Report from the 2019 ASRT Annual Governance and House of Delegates Meeting - Colleen Miller, CSRT President & ASRT Delegate It was my honor to travel to Orlando, FL in June with Nora Uricchio, Dan DeMaio, and students Ryan Appold and Anna Gabriel to represent Connecticut at the ASRT Annual Governance and House of Delegates Meeting. We were welcomed, along with the other state delegates, with the traditional state-pin exchange and a vendor Expo Hall. The initial House of Delegates Meeting began Friday morning (June 21) and it was wonderful to be present at an event where every member can be a delegate, every delegate is welcome to participate/speak, and every discussion point is taken with consideration. Statistics were presented that included audience attendees (650), delegate representation (156), Student Leadership Development Program (SLDP) attendees (93), RT's in the country (335,000) and ASRT members (155,000). ASRT President Melissa Jackowski, Ph.D., discussed her presidential initiatives which included the establishment of research grant tiers, an upcoming online leadership academy, a summary of the many ongoing advocacy efforts (NV, TX, Risk Task Force), and awards were given to the most active chapters and also to the “grass roots” advocacy winner. ASRT CEO, Dr. Sal Martino presented updates on the FlexPlan, Roadmaps, MARCA, grants, etc. The ARRT presented updates on CQR, ethics violation reporting, etc. JRCERT presented updates on the current programs across the country, the CHEA changes potentially affecting radiology schools, and that the 50 th anniversary of JRCERT will be in November in Chicago and EVERYONE is welcome to join. Saturday began with an open forum discussion on the proposed changes to the Practice Standards document. It was previously 13 separate documents of 22 standards totaling 441 pages! The ASRT committee which included Connecticut’s own Dan DeMaio, spent a year consolidating it and everyone should be grateful for their detailed work. The delegates offered constructive criticism to the newest draft relating to its organization, diversity/identification, and thoroughness. The Bylaws Committee and Commission Hearing offered a brief summary on the items to be voted on at the next meeting. Saturday afternoon offered small sessions where the individual chapters can meet and compare information with members across the country. practice analysis will be performed this Fall.Discussiononnational jobplacementappearspositive and there was discussion on how toappropriatelypaymulti-modalitytechs.Oregon had a suggestion of requiring 90% oftheirtimeworkinginaspecialtymodalityand10% in general radiography to not lose basicskills and to earn a highermulti-rate. Mainediscussed that chiropractors were filing forlimitedlicenses,soweneedtowatchourlocallegislaturetopreventencroachment.Amotiontorescindapositionstatementontheneedfortechniquechartswasdiscussedandwasnotedtobepossiblyaimedatthewrongaudience.ItwassuggestedthatthismotionbesentbacktotheASRTHouseforfurtherdiscussion.Lastly,there was much discussions on the lack ofaccountability analysis (repeat rates,appropriatedose,markers,post-cropping)andthat techs need to be reminded to holdthemselves ethically proud and to help theirpeers have standards if managers are notcloselyevaluatingourimages.• TheEducationmeetingdiscussedtherecent

AAPMstatementthatdiscouragedtheuseofgonadal shielding during pelvicradiography. Great points were made bydelegates about how the core values ofshielding originate from school and thatstudents will reinforce techs to shield atclinical sites. Clarification was made thatthe AAPM statement was intended for"gonadal"coverageandnottobeablanket-statement for NO coverage EVER.Suggestionsweremadeforstatesocietiestosend reminders to local members to"remember your core value training andcardinalprinciplesandcontinuepracticingtime/distance/SHIELDING until a validagency gives researched proof, otherwise(One article does not change ourstandards)."

• The Radiation Therapy Chapter meeting

discussed the changes in the practicestandards. The one combined documentwillalignthestandardsacrossthedifferentmodalities.The chapter chairs encouragedmemberstorunfordosimetryandradiationtherapydelegates.AnewASRTcurriculumforradiationtherapyisnowavailable.Themajority of the discussion was about thenewstandardsfromtheAmericanCollegeofRadiology (ACR) recommending 1 FTE fortherapistsper78ptsannually.Thisislowerthan the previously recommendedstandards. The concern with the lowernumbermay allow for the hiring of fewertherapistpermachine.Thiswillneedtobemonitoredandrecommendationswillneedto be made to stress the importance ofmaintainingaminimumof2therapistspermachine.TheASRThasrepresentativesontheRadiationOncologySafetyStakeholdersInitiative. This grassroots efforts groupmade up of physicians, physicists,dosimetrists, therapists and vendorsadvocates safety standards for theprofession. These concerns will beaddressed at their meetings as well. ThegoalfortheASRTworkplacesafetygroupistopublishanarticlebynextyearstressingtheimportanceofsafetyincludingthebestpracticeofaminimumoftwotherapistspermachine.

• The Registered Radiologist Assistantmeeting discussed that even withmodifications to legislature it was notedthat ARRT content specifications are stillrelevant. In 2021 therewill be a practiceanalysistocompare.Practicestandardshadno discussion, but there was mention ofHR1970/S1544 requesting "needle"allowance.RAD-AIDtoLiberiawaspossibleviagrantdonations. TheVAapprovedthehiring of RA's and this is a huge stepnationally to set the tone. 700 RA's areemployedacrossthecountryfromthejust7RAprogramsavailable(OneisatQuinnipiac

3University!). Discussion also circled aroundPA'sgettingfirstpriorityforhirebutthenquittingandtakingtheskillslearnedwiththemasaquick-traincheat,whileRA'saremoreloyaltotrainingandretentionforhire.

The second seating of the HOD on Sunday againincluded156votingdelegates.Thebylawshadnoitemsfordiscussion,soweprogressedtothevotingoftheconsentcalendaritems.Inbignews,theHODvoted to accept a combined Practice Standards,eliminating the need for 13 separate documents.TwoASRTpositionstatementswereupdatedwithmoreaccurate language. Amotiontorescindtheposition statement on exposure technique chartswasvoteddown.NewelectionsforHODleadershipwerethenvotedonandJoeWhittonwaselectedasHODSpeakerandDanDeMaioelectedasHODViceSpeaker to the ASRT board. Congratulations toboth of these CSRT members! Later on Sundayevening, the officer installation, ceremony andmilitarypresentationwerebeautifullydone.

In between these ASRT business moments wemanagedtosqueezeinplentyofsun,Disneytime,andmademanynewfriendships.Thisexperiencewaswonderfulanditisinspiringtoseethecountryworktogetherproudlytosolveissuesandenhancerelationshipswithaffiliates -allbuildingastrongconnectiontothisfield.TheASRTistrulyaniconforunitythroughdiversity. ThefirststepforyoutohavethisopportunityistogetinvolvedwiththeConnecticut Society of Radiologic Technologists.Keep your membership active, check ourwebsite/Facebook/Instagram accounts forupdates, come to a monthly meeting and join acommittee. AnnaGabriel,RadiationTherapyProgram,ManchesterCommunityCollegeI first learned about the ASRT Student LeadershipDevelopment Program (SLDP) from a student whoparticipated in the program the year before. I keptthinkingtomyselfhowgreatanopportunitysomethinglikethiscouldbe,startingwithbuildingmyresumetomy future career in the radiologic profession. It wastrulyhumblingandsuchanhonortolearnthatIwasoneoftwostudents,selectedfromConnecticut,toattendtheASRTEducationalSymposiumandHouseofDelegatesMeeting.Iwasextremelyexcitedaboutthisupcomingconferenceandsonervousatthesametime.IhadsomeideasofwhattoexpectbutIhadnoideajusthowmuchIwouldlearnandtakeawayfromthisexperience.TokickofftheHouseofDelegatesmeeting,thestudentsfromtheleadershipdevelopmentprogramparticipatedinanopening flag ceremony. During the ceremony, aflagfromeverystatewasheldbyastudenttorepresentall of the ASRT’s chapters, affiliates, delegates, andmembersfromalloverthecountry.Thisswiftlyledintothe beginning of the first delegate meeting withintroductions of board members and adoption of theagenda.Itwasveryinterestingandmovingtohearallthesedifferentstoriesandperspectivesastohowtheseboardmembersendedupwheretheyaretodayintheprofessionandorganization.One of my favorite lectures during the educationalsymposium was titled “Is Leadership Your SuperPower?” During this lecture, we learned six keycharacteristics that make a good leader. These sixcharacteristics include: integrity, selflessness,excellence, humility, perseverance, and courage. Thespeakeraskedtheaudiencetowritedownoneexampleyou have shown of each of these characteristics thatmakeagoodleaderandthentosharethese

experiences/examples with individuals sitting aroundyou. At first I didn’t think I would come up withanything, but the more I really thought about mypersonalexperiencesandskills, Iwasabletocomeupwithoneexampleforeachofthesecharacteristicsthatencompass leadership qualities. It was great to hearfromotherssomeoftheexperiencestheyhavehadorhadtodealwiththatshowremarkableleadershipskills.Thespeakerreallyemphasizedtheimportanceofthesequalitiesandhowtheycanhavelastingandimportanteffectsonourpatientsandcareer.I think the biggest take away from my personalexperienceasastudentattendingthisconferenceistoparticipateandbeactivelyinvolved.WhatmostpeopledonotrealizeisthatorganizationsliketheASRTandtheCSRT constantly fight for the radiologic profession tomakeitthebestitcanbe.Students,likemyself,arethefuture of every modality in this field and it is ourresponsibilitytoshowjustasmuch, ifnotmore,heartanddeterminationtothisprofessionthatIsawsomuchofinjustfourshortdayswithintheASRTcommunity.Iameversograteful to theASRTandtheSLDPfor thisopportunityandcan’twaittotakepartinsomethinglikethisagain.

TheASRTStudentLeadershipDevelopmentProgram(SLDP)offersstudentstheopportunitytoattend(costfree!)theEducationalSymposiumandAnnualGovernanceandHouseofDelegatesmeetingto learnmoreabout the ASRT and to network with radiologic science professionals. This year, two students fromConnecticuttraveledtoOrlando,FLalongwithourdelegatestoexperiencethisfantasticannualevent.Bothstudentsprovidedtheirreflectionsofthisgreatopportunity:

RyanAppold,RadiographyProgramMiddlesexCommunityCollege“Ryan, being a member of the Student LeadershipDevelopment Program is going to change the rest ofyour life!” Honestly when my SLDP assigned mentorChristopher Steelman told me that, I didn’t honestlythinkitwaspossibleforthiseventIwasabouttoattendto be life changing. Boy, was I wrong! As soon as Iarrived at the Rosen Centre and started meeting myfellowstudentSLDPmembersIknewthiswasgoingtobesomethingtoremember.During the Educational Symposium I attended 3lectures.Myfavoritewas,“CTinVeterinaryMedicine:AComparativeOverview”byThomasM.Hanson,D.V.M.,M.S., R.T.(R)(CT). I found it interesting to learn howtheyusedCTonanimals, ranging fromthehouseholdpet to exotic zooanimals. Itwas interesting learninghowthebodyplanesaredifferentinanimalsandhowdosewasn’tahugeconcernduetothelimitedlifespansofcertainanimals.OneofmyfavoritemomentsfrommytimewasthePinExchange.Ihadsomuchfunexchangingpinswith

students and professionals from across the country.EachpersonImetwassowelcomingandwillingtotelltheir own stories about how they came into theprofession. Being able to attend the House of Delegates and theChapter Meetings really opened my eyes to how somany people care about the future of RadiologicTechnology. AmomentofpridewaswatchingasDanDeMaio, someone I have had the privilege getting toknowand toworkwith,gotelected to thepositionofViceSpeakeroftheHouseofDelegates.WhenIlookbackonmytimeattheASRTEducationalSymposiumandHouseofDelegatesIwillrememberallthegreatlecturesIheardandthediscussionsonhowtomake our profession better. But, I will mostlyremember the people: the people who volunteercountlesshoursoftheirtimetoensureourprofessionmaintainsthehighstandardsweasasocietyexpecttohave.

AAPMReleasesControversialPositionStatementonGonadalShieldingThispastApril, theAmericanAssociationofPhysicists inMedicine(AAPM)announcedtheirposition thatpatientgonadalandfetalshieldingshouldnolongerbearoutinepracticeduringx-rayimaging.TheAAPMrationalecenteredontwopoints:anincorrectly-placedshieldmayobscureimportantdiagnosticinformationand the shield may interfere with the proper functioning of an automatic exposure control system,inadvertently increasingpatientdose. In lateMay, theAmericanCollegeofRadiology(ACR)endorsed theAAPMposition.InearlyJuly,theAmericanSocietyofRadiologicTechnologists(ASRT)electednottoendorsethe AAPM position, stating that additional information would be necessary before taking the step todiscontinuegonadalandfetalshielding.TheASRTBoardofDirectorsintendstocarefullyreviewthescientificfindings referenced by the AAPM andwill further discuss thewide-reaching impact of this issue on ourpracticeincludingstatestatutes,educationalguidelines,facilityprotocolsandpatientsafety.

The CSRT Awards Committee is composed of 5 dedicatedindividuals who are either life members or past presidents,eachhavingmorethan10yearsofactivemembershiptotheCSRT. Eachyear, theCommitteeconsidersnominees for theJohnArcherandLifeMemberAwards.TheCommitteewishestoremindallmembersoftheCSRTthatnominationsforthesespecial awards are always welcomed. Please review thecriteria below and contact one of the Co-Chairs of ourNominations Committee ([email protected] [email protected]) if you know of someonedeservingandeligibleforthisimportantrecognition.JohnArcherAwardThisawardwasestablished in1990 inhonorof JohnArcherwhodiedsuddenly.HewasanoutstandingmemberoftheCSRTwho served as president and was very instrumental in thepursuitoflicensurelegislationinthestate.ThisawardispresentedtoanexemplaryCSRTmemberinrecognitionofoutstandingserviceandcommitmenttotheSociety.ThisworthyindividualmustbeaCSRTmemberforatleasttenyears,havingactivelyparticipatedasastandingcommitteechairperson,andhavingservedontheExecutiveBoard.Inaddition,thecandidatemusthavealsoproducedasignificantimpactontheprofessionofRadiologicTechnology,exhibitedpositivegoals,upheldtheidealsoftheSociety,andattainedalevelofrespectandconfidencefrommembersoftheprofession.CriteriaforJohnArcherAward:1. Formany years of their professional lives, thesememberswerehard-working, never-tiring leaders who moved the Societyforward. Theyhave liftedourSociety, giving it strengthanddignity. This award honors these individuals.Life membersshallnotpayduesandwillhaveallprivilegesandobligationsofsocietymembers.CriteriaforJosephineM.PiconeLifetimeAchievementAward:Thisawardisgiventoanactivememberofthesocietywhohasperformedoutstandingcontinuousservicetothesocietyforatleasttwenty(20)years.1. This individual has demonstrated active participation

havingservedasachairmanofastandingcommittee,heldoffice,andproducedapositiveimpactonthesociety.

2. Candidate's name will be submitted to the AwardsCommittee. Confidentially, the Awards Committee willevaluate the individual’s record of service using a pointsystem.
