Hazard Perception TestingWhat is the evidence?
• From 650 video clips 390 selected and trialled.
• Predicted that poor hazard perception skills associated with elevated accident risk.
• Showed that with about 3 hours of training a learner driver obtained similar top
scores to those of an experienced driver.
• The hope was that the improvement would reduce the accident liability in new
drivers especially in first 2-3 years of driving

• First piece of research to provide robust evidence of the benefits of HPT.
• Higher proportion of first time passes who took HPT test (53%) compared to 39% who
didn’t take the HP test as part of their theory test.
• Reported a 17.4% reduction in non-low speed collisions (where blame could be
attached) linked to the introduction of the test in 2002

How it Works
• Period 2017/2018 1.9m Theory tests taken at a pass rate of 48.7%
• HP Test is part of that Theory Test and has to be taken by all
candidates
• 10 x 14 CGI clip test forms which are randomised and balanced
so that they consist of similar hazard types
• 5 second scoring window with precursors that hint to the hazard
• Includes 1 hazard and 2 hazard clips
• Based upon actual geographical location
• Photorealistic quality – why?

Crossing the Chasm!
There are a significant number of things that any country introducing HP testing, as part of a licencing programme, needs to consider.
• A Legal Framework• A delivery system• Build an infrastructure• Budget for project• Work to be done to align current crash
data to the content of the clips, that sits outside of our current hazards (we can help with that)
All within their control.
But that is not all!

is why cant there be developed a generic set of Hazard
Perception/Prediction clips that would compliment the
database held by CIECA for theory test questions?
