1. PURPOSE

4. DEFINITIONS

Role Requirement: This represents the training required as relevant to the persons role within the business

Competency: Person has successfully demonstrated the required practical and theoretical requirements of a task/ process against a set of performance criteria

Compliance: Legislative and Liberty Primary Steel / Mining requirements for health, safety and environment such as tickets, licences, certifications and qualifications.

Labour Hire: A labour hire worker is a person engaged through a labour hire company. These workers may be employed directly by the labour hire company, or by the labour hire company through a third party.

Training Compliance: The gap between competencies required and held by a person to complete their role

Procedure: This is following a standard process known as a Work instruction or Standard Operating Procedure or adhering to a Quality Procedure.

Training Role Compliance Report: This represents the skills required to fulfil a role (also known as a training needs analysis). This is a combination of compliance, competency and procedural requirements.

Verification of Competency (VoC): A person has answered underpinning knowledge questions to display knowledge, comprehension and understanding of the task requirements and has practically demonstrated the required skills of the task.

5. PROCEDURE

5.1 Information, Training and Instruction System Requirements

Liberty Primary Steel / Mining Management, Supervisors and Contractors are responsible for ensuring:

• All workers have completed required Liberty Primary Steel / Mining inductions;

• All workers have been provided with information, training and instruction appropriate

to their role;

• All workers have been assessed as competent prior to operating any plant and

equipment or undertaking nominated tasks;

• Where applicable, workers qualified to the applicable state or nationally legislated

standard, by holding the appropriate:

o Trade certificate

o High Risk Work License issued by a SafeWork SA approved provider

o Mobile equipment / vehicle license

o Certificate, Diploma or Degree as required by the role; and

• Accurate records of all training shall be maintained.

5.2 Role Requirements

All operational roles shall have the training requirements identified and documented through the Training Needs Analysis porcess, which will identify the reqruied essential, occupational and on-the-job skills requried for a person to competenly perform the requirements fo their role. Position descriptions shall details the required knowledge, experience and skills requried for the role. Contractors need to ensure Liberty

Primary Steel / SIMEC Mining are informed by the end of each month of their employee list for those employees that are engaged to work on our premise.

Contractors need to provide their up-to-date employee lists to Workforce Development

Group via [email protected] If the Workforce Development Group have provided a Contractor access to the Liberty

Primary Steel / SIMEC Mining Learning Management System, then the Contractor must ensure they are maintaining up-to-date employee lists on a monthly basis.

5.3 Manadatory Health & Safety Training Requirements

Overall responsibility for identifying and defining the Health, Safety and Environmental training rests with the Managers Health & Safety and Manager Environment & Sustainability. This represents the Health, Safety and Environment minimum skills (Comptetencies & Compliances) required to undertake specific roles or tasks in the organisation. On-the-job Training Requirements Business Unit Managers and Contractor Principals are responsible for the identification and mapping of the appropriate occupational and on-the-job skills requriements, in conjunciton with Workforce Development Advisor for the roles/positions in their business unit (or organistion for contractors) as part of the training needs analysis process.This will be based on the operational process, and the specific hazards and risk the role is exposed to and/or licencing and legislative requirements. Group maintain the training needs analysis and resultant role requriement within the Learning Management System and on behalf of the Business Unit Managers. Labour Hire employees:

Transition period between 01/03/18 – 01/09/18 and takes into consideration new

Labour Licensing Act (SA)

The Workforce Development Group are responsible for ensuring there are available Labour Hire Contractor roles in the LMS aligned to the Compliance & Competency Training matrices for Contractors and types of Labour Hire roles engaged Liberty Primary Steel and Mining. Prior to commencement of work, authorised Labour Hire Contractor representative or other agreed persons must assign Labour Hire employees to required roles in the LMS relevant to the tasks they are engaged to perform. The Labour Hire Contractor representative or other agreed persons are responsible for ensuring Labour Hire role required training & competency evidence is uploaded to the Labour Hire employee’s Liberty Primary Steel / Mining LMS training records. If a Labour Hire employee is planned to be, or ends up being, engaged for an extensive period of time in a specific role, the Business Unit representative (eg. Contractor Controller) need to review each individual’s circumstances and ensure training requirements remain adequate and inform the Workforce Development Group of any changes to the role requirement. Business Unit - Role Requirement Training The Workforce Development Group is responsible for tracking the skills/qualifications held or obtained by the LPS and SIMEC workforce and keeping records in the Learning Management System. Business Unit Training Training Needs Analysis The Workforce Development Group is responsible for conducting the training needs analysis for the the Business Unit

Business Unit Training Needs Matrix; Critical Shift Coverage (Steelworks ONLY) The Workforce Development Group is responsible for mapping the Business Unit training required to maintain minimum training coverage critical to plant operation or emergency processes. This matrix will identify any gaps in training to the minimum requirement identified to ensure a shift can safely operate and adequately respond to emergency scenarios identified for their plant area.

5.4 Induction

There are two levels of individual induction: Company Induction This allows access to the Liberty Primary Steel and Mining sites. It provides awareness of the general site safety and environmental hazards, risks and their control measures. This also covers some of the refresher training requirements for specific manditory training.

Business Unit / Site Induction Each Business Unit has an induction program to allow access to the department. It provides awareness of departmental specific safety and environmental hazards, risks and their control measures. Refer to - Attachment No. 4 – SIMEC Mining Site Specific Induction Guide

Attachment No. 5 – Liberty Primary Steel Site Specific Induction Guide

Specific Inductions: Shutdown Induction Some departments require shutdown inductions to be completed. The Shutdown Manager is responsible for communicating this requirement to relevant employees and contractors. Visitor Induction Liberty Primary Steel and Mining has an abbreviated induction for visitors to its premises. The content of this induction is focused on the specific hazards, risks and controls relevant to commuting on the site. Refer to – WI29.523 - Access Control Main Gate for further information on the Whyalla Steelworks visitor induction. Refer to – TOOL75.WHS.TRA.002 - SIMEC Mining Visitor Induction template

5.5 HS&E Training

HS&E Training for Contractors All Contractor employees should be trained in relevant safety and environment training in accordance with the relevant legislation and Liberty Primary Steel and Mining Contractor Management System. Refer to - SA31.245 Whyalla Site Conditions and Attachment No. 3 – HS&E Contractor Compliance & Competency Training Matrix. HS&E Training for people with Literacy and/or Language Problems The needs of visitors, contractors, labour hire, employees who do not have a good command of the English language, or do not have adequate numeracy or literacy skills will be taken into account when delivering the training. Special training may be required for such people. Refer to Attachment No. 6 Guidelines for Providing Critical Safety Training for Employees with Literacy and/or Language Problems.

5.6 Training Schedule

The Training Schedule is developed based on the identified safety and operational training needs identified by the training needs analysis. The Training Schedule is managed by the Workforce Development Group.

5.7 Course details for Health Safety & Environmental Training

The course details for Health, Safety and Environmental Training is documented by the Health, Safety and Environmental Departments. This document provides the details of the course, its delivery method and structure. This is contained in Attachments 1, 2 and 3.

5.8 Training Materials

The Workforce Development Group is responsible for developing training material and the courses with the provision of content from subject matter experts and from the relevent business areas. The Health & Safety Department or Environmental Department review Health and Safety training material on an as needs basis.

The Workforce Development Group is responsible for providing a Training Management System, and the training governance framework. This framework covers the following processes:

• Training needs analysis

• Training and assessment methodology

• Catogirsation of traning

• Training role requirements

• Records management

• Training reporting

Guidelines for Providing Critical Safety Training for

Employees with Literacy and/or Language Problems

Some employee’s may have difficulty in understanding information and training materials as a result of either language or literacy problems. Therefore, critical safety information, training and assessment may be provided to employees in a format, which allows and promotes understanding. The first step is to identify those individuals who may fall into this category. Indicators will include:

1. Employee asks questions about literacy activities involved in a new task;

2. Employee is reluctant to undertake new roles or activities that involve filling out forms or a certain level of literacy skill;

3. Employee is disruptive in situations where he/she requires literacy skills;

4. Employee takes forms home or will not fill them out in front of others;

5. Employee is reluctant to take messages for others;

6. Employee uses excuses not to fill out forms, eg. “Forgot my glasses”, I’m not employed to do that”;

7. Employee consistently does the wrong thing following an oral instruction;

8. Employee is reluctant to undertake any training;

9. Employee is reluctant to undertake quality improvement activities or any activities involving maths or graphs.

Where a problem is suspected, the employee should be counselled so that the specific problem is identified. Employees with literacy or language problem will generally fall into one of the following categories:

a) Cannot read English or any other language, but understands spoken English. b) Cannot read English or any other language and cannot understand spoken

English. c) Cannot read English but can read in another language and understands spoken

English. d) Cannot read English but can read in another language, but does not understand

spoken English. The following provides an outline of what to do to deal with the various literacy or language problems. Coaching - this may be on a one-to-one basis or as a group, the material is read to the individual(s), a check of understanding and oral assessment Where appropriate, literacy and/or language classes should be considered as a long-term option.
