The Croucher Foundation is a private foundation established by the late
Noel Croucher in 1979 to promote the standard of the natural sciences,
technology and medicine in Hong Kong. The work of the Foundation is
organised into five broad areas:
– scholarships and fellowships for promising young Hong Kong
scientists and medical doctors to pursue research overseas;
– research fellowships to enable scientists in Hong Kong to pursue their
intellectual inclinations, and to engage in bold new work;
– conferences, workshops and collaborative research to facilitate
the exchange of ideas between Hong Kong scientists and their
counterparts overseas;
– demonstration lectures to promote a wider understanding of science
among Hong Kong school students and undergraduate students; and
– support for any undergraduate or postgraduate student in Hong Kong
experiencing sudden financial difficulty.
Noel Croucher entrusted the governance of his Foundation to the
discretion of a Board of Trustees. Lord Todd, the Nobel Laureate and
Master of Christ’s College, Cambridge, was the founding President of the
Foundation. The current Chairman is Professor Tak Wah Mak, a Fellow
of the Royal Society, a foreign associate of the US National Academy of
Sciences, a Fellow of the Royal Society of Canada and an internationally
recognised pioneer in the fields of immunology and cancer research.
Professor Mak took up the chairmanship of the Croucher Foundation in
June 2011. The immediate past Chairman is Professor
Yuet Wai Kan FRS.

Noel Croucher was a legendary character - conventional yet eccentric,
extremely rich yet mean to himself. From simple beginnings in England, he
came to Hong Kong at the turn of the twentieth century to live through eight
decades of change on the China Coast. At his death he endowed Hong Kong
with its richest academic charity, the Croucher Foundation.
His life and times were researched and written by Vaudine England in
consultation with leading Hong Kong historian Dr Elizabeth Sinn. The Quest
of Noel Croucher, Hong Kong's Quiet Philanthropist was published in 1998 by
the Hong Kong University Press. Copies can be ordered from 14th floor Hing
Wai Centre, 7 Tin Wan Praya Road, Aberdeen, Hong Kong. All proceeds from
the sale of this book go to one of Croucher's best-loved charities, the Society
for the Relief of Disabled Children.
基金創辦人裘槎先生是個傳奇人物。既可獨斷獨行卻又維護傳統,極富有又非常吝嗇。在英國出身寒微的他,於二十世紀初踏足香港,見証了香港八十年的滄桑,並憑一己努力創出事業。辭世前更將其畢生財富給香港賜贈了最富有的學術專用基金。

Over the period covered by this, our seventh, report we introduced a
substantial funding initiative for promising early career scientists; signed
agreements with the Chinese Academy of Sciences and the Council for
the Lindau Nobel Laureate Meetings; expanded our support of scientific
meetings including summer courses; and helped to establish an informal
network of local foundations: the Hong Kong Foundations Exchange.
The Croucher Innovation Award
In October 2012, following a period of consultation with the academic
community in Hong Kong and a review of similar schemes operating in
other parts of the world, the Trustees introduced a funding initiative to
support promising early career scientists wishing to establish research
groups in Hong Kong. Croucher Innovation Awards are awards of up to
five million Hong Kong dollars each for research expenses to be used
over five years at the discretion of the recipient.
Our goal is to identify a small number of very promising young scientists
working at an internationally competitive level and to offer meaningful
support at a formative career stage. These substantial early career
awards are designed to enable recipients to pursue their own scientific,
intellectual and professional inclinations, to advance their expertise,
to engage in bold new work, and to contribute to the development of
education and research in Hong Kong.
Selection takes place through a highly competitive process involving
nomination by an academic institution, a paper-based preliminary
screening, extensive peer review, and an interview involving at least
one internationally renowned expert in the field of the candidate.
At interview, each candidate is invited to present a detailed research
proposal for scrutiny by the panel. Over the reporting period we
funded five awards including one joint award.
Clinical Assistant Professorships
Building on the Foundation’s support from 2007 for a combined MBBS/
PhD programme in Hong Kong which aims to equip a small cohort of
highly talented postgraduate students with both a thorough and up-
to-date medical training and also knowledge of the scientific basis of
medicine, in 2012 the Trustees resolved to establish, in partnership with
the medical faculties of the University of Hong Kong and the Chinese
University of Hong Kong, a new initiative to support the appointment of
junior physician scientists to be appointed by their respective faculties
to the post of Clinical Assistant Professor. One year later, following
a rigorous selection exercise, including an interview at the Croucher
Foundation, the first two clinical assistant professors were appointed.
Senior Research Fellowships
Croucher Senior Research Fellowships are prestigious awards supporting
mid-career scientists in Hong Kong universities who wish to spend
more time on research, and less time on their heavy teaching and
administrative commitments. All candidates go through a stringent
process of assessment and selection, including review by a group of
leading scientists, with the result that the award winners are Hong Kong
scientists who are internationally acknowledged to be at the forefront
of their respective fields. In 2015, the Trustees reviewed the terms
of the Croucher Senior Research Fellowship and resolved to increase
significantly the value of each award with the addition of a two million
Hong Kong dollar research allowance. The purpose of the research
allowance is to provide robust support to award recipients during the
period of the fellowship, enabling them to intensify the pursuit of
their scientific objectives, with a continuation once they return to their
teaching and administrative duties.
Croucher Scholarships, Fellowships and Studentships
Family circumstances denied a formal education to our Founder, the late
Noel Croucher, who began work at an early age as a postal clerk. We are
always mindful of his generosity in deciding, towards the end of his life,
to return his entire fortune to the Hong Kong community; his foresight in
identifying the natural sciences, technology and medicine as the bedrock
of future economic prosperity in Hong Kong; and his specific desire to
help outstanding Hong Kong students at the outset of their careers.
Over five years from 2011, the Foundation awarded scholarships,
fellowships and studentships to 90 exceptionally talented Hong Kong
students. Croucher Scholars and Fellows were admitted to world-class
universities and research institutes in Canada, France, Germany, Sweden,
Switzerland, UK and the USA. Our objective is to select and nurture
a group of outstanding students who, through a process of intensive
education and exposure to prominent academics in their respective

fields, will develop independent and critical abilities and form academic
relationships which will be of enduring value as they progress in their
careers and who will in turn become the next generation of leaders of
science, technology and medicine in Hong Kong.
In 2012, the Trustees introduced a supplementary start-up allowance
payable to award recipients returning to Hong Kong to take up tenure-
track faculty positions. The start-up allowance enables recipients to have
funds available immediately upon arrival in Hong Kong for research
expenses including salaries for research assistants, purchase of laboratory
equipment and consumables. In 2014, We increased the annual stipend
offered to each Croucher Scholar and Fellow and introduced new
allowances including an academic development allowance, a family
allowance and, for postdoctoral fellows, a significantly increased research
allowance. Together these changes represent a significant improvement
in the financial terms of our study awards. In 2015, the value of a typical
three-year Croucher Scholarship was US$235,000.
Strengthening the network of Croucher scholars
In July 2011, we held an inaugural “send-off party” in Hong Kong to
congratulate the most recent recipients of Croucher Scholarships and
Croucher Fellowships. Since then, this informal gathering has become an
important annual tradition of the Foundation providing an opportunity
for award recipients to meet each other and sparking friendships which
we trust will endure for many years.
To provide an up-to-date list of scholarships and fellowships awarded by
the Foundation, to facilitate communication between past and present
award recipients, and to help recognise the scientific achievements of
Croucher Scholars and Croucher Fellows over the years, the Foundation
commissioned an online yearbook which was launched in 2012. The basic
yearbook, a list of over 900 scholarships and fellowships awarded by
Trustees since 1979, was generated automatically from the Foundation’s
existing scholarship database. Scholars were invited to add photos,
self-introductions and contact information. The online yearbook has
become an integral part of Foundation’s web site which includes detailed
information on the various funding programmes offered by
the Foundation.
In December 2015, to provide our newest awardees with an opportunity
to present their scientific work, in 2015 we also launched the Croucher
Symposium. Held in the historic Hung Hing Ying Building on the Main
Campus of the University of Hong Kong, the “Croucher Class of 2015”
was invited to make presentations to a group of recently returned
scholars and Innovation Award recipients. Immediately after the
symposium we held an inaugural Foundation Day Dinner to celebrate
with the wider family of scholars, grant recipients, partners and friends
the anniversary of the signing of the Foundation’s Deed of Trust.
We are proud of the achievements of our family of scholars and
encouraged that, during the period of this awards, many of them
received international recognition for their work.
Funding Scheme with the Chinese Academy of Sciences
The relationship between the Foundation and the Chinese Academy
of Sciences dates back to 1984 when an agreement between the two
parties was concluded following an official visit to Beijing by Trustees
led by our Founding President, Lord Todd. In the intervening years, the
Foundation supported a steadily growing number of exchange visits
between scientists in Hong Kong universities and their counterparts in
the institutes of the Chinese Academy of Sciences. The visits would often
result in proposals for collaborative research.
In 2003, upon consultation with our colleagues in the Chinese Academy,
we decided to introduce a programme to encourage more systematically
scientific cooperation between the two sides. In October 2012, the
Croucher Foundation and the Chinese Academy of Science held a one-
day meeting in Kunming to review the progress of the funding scheme.
Thirteen teams of researchers described the research questions they
had set out to address and the main scientific achievements of the
collaborative projects. In addition to scientific outcomes, each team noted
wider benefits including educational benefits, institutional benefits, and
sequential grant proposals.
In December 2013, the Trustees welcomed Professor Bai Chunli, President
of the Chinese Academy of Sciences, on his first visit to the Croucher
Foundation. In October 2014, to mark the occasion of the thirtieth
anniversary of the signing of the original agreement, a new agreement

was signed in Beijing. This agreement confirms the shared commitment
of the two organisations to the support of collaboration between
researchers in Hong Kong universities and their counterparts in Chinese
Academy of Sciences research institutes, and provides a framework for
future funding initiatives.
Lindau Nobel Laureate Meetings
Since 1951 some 30-40 Nobel Laureates have gathered each year in
Lindau to meet the next generation of scientific leaders – outstanding
postgraduate students and early career researchers selected from around
the world. In 2012, the Foundation was invited to become an academic
partner of the Lindau Nobel Laureate Meeting.
The scientific programme of each Lindau Meeting facilitates an exchange
across disciplines, geographies and generations. Feedback from Hong
Kong participants since 2012 has been extremely positive. It is clear
that the meetings represent a very special opportunity for Hong Kong
students and postdoctoral researchers to present their work, to engage
with peers, to learn about science across a wide range of disciplines –
and of course to meet some of the 30-40 Laureates attending
each meeting.
In June 2015, at the invitation of Countess Bettina Bernadotte, President
of the Council for the Lindau Nobel Laureate meetings, an agreement
was signed between the two organisations to confirm the terms of our
partnership.
Gordon Research Conferences
The Gordon Research Conferences were established in the USA in
the 1920s to provide an international forum for the presentation and
discussion of frontier research in the biological, chemical, and physical
sciences, and their related technologies. Scientists with common
professional interests come together for a full week of intense discussion
and examination of the most advanced aspects of their field. Over the
years, Gordon Research Conferences have become a valuable means of
disseminating information and ideas in a way that cannot be achieved
through publications or presentations at large scientific meetings.
In July 2011, the Trustees invited Dr Nancy Gray, Director of Gordon
Research Conferences, and colleagues to visit Hong Kong to meet
senior representatives of the academic community and government, to
visit possible conference sites, and to explore possibility of establishing
an expanded programme in Hong Kong. The Board of Trustees of
the Gordon Research Conferences subsequently resolved upon a very
significant expansion.
In 2015, thirteen residential meetings were held in Hong Kong reaching
a total of 1058 participants. Several of these meetings were preceded by
shorter seminars organised by and for local postgraduate students. Six
of the thirteen meetings held in 2015 were new meetings proposed by
Hong Kong researchers and selected competitively.
Croucher Summer Courses
Hong Kong is an attractive venue for postgraduate students and young
researchers from overseas. In 2008, the Foundation and the Royal Society
organised a Frontiers of Science meeting in Hong Kong. Thirty-five
young scientists from the UK were invited to attend the meeting, with an
equal number of participants from Hong Kong. In light of very positive
feedback from UK participants, and noting that residential summer
schools are a useful mechanism to encourage informal interaction
between participants, and between participants and invited lecturers,
the Trustees announced a new initiative to support short courses in
Hong Kong.
A Croucher Summer Course is a residential course held in Hong Kong
over a period of approximately five days, which sets out to educate and
inspire a small group of promising postgraduate students and early career
researchers. Each course is held once every two years. Participants from
all over the world gain the opportunity to visit Hong Kong and learn from
world-renowned scientists, network with peers, participate in engaging
and interactive discussions and, depending on the subject of the course,
gain practical experience in the laboratory. Organisers of Croucher
Summer Courses apply for funding from the Foundation through a
competitive multi-stage process. Grants are awarded for a six-year period
in the first instance.

The Foundation’s Investment Portfolio
In our last report we described how, in 2007, the Foundation invited an
independent investment consultant to conduct a detailed strategic review
of the investment approach of the Foundation, including comments
on the governance of the investment process. This review underlined
the potential benefits of additional diversification in terms of reduced
portfolio volatility and resulted in two critical decisions which, with the
benefit of hindsight, helped to protect the value of the Foundation’s
assets during a period of extraordinary volatility: in October 2007,
after extensive discussion, the Trustees agreed broad policy targets for
individual asset classes within the portfolio and began a gradual process
of rebalancing towards those targets; and in 2008, we established an
investment committee to monitor the performance of the Foundation’s
portfolio against agreed targets, recommend changes to policy targets
where appropriate and to determine manager additions and terminations.
In June 2015, the Investment Committee reviewed with input from
an independent external consultant the effectiveness of its decision-
making and governance, this being the latest in a series of periodic
evaluations designed to inform the actions of the Foundation in future.
The financial and economic climate continues to be challenging, and we
remain cautious. It is clear however that the decisions of the Investment
Committee in relation to tactical asset allocation, portfolio construction
and manager selection are in line with international standards and
have been effective in helping the Foundation to achieve its long-term
investment and policy objectives.
Hong Kong Foundations Exchange
The Croucher Foundation is a founding member of the Hong Kong
Foundations Exchange, an informal gathering established in May 2012 to
encourage stronger ties between private foundations, charitable trusts,
philanthropies and other similarly-constituted grant-making organisations
in Hong Kong. The number of foundations which have participated
in meetings of the Hong Kong Foundations Exchange has increased
gradually and by the end of 2015 had reached over thirty.
Meetings of the Hong Kong Foundations Exchange provide an
opportunity for the board members and staff of local foundations to get
to know each other, to share ideas and experiences, and to discuss some
of the common questions they encounter in their work. Participants use
an intranet site to post information about upcoming events and, where
appropriate, to share funding proposals received from grant-seeking
organisations in case another foundation is interested in becoming a co-
sponsor. In addition to providing a platform for general discussion, the
Exchange also has a programme of training seminars and has invited
speakers to give talks on topics of specific interest.
The Board of Trustees
It is with utmost sadness that I record here the tragic loss of two
of our founding Trustees: Ian Robert Anderson MacCallum (1931-
2014) and Rayson Huang (1920-2015). Both were appointed by Noel
Croucher as Original Trustees in 1979 and served the Foundation for
unbroken periods of 35 and 36 years respectively. Ian MacCallum was
the Vice Chairman of the Croucher Foundation and, at the time of his
appointment as an Original Trustee, the senior partner of a leading Hong
Kong law firm Wilkinson & Grist. Professor Rayson Huang was a Rhodes
Scholar (1943-1946) and Vice Chancellor of the University of Hong Kong
(1972-1986).
Ian MacCallum and Rayson Huang made inestimable contributions,
not only to the work of the Croucher Foundation, but also to the
development of science, technology and medicine in Hong Kong.
They brought a wealth of experience, as prominent and successful
professionals, as individuals deeply committed to the development of
civil society and education in Hong Kong, and as indefatigable and good-
natured committee members with an unerring sense of how best to get
things done. We shall miss them greatly.
In respect of new appointments, we were very pleased that Mr Wong
Yan Lung and Professor Artur Ekert graciously consented to join us
as Trustees in 2014 and 2015 respectively, bringing with them an
extraordinary wealth of experience, at a very senior level, in their
respective professions. We are also most grateful for the dedication and
support of a group of six talented and highly-professional Committee
Members who, during the period of this report, served alongside our
Trustees on the Foundation’s Investment and Audit Committees: Mr John
Budge, Dr Michael Chen, Ms Ingrid Child, Mr Peter Wong, Mr Benjamin
Tang and Ms Sophia Zhu. We value their expert guidance and their
selfless commitment to the work of the Foundation.

Professor Yuet Wai Kan, Trustee and Chairman of the Croucher
Foundation
In 2011, after twenty years of unstinting service as a Trustee of the
Foundation and as the Chairman of our Board of Trustees, Professor Yuet
Wai Kan retired from his official Croucher Foundation positions. Professor
Kan is a Fellow of the Royal Society, a member of the US National
Academy of Sciences, a member of the Academia Sinica, a foreign
member of the Chinese Academy of Sciences, and an internationally
renowned pioneer in the field of human genetics. This is an opportunity
to express, on behalf of my fellow Trustees, our deep appreciation of
the gifted leadership provided by Professor Kan during a period of great
change both for the Foundation and for Hong Kong. We are extremely
thankful to him for his guidance and wisdom over the years. In 2012, in
recognition of the contribution of Professor Y W Kan over twenty years
to the work of the Foundation and to Hong Kong science, the Trustees
of the Croucher Foundation were proud to establish the Y W Kan
Professorship in Natural Sciences tenable at Professor Kan’s alma mater,
the University of Hong Kong.
Some observations on the natural sciences, technology and
medicine in Hong Kong
We are encouraged to note that over the period of this report new
funding was made available by the Government of the Hong Kong
Special Administrative Region to help Hong Kong’s continuing
development as a regional centre for education and research. Several
initiatives were announced including a scheme to support early career
research which we believe can complement our own efforts in this area,
the establishment of an endowment to support applied research, and a
new scheme offering partial support for undergraduate and postgraduate
study overseas.
Although as a proportion of the economy, the amount spent on research
and development in Hong Kong continues to be quite low compared
with some other parts of the region, we nonetheless welcome these
positive steps by Government, and note also the rapid increase in funding
for research in mainland China, which will in turn provide opportunities
for the scientific community in Hong Kong. In 2014, the Hong Kong
University Grants Committee completed a comprehensive research
assessment exercise, with extensive input from leading overseas scholars
and scientists, and concluded that in several areas the research output of
Hong Kong universities was judged by international experts to be
world-class.
For over thirty-five years, the Trustees of the Foundation have been
dedicated to promoting the standard of the natural sciences, technology
and medicine in Hong Kong. It has been particularly gratifying over the
past five years to see how the modest resources of the Foundation can
be deployed systematically to provide support for some of the brightest
minds in Hong Kong. Our strategic framework continues to evolve, and
as the Foundation approaches its forty-year anniversary, we look forward
to growing together with, and in support of, the scientific community of
Hong Kong.

Finally, the Trustees wish to take this opportunity to acknowledge with
appreciation the support given to the Foundation by renowned scientists
from some fifteen countries who have most generously responded to
our invitations to help with the evaluation of the many requests for
substantial financial support we receive each year. With their guidance
the Foundation can always be assured of good scientific value for the
grants it awards. We would also like to thank the leading scientists, at
home and aboard, who helped in interviewing candidates in our annual
Scholarship and Fellowship selections exercises, and particularly those
from the University of Cambridge for their constant support over the last
three decades in offering their expertise in selection exercises conducted
in the UK.

裘槎前瞻科研大獎
董事會廣泛諮詢香港學界和參考世界其他地區同類計劃後,於2012年10
月宣佈推展一項新的資助計劃,協助有意在香港建立研究小組、有潛質的年輕科學家。每位裘槎前瞻科研大獎得主最高可獲五百萬港元資助研究開支,在五年資助期內由其酌情運用。
本會的目標是發掘具國際競爭力及有潛質的年輕科學家,在他們建基立業的關鍵階段作出支持。本計劃提供可觀的起動資金,讓得獎者在科學、知識及專業領域各展所長,增進專業知識和大膽創新,為香港的教育及科研發展作出貢獻。
得獎者的選拔過程十分嚴謹。申請人須由學術機構提名,並提交研究計劃書作初步篩選和同業評審,然後接受面試。面試評審團成員包括最少一名屬於申請人特定領域的國際知名專家,而每名申請人須向評審團詳細解說研究計劃。在本報告期內, 本計劃頒發了五個獎項包括一個聯合獎項。
臨床助理教授
基金會自2007年開始提供醫學博士生獎學金,在香港設立內外全科醫學學士/醫學博士(MBBS/PhD)課程,旨在向一小撮具天賦的研究生授予最全面及最新的醫學培訓和醫學基礎知識。建立在此基礎上,董事會於2012
年決定與香港大學及香港中文大學醫學院協辦一項新計劃,資助兩所醫學院委聘初級醫學科學家出任臨床助理教授。經過一輪嚴格甄選,包括在裘槎基金會進行面試,首兩位臨床助理教授的人選於翌年正式誕生。
優秀科研者獎
裘槎優秀科研者獎享負盛名,特別頒予在科研工作上有卓越表現的學者,暫免他們沉重的教學和行政職務,讓他們騰出更多時間進行科學研究。所有申請人均須通過嚴格評估及甄選,包括由知名科學家小組評審,確保得獎者是在各自的領域上國際公認的卓越優才。董事會於2015
年檢討裘槎優秀科研者獎的條款後,議決大幅調高獎項的價值,將研究津貼增至港幣兩百萬元。研究津貼讓得獎者在獲獎期內全心投入研究,追求科研目標,並可於回復教學及行政職務之後繼續其科研工作。

裘槎博士生獎學金、博士後研究獎學金及在港博士生獎學金
本基金會的已故創辦人裘槎先生礙於家庭環境,沒有機會接受正式的教育,年紀輕輕便投身社會當郵政文員。他在耋耄之年決定回饋社會,捐出畢生財富造福香港。裘槎先生又高瞻遠矚,早已預料自然科學、科技及醫學將會成為香港未來經濟繁榮的基石,他更定下明確目標,幫助香港傑出學生開展事業。對於裘槎先生的貢獻,我們永記於心。
自2011年至今五年間,基金會向共88位優秀的香港學生頒發博士生獎學金、博士後研究獎學金和在港博士生獎學金。裘槎博士生及博士後研究獎學金得主分別獲加拿大、法國、德國、瑞典、瑞士、英國和美國的世界級學府及研究院錄取。本會旨在提拔及培育一群優秀的本地學生,透過在不同領域裏深造和接觸知名學者,助他們發展獨立和關鍵的才能,並建立持久的合作夥伴關係,從而成為香港新一代自然科學、科技及醫學領域的領袖。
本會董事局於2012年設立了初創補助金計劃,對象是回香港並獲得終身大學教職的獎學金得主。初創補助金得主抵港後即可有資金應付研究開支,如研究助理的薪金、購置實驗室器材及消耗品。自2014年,本會提高了每位裘槎博士生及博士後研究獎學金得主每年的獎學金金額,並推出多項額外津貼,包括學術發展津貼和家庭津貼,博士後研究生的研究津貼亦被大幅調高。推行一系列改革後,本會的獎學金更富經濟價值,如2015年頒發為期三年的裘槎博士生獎學金一般總值達235,000美元。
拓展裘槎獎學金得主網絡
本會於2011年7月首次在香港為最新一批博士生及博士後研究獎學金得主舉辦「歡送派對」慶祝,而這個非正式聚會自此已成為基金會每年一度的重要傳統,我們深信獎學金得主可藉此機會互相認識,建立持久的友誼。
基金會於2012年安排製作網上年刊,詳列迄今獲本會頒授博士生及博士後研究獎學金的得主名錄,促進這群精英的聯繫與交流,並藉此平台公開表揚裘槎獎學金得主多年來的驕人卓績。年刊的基本資料自動依照基金會現有的獎學金數據庫的名單發佈,載有董事會自1979年以來頒授逾900項博士生及博士後研究獎學金的資料,而各獎學金得主亦被邀請上載照片及填寫自我介紹和聯絡資料。目前網上年刊已匯入基金會網站,該網站內容涵蓋基金會各項資助項目的詳情。
Chairman’s Foreword 主席序言
為使新得獎者有機會介紹他們的科研工作,本會於2015年12月特別舉辦裘槎研討會。聚會選址於香港大學本部校園的歷史建築「孔慶熒樓」舉行,邀請到2015年裘槎獎學金得主出席及發表演說,在座的聽眾包括多位最近回港的前得獎者和前瞻科研大獎得主。研討會結束後隨即舉行首屆基金會成立日晚宴,一眾學者、資助項目與獎學金得主、合作夥伴與基金會好友們共慶基金會簽訂信託契約的周年紀念。
裘槎獎學金得主的優越成就讓我們顧盼自豪,更為許多得獎者在資助期間憑着科研佳績獲得國際肯定感到鼓舞。
與中國科學院合辦的資助計劃
基金會與中國科學院的合作可以追溯到 1984 年,當時本會的董事在創會會長陶德勳爵的帶領下前往北京正式拜訪中國科學院,雙方隨後簽訂了一份協議。這些年來,此資助計劃讓香港各大學與中國科學院的科學家們互相訪問,交流人數逐年增加,更經常促成雙方展開合作研究。
本會於2003 年與中國科學院共同商議後,決定推出一項計劃,鼓勵雙方展開更加系統化的科研合作。裘槎基金會與中國科學院在2012年10月於昆明舉行了為期一天的會議,共同檢視資助計劃的進展。會上,十三個科研小組闡述他們之前定下的研究目標,以及合作後所達到的主要科學成果。各小組除了匯報科研成果,還表示此計劃為他們造就了其他方面的利益,如教育、院校方面和日後申請資助等都有幫助。
於2013年12月,本會董事欣然接待訪港的中國科學院院長白春禮教授,歡迎白教授首次蒞臨基金會。適逢基金會與中國科學院簽訂協議十三周年,雙方於2014年10月,在北京簽訂最新合作協議以誌紀念。雙方透過新協議承諾全力支持香港各大學與中國科學院轄下各研究中心的科學家交流合作,同時為日後推展更多資助計劃建立穩健框架。
林島諾貝爾獎得主大會
自1951年以來,每年30-40位諾貝爾獎得主也會在林島聚首一堂,會見科學界的未來領袖──來自世界各地的傑出研究生及年輕科研人員。基金會於2012年獲邀成為林島諾貝爾獎得主大會的學術夥伴。

每屆林島大會的科學議程都能促進跨越不同界別、地域和世代的交流。2012年至今曾參與其中的香港參加者均給予大會高度評價。大會是香港研究生和博士後研究生發表研究成果的寶貴機遇,也可讓他們與同儕切磋,接觸各種不同科學範疇,當然還可與每屆出席的30-40位諾貝爾獎得主見面。
本會在2015年6月應林島諾貝爾獎得主大會理事會主席白納達特伯爵夫人(Countess Bettina Bernadotte)邀請,正式為雙方合作的細節簽訂協議。
戈登研究會議
戈登研究會議是1920年代於美國始創的國際論壇,會上報告和討論涉及生物、化學和物理科學與相關技術等多個領域的前線研究。興趣相投的科學專家有整整一個星期交流和深入探討他們科學領域最深奧精闢的課題。這些年來,戈登研究會議已成為一個任何刊物或大型科學會議都難以企及,非常珍貴的科學資訊及概念發布點。
本會董事在2011年7月邀得戈登研究會議主席Nancy Gray博士聯同多位同事訪問香港,與本地學界及政府的高層代表會面,並參觀可供使用的會議場地和探討在香港擴展會議計劃的可能性。戈登研究會議理事會其後議決推行非常顯著的擴展項目。
在2015年,共1,058位科研學者參加了合共十三場在香港舉行的留宿會議,當中有數場會議更以本地研究生舉辦專為本地研究生而設的簡短研討會揭開序幕。在2015年舉行的十三場會議中,有六場是香港科研界建議,經大會精挑細選後採納的新會議。
裘槎暑期課程
對於海外研究生及年輕研究學者,香港是個有吸引力的地點。早於2008
年,基金會便偕同英國皇家學會在港協辦了一場《前沿科學》會議,從英國和香港分別邀請了各三十五位青年科學家出席。有見英國參加者非常正面的反饋,以及留宿形式的暑期課程對促進參加者之間及參加者和應邀出席的講師之間非正式互動交流所發揮的重大作用,本會董事宣佈新措施支持更多在香港舉辦的短期課程。
裘槎暑期留宿課程為期約五天,授課地點在香港。暑期課程每隔兩年開辦一次,旨在教育及啟迪一小撮具潛質的研究生和年輕科研人員。來自世界各地的參加者可藉此機會到香港遊歷,向國際知名的科學家學習,
結交同儕,並可參與趣味盎然的互動討論,個別學科的課程更會有在實驗室實踐的機會。裘槎暑期課程的籌辦機構須向基金會申請資助,並通過多個階段的遴選過程。首個資助期為六年。
基金會的投資組合
上一份報告曾匯報本會在2007 年聘請獨立投資顧問對基金會投資方式作出詳細的策略審查,包括對投資流程管治的意見。根據審查結果,增加多樣化的分散投資對降低投資組合波動性具有潛在好處,結果促使本會作出兩大關鍵決定──在2007年10月,董事局經過周詳的討論後,同意在投資組合內的個別資產類別制定廣泛的政策目標,並開始朝着這些目標逐漸重整投資項目;其後於2008年,我們成立了投資委員會,專責監察基金會投資組合實現議定目標的表現,並於適當情況下建議更改政策目標,以及決定投資經理的增補和停職事宜。從事後看來,這兩大關鍵決定確實有助於在異常波動的投資市況下保障基金會資產的價值。
在2015年6月,投資委員會跟一位外界獨立投資顧問一起檢討投資決策及管治的成效,將來會有類似的定期評估,目的是為基金會未來的行動部署。現時的金融和經濟氣候依然充滿挑戰,因此我們會繼續審慎行事,然而投資委員會就戰略性資產分配、投資組合結構和甄選投資經理所作的決定均符合國際標準,且一直以來也有效地讓基金會臻達長遠的投資及政策目標。
香港基金交流會
裘槎基金會是香港基金交流會的創始成員。這個非正式聚會於2012年5月成立,旨在促進本地私人基金會、慈善信託基金、慈善事業及其他同類結構的資助機構之間的聯繫。在香港基金交流會成立以來,參與交流會的機構數目逐漸增多,截至2015年底已超過三十間。
香港基金交流會的聚會讓本港各基金會董事和職員互相了解,分享想法、經驗與心得,並且討論工作中常遇到的問題。參加者可透過內聯網發佈有關即將舉行的活動的資訊,還可於適當情況下分享申請經費資助的提案,以供其他有興趣共同贊助的機構考慮。除了提供一個討論平台,香港基金交流會亦常舉辦培訓研討會,過去曾邀請多位講者就特別專題發表演說。

董事局
本人以哀傷的心情公告,本會痛失麥加林律師(1931-2013)及黃麗松教授(1920-2015)兩位創始董事。二人皆是基金會創辦人裘槎先生於1979年親自委任的原董事,一直投身基金會的工作,服務年期分別長達34及36
年,從未間斷。麥加林律師生前為裘槎基金會副主席,當年出任本會原董事時是香港著名律師事務所高露雲律師行的資深合夥人。黃麗松教授曾為羅德學者(1943-1946)和香港大學校長(1972-1986)。
麥加林律師和黃麗松教授不但對裘槎基金會的會務不遺餘力,而且對本港的科學、科技及醫學發展貢獻良多。這兩位顯赫的專業英才藉着豐富的經驗,以無比熱誠在香港推動公民社會和教育發展。作為委員會成員,他們與人為善,總能夠保持敏銳的觸覺,審時度勢後把每件事做到最好,我們將永遠懷念他們倆。
至於期內的新任命,我們很榮幸邀得黃仁龍先生及艾克之教授分別於2014年及2015年加入成為本會董事。二人是各自領域的頂尖人才,為基金會帶來專業知識和豐富經驗。此外,我們謹在此向六位高度專業、才華出眾的委員會成員致謝,感激他們於此報告期內在本基金會的投資及審計委員會與董事們並肩合作,為基金會謀福祉。六位委員分別是白仲安先生、陳世達博士、周婉琦女士、黃匡源先生、鄧國斌先生及朱驛冰女士。我們感謝他們的遠見卓識和對基金會工作的無私奉獻。
裘槎基金會董事暨主席──簡悅威教授
辛勤服務基金會二十年後,簡悅威教授於2011年榮休,卸任董事及董事局主席正式職務。簡教授是英國皇家學會院士、美國科學院院士、中央研究院院士及中國科學院外籍院士,並且是享譽國際的人類遺傳學先驅學者。本人謹借此機會代表其他董事向簡教授致萬分感謝。在他的英明領導下,我們泰然迎接基金會和香港的蛻變。我們衷心多謝簡教授多年來循循善導,為本會獻出真知灼見。於2012年,為彰表簡教授二十年來為推動基金會和香港的科學發展鞠躬盡瘁,裘槎基金會董事局欣然在簡教授的母校香港大學設立簡悅威基金教授席(自然科學)。
對於香港的自然科學、科技及醫學的一些觀察
我們很高興得悉在本報告期間香港特別行政區政府撥出新資金,幫助香港作為地區教育及研究中心的持續發展。政府就此公佈了幾個項目,包括一項相信可承輔本會相關工作的年輕科研人員資助計劃、成立基金支持應用研究,以及一個為到海外進修的本科生和研究生提供部分經費的新計劃。
儘管隨著經濟中所佔比例,香港用於研發的經費相比鄰近地區仍相當低,但我們依然歡迎港府採取這些積極措施,也注意到中國內地研究經費快速增長,這將可為香港科學界創造機會。大學教育資助委員會於2014年完成了詳盡的研究評審工作,歸納了知名海外學者及科學家的
意見,結論是本港院校數個範疇的研究成果獲國際專家評為達到世界級水平。
在過去三十五年,基金會董事局一直致力提升香港的自然科學、科技及醫學水平。尤其令人欣慰的是近五年來本會有限的資源得到最有效的運用,能幫助一些本港最傑出的菁英。未來我們會繼續拓展策略性框架,支援香港科學界,彼此一同進步,見證基金會邁向四十年。

Students participating in the Science Alive 2015 programme
Lectures and Workshops for School Students學生講座及工作坊
Since 1998, the Foundation has been the main sponsor of the Science
Alive programme of demonstration lectures and teacher workshops
which is now firmly established as a regular school activity in Hong
Kong involving eminent UK scientists and Hong Kong secondary
school students, together with their teachers and parents.
The programme has become a high profile and popular event with
young people in Hong Kong. This is partly because of the specific
support and involvement of the Education Bureau of the Hong Kong
SAR Government, which over the years has greatly encouraged
schools to involve both students and teachers as a formal education
activity. Participation in the programme has offered secondary schools
a rare opportunity to share experience collectively with scientists from
overseas, and to learn about recent developments in science and
science teaching. Participating scientists are identified by the British
Council, which is responsible for coordinating the event. The activity
is also supported actively by the Hong Kong Science Museum.
This programme contributes to the development of education in
Hong Kong by encouraging young people to become more engaged
in scientific discovery, helping to prepare the ground for the next
generation of research scientists. The Foundation supported four
annual Science Alive events from 2011-2015 contributing over
HK$3.5 million.
從 1998 年開始,基金會一直為「活的科學」活動的主要贊助機構。
「活的科學」已成為香港學界每年的重要活動,包括示範講座及教師工作坊等,每年邀請英國著名科學家,與香港中學生、教師及學生家長
參與各項活動。
「活的科學」廣受香港年輕人歡迎,亦屬矚目盛事,香港特區政府屬下教育局多年來一直積極參與及不遺餘力支持,推動學校鼓勵學生及教師積極參與,發展成為常規教學活動。參與活動的學生、教師及學生家長可藉此難得機會,得以分享海外科學家研究心得,了解科學及科學教學的最新發展情況。合辦機構英國文化協會負責邀請科學家出席活動及協調活動的工作。香港科學館亦積極支持有關活動。
「活的科學」推動年輕人參與科學探索工作,為培育新一代科學研究學者奠定基礎。在 2011 至 2015 年期間,基金會合共資助了四屆每年舉辦的「活的科學」活動,資助總額逾 350 萬港元。

本本基金於1982年設立,一直運作至今,專為全日制大學本科生提供財政支持,藉以應付無法預計的個人或家庭危困,以免因而輟學或學業受到過度困擾。
基金的行政管理工作,乃由香港九所大學的學生事務處分擔。此項援助計劃透過海報、電郵及網上宣傳方式推廣宣傳。各學生事務處每年為各教職員及學生輔導人員舉辦多次簡報會,確保全體員工認識該計劃,在發現學生有突發經濟困難時得以知悉如何處理。獲專業資格的學生輔導人員將會與有關學生會面後作出決定。
緊急援助情況主要包括適時緩解學生因突發事件(如患病、意外、學生家庭經濟支柱去世等)造成的困境,以及為因嚴重家庭問題或特殊家庭危困而無法繼續學業的學生提供資助,讓學生免除輟學之苦。
此項計劃惠及香港社會極待援手的貧困學生,讓他們可繼續接受全日制教育。董事局誠摯感謝各參與機構分擔計劃的行政費用,讓援助金的一分一毫得以全數用於援助受惠人。

The Croucher Foundation Fund for Students with Emergency Needs裘槎基金會學生緊急援助基金
This fund has been in operation since 1982 for the explicit purpose of
providing financial support for full time undergraduate students who run
into unexpected personal or family crises that may cause termination or
undue interruption to their academic studies.
The administration of the fund is delegated to the student affairs offices
of nine universities in Hong Kong. The scheme is promoted using poster
campaigns, direct email and online publicity. The student affairs offices
arrange several briefing sessions each year for teaching staff and student
counsellors to ensure that all staff are familiar with the scheme and
know what to do if they identify a student experiencing sudden financial
difficulty. Grants are made to individual students following an interview
with a professionally-qualified student counsellor.
The emergencies as reported cover mainly timely relief to students with
needs caused by unexpected events such as illness, accident or death
of the income earner in the student's family, and assistance to students
who do not have adequate support because of serious family problems,
or specific types of family crisis, to the extent that without such financial
support, these students may have to terminate their studies.
This scheme reaches some of the most disadvantaged students in Hong
Kong, who might otherwise have to leave full time education, perhaps
permanently. The Trustees wish to express appreciations to each of the
participant institutions for meeting the cost of the administration of the
scheme, providing a guarantee that the full amount of each grant was
used to the direct benefit of the eligible candidates.
For the five years from 2011 to 2015, the Fund allocated HK$3,336,500
and supported over 200 students.

Best Science Reporting Awards for Hong Kong newspapers — To increase public awareness of
science and the standard of science journalism in Hong Kong, the Trustees awarded a grant for an initial
period of three years to the Hong Kong Newspaper Society. The first Best Science Reporting Awards were
presented in April 2006 at a ceremony for the Hong Kong News Awards officiated by the Chief Executive
of the Hong Kong Special Administrative Region. With strong support from journalists and editors, the
Best Science Reporting category has become an established part of this annual journalism competition.
The Trustees renewed the annual grant for three years in 2012 and 2015.

UK-Hong Kong Frontiers of Science meeting — The second Frontiers of Science symposium for young
scientists from UK and Hong Kong was held in September 2011 at the Royal Society’s new residential
centre at Chicheley Hall in Buckinghamshire. Professor Lorna Casselton FRS, Foreign Secretary of the
Royal Society spoke at the opening of the meeting. 35 young HK scientists participated in the meeting
and discussions were held over three days with an equal number of counterpart researchers from the UK.
The residential format allowed time for intensive interaction between speakers and participants. Topics
covered included the formation of planetary systems, micro RNAs, biophotonics, artificial photosynthesis
and stem cell research. Dr Jade Shi of Hong Kong Baptist University, a participant in the meeting, made
the following comment: ”It is exactly this kind of intimate gathering that reminds us of the very essence
of science, that it is without borders, founded upon reason, dedicated to understanding the unknown,
and seeking wisdom behind data.”

Gordon Research Conferences — Gordon Research Conferences provide an international forum for
the presentation and discussion of cutting-edge scientific research. In 2011 the Board of Trustees of the
Gordon Research Conferences resolved upon a significant expansion of activity in Hong Kong. Each
subsequent meeting held in Hong Kong has received financial support from the Croucher Foundation.
Since 2012 the Foundation approved grants to support 42 meetings. In 2015 thirteen Gordon Research
Conferences were held in Hong Kong reaching a total number of 1,508 participants. Several meetings
were preceded by shorter seminars organised by and for postgraduate students.

Max Planck Society — The Max Planck Society, a leading research organisation in Germany and Europe,
invited the Foundation for matching funding to support research collaboration between Hong Kong and
Germany, with an initial focus on biophysics. In 2015, the Foundation awarded a grant of €20,000 for the
Max Planck Society – Croucher Foundation Joint Workshop on Molecular Systems Engineering Systems
organised by the HKUST and held from 5-7 April 2016. The grant was matched by the Max Planck Society.

Y.W. Kan Professorship in Natural Sciences — In recognition of Professor Y.W. Kan’s contribution
over twenty years to the work of the Foundation, and to Hong Kong Science, the Foundation approved
a grant of HK$10 million to establish the Y.W. Kan Professorship in Natural Sciences as an endowed
professorship, noting that HKU had offered to match the Foundation’s contribution to form a total
endowment of HK$20 million, with the possibility of designating the professorship as a junior endowed
professorship for a rising academic star, who would most likely be a new recruit to the University.

Lindau Nobel Laureate Meeting — the Foundation agreed in June 2015 to make a one-off
contribution of €100,000 to the endowment of the Lindau Nobel Laureate Meeting to be used at the
discretion of the Lindau Council to support the development of the meeting. The Foundation has been an
academic partner of the Lindau Meeting since 2012. Working alongside several national academies and
national research councils, the role of the Foundation is to identify and nominate participants from Hong
Kong. In the past, although young scientists from mainland China were regular participants, there was no
agreement with Hong Kong. The 65th Lindau Nobel Laureate Meeting was held from 28th June to 3rd
July 2015. Four Croucher fellows were invited as young scientists to attend the meeting. They joined over
60 Nobel Laureates and over 600 young researchers from around the world.

Summer Science Institute, Weizmann Institute of Science — the Foundation approved two young
talented science-oriented students from the La Salle College to attend the Science Summer School
Programme of the International Summer Science Institute in 2013 and 2014. The students spent three
weeks working in Weizmann Institute labs under the supervision of graduate students and scientists
on actual research projects at the Institute and also participated the social activities, trips and scientific
lectures.

Hong Kong Museum of Medical Sciences – Le French May — the Foundation approved a grant
towards the exhibition to mark the 120th anniversary of the isolation of Yersinia Pestus. The exhibition
was produced by the Institut Pasteur and held at the Hong Kong Museum of Medical Sciences as part of
the French May, a large festival established in 1992 to promote cultural exchange between France and
Hong Kong. It was the first time that the French May included a science event.

《最佳科學新聞報道獎》— 本著提高公眾對科學認識以及提升香港科學新聞專業水準的理念,董事局撥款資助香港報業公會創辦《最佳科學新聞報道獎》,首筆資助為期三年。於 2006 年 4 月的香港最佳新聞獎頒獎典禮上,由香港特別行政區行政長官蒞臨主禮,首度頒發《最佳科學新聞報道獎》。深得新聞記者及編輯鼎力支持的《最佳科學新聞報道獎》已確立成為一年一度的常設獎項。董事局分別於
2012 年及 2015 年再度撥款資助該年度獎項,每筆資助為期三年。

英國-香港《前沿科學》會議 — 2011年9月,第二屆《前沿科學》會議假座英國皇家學會新設於英國白金漢郡 Chicheley Hall 的宿舍大樓舉行,英國及香港的青年科學家薈聚一堂。開幕儀式由英國皇家學會院士兼該會秘書 Lorna Casselton 教授致辭。會議為期三天,有三十五位來自香港的年青科學家及相等人數的英國青年研究學者與會。因會議及住宿均位於同一地點,講者及參加者有充分時間深入交流,討論議題包括星系的形成、小分子核糖核酸、生物光子學、人工光合作用、幹細胞研究等。與會者之一,香港浸會大學的史珏博士讚嘆道:「這樣深入的研討會,正正提醒我們,科學無分國界、以理性為本,既是對仍有待發掘的無窮知識的追求,也是對浩如煙海數據背後的真理的追尋。」

戈登研究會議 — 戈登研究會議是一個國際學術研討會,為科學家提供匯報及討論尖端科學研究的平台。董事局於 2009 年注意到該會議為研究生及年輕科學家而設的暑期寄宿學校,能促進參加者與獲邀講者之間的非正式交流。有鑑於此,基金會通過撥款支持 2012 年以來舉辦的四十二場會議。於 2015
年內,多達 1,508 人參加了在香港舉行的十三場戈登研究會議。

簡悅威基金(自然科學)明德教授席 — 為表揚簡悅威教授過去二十多年對裘槎基金會以至香港科學發展的貢獻,基金會特別向香港大學撥款港幣一千萬元,設立簡悅威基金(自然科學)明德教授席。而香港大學也配以等額撥款,以合計港幣二千萬元資助獲委任教授的研究工作。為勉勵科學界的後起之秀,香港大學新聘的學者亦很大機會以新進明德教授的名義獲得委任。

林島諾貝爾獎得主大會 — 基金會於 2015 年 6 月議決向林島諾貝爾獎得主大會一次捐贈十萬歐元,
並讓該會理事會自行決定如何善用是項捐款支持大會的發展。自 2012 年起,基金會已與林島諾貝爾獎得主大會建立學術合作夥伴關係。基金會一直與多個國家學院、國家研究委員會攜手合作,負責在香港物色合適提名人選。雖然以往常有來自中國內地的年輕科學家參與會議,香港方面尚未就此訂立相關協議。第 65 屆林島諾貝爾獎得主大會於 2015 年 6 月 28 日至 7 月 3 日在德國林島舉行。四位同為裘槎博士後獎學金得主應邀參加,與來自世界各地的 600 多位青年科學家一起會晤 60 多位諾貝爾獎得主。

以色列魏茨曼科學研究學院暑期科學院 — 基金會贊助喇沙書院兩名有志投身科學研究的傑出學生,
分別於 2013 年及 2014 年遠赴以色列魏茨曼科學研究學院參加為期三星期的暑期學校課程。在該三星期的進修期間,兩人得魏茨曼研究所的研究生及科學家悉心指導,參與實驗室實際的研究工作,此外,
更獲安排參加社交活動、旅遊參觀、科學講座等。

《法國五月》之香港醫學博物館展覽會 — 為紀念發現鼠疫杆菌 120 週年,基金會通過撥款贊助該展覽會。展覽會由巴斯德研究所主辦,假座香港醫學博物館舉行,並成為《法國五月》首個介紹科學的活動。始於 1992 年的《法國五月》是一個旨在促進法國與香港文化交流的大型藝術節。
