    thousands in the next, and resistance spreads veryrapidly in a population.This problem was oftenignored in the past, even though the first case ofDDT (dichlorodipheny-ltrichloroethane) resistancewas reported as early as 1946. There isexponential increase in the numbers ofinvertebrates that have evolved resistance and inthe number of pesticides against which resistancehas evolved. Resistance has been recorded in everyfamily of arthropod pests (including dipteranssuch as mosquitoes and house flies, as well asbeetles, moths, wasps, fleas, lice and mites) aswell as in weeds and plant pathogens. Take theAlabama leafworm, a moth pest of cotton, as anexample. It has developed resistance in one ormore regions of the world to aldrin, DDT, dieldrin,endrin, lindane and toxaphene. If chemicalpesticides brought nothing but problems, if theiruse was intrinsically and acutely unsustainable then they would already have fallen out ofwidespread use. This has not happened.

    Instead, their rate of production has increasedrapidly. The ratio of cost to benefit for theindividual agricultural producer has remained infavour of pesticide use. In the USA, insecticideshave been estimated to benefit the agriculturalproducts to the tune of around $5 for every $1spent. Moreover, in many poorer countries, theprospect of imminent mass starvation, or of anepidemic disease, are so frightening that the socialand health costs of using pesticides have to beignored. In general the use of pesticides is justifiedby objective measures such as lives saved,economic efficiency of food production and totalfood produced. In these very fundamental senses,their use may be described as sustainable.     reticent in suggesting that democracy would itself,promote and enhancement of social welfare they have tended to see them as good butdistinctly separate and largely independent goals.The detractors of democracy, on the other hand,seemed to have been quite willing to express theirdiagnosis of what they see as serious tensionsbetween democracy and development.
