be such as may be determined by the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs from amongst departmental candidates% ?or the purposes of these rules thefollowing shall be considered as departmental candidates namely#$

    'a( !ersons who immediately before the appointed day have been regularly appointedto the posts of rade D and rade C of the Central &ecretariat &tenographers*&ervice and posts in the @pper 7ivision rade and Bower 7ivision rade of theCentral &ecretariat Clerical &ervice for performing duties of &teno typists anddrawing a special pay for the same in any of the inistries or >fficers specified inthe ?irst &chedule#

    'b( !ersons who on the appointed day hold any of the posts in rade D and rade Cmentioned in clause 'a( above in a permanent or temporary capacity whereverthey may be employed on that date and persons belonging to the @pper 7ivision

    rade and Bower 7ivision rade of the Central &ecretariat Clerical &ervice whomay be on deputation in public interest to posts of &tenographer !ersonal,ssistant or other similar posts in whose case it is certified that but for deputationthey would have continued to hold the posts of steno typists in the inistries oroffices specified in the ?irst &chedule%

    '2( ?or the purpose of constitution of each rade of the &ervice the following generalprinciples shall be observed namely#$

    'a( permanent posts in the rade , of the &ervice shall be filled by departmentalcandidates holding substantive appointments in rade D immediately before theappointed day who may be screened for such appointments by the 7epartmental!romotion Committees of the respective cadres on the basis of seniority sub5ect to the

    re5ection of the unfit

    'b( temporary posts in the rade , shall be filled by departmental candidates holdingappointments in rade D immediately before the appointed day who may be screenedfor such appointments by the 7epartmental !romotion Committees of the respectivecadres on the basis of seniority sub5ect to the re5ection of the unfit

    'c( departmental candidates who immediately before the appointed day were holdingappointments in rade D of the &ervice but are assessed as not suitable forappointment to the rade , by the 7epartmental !romotion Committees of theirrespective cadres shall be absorbed in the next lower grade% &uch officers shall be

    eligible to be considered at the maintenance stage for appointment in an officiatingcapacity to a temporary post in the rade , and they shall rec"on their seniority onappointment to that rade according to the order of their selection for suchappointment

    'd( all posts in rade D of the &ervice shall be filled by

    'i( departmental candidates who are declared as suitable for appointment to rade ,but are not appointed thereto on account of sufficient number of vacancies notbeing available in that rade

    'ii( departmental candidates referred to in clause 'c( above and

    'iii( rade C officers of the &ervice of all cadres specified in the ?irst &chedulefrom out of a &elect Bist of such officers prepared by the Central overnment inthe 7epartment of !ersonnel and ,dministrative +eforms in the inistry of Aome,ffairs in accordance with the regulations framed for that purpose by the said7epartment

    'e( permanent and temporary posts in rade C of the &ervice shall be filled bydepartmental candidates holding appointments in rade C immediately before theappointed day in the order of their seniority

    'f( posts in rade 7 of the &ervice shall be filled by the appointment of departmentalcandidates holding posts of &teno$typists#

    !rovided that 'i( they have passed a stenography test held by the &taff&election Commission or 'ii( they shall within the stipulated period pass such a testor 'iii( they have been specifically exempted from passing such a test in consultationwith the Central overnment in the 7epartment of !ersonnel and ,dministrative+eforms in the inistry of Aome ,ffairs#

    !rovided further that the substantive appointment or continuance in rade 7of the &ervice beyond the period of probation as laid down in rule 16 of personsappointed as &tenotypists on the basis of stenography tests held by the inistries or7epartments other than the &taff &election Commission and appointed to rade 7under this rule shall be sub5ect to their passing a stenography test held by the &taff&election Commission%

    '3( Initial appointments of persons to the various rades of the &ervice shall be made inthe order in which their names are arranged in the recommendations of the appropriate7epartmental !romotion Committees or the &election Doard as the case may be as finallyapproved by the Central overnment%

    G% Postin of ad!e offi$e!s%$ =very cadre officer shall unless he is on leave orotherwise not available for holding a duty post be posted against a duty post of theappropriate rade in the cadre%

    9% 3ut" osts to be held b" $ad!e offi$e!s.#=very duty post in a cadre shall unless

    declared to be excluded from the cadre under rule 6 or held in abeyance for any reason beheld by a cadre officer of the appropriate rade#

    !rovided that sub5ect to such instructions as the Central overnment in the7epartment of !ersonnel and ,dministrative +eforms in the inistry of Aome ,ffairs mayissue from time to time officers of the &ection >fficers* rade of the corresponding cadre ofthe Central &ecretariat &ervice may be appointed to duty posts in the rade , of the &erviceand when so appointed they shall continue to draw the grade pay admissible to them fromtime to time in their own &ervice%

    10% Substanti(e aoint4ents in the Se!(i$e.# ,ll substantive appointments in the

    &ervice shall be made to the appropriate rade of the &ervice and not against any specifiedduty posts in that rade%

    11% Re$!uit4ent to G!ade - and G!ade of the Se!(i$e. # &1( &ubstantive vacancies inthe rade , or rade D of the &ervice in any cadre shall be filled by the substantiveappointments of persons included in the &elect Bist for the relevant rade in that cadre suchappointments being made in the order of seniority in the &elect list except when for reasonsto be recorded in writing a person is not considered fit for any such appointment in his turn%

    '2( )emporary vacancies in the rade , of the &ervice in any cadre shall be filled by theappointment of persons included in the &elect Bist for the rade in that cadre% ,ny vacancies

    remaining unfilled thereafter shall be filled by the temporary promotion on the basis ofseniority sub5ect to the re5ection of the unfit of officers of the rade D of the &ervice whohave rendered not less than six years approved &ervice in that rade and are within the rangeof seniority% &uch promotions shall be terminated when persons included in the &elect Bist forthe rade , become available to fill the vacancies#

    !rovided that for a period of three years from the G th,pril 19F3 rade D of the&ervice who have put in not less than three years of approved service in that rade and arewithin the range of seniority shall also be eligible for such promotions#

    !rovided further that if any person appointed to rade D of the &ervice is consideredfor promotion to the rade , in any cadre in accordance with the provisions of this sub$ruleall persons senior to him in rade D in that cadre shall also be so considered notwithstandingthat they may not have rendered six years* or three years* approved service as the case maybe in that rade#

    !rovided also that if the officers within the range of seniority are not available in acadre for promotion the appointments shall be made from a panel furnished by the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs of the officers serving in the other cadres#

    !rovided also that while considering the cases of officers belonging to the &cheduledCastes and the &cheduled )ribes reservation shall be made in accordance with suchinstructions as may be issued by the Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs from time to time%

    '3( )emporary vacancies in rade D of the &ervice in any cadre shall be filled by the

    appointment of persons included in the &elect Bist for the rade in that cadre% ,ny vacanciesremaining unfilled thereafter shall be filled first from among the persons approved forinclusion in the &elect Bist and thereafter by the temporary promotion on the basis of senioritysub5ect to the re5ection of the unfit of officers of rade C of the &ervice who have renderednot less than eight years* approved service in the rade and are within the range of seniority%&uch promotions shall be terminated when persons included in the &elect Bist for the rade Dbecome available to fill the vacancies#

    !rovided that if any person appointed to rade C of the &ervice is considered forpromotion to rade D in any cadre in accordance with the provisions of this sub$rule allpersons senior to him in rade C in that cadre shall also be so considered notwithstanding that

    they may not have rendered eight years* approved &ervice in that rade#

    !rovided further that if the officers within the range of seniority are not available in acadre for promotion the appointments shall be made from a panel furnished by the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs of officers serving in the other cadre#

    !rovided further that while considering the cases of officers belonging to the&cheduled Castes and the &cheduled )ribes reservation shall be made in accordance withsuch instructions as may be issued by the Central overnment in the 7epartment of!ersonnel and ,dministrative +eforms in the inistry of Aome ,ffairs from time to time%

    ';( ?or the purpose of sub$rule '2( and '3( a &elect Bist for the rade , or rade D of the&ervice as the case may be shall be prepared and may be revised from time to time% )heprocedure for preparing and revising the &elect Bist shall be as set out in the &ixth &chedule%

    '( )he length of approved service for promotion to rade , of the &ervice prescribed in sub$rule '2( or to rade D of the &ervice prescribed in sub$rule '3( may be reviewed by theCentral overnment in the 7epartment of !ersonnel and ,dministrative +eforms in theinistry of Aome ,ffairs once in every three years and revised if found necessary%

    12% Re$!uit4ent to G!ade of the Se!(i$e.#'1( &ubstantive vacancies in rade C of the&ervice in any cadre shall be filled by the substantive appointments of persons included in the&elect Bist for the rade in that cadre such appointments being made in the order of seniorityin the &elect Bist except when for reasons to be recorded in writing a person is notconsidered fit for such appointment in his turn%

    '2( )emporary vacancies in rade C of the &ervice in any cadre shall be filled by theappointment of persons included in the &elect Bist for the rade in that cadre% ,ny vacanciesremaining unfilled thereafter shall be filled by the temporary promotion on the basis ofseniority sub5ect to the re5ection of the unfit of officers of rade 7 of the &ervice in thatcadre who have rendered not less than five years* approved service in the rade and arewithin the range of seniority% &uch promotions shall be terminated when persons included inthe &elect Bist for rade C become available to fill the vacancies#

    !rovided that officers of rade 7 appointed to that rade at the initial constitutionunder rule F shall be eligible for promotion on the basis of seniority sub5ect to the re5ectionof unfit if they have rendered not less than three years* approved service in that grade and are

    within the range of seniority#

    !rovided also that if any person appointed to rade 7 after the appointed day isconsidered for promotion to rade C in any cadre in accordance with the provisions of thissub$rule all persons senior to him in rade 7 in that cadre shall also be so considerednotwithstanding that they may not have rendered five years* approved service in that rade#

    !rovided further that if officers within the range of seniority are not available in acadre for promotion the appointments shall be made from a panel furnished by the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs of officers serving in the other cadres%

    '3( ?or the purposes of this rule a &elect Bist shall be prepared and may be revised from timeto time% )he procedure for preparing and revising the &elect Bist shall be as set out in the?ifth &chedule%

    ';( )he length of approved service for promotion to rade C prescribed in sub$rule '2( maybe reviewed by the Central overnment in the 7epartment of !ersonnel and ,dministrative+eforms in the inistry of Aome ,ffairs once every three years and revised if foundnecessary%

    12$,% Se$ial !o(ision !ea!din +indi Steno!ahe!s%$'1( otwithstanding anything

    contained in rule 12 recruitment to rade C of the &ervice may also be made from amongstpersons holding posts of Aindi &tenographers in any inistry or >ffice specified in column'2( or column '3( of the ?irst &chedule in scales of pay the minimum and maximum of whichare not less than +s% 210:$ and +s% 30:$ respectively from a date earlier than 23 rdarch196G and who are declared -ualified for inclusion in the &elect Bist for rade C of the&ervice on the results of the -ualifying examinations held for this purpose by theCommission%

    '2( )he rules for the examination referred to in sub$rule '1( shall be as determined byregulations made by the Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs%

    13% Re$!uit4ent to G!ade -, G!ade and G!ade of the Se!(i$e on ad ho$ basis in$e!tain $ases%$'1( otwithstanding anything contained in rule 11 and rule 12 any officer ofrade D of the &ervice who has rendered not less than three years of approved service in the

    rade or any person eligible to be considered for promotion to rade D under sub$rule '3( ofrule 11 or to rade C under sub$rule '2( of +ule 12 may be appointed on ad hoc basis to atemporary vacancy in rade , rade D or rade C as the case may be if an officer includedin the &elect Bist for the relevant rade is not available or cannot for any reason be appointedto such vacancy#

    !rovided that an officer included in the &elect Bist of rade , rade D and rade Cas the case may be of the &ervice of any cadre and serving in that inistry or 7epartmentshall be given preference to such appointment over an officer not so included%

    '2( =very promotion under sub$rule '1( shall be made only against a leave or other local

    vacancy of a specified duration and no such promotion shall notwithstanding anythingcontained in rule 19 be deemed to confer on the person so promoted any right or claim torade , rade D and rade C as the case may be or to seniority in that rade%

    1;% Re$!uit4ent to G!ade 3 of the Se!(i$eH '1( acancies in rade 7 of the &erviceshall be filled by direct recruitment on the basis of competitive examinations held for thepurpose by the Central overnment in the 7epartment of !ersonnel and ,dministrative+eforms in the inistry of Aome ,ffairs limited to members of the Central &ecretariatClerical &ervice#

    !rovided that to the extent a sufficient number of -ualified candidates are not available

    for appointment on the results of such competitive examinations the vacancies may be filledprovisionally or on regular basis in such manner as may be determined by the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs%

    '2( )he Central overnment may by order specify the number of vacancies in rade 7 of the&ervice to be filled permanently or temporarily on the results of any examinations referred toin sub$rule '1(%

    '3( &ubstantive appointments to substantive vacancies in the rade other than those to bepermanently filled in pursuance of any order made under sub$rule '2( shall be made in the

    order of seniority of temporary officers of the rade except when for reasons to be recordedin writing a person is not considered fit for such appointment in his turn#

    !rovided that while considering the cases of officers belonging to the &cheduled Castes and&cheduled )ribes reservations shall be made in accordance with such instructions as may beissued by the 7epartment of !ersonnel and ,dministrative +eforms in the inistry of Aome,ffairs from time to time%

    ';( )he rules for the competitive examinations referred to in sub$rule '1( shall be as determined byregulations made by the Central overnment in the 7epartment of !ersonnel and ,dministrative+eforms in the inistry of Aome ,ffairs and the allotment of the candidates from the results ofsuch examinations to each cadre shall be made by the said inistry%

    1;, Poe! to !ela#$ '1( otwithstanding anything contained in rule 1; the cadre authoritymay fill not more than five per cent regular vacancies of &tenographers rade E7* arising in a year

    by appointment on compassionate grounds in accordance with the instructions issued by theCentral overnment from time to time%

    1% Poe! to 4ae te4o!a!" aoint4ents aainst substanti(e (a$an$ies.# , substantivevacancy may be filled temporarily in accordance with the provisions $governing appointments totemporary vacancies in the relevant rade until it is filled in accordance with the provisionsgoverning permanent appointments%

    16% P!obation%$ '1( =very direct recruit to rade C or rade 7 of the &ervice shall initially beappointed on probation the period of probation being two years from the date of appointment%

    '2( =very person other than a direct recruit shall when first appointed to rade , rade D orrade C as the case may be be on JtrialJ for a period of two years from the date of suchappointment%

    '3( )he period of probation or trial specified in sub$rules '1( and '2( may if the appointingauthority deems fit be extended or curtailed in any case%

    ';( 7uring probation or trial a member of the &ervice may be re-uired to undergo such trainingand to pass such tests as the Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs may from time to time prescribe%

    1F% onfi!4ation%$ '1( Khen a member of the &ervice appointed to a rade on probation or ontrial has passed the prescribed tests and has completed his probation or trial to the satisfaction ofthe appointing authority he shall be eligible to be substantively appointed or continued therein asthe case may be in accordance with the provisions of rule 11 rule 12 or rule 1;%'2( Khen a probationer in rade 7 has passed the prescribed tests and has completed hisprobation to the satisfaction of the appointing authority he shall be eligible for confirmation inthat rade

    1G% 3is$ha!e of !e(e!sion.#'1( ,n officer appointed to rade C or rade 7 of the &ervicewho has no lien on any post under the Central overnment or any &tate overnment shall whileon probation be liable to be discharged from the &ervice at any time without notice if$

    'i( on the basis of his performance or conduct during probation he is considered unfit forfurther retention in the &ervice or

    '2( ,n officer appointed to rade C or rade 7 of the &ervice who holds a lien on a postunder the Central overnment or any &tate overnment may while on probation be revertedto such post at any time in any of the circumstances specified in sub$rule '1(%

    '3( ,n officer appointed to rade C or rade 7 of the &ervice who is not consideredsuitable for confirmation or continuance in the rade as the case may be during or at the endof the period of probation specified in sub$rule '1( of rule 16 or at the end of the extendedperiod of probation if any under sub$rule '3( of that rule shall be discharged or reverted inaccordance with sub$rule '1( or sub$rule '2( as the case may be%

    ';( , member of the &ervice on JtrialJ in rade , rade D or rade C who is notconsidered suitable for continuance in that rade during or at the end of the period of trialspecified in sub$rule '2( of rule 16 or the extended period if any under sub$rule '3( of thatrule shall be reverted to the next lower grade%

    19% Senio!it"%$ '1( )he relative seniority of members of the &ervice appointed to any radebefore the appointed day shall be regulated by their relative seniority as determined beforethat day#

    !rovided that if the seniority of any such officer had not been specifically determinedbefore that day it shall be as determined by the Central overnment in the 7epartment of!ersonnel and ,dministrative +eforms in the inistry of Aome ,ffairs%

    '2( ,ll permanent officers included in the initial constitution of a rade under rule F shallran" senior to all persons substantively appointed to that rade with effect from any date after

    the appointed day and all temporary officers included in the initial constitution of a radeunder that rule shall ran" senior to all temporary officers appointed to that rade after thatday%

    '3( )he seniority inter se of permanent officer included in the initial constitution of arade shall be regulated in the order in which they are so appointed%

    22. Inte!#$ad!e t!ansfe!s.#)he Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs may transfer a cadre officers of anyrade from one cadre to another cadre%

    2% onstitution of ne $ad!es.#'1( )he Central overnment in the 7epartment of !ersonneland ,dministrative +eforms in the inistry of Aome ,ffairs may after the appointed dayconstitute new cadres of the &ervice by'i( splitting up an existing cadre into two or more cadres'ii( combining two or more existing cadres into one cadre'iii( combining staff drawn partly from two or more cadres%

    '2( )he authorised permanent strength in the permanent and temporary officers to beallocated to each rade in any new cadre constituted under sub$rule '1( and the relativeseniority of these officers on such constitution shall be as determined by the Central

    overnment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs%

    '3( ,fter a new cadre has been constituted under sub$rule '1( and its initial constitutiondetermined under sub$rule '2( all the other provisions of these rules shall apply to such acadre%

    2;. Reulations.# )he Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs may ma"e regulations notinconsistent with these rules to provide for all matters for which provision is necessary orexpedient for the purpose of giving effect to these rules%

    25. Residua!" 4atte!s%$ In regard to matters not specifically covered by these rules or byregulations or orders made or issued thereunder or by special orders the members of the&ervice shall be governed by the rules regulations and orders applicable to the Central Civil&ervices in general%

    26. Poe! to !e4o(e diffi$ulties.# If any difficulty arises in giving effect to theprovisions of these rules the Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs may by order to any thing 'notinconsistent with the provisions of these rules( which appears to it to be necessary for thepurpose of removing the difficulty#

    !rovided that no such power shall be exercised after expiry of a period of two yearsfrom the commencement of these rules%

    27. Poe! to !ela%$ Khere the Central overnment is of the opinion that it is necessaryor expedient so to do it may for reasons to be recorded in writing relax any of the provisionsof these rules with respect to any class or category of persons or posts#

    !rovided that in relation to posts falling within the purview of the Commission noorder in respect of a class or category of persons or posts shall be made except afterconsultation with the Commission%

    '8('8(2F$,% Sa(in.#othing in these rules shall affect reservations relaxation of age limit andother concessions re-uired to be provided for the &cheduled Castes and the &cheduled )ribesand other special categories of persons in accordance with the orders issued by the Central

    overnment from time to time in this regard%

    2G% Poe! to a$t in $e!tain eien$ies%$ In the event of a large number of officers of anyrade being rendered surplus on account of reduction of establishment in or the abolition ofa cadre or on account of any schemes of administrative reforms or reorganisation the Centralovernment in the 7epartment of !ersonnel and ,dministrative +eforms in the inistry ofAome ,ffairs may issue special directives to the cadre authorities regarding the absorption ofsuch surplus officers and the cadre authorities shall comply with such special directives%

    29. Inte!!etation.# If any -uestion arises as to the interpretation of these rules or theregulations made thereunder the same shall be decided by the Central overnment%

    !rovided further that if eligible persons are not available in a cadre for promotion thenaddition to the &elect Bist of persons specified in item 'i( of clause 'a( of the first proviso shallbe made from a panel furnished by the Central overnment in the 7epartment of !ersonneland ,dministrative +eforms in the inistry of Aome ,ffairs of persons serving in othercadres and in case such persons are also not available such additions to the &elect Bist shallbe made from amongst the persons specified in item 'ii( of clause 'a( of the first proviso%

    !rovided also that if persons specified in item 'ii( of clause 'a( of the first proviso arenot available the additions to the &elect Bist in respect of this category shall be made entirelyon the basis of competitive examination held by the Commission%

    Rule 5.#)he authorised permanent strength of the four rades of the &ervice in any cadreafter its initial constitution will be fixed by the cadre authority in consultation with the Centralovernment in the inistry of ?inance% It is intended that there should be an annual reviewof the authorised permanent strength for all the rades as on 1st ay each year% o

    authorised permanent strength has been notified for the new rade D of the &ervice in thescale of +s% 30$FF0 at the initial constitution since the re-uired details from cadre authoritiescould become available only after 1%G%1969% )he Cadre authorities may therefore review andfix the authorised permanent strength later in accordance with the principles laid down byinistry of Aome ,ffairs% )he ,uthorised !ermanent &trength of rade , rade C andrade 7 as on 1%G%1969 represents the ,uthorised !ermanent &trength of the existing rade Dand rade C and total of permanent and 3 year old temporary posts of steno$typists as perinformation obtained from cadre authorities % Changes in the figures should be communicatedto 7epartment of !ersonnel and ,dministrative +eforms for amending the ?ourth &chedule%

    )he posts of !rivate &ecretary to 7eputy inister and ,ssistant !rivate &ecretary to

    inister including ember !lanning Commission which had not so far been included in theCentral &ecretariat &tenographers* &ervice except temporarily when held by a former rade Dofficer have now been included as duty posts in rade , and rade D respectively%

    Khen the posts of !rivate &ecretary to 7eputy inister or ?irst !ersonal ,ssistant toinister or ember !lanning Commission is held by an ungraded officer or a non$serviceofficer a rade D post of the &ervice shall be upgraded to rade ,% &imilarly when the postof ,ssistant !rivate &ecretary to inister or ember !lanning Commission is held by anungraded officer or a non$service officer a rade C post of the &ervice shall be upgraded torade D% Aowever when the post of ,ssistant !rivate &ecretary is held by a rade , officerthe post shall be treated as a temporary addition to the rade ,%

    Rule 6.#)his rule ma"es provision for temporary posts outside the authorised permanentstrength of a rade being declared .excluded/ from the cadre if re-uired to be manned inpublic interest by persons other than members of the &ervice%

    Rule 7.#@nder this rule the Central overnment in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs will issue orders regarding allocationof permanent and temporary personnel from amongst the categories of departmentalcandidates specified in this rule to each cadre at its initial constitution%

    )he procedure to be followed by the cadre authorities is briefly indicated below#$

    I. G!ade -

    'a( ,t the stage of initial constitution of rade , all posts sanctioned in the existingrade D would be converted into rade , posts and would be filled up by the existing radeD &tenographers 'both permanent and temporary( appointed on a regular and long term basison the basis of seniority sub5ect to the re5ection of the unfit% )he screening for this purposeshould be done by appropriate 7epartmental !romotion Committee of the cadre concerned%

    'b( ,ll permanent incumbents of existing rade D will be absorbed in the rade , on apermanent basis in the respective cadres% !ersons who are holding existing rade D posts ona temporary basis other than those appointed against purely short term:leave vacancies will beabsorbed in the rade , on a temporary basis provided that they would be continued in therade , only so long as vacancies in that grade against which they are wor"ing continue% >nthe expiry of the period of such vacancies they would either be ad5usted against freshvacancies in the same grade in the cadre according to their seniority in the approved list for

    existing rade D in that cadre or reverted to the new rade D% If any grade D &tenographer isnot considered fit for appointment to the rade , he will have to be ad5usted in the newrade D%

    'c( )hose rade D &tenographers who are officiating in &ection >fficers* rade of theCentral &ecretariat &tenographers* &ervice 'having been promoted in accordance with theprescribed procedure( would be brought on to the rade , in their respective cadres on theirexercising the option to revert to the &tenographers* &ervice provided they are found suitablefor induction in the rade , by the appropriate 7epartmental !romotion Committee of theCadre concerned% >n such reversion their seniority in the permanent or temporary strengthof the rade , would be determined according to their position in the existing rade D of the

    Central &ecretariat &tenographers* &ervice%

    II. G!ade .

    Initial appointments to the new rade D of the Central &ecretariat &tenographers* &ervice inthe scale of +s% 30$FF0 would be made from among the following#$

    'a( ,ll officers approved for the existing rade D and officiating in that rade on a long termbasis who are not absorbed in the rade , on account of sufficient number of vacancies notbeing available in that grade

    'b( ,ll officers approved for the existing grade D and officiating in that rade on a long termbasis who are not considered by the cadre authorities as suitable for induction in the rade ,and

    'c( rade C Central &ecretariat &tenographers* &ervice officers of all cadres approved forpromotion on a centralised basis by a Central &election Committee to be set up by the7epartment of !ersonnel and ,dministrative +eforms in accordance with the regulations to benotified%

    III. G!ade

    rade C of the &ervice remains as at present%

    I. G!ade 3

    ,t the initial constitution of rade 7 all the existing steno$typists including adhocsteno$typists 'lower ran"ing candidates of @nion !ublic &ervice Commission &tenographers*=xamination( and Aindi &teno$typists who do not belong to the Central &ecretariat Clerical&ervice but are wor"ing in inistries:>ffices participating in the Central &ecretariat Clerical

    &ervice will be inducted in that rade provided that they have already passed a stenographytest conducted by the &taff &election Commission or pass such a test within the prescribedperiod or are exempted therefrom% )hose Bower 7ivision Cler"s:@pper 7ivision Cler"s whohave passed the stenography courses conducted by the Institute of &ecretariat )raining andanagement or who have passed the test held through the Institute or who have -ualified inthe Aindi &tenography examinations conducted by the Aindi )eaching &cheme or who havebeen nominated as steno$typists on the basis of the results of the &tenographers* examinations

    held by the @nion !ublic &ervice Commission in 196 and 1966 will be exempted frompassing the test for induction in rade 7%

    !ersons who have been appointed by the inistries:>ffices as steno$typists on thebasis of tests held by them should pass a test in =nglish :Aindi stenography conducted by theInstitute of &ecretariat )raining and anagement at G0 words per minute within a period of 2years from the date of commencement of the new scheme for which they will be given uptofour chances% If they fail to -ualify in such a test they will not be eligible for confirmation orcontinuance in rade 7 of the &ervice%

    )he Bower 7ivision Cler"s:@pper 7ivision Cler"s who have been appointed as &teno$

    typists without any proper test will have to pass within a period to be specified by 7epartmentof !ersonnel 8 ,dministrative +eforms in the inistry of Aome ,ffairs a test at G0 words perminute to be held for the purpose by the Institute of &ecretariat )raining 8 anagementbefore they are inducted in rade 7 of the service%

    Rule 9.#)his provides that duty posts other than those declared to be excluded from the cadreshall sub5ect to the reservation in the proviso to this rule regarding the appointment ofofficers of the &ection >fficers rade to post in rade , of the Central &ecretariat&tenographers &ervice unless held in abeyance for any reasons be held by the cadre officersof the appropriate grade which expression includes cadre officers of the Bower radepromoted to the higher grade in accordance with the provisions of +ule 1112 or 13 as the

    case may be%

    Rule1).#)he intention of this rule is that orders of substantive appointment of cadre officersto substantive vacancies in any grade should refer to such appointment in the appropriategrade only ' i%e% against the authorised permanent strength of that grade ( and not to anyspecified duty post or posts in a cadre%

    Rule 11 12.#)hese +ules relate to the mode of future recruitment to rade , rade D andrade C of the &ervice% In order to avoid large disparities in promotion prospects in thevarious cadres the re-uirement as to the minimum length of service has been laid down forpromotion from the lower grade to the higher grade% If persons possessing such minimum

    length of service are not available within the cadre appointments shall be made from a panelof such persons belonging to other cadre% In order to enable the Central overnment in the7epartment of !ersonnel 8 ,dministrative +eforms in the inistry of Aome ,ffairs tofurnish such panels ministries will send to that inistry lists of persons in rade D rade Cand rade 7 who satisfy the re-uirement as to the minimum length of service for promotionto the next higher grade% )he Central overnment in the 7epartment of !ersonnel 8,dministrative +eforms in the inistry of Aome ,ffairs will prepare a panel from amongstsuch persons%

    Rule 1%.#)his rules relates to the filling up to leave and local vacancies of specified durationin rade , rade D and rade C on ad hoc basis for a period of not exceeding two months%&uch ad hoc promotions will be made sub5ect to the proviso to this +ule on the basis ofseniority sub5ect to the re5ection of unfit%

    Rule 1;.#)his rule relates to the filling up of vacancies in rade 7 of the Central &ecretariat&tenographers &ervice% ?uture +ecruitment to this rade will be through a 7epartmental

    Competitive =xamination to be held by this inistry confined to Bower 7ivisionCler"s:@pper 7ivision Cler"s of the Central &ecretariat Clerical &ervice% If sufficientnumber of candidates through this source are not available the deficiency would be metthrough other sources to be determined by this inistry%

    Rule 16.# )he decision regarding the extension or curtailment of the period of probation ortrial under sub$rule 3 of this rule will be ta"en by the cadre authority%

    Rule 17.#, decision as to the satisfactory completion of the probation or trial under this rulewill be ta"en by the cadre authority%

    Rule 18.#)he decision as to the unfitness of a probationer or a member of the &erviceappointed on probation to be further retained or confirmed in service or to be a member of the&ervice under sub$rule '1( or sub$rule '3( and as to the unsuitability of an officer appointed ontrial to continue in the rade under sub$rule ';( of this rule will be ta"en by the cadreauthority%

    Rule 19.#Senio!it"F

    )his rule relates to the fixation of seniority of officers in the various grades of the service atthe initial constitution as well as the maintenance stages%

    )he seniority of rade 7 &tenographers appointed at the initial constitution will be fixed inthe following manner#$

    'a( In the case of @pper 7ivision Cler"s:Bower 7ivision Cler" &teno$typists their inter seseniority will be fixed with reference to their seniority in the Central &ecretariat Clerical&ervice%

    'b( Aindi &teno$typists will be arranged inter se with reference to their dates of appointmentin the service as Aindi &teno$typists%

    'c( )he ad hoc steno$typists 'lower ran"ing candidates of &tenographers rade C

    =xamination( will inter se be arranged according to their ran"ing in the examination%

    'd( )he relative seniority of the persons belonging to the above three categories will bedetermined respectively with reference to 'i( the date from which they count seniority in theCentral &ecretariat Clerical &ervice 'ii( the date of appointment as Aindi steno$typists and'iii( the date of appointment as ad hoc steno$typists respectively%

    determined with reference to their seniority in the Central &ecretariat Clerical &erviceirrespective of their ran" in the &tenographers* =xamination and not with reference to the dateof their appointment as steno$typists on ad hoc basis%

    Rule 2)% S$ale of Pa"F

    )he Central &ecretariat &tenographers* &ervice '&econd ,mendment( +ules 19F6have been issued in pursuance of the overnment*s decisions on the recommendations of the)hird !ay Commission on the pay scales and designations of the various grades of the Central&ecretariat &tenographers* &ervice which have been given effect to from the 1 st of 4anuary19F3% ,ccordingly the rules have been given retrospective effect from the 1 st of 4anuary

    19F3% )he interests of no one will be pre5udicially affected by the retrospective effect beinggiven to the amendment of these rules%

    Rule 26.#)his rule empowers the 7epartment of !ersonnel and ,dministrative +eforms inthe inistry of Aome ,ffairs to issue orders for removal of any difficulties in the operation ofany of the provisions of the rules to ma"e necessary ad5ustments during the transition period%)his power is exercisable only for a period of two years from the commencement of theserules%

    Rule 27.#@nder this rule the Central overnment have been empowered to relax any of theprovisions of the +ules with respect to any class or category of persons or posts if it is

    considered necessary or expedient after consulting @nion !ublic &ervice Commission inrespect of the posts falling within their purview%

    Rule 28.#)his rule empowers the 7epartment of !ersonnel and ,dministrative +eforms inthe inistry of Aome ,ffairs to issue special directives to the cadre authorities regarding theabsorption of surplus officers%

    In pursuance of sub$para '2( of para 2 of the ?ifth &chedule to the Central &ecretariat&tenographers* &ervice +ules 1969 the overnment of India in the inistry of Aome ,ffairs

    hereby ma"es the following regulations namely#$

    1% Sho!t title and $o44en$e4ent.# '1( )hese +egulations may be called the Central&ecretariat &tenographers* &ervice 'Competitive =xamination( +egulations 1969%

    '2( )hey shall come into force on the date of their publication in the >fficial a

    'b( Ae must belong to such categories of persons as may from time to time be notified inthis behalf by the overnment of India in the 7epartment of !ersonnel and,dministrative +eforms%

    'ii( -e # Ae must have attained the age of 1G years and must not have attained the age of2 years on the 1stday of 4anuary of the year in which the examination is held#

    !rovided that the upper age limit may be relaxed in respect of candidates belonging tothe &cheduled Castes the &cheduled )ribes and such other categories of persons as may benotified in this behalf by the overnment of India in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs from time to time to the extent andsub5ect to the conditions notified in respect of each of them%

    'iii( Edu$ational ualifi$ation# Ae must have passed the atriculation examination of@niversity incorporated by an ,ct of the Central or &tate Begislature in India or anexamination held by a &tate =ducation Doard at the end of &econdary &chool Course for theaward of a &chool Beaving &econdary &chool or Aigh &chool Certificate or otherwisepossess any -ualification which has been recognised by the overnment for the purposes of

    admission to the examination#

    !rovided that in exceptional cases a candidate who though not possessing any of the-ualifications specified in this clause may be treated by the Commission as educationally-ualified if he possesses -ualifications the standard of which in the opinion of theCommission 5ustifies his admission to the examination

    'iv( -tte4ts at the ea4ination# @nless covered by any of the exceptions that mayfrom time to time be notified by the overnment of India in the 7epartment of !ersonnel and,dministrative +eforms in the inistry of Aome ,ffairs in this behalf he should not alreadyhave competed more than twice at the examinations held after the 1st4anuary 1962%

    Note 1.#, candidate shall be deemed to have competed at the examination once for all the&ervices of posts ordinarily covered by the examination if he competes for any one or moreof the &ervices or posts

    Note 2%$ , candidate shall be deemed to have competed at the examination if he actuallyappears in any one or more sub5ects or papers%

    >ne$fourth of the fees specified by theCommission from time to time

    'b( Candidates belonging to various classesor categories of persons notified from timeto time by overnment for exemptions orconcessions or both in fees

    &uch proportion of the fees sub5ect tosuch conditions as may be specified inthe orders issued by the Centralovernment from time to time%

    6. 3e$ision as to eliibilit"%$)he decision of the Commission as to the eligibility orotherwise of a candidate for admission to the examination shall be final and no candidate towhom a certificate of admission has not been issued by the Commission shall be admitted tothe examination%

    F% Results.#'1( )he names of the candidates who are considered by the Commission to besuitable for selection on the results of the examination shall be arranged in the order of meritand sub5ect to the provisions of sub$regulations '( of regulation G they shall berecommended for selection in that order up to the number of available vacancies%

    '2( )he form and manner of communication of the results of the examination to individualcandidates shall be decided by the Commission in its discretion and the Commission shall notenter into any correspondence with the individual candidates regarding results%

    G% -oint4ents%$ '1( &uccess at the examination shall confer no right to selection unless

    the Cadre ,uthority is satisfied after such en-uiry as may be considered necessary that thecandidate is suitable in all respects for selection%

    '2( o candidate shall be selected unless he is after such medical examination as theCentral overnment may prescribe found to be free from any mental or physical defectwhich is li"ely to interfere with the discharge of the duties of the &ervice%

    '3( o pe
