Draft 3: March 25, 2016 113 Criterion 4: Curriculum Criterion 4: The school demonstrates a conscious effort to support student learning through the development of a challenging, coherent, and relevant curriculum that allows all students the opportunity to reach School wide Learner Outcomes (SLOs). The school’s curriculum reveals its mission and SLOs and connects directly to current student learning needs. The school pursues current, research- based curriculum development information to keep its programs relevant and effective. Indicator 4.1: The school has a documented curricular map that outlines courses of study necessary to reach stated outcomes, licensure requirements, or certificate expectations. How does the school list all courses and provide course outlines and objectives for all stakeholder groups? SDCE course outlines and courses of study are housed primarily in the Office of Instructional Services and available upon request from that office. In addition, many programs maintain their course outlines, syllabus templates and samples in the Public Folders section of the SDCE website. Course objectives and learning outcomes are listed on course outlines and stated to students via their syllabi, and reiterated to students in classes. Faculty can also contact their Program Chair or Dean for assistance obtaining these materials. SDCE course offerings and descriptions can also be found in the SDCE Catalog. Many faculty members are also using Blackboard or other teacher web sites to connect with students online and provide course syllabi and information, outcomes, and supplemental materials for study. The last SDCE Catalog is from 2010-1012, but Laura let me know it is currently being updated and should be available for Accreditation (LC’s comment). Faculty, staff, students and community stakeholders also have access to course offerings via the SDCE Website at www.sdce.edu. The website includes a full class schedule, updated per semester; application and registration information; program, student services, certificate program information, and general information about SDCE. Hard copy schedules are also developed each semester and made available widely. Students are provided upfront orientation at most campuses, including information about courses and programs. There is currently an effort to expand orientation efforts, including adding counselors and developing stronger and more strategic support services for all students. For example, previously in the HCS program, there were counseling services only for Culinary Arts students, but now there are part-time counselors beginning to serve the other four CTE programs. A current goal is to provide all CE students with a general Orientation and specific program orientation. ESL students receive a checklist outlining completion certificate requirements, which are spelled out in the syllabus. SDCE engages with the community to inform them of our programs and courses via traditional and social media, including Facebook, Google Voicelines, email blasts in several languages; targeted newspaper, television, and radio ads, with a focus on community resources; outreach to K-12 schools and community based organizations; as well as fliers advertising specific courses and program. The community is also informed about what CE offers via Advisory Boards in most programs, which meet regularly to both provide and solicit critical information for SDCE. All approved courseoutlinesby the statehavegoals andobjectives andall CE coursehavegoals andobjectives.ABE/ASEhasobjectives listedonall courseoutlines;however,outlinesare currentlybeingrevised to reflect the College and Career Readiness Standards. In ESL, there are general programlearningoutcomes for speaking, listening, readingand critical thinking andwriting for all courses andlevels, as well as level-specific (levels 1-7) learner outcomes for writing that are required forcourse/programcompletion.TherearealsowritingSLOsforAdvancedVocationalESL,rubricstoscoreattainment of the writing SLOs for all levels and specific assessment tasks with scoring rubrics forattainmentofthespeakingSLOsforprogramcompletion(levels3,5,7). InordertoaligntheELCivicsunits with SLOs, the scoring rubrics for all writing tasks for that include sentences, paragraphs, 2-paragraphcompositions,andessays(ELCivicsUnits#14,#32,#11,and#49)havebeenrevisedtoalignwiththewritingrubricsfordifferent levels.Thisway,theseELCivicswritingtasksarealsosuitableforlevel completionwriting assessment purposes. Similarly, EL Civics speaking rubrics have been alignedwith the existing rubrics for oral presentations (EL Civics #11 and #40). In BIT, all new courses andprogramshaveclearlydefinedlearneroutcomes,statedintheCourseOutlines.OldercoursesarebeingrevisedtoclarifytheGoalsandObjectives.HospitalityandConsumerServicescoursesallhavegoalsandobjectives listed in their course outline and most have SLOs. Each teacher can develop their ownsyllabus and SLOs. Parent Ed course syllabi include clearly defined learner outcomes based on therespective course outline. In the DSPS program, each student in every class has a Student EducationContract(SEC)whichdefinesthestudentgoalsandobjectivesandthecourseSLOsareembeddedinthesyllabus.TheSECisonfileeachsemesterforDSPSstudents.IntheEmeritusprogram,eachcoursehasthree SLOs. Healthcare Careers outcomes are measured by course completion and graduationachievements. booksandsupplies,andstaffdevelopment.Theagreedupongoalsareusedtoprioritizehowfundsareallocated.Forexample,thecourseoutlinesforESLarebeingrevisedtoimplementCollege&CareerReadinessStandards.Subsequently,fundswereallocatedtobegintherevisionprocess.Similarly,tomeettheneedofprovidingmorecurriculumtopreparestudentstogotocollege,extradollarswereallocatedtodevelopnewELCivicsmodulesfocusingontransitiontocollegeandworkplaceskillstomeetWIOArequirementsandstudents’needs.AddtherecentAB86-fundedpilotofnewhybridESLclasses.

TheBITdepartmenthasmadeitapolicytoreviewandmodifycurriculumonacontinual,andoftenmonthly,basistomeettheneedsofachangingindustrywiththegoalofcreatingclearpathwaysthatbetterpreparestudentsforcareeradvancementandemployment.TheprogramhasdevelopedaBITCurriculumTaskForcewithacurriculumspecialistposition.Generally,thereareonetotwoprogramsindevelopmentorintheprocessofrevisionatanygiventime.TheTaskForceenablesBITtoquicklyrespondtoconstituentandbusinessneeds,andreviseand/ordevelopnewcurriculum.Hereareseveralexamplesoftheworkbeingaccomplished:

1. CreatingandmodifyingexistingcoursestoalignwithIndustrycertifications

Example:TheDOD(DepartmentofDefense)Directive85701requiresmembersofthemilitary,contractors,andemployeeswithprivilegedaccesstoaDODsystemtoobtainacommercialcertification,suchasA+,Network+,andSecurity+.Thedefenseindustryanditssubcontractorsvaluethesecertifications.Inresponse,BIThascreatednewprogramsthatincludethesecourses,suchastheDesktopTechProgram,whichincludesA+andNetwork+,andtheSecurityEssentialsProgramthatincludesNetwork+andSecurity+.

2. Creatingmorecompact,targetedprogramsdesignedtohelpstudentsachievetheirgoalsquicker

Agreatexampleofthisisthenewsingle-semesterLinuxServerAdministrationprogram.ThereishasbeenasurgeindemandforLinuxSystemadministrators.Tohelpstudentstakeadvantageofthis,BIThasdevelopedanewprogramcertificate,LinuxServerAdministration,thatcanbecompletedintwocoursesinasinglesemester.WindowsSystemAdministrationProgramisanothersingle-semesterprogramthatisalsobeingimplemented.Bothprogramshavebeenapartofamuchlargertwo-semesterprogram,WebServerMaintenanceandSecurity.Becauseofthelengthandcommitmentrequiredtoearntheprogramcertificate(over850hoursacross36weeks),studentsfounditdifficulttocompletetheprogram.

3. Creatingprogrampathwaysthatofferstackablecertificates

Forexample,studentswhocompletetheentry-levelComputerRepairTechnicianprogram,whichiscomposedoftwocourses,canearnasecondcertificate,theDesktopTech,bycompletingonlytwomorecourses:BasicNetworkConfigurationandWindowsOperatingSystems.Bycompletingonlyonemorecourse,NetworkSecurityBasics,thecanearnanadditionalcertificate,SecurityEssentials.Bycompletingfivecourses,studentscanearnthreecertificates.

Inaddition,theongoingcurriculumreviewandrevisionprocessinBIThasenabledustoseekandapplyfundingtoneededprograms.Forexample,usingone-timeenhancementfundingforCTEprogramswasusedtosupportcurriculumdevelopmentfornewprograms,aswellasforinstructionalequipmentandmaterialsupportandprofessionaldevelopment.Inaddition,mini-grantsweresoughttosupportcurriculumdevelopment.Finally,fundswereappliedtobringtheBusinessInformationTechnologyWorkerProgramtoalignmentwiththeStatelevelrequirements.

InHospitalityandConsumerServices,facultyandadministrationcontinuallyreviewindividualcoursesandprograms,andcreatenewcoursesandprograms.TheHCSdepartmentcurrentlyconsistsofthreeFoods/Nutrition/CulinaryArtsprogramsandtwoFashionprograms,aswellassingleemphasiscourses.Inthepastyear,threenewCTEprogramshavebeencreatedandapproved.CulinaryArtsandSciencesisanewtwo-semester,900-hourprogramwithmanagedenrollmentdesignedforbeginningtointermediateskilllevelwork.Thisprogramwascreatedtomeetthedemandforculinary-relatededucation,whichcontinuestobeveryhighinSanDiego.Also,approvedatthestatelevelisthetwo-courseAdvancedCulinaryArtsProgram,whichwillfocusonculinarybusinessandtrendsinculinaryapplications.Bothprogramsarefullysupportedbycounselingandgenderequityprograms.Whichgenderequityprograms?Inaddition,theClothingConstructionprogramisaprogramthatincludesanintermediatelevelclothingconstructioncourse.Theinclusionofsustainablefashionandgreensewingreflectsindustrytrendssuchastheemphasisonsmall“maker”businessdevelopment.IsClothingConstructionanothernewprogram?Doesitincludesustainablefashionandgreensewing?It’snotindicatedabove.

Curriculumreviewinformsfundinginseveralways.Curriculumreview,inparticularintheCTEandemployment-orientedprograms,involvesreviewingmarketplacedemand,aswellasdemographics,andincludesinputfromindustrypartners,suchasanAdvisoryBoardand/orcommunitypartnerships,andinsomecasesmustconsiderspecificlicensingrequirements,suchasintheHealthcareCareersProgram.Thistie-intoindustryneedscanoftendrivethedevelopmentofnewcurriculum,aswellastherevisionofcurrentcurriculuminordertomaintaincurrencyandrelevance.Curriculumreviewalsoenablesallstakeholdersto‘seethebigpicture’forSDCEstudentsandthecommunityasawhole.Faculty,programChairs,Deansandadministratorsworktogethertoidentifyimportantneedsinallareas,andusethedataandinformationtohelpinformandadvisefundingdecisions.WhencoursesseemtobelowonattendanceandFTEs,programsarewillingtolookattheseconcerns,andworktogethertoaddressareaofconcern.ProgramsalsoreportedthatCoursedevelopmentisacriticalcontinuousprocess,regardlessoffunding.Often,theProgramChairmeetswiththeDeanascurriculumneedstobechanged,andourbudgetallocationchangesastrendsareassessedforviabilityandimplantedintoprograms.

Sincecurriculumisreviewedonaprogramlevel,decisionsaboutfundingareaffecteddifferentlyindifferentprograms.

TheABE/ASEdepartmenthasbeenreviewingitscoursesandprogramstocreateclearpathwaysthatbetterprepareourstudentsfortherigorofcollege.ThecurriculumreviewprocessenabledtheABE/ASEprogramtodeterminetheneedtoshiftfromanindependentmodeltoasubject-based,cohort,acceleratedprogram.Theprogramalsodeterminedaneedtoassessthehighschoolequivalencyprogramduetorecentchangesinhighschoolequivalencyexams.Fundingsupportedthereviewofexistingcurriculum(whichincluded:revisingallhighschoolcoursestofollowanacceleratedformat,integratingtechnology,andmirroringtherigorofcollegeexpectations),aswellastheadditionofnew“high-demand”STEMcourses(includingBiology,EarthScience,andIntegratedMath).

Asaresultofthiscurriculumreviewprocess(andresultingchanges),fundingprovided:

TheESLProgramreviewscurriculumandusesavarietyofstrategiestoensurethatthecontentisaccurateandrelevanttochangingstudentdemographicsandneeds.OnewaythatcurriculumisaddressedisthroughtheESLcommitteestructure.TheVESLCommitteedevelopedanon-lineCareerInterestsurveytomakesurethatthecurriculumofferedmatchesstudents’careergoals.In2013-14,theAdvancedPrevocationalESLprogramwasexpandedbyofferinganewclassbasedontheBurlingtonEnglishCareerPathwaysProgramthatoffersinstructiononawiderangeofcareeroptionsatMiramar,CEMesa,andintheafternoonatMid-City.TheESLTextbookCommitteeupdatestheapprovedCoreTextbookListonaregularbasis.In2013-14,thecommitteealsoreviewedreadingandwritingtextbooksandcreatedalistofsuggestedbooksbylevelofinstruction.TheCommitteefrequentlyinvitesrepresentativesfromthevariouspublisherstomakepresentationsabouttheirnewbooksandsupplementalteacherpresentationsoftware.Everyyear,theESLLearnerPersistenceCommitteerevisesordevelopsmaterialstopromotelearnerpersistence.TheCommitteehasbeendevelopingandrevising

orientationtoolsformanyyears,includingtheESLStudentGuide,CommunityResourcepages,OrientationVideo,andOrientationPowerPoint.TheCommitteemadeitaprioritythisyeartorevisetheOrientationPowerPointtoincludeaPowerPointforbeginninglevelstudentsandoneforintermediate/advancedlevelstudents.ThePowerPointsarealsobeingcustomizedtomeettheneedsofeachcampus.

ThelargeELCivicsprogramisconstantlyrefininganddevelopingcurriculumtomatchthechangingdemographicsandneedsofourstudents.Everysummer,therearefocusgroupsthatreviewthecurrentELCivicscurriculumandmakesuggestionsforrevisionsornewcurriculum.Inaddition,inputissoughtfromstudentsatalllevelsofinstruction,whoareaskedtocompleteinterestsurveystomakedecisionsonwhatcurriculumwillbeofferedinthecomingyear.

ThedemographicinformationthatiscollectedintheESLplacementofficeindicatesthatthepopulationincludesstudentswithawiderangeofeducationalbackgrounds.Tomeettheneedsofstudentswithlimitedformaleducation,specializedliteracyclassesareofferedatthelargeMid-CityCampus.Itisaprioritytoprovideinstructionalaideorvolunteersupporttoworkone-on-onewithstudentsinthoseclasses.Instructionalmaterialshavebeendevelopedforstudentswithliteracyneeds,includingabinderofphonicslessonsthatisprovidedtoallbeginninglevelinstructorsatallcampuses.Thedemographicinformationhasalsoshownthatthegoalofmanyofthehigherlevelstudentsistoentercollegeorcareertraining.Asaresult,theESLTransitiontoCollegeandAdvancedPrevocationalclassofferingshavebeenexpanded.

SincetheESLCourseOutlineshavenotbeenupdatedinmanyyears(since2007),lastSpringitwasmadeaprioritytodevelopaLevel5CourseOutlinetouseasaprototypefortheotherCourseOutlines.Thisyear,thegoalistodesignatefundstodevelopCourseOutlinesforLevels4,6and7.

AproposalwassubmittedtoAB86lastspringtoreviewtheexistingESL/CitizenshipcourseoutlineanddevelopanewonlinecourseoutlineandcurriculumthatreflectsthecurrentrequirementsoftheUSCISnaturalizationprocessandmeetstheneedsoflearnerswhoareunabletoattendon-siteclassesregularly.Inaddition,ESLhassubmittedaproposaltowriteacourseoutlineandcurriculumforahybridAdvancedPrevocationalESLclassforstudentswhoareunabletoattendregularface-to-faceclasses.Iftheproposalisaccepted,thecoursewouldusetheBurlingtonEnglishCareerPathwaysProgram.Itisagoaltocreatecurriculumtoprovideinstructionthatwillbeaccessibletostudentsviaavarietyofdigitaldevices,includingthetabletandsmartphone.

TheESLProgramalsorecognizestheneedtorevisecurriculumtoaddresstheCollegeandCareerReadinessStandardsatalllevelsofESL.Lastsemester,threefacultymembersandtheESLDeanattendedaCALPROCommunityofPracticeonCollegeandCareerReadinessStandardsclassbothon-lineandface-to-face.TheleadershipteamwillbedevelopingaplantoprovideprofessionaldevelopmenttoourfacultyandrevisethecurriculumtoincorporateinstructionthatmeetstheCCRstandards.FundingwillsupporttherevisionofthecourseoutlineswithimplementationofCCRS.

HCSreportedthattheyhavelimitedfundingforcurriculumdevelopment,althoughtherearesomefundsavailableviathePerkinsGrant.However,therecurrentlyisnobudgetforextrastaffortechnicians.Thisisanidentifiedneedanditishopedthatitcanbeaddressedinthenearfuture.

ForParentEd,thereviewprocessinvolvesadvisoryboardinput,localmarketdemands/communityneeds,studentsuccess/employmentopportunities,andtransferreadiness.Oncetheseareasexaminedandevaluated,fundingdecisionsarethenmadebasedonthefindings.Anexampleofthisoccurredwiththeevaluationofthe‘fostercare’course.Aftermeetingwithcountyfostercarerepresentatives,itwasdiscoveredthatstateguidelineshadchangedforlicensingpotentialparents.Thenewrequirementsdemandthatfosterparentsaretrainedbytheplacementagency.Thismeantthecurrentcoursewasno

longerrelevantnornecessary.Itwasalsodiscovered(throughfacultyefforts,communityconversations,reviewofcountydata)thateducationalsupportisgreatlyneededAFTERbecomingafostercareparent.Thestaterequireson-goingparentingcoursesspecificallygearedforthispopulation.Whiletheseareabundantintheeastcountyarea,thisseemstobeanunmetneedinthemorecoastalregionswhichareintheSDCEservicearea.Asaresult,thereisagoaltoinvesttimeandresourcesintoupdatingthisparticularcurriculumandbuildingstrongercommunitycollaborationswithfostercarenetworks.Anothergoalistohavemoreinterdepartmentalcollaborationandsharingoffundsforsuchcriticalprograms.

InDSPS,Counselors,ProgramChairsmeetregularlywiththeDeantodiscusscurriculumdevelopmentandcurricularneeds.TheDeanworkswiththeCEBudgetCommitteetoarticulateprogramneedsanddeveloprecommendations.Facultymaybeassignedtodevelopcurriculumforthedepartment.

FortheEmeritusProgram,curriculumreviewallowsfacultytoexaminecurrentpracticesandmakechanges/improvementsbaseduponstudentneeds(versuslabormarketdemands).Forexample,oneareathathasbecomecriticallyimportantforseniorsismemoryretention.Instructorsinallemeritussubjectareasunderstandtheimportanceofpreventingordelayingdementiarelatedissueswiththeirstudentpopulations.Forthisreason,theprogramhasoptedtoinvestresourcesintocoursessuchas“BrainFitness.”Throughcurriculumreview,facultyalsoexaminestudentassessmentdataandmakedecisionsthatareresponsivetoidentifiedneeds.

InHealthCareers,Curriculumdevelopmentistheresponsibilityofallfacultymembersandcurriculumisdevelopedbyinstructorsandchairpersons.Theyreportthatfundingisadequateforcurriculumdevelopment.FacultyandDeansalsoworkwiththeSDCECurriculumCommitteeindevelopingnewcoursesandcurriculum.

CTEreliessignificantlyoninputfromourindustrypartnerswhoserveonourAdvisoryBoardstoidentifynewskillcompetenciesaswellasequipmentrequirementstoensureourstudentsarebeingtaughtthemostcurrentskillsrequiredbyindustrytoday.Thesewillresultofteninmodificationsintheexistingcurriculumtoaugmentwithnewtechniquesandequipmentandeliminatethosetechniquesthatareoutdated.EquipmentrequirementsforallCTEprogramsarecostlyandnotgenerallycoveredthrough1010funding.SourcesoffundingforsuchequipmentsincethelastaccreditationvisithasbeenSB70,IELM,Perkins,andCTEEnhancementfunds.TheCTEEnhancementfundswasaoneyearmoneydistributedfromtheStateofCaliforniatohelpaddressthecriticalneedforCareerTechnicalEducationprogramswhicharemeetingthetrainingneedsofthoseindustrieswithnewjobpotentialtoexpandourprogramswithnewerequipmentandexpandourofferingstomeetthegrowingdemandforsuchcourses.

SDCE facultyare involvedatevery levelof curriculumdevelopment inavarietyofways. InABE/ASE,facultyareinvolvedincurriculumdevelopmentdependingontheirlevelofformaltrainingincurriculumdevelopment and specific subject-related expertise. In ESL, oneof the largest programs, facultymayvolunteerforcurriculumdevelopmentcommittees,andtheremaybecurriculumdevelopmentwhichiscompensated in some cases. Program Chair and Assistant Program Chairs consult on issues and forideasrelatedtocurriculum,andfacultyworkcollaborativelytodiscussandshareideas. InBIT,facultysubmit their own course content and there is a Curriculum Task Force, which adds another level ofreview. HCS faculty stay aware of industry needs, and make course/program proposals voluntarily.ParentEdfacultyareencouragedtocontributenewcourseideasanddevelopcurriculuminmanyways,forexample,atdepartmentmeetings,throughemails,facultycollaboration,etc.InDSPS,facultyworkboth individually and collaboratively in this area. ThelargeELCivicsprogramisconstantlyrefininganddevelopingcurriculumtomatchthechangingdemographicsandneedsofourstudents.EverysummertherearefocusgroupsthatreviewthecurrentELCivicscurriculumandmakesuggestionsforrevisionsornewcurriculum.Inaddition,inputissoughtfromstudentsatalllevelsofinstructionwhoareaskedtocompleteinterestsurveystomakedecisionsonwhatcurriculumwillbeofferedinthecomingyear.ThedemographicinformationcollectedintheESLplacementofficeindicatesthatESLstudentscomewithawiderangeofeducationalbackgrounds.

Tomeettheneedsofstudentswithlimitedformaleducation,ESLoffersspecializedliteracyclassesatthelargeMid-CityCampus.Itisaprioritytoprovideinstructionalaideorvolunteersupporttoworkone-on-onewithstudentsinthoseclasses.ESLhasalsocreatedinstructionalmaterialsforstudentswithliteracyneedsincludingabinderofphonicslessonsthatisgiventobeginninglevelinstructorsatallcampuses.Thedemographicinformationhasalsoshownthatthegoalofmanyhigherlevelstudentsistoentercollegeorcareertraining.Asaresult,ESLhasexpandedtheTransitiontoCollegeandAdvancedPrevocationalclassofferings.SincetheCourseOutlineshavenotbeenupdatedinmanyyears(since2007),lastyearitwasmadeaprioritytodevelopaLevel5CourseOutlinetouseasaprototypeforourotherCourseOutlines.ThisyearitisagoaltodevelopCourseOutlinesfortheotherlevelsofESL.AproposalwassubmittedtoAB86lastyeartoreviewtheexistingESL/CitizenshipcourseoutlineanddevelopanewhybridcourseoutlineandcurriculumthatreflectsthecurrentrequirementsoftheUSCISnaturalizationprocessandmeetstheneedsoflearnerswhoareunabletoattendon-siteclassesregularly.Inaddition,theprogramsubmittedaproposaltowriteacourseoutlineandcurriculumforahybridAdvancedPrevocationalESLclassforstudentswhoareunabletoattendregularface-to-faceclasses.Iftheproposalisaccepted,thecoursewouldusetheBurlingtonEnglishCareerPathwaysProgram.ItisagoaltocreatecurriculumtoprovideinstructionthatwillbeaccessibletostudentsviaavarietyofdigitaldevicesincludingthetabletandSmartphone.TheESLProgramalsorealizestheneedtorevisethecurriculumtoaddresstheCollegeandCareerReadinessStandardsatalllevelsofESL.LastsemesterthreefacultymembersandtheESLDeanattendedaCALPROCommunityofPracticeonCollegeandCareerReadinessStandardsclassbothon-lineandface-to-face.TheleadershipteamwillbedevelopingaplantoprovideprofessionaldevelopmenttoourfacultyandrevisethecurriculumtoincorporateinstructionthatmeetstheCCRstandards.
