Jurors in a federal civil rights trial have awarded
$33.5 million to the family of a man who was shot
and killed by a San Bernardino County sheriff’s
deputy during a 2015 encounter at the El Rancho
Motel in Barstow.
The eight-member jury deliberated for around two
hours before unanimously awarding the parents of
Nathaniel Harris Pickett Jr. $15.5 million in
compensatory damages and $18 million in punitive
damages, said Dale Galipo, a veteran civil rights
attorney from Woodland Hills who represented the
family during the trial.
“It’s the jury’s way of saying they will not tolerate
the continued police shootings of unarmed people.
The message it sends is that unjustified shootings
will not be tolerated,” Galipo said.
He said he thought the jury’s monetary award
might be the largest in the country involving a
police shooting, and certainly the largest he has
received from a jury in the 15 years he has been
trying excessive use of force and wrongful death
cases involving police.
“I need to step back and pinch myself. It’s almost
unbelievable,” Galipo said.
San Bernardino County spokesman David Wert
referred comment to the Sheriff’s Department.
“We strongly disagree with the outcome based on
the evidence in this case,” sheriff’s Lt. Sarkis
Ohannessian said in a statement. “Our attorneys,
the department and the county, will be discussing

appealing the jury’s award.”
The federal lawsuit accused Deputy Kyle Woods of
shooting an unarmed, mentally ill Pickett after a
foot chase that began shortly after 9 p.m. on Nov.
19, 2015. Pickett had fallen down, the lawsuit
alleged, and was on the ground, scooting back
when the deputy shot him in the chest.
The San Bernardino County District Attorney’s
Office concluded that the shooting was justified.
County prosecutors wrote in a report released in
November 2016 that Woods believed Pickett was
under the influence of a controlled substance and
that Pickett had resisted arrest and punched the
deputy, fracturing his nasal bone and knocking his
head on cement.

The DA’s report indicated that Pickett attempted to
grab Woods’ gun, causing the deputy to feel he was
in a “life or death struggle with Pickett.”
Attorney’s for the Pickett family disputed the DA’s
findings, and accused the deputy of changing his
story multiple times.
“This was an outrageous and egregious killing of
Nathaniel Pickett. There was no justification for
the detention, arrest, and the use of deadly force,”
said Victorville defense attorney Sharon Brunner,
who along with attorney Jim Terrell also
represented Pickett’s family in the case. “There
were so many other things this deputy could have
done to de-escalate the situation that would have
not resulted in Nate’s death. It was just shocking.”
Terrell called the shooting “malicious” and said
Woods was a rookie with four months on the force
when he killed Pickett.
Ohannessian said Woods is still employed by the
department. He could not immediately say how
long Woods has been working for the department.
In awarding the monetary damages to Pickett’s
family, the jurors found that the deputy
unreasonably detained Pickett, unreasonably
delayed medical aid and was negligent in the use of
deadly force, the attorney’s said.
Galipo – who in recent years has represented
families of high-profile officer involved shooting
victims in Anaheim and Long Beach, among other
cities – said Pickett’s parents are pleased with the
verdict, but still frustrated that the deputy won’t
face criminal prosecution.

Brunner said she hopes Wednesday’s jury award
will prompt the federal government – the FBI and
U.S. Attorney’s Office – to investigate further and
prosecute Woods. She said that has always been
the main focus of Pickett’s parents. Pickett’s
mother, Dominic Archibald, spoke out about the
shooting during a May 2016 press conference in
Victorville.
Galipo noted that surveillance video from the
motel captured Pickett tripping, falling and
scooting away from Wood’s, but did not show
Pickett striking the deputy.
While it wasn’t mentioned to jurors, the attorneys
noted that Woods was also involved in a second
officer-involved shooting earlier this year in
Barstow.
On Jan. 14, a deputy Terrell and Brunner identified
as Woods chased Ryan Scott Martinez, 27, after he
refused to pull over for a traffic stop. Martinez,
who had a felony arrest warrant for an assault case
out of Kern County, apparently lost control of his
vehicle and overturned in a drainage ditch, at
which point he was shot by Woods.
Terrell said he will likely be filing a federal lawsuit
against Woods on behalf of Martinez, who survived
the shooting. Brunner said Martinez was unarmed
and had his hands raised at the time of the
shooting. It is believed the bullet pierced
Martinez’s hand before entering his chest, possibly
saving his life, she said.

Nathanael Pickett had recently moved into the El Rancho Motel in Barstow when he wasapproached by a San Bernardino County deputy who suspected him of trespassing.

The jury deliberated about two hours in the civil case, weighing conflicting versions ofthe November 2015 encounter, before returning the verdict. The sum, which experts sayis among the largest in police shooting cases, includes $15.5 million in compensatorydamages and $18 million in punitive damages.
The county "tried to sell a story to the jury about how the incident happened that the juryrealized, through the presentation of evidence, was not true," said Dale K. Galipo, anattorney representing Pickett's parents. The large award, he said, is "a signal thatmembers of our community are no longer willing to tolerate these unjustified policeshootings."

"Our attorneys, the department and the county will be discussing appealing the jury'saward," she said.
In a brief filed in court last month, attorneys for the county said Deputy Kyle Woods wason patrol when he saw Pickett looking back at him several times as he crossed a street.When Pickett disappeared, Woods surmised he had jumped a fence into the motelparking lot and followed, jumping it himself.
When Woods approached, Pickett gave the deputy a false name — he spelled his lastname "Piggett" — and appeared to be under the influence because he was twitching andhad a white coating on his tongue, the filing said.
Woods tried to detain Pickett, but he ran, the filing said. During an ensuing scuffle, thecounty argued, Pickett mounted the deputy and punched him multiple times.
Woods felt he was losing consciousness, pulled out his gun and said: "Stop, I'm gonnashoot you," the filing said. The county argued that Pickett grabbed the gun, promptingWoods to open fire in fear of his life.
Galipo disputed the deputy's version of events, pointing to video captured by motelsecurity cameras as well as photos of Woods taken an hour after the incident.
Despite saying that he was punched in the face more than 10 times, Woods had no visibleinjuries, Galipo said. The video recording doesn't show Pickett throwing any punches andwitnesses didn't see Pickett grabbing the deputy's gun, he added.
"It was a made-up story," Galipo said, adding that the deputy waited 28 days beforegiving a statement about the incident. "The jury realized it was all made-up."

about. In that case, the man survived.
Jody D. Armour, a professor at USC Gould School of Law, was struck by the large sum,especially the amount awarded for punitive damages. The verdict should send a messageto the agency to improve training and hiring practices, he said.
"The jury was convinced that there was clear and convincing evidence that the officer wasnot merely negligent and unreasonable in killing the victim, but that his behavior wasegregious, that it was characterized by malice," Armour said. "I remember $5-, $7-, $8-million awards, but nothing in this area."

A Los Angeles lawmaker says California needs new statewide laws that boost earthquakesafety, and wants to toughen rules on how strong new buildings should be and requirecities to identify buildings at risk of collapse.
Assemblyman Adrin Nazarian (D-North Hollywood) said the bills are important forkeeping California functioning after a major earthquake.

California's construction requirements are so minimal that even a new building can belegally built to a weakness that would leave it severely damaged in an earthquake — somuch that it would have to be torn down, Nazarian said.
"If new buildings need to be demolished and rebuilt, you can imagine that, in a place likedowntown L.A., what a standstill the economy will come to, and how many years it willtake to rebuild and how daunting and taxing it will be," Nazarian said.
Others defend the current building standard as appropriate — even though a newbuilding may so weak it must be demolished, it is still designed to prevent death andavoid a catastrophic collapse.
The first bill, AB 1857, would instruct the California Building Standards Commission toincrease minimum mandatory building standards for most types of buildings in the state,such as apartments, office buildings and commercial spaces, but would exempt single-family houses and duplexes.
The goal is to keep new buildings usable after a major earthquake. Even if people areforced to temporarily move out, the aim is to keep damage limited so repairs can be madewithin days or weeks, rather than a year or more.

Nazarian said he wants the new building regulations to become effective in 2023 as partof a scheduled update of the California Building Standards Code.
Seismologist Lucy Jones, formerly a science advisor for risk reduction with the U.S.Geological Survey, has been a big advocate of increasing California's minimum buildingstandards. Construction costs would only rise 1% to 2%, Jones said, citing an estimatefrom Keith Porter, a University of Colorado Boulder research professor.
Under existing building rules, a large earthquake could render unusable so many housingunits that it would trigger a mass exodus much like New Orleans suffered after HurricaneKatrina, Porter wrote in a report.
"We want a resilient society. But we can't have that if our buildings are not operationalafter an earthquake," Porter said in an interview. "If you can't go back into your buildingafter an earthquake, it's a disposable building."
The state's building codes allow for as much as a 10% chance that a new building willcollapse in the maximum credible earthquake, Jones said.
When a magnitude-6.3 earthquake directly hit Christchurch, New Zealand's third largestcity, in 2011, 70% of the buildings in the central business district were damaged, but allwere completely closed because it was too dangerous to be anywhere downtown, Jonessaid.
"When you look at the economic disruption...it means tenants can't go to work, it meansneighbors who can't use their buildings, it potentially means people don't have a home,and it leaves businesses who don't have workers," Jones said. "The financialconsequences land on all of society."
Representatives of the California Building Industry Assn., which represents constructioncompanies, cast doubt on whether tougher mandatory minimum building rules wereneeded for the entire state.

"Although making residential buildings more earthquake resilient is a noble endeavor, ithas to be balanced with addressing the challenge of making new housing and apartmentsas affordable as possible," Dan Dunmoyer, president of the California Building IndustryAssn., said by email. "We are in active discussions with the author in hopes of findingthat needed balance."
The group's senior engineer, Bob Raymer, said he did not think the state's minimumbuilding codes are too weak. Raymer suggested having an expert committee writestandards for tougher building codes would allow individual cities and counties thechoice of adopting more stringent rules.
"I think there is very good merit to having a more stringent standard available for use ona voluntary basis," Raymer said. "A one-size-fits-all [approach] is probably notappropriate for California."
The Building Owners and Managers Assn.'s Greater Los Angeles chapter has not taken aformal position on the bill, but its vice president for public policy, Martha Cox-Nitikman,said it's worth discussing. "We as a society place a value on having construction staystanding longer," she said.
The board of the Structural Engineers Assn. of California unanimously voted in Januaryto favor stronger minimum building standards.

able to exit and people shouldn't die in new buildings," said Janah Risha, president of theassociation. "But if we look at economic survivability, it is not enough. … What happensto our whole regional economy when residential buildings cannot be reoccupied, whenpeople cannot go into offices for an extended period of time?"
Nazarian's second bill, AB 2681, would require cities and counties to create an inventoryof potentially vulnerable buildings.
Potentially vulnerable buildings include those approved by building officials under the1976 code or earlier, as well as newer buildings built up to the 1995 code that may still bevulnerable, such as steel-frame buildings, and structures with a flimsy ground floor.Single-family houses, duplexes, triplexes and fourplexes would be exempt.
The bill calls on building departments to create an inventory by 2020 and notify owners.Owners would then need to hire an engineer to evaluate the building to determine if thestructure is actually vulnerable in an earthquake.
Cities and counties would then be required to send their building inventory to the stateGovernor's Office of Emergency Services; the office would be instructed to keep thatinformation available as a searchable database on its web site.
One important open question remains: how this bill would be funded.
"We're trying to work through that. We've had some conversations with some stateagencies to see if they can help with this effort, see if there's federal funding for thisprogram," Nazarian said.
Cities have launched their own inventories of seismically hazardous buildings before. A1986 state law required local governments in California's most seismically active zone tocreate an inventory of old brick buildings that can be deadly in earthquakes.
More recently, some cities in California have expanded inventories to other types ofbuildings. San Francisco has an inventory of wood-frame apartments with flimsy groundfloors, known as soft-story buildings; Los Angeles has gone further and also has aninventory of brittle concrete buildings; Santa Monica's list also includes steel-framebuildings.

go to a committee of experts. "Let's come up with a pilot program and come up with amodel ordinance that we input into our code, and local jurisdictions can grab into it."
David Khorram, Long Beach's superintendent of Building & Safety who is also presidentof the California Building Officials organization, said he personally supports both bills.The second bill, he said, would help local elected officials understand where theirvulnerable buildings are located, and leave it up to them to figure out what to do.
"One saves buildings, the other one will actually save lives," Khorram said of the bills. "Asa building official, I'm in support of both."

San Bernardino Sheriff’s department 27-year veteran Lieutenant Jim Considine, 56, acknowledges the
crowd as he is honored in pregame ceremonies as the Hero of the Game at Citizens Business Bank Arena
in Ontario, Calif. Tuesday evening March 14, 2018 prior to the Ontario Reign’s hockey game against
Cleveland. On September 27, 1997, Considine was a deputy sheriff assigned to patrol in the county area
of Victorville, and he assisted his partner on a traffic stop that turned into the nightmare scenario for
him. An assailant with an arsenal did not stop immediately and lured law enforcement to an isolated
area. Once there, the suspect opened fire on Considine and other deputies using an AK-47 assault rifle at
close range. Although Considine was grievously wounded (he was shot four times) he returned fire, and
the attacker was killed. Considine eventually recovered from his injuries, but one of his legs was so badly
injured it prevented him from serving as a deputy any longer. Considine had the injured leg amputated
and eventually returned to the force with a prosthetic leg below his knee. Considine not only qualified as
a deputy sheriff but went on to pass through one of the most rigorous S.W.A.T. programs imaginable
and graduated top of his class. He was holding a MAGLITE flashlight when he was shot that is now in the
MAGLITE Museum where it still has an AK47 round lodged in it. He has stated that the flashlight saved

San Bernardino County sheriff’s Lt. Jim Considine, who returned to law enforcement after losing a leg
because of the injuries he suffered during a nightmare pursuit in the county area of Victorville in 1997,
was honored Wednesday night at the Ontario Reign game.
A lifelong hockey fan, Considine was the hero of the game at the Citizens Business Bank Arena and was
invited to drop the puck to start the game between the Reign and the Cleveland Monsters. During a pre-
game ceremony, a video about Considine’s experience was shown to those in attendance.
A field training officer in 1997, Considine said he and then trainee Rob McCoy were on patrol when they
assisted another deputy with a pursuit that started in Phelan. The man who was fleeing pulled into a
residence, looked like he was going to get out of the vehicle and started firing an assault rifle, he said.
The first shot hit Considine in the hip. As the deputy was falling back, the Maglite flashlight he was
holding took the second round — a square shot that embedded in the flashlight.
The Maglite dropped to the ground, and the suspect kept firing at it. Considine crawled to a tree and
returned fire, he said. He was shot three more times before the suspect, who had multiple guns, was
killed.
“I had never been in anything like that before,” he said.
Prior to that incident, Considine had never fired his service weapon in the nearly seven and a half to
eight years that he had been a deputy.
One of the gunshots went through Considine’s foot and traveled up his right leg, shattering his bones in
his leg. The injuries were extensive, and he retired from the department in 1998.
“I had 24, 25 surgeries,” Considine said. “I never really recouped.”
After saving his leg as long as he could, Considine said he made the decision in 2002 to have his leg
amputated because he wanted his quality of life back. In July of that year, his leg was removed below
the knee and he got a prosthetic leg.
Four years later, Considine returned to the Sheriff’s Department, becoming a patrol deputy in Yucaipa
and then a detective. He also became the first amputee to go through a very rigorous SWAT school.
The Sheriff’s Department, he said, was very supportive from the executive level all the way down.
“The biggest motivator? You couldn’t do it without them, my kids and wife. My wife was very
supportive,” Considine said. Today, he is commander of the department’s Criminal Intelligence Division
in San Bernardino.
Considine credits the Maglite with saving his life. He was holding the flashlight when a bullet knocked it
to the ground, a round that would have struck him center torso. And the light stayed on, drawing the
suspect’s attention and giving him time to crawl to a tree.
“When we discovered what Jim had achieved, especially with our close connection to law enforcement,
we at Maglite were compelled to see his story told,” Tony Maglica, president and founder of Maglite,
said in a statement.
Considine’s flashlight, with the AK-47 round lodged in it, is in the Maglite archives. Maglite is a
contributor to the National Law Enforcement Museum in Washington, DC, and Considine’s video is
expected to go into the museum, he said.
Maglite brought the opportunity to recognize Considine to the Ontario Reign.
“When we found out what a big hockey fan Jim is, (he is a lifelong L.A. Kings Fan) as well as a
former hockey player and youth coach, we knew we had to do this,” Darren Abbott, president of LA
Kings Minor League Affiliates and an Ontario Reign representative, said in a statement.
Considine said he’s ecstatic about the Reign game. What’s his message for people?
“Never give up. Always fight,” Considine said. “I could have curled up, got disability and stayed at home.
But I wanted to come back and make a difference. I wasn’t done.”

The latest traffic numbers released this week show
the upward trend continues.
“That ONT continued to grow and success in
February bodes well as we prepare to take on our
next role as Southern California’s new gateway to
Asia later this month,” said Mark Thorpe, chief
executive officer of the Ontario International
Airport Authority, in a news release.
In February, the airport saw double-digit growth
for the second consecutive month, according to the
latest figures from the Ontario International
Airport Authority.
A total of 353,883 passengers flew in and out of the
airport, which was 10.2 percent more than
February 2017.
Freight shipments were up 19.8 percent, while
mail shipments increased 2.6 percent compared to
one year ago.
Over the past two
months combined,
passenger and cargo
volumes were up by
10.4 percent and 20.7
percent, according to
the release.
“The sustained year-
over-year growth reflects not only our capacity to
handle more customers and cargo but our strong
ability to provide the services and amenities
passengers demand and the hassle-free experience
they deserve,” Thorpe said.

Thousands of high school and middle school students throughout the Inland Empire walked out of class
Wednesday, March 14, to mark the one-month anniversary of the Florida school massacre and urge the
nation’s leaders to take steps to prevent more mass shootings.
At the same time, at most area schools, the events held in solidarity with rallies across the nation tended
to resemble traditional assemblies, as participating students gathered at sports fields or designated
dining areas on campus.
Educators said that was by design, as they embraced the notion of calling attention to the Parkland,
Florida, tragedy and giving students a free hand in organizing events — but not walking off school
grounds.
“It’s obviously better to keep them on the school grounds,” said Christopher Weddle, a spokesman for
the Moreno Valley Unified School District. “If they’re out on the sidewalks, they’re just out in public.”
There, they are exposed to traffic and other dangers, Weddle said.
There were exceptions, however. Students at some Fontana middle schools walked off campus for 17
minutes, then returned to class, officials said.
All protests appeared to be peaceful.
Not reality
For some students, however, turning the event “into an assembly” softened the message of the national
walkout.
Cassandra Tan-Torres, a senior at San Jacinto High School, said that message was not only about
honoring the Florida victims but about urging the nation’s political leaders to take concrete measures to
protect schools from gun violence.
“We want to change something so that it doesn’t happen again,” she said.
And not everybody was happy with how the events were carried out.
David Lowry, father of a freshman student at Canyon Springs High in Moreno Valley, said his daughter
was not allowed to skip the rally and go to the school gymnasium during the walkout, as she requested,
and as officials had earlier said would be available to them. Lowry said his daughter is a member of the
Junior ROTC.
Weddle, the Moreno Valley district spokesman, said he was informed by Canyon Springs officials that all
the students, including ROTC members, were told they did not have to participate if they did not want
to.
The rally at Valley View High School in Moreno Valley was fairly typical of events held around the Inland
area. Attended by about 1,000 students, the event was held at the Valley View football stadium.
Choirs sang solemn songs. Students gave speeches. Other students read names, and short biographies,
of each of the 17 victims. And 17 balloons were turned loose in their honor, one at a time.
Then, following 17 seconds of silence, junior Ian McPherson said it was time to end “the epidemic of gun
violence.”
“Demanding safe schools is not unreasonable. Every student in America should feel safe when they’re at
school,” he said. “But that is not a reality today.”

Just about everywhere, the number 17 became a symbolic representation for the very real victims of the
Feb. 14 massacre at Marjory Stoneman Douglas High School in Parkland, Fla.
The students at the California School for the Deaf in Riverside also honored the victims with the release
of 17 balloons one at a time, said Erika Thompson, a spokeswoman for the school. A 17-second period of
silence was held before each balloon release.
At Public Safety Academy in San Bernardino, freshman students stood quietly behind 17 empty school
desks on Wednesday morning.
“We’ve become desensitized because there have been so many school shootings,” said Tamara Kwinn,
the teacher who proposed the exercise. “I want my kids to know that actual people have died.”
Redlands High School students stood silently for 17 minutes, gathered around a flagpole. They then
placed shoes, photos, flowers and a poster board bearing the names of the victims.
At Beattie Middle School in Highland, students were urged to make 17 positive connections.
As for honoring the victims, that was the dominant theme.
In Jurupa Valley, Rubidoux High School students held a candle-lighting ceremony for the victims. In
Corona, students at Santiago High School read their names.
‘The dancer’
And at Temecula’s Chaparral High, deploying a megaphone, 17-year-old junior Ethan Johnstone read the
victims’ names during an otherwise moment of silence.
“It was really eerie,” he said by phone afterwards. “You could hear a pin drop. All of these names were
echoing throughout the campus.”
Over at the Arlington High campus in Riverside, students walked out of the crowd holding up signs that
described, in a few words, who the victims were, said senior Evan Rodriguez.
Once sign read, “The dancer.” Another read, “The soccer player,” he said.
The idea, Evan said, was to “show that the victims from the shooting easily could have been students
from our own school.”
Turnouts varied from place to place. Evan that 500 to 600 participated at Arlington. An estimated 1,000
students left classrooms at Chaparral High. And Tim Walker, assistant superintent of pupil resources at
Riverside Unified School District, estimated turnouts of 500 at Ramona High School, 300 at North High
School and 1,000 at King High School.
At Notre Dame High School in Riverside, about half of the 500 students walked into the school’s quad.
‘Guns are like drugs’
Reflecting the diversity of Inland opinions, not all students agreed on the antidote to mass school
shootings.
“Guns are like drugs: People will still have them if they’re illegal,” said Patrick Woleski, a 17-year-old
Notre Dame student. “I think we need better security. And mental health needs to be a priority, too.”
Others said gun control needed to be part of the equation.
That sentiment was impossible to miss at Claremont High, where junior Mesha Jones wore a jacket that
read, “NRA,” for the National Rifle Association. She added the word, “sucks.”

Anderson shared an age and a hobby with Guttenberg – 14 and dance. The kindred spirits could’ve been
friends.
In lieu of walking off campus Wednesday to observe the National School Walkout protest, about 60
freshmen at Public Safety Academy in San Bernardino stood quietly behind those empty desks holding
posters they crafted for those killed in Parkland, Florida.
“We’ve become desensitized because there have been so many school shootings,” said Tamara Kwinn,
the teacher who proposed the exercise. “I want my kids to know that actual people have died. To do a
memorial one month after, on the day of the walkout, brings (the message) home.”
Anderson, for one, found perspective in the project.
“Don’t take life for granted,” she said. “You don’t know when your last day will be.”
Kwinn’s freshmen are taking a course called: Bullets of Truth, English and Public Services. In it, they are
reading “This Is Where It Ends,” a fictional bestseller about a student school shooter named Ty.
The teens were in the middle of the book when last month’s shooting occurred. Kwinn had her students
put away the heavy reading material and instead focus on something positive.
Thus, the project.
“An opportunity for my kids to get to know students like them,” Kwinn called it.
Anderson, as a result, learned Guttenberg’s favorite color was orange; hence, her orange poster. Other
students penned notes to those lost: “Goodbyes are not forever,” began one.
For about 15 minutes Wednesday, the freshman class stood stoically behind those desks, a banner
reading: “We will remember 17” affixed along the front.
Following the school’s final military formation, Principal Jennifer Stickel explained the exercise and
asked the student body to recognize their peers’ efforts.
Hooah! they belted.
“I’m really proud of the kids. These are good kids with kind hearts,” Stickel said. “Their sincerity with this
project was inspiring.”
Public Safety Academy, which has 410 students in sixth-through-12th grades, is designed for pupils who
may pursue careers in public service fields such as law enforcement, social work and law. Their school
crest includes the phrase: “Educating tomorrow’s protectors.”
Students recently partook in an active shooter drill, Stickel said; seniors additionally were trained on
how to triage and respond to similar situations.
The posters held Wednesday will soon hang in Kwinn’s classroom as a memorial to the lives lost.
“This community sometimes gets stereotyped,” Kwinn said. “They say these kids aren’t going anywhere,
they don’t succeed. These are kids with heart. The future generation, there’s hope in it.”

About 3,000 Rancho Cucamonga High School students Wednesday, March 14, said “No More” to school
violence.
Around 10 a.m., students took to the football field where they stood to form the words, “No More,” in
recognition of the 17 victims of the Parkland, Fla. shooting.
“Saying no more means we don’t want any more loss of life,” said Danyelle Slmani, 17, a junior and
project manager for the Associated Student Body on campus.
The student-led, and school-sanctioned, “walkout” was among more than 3,000 planned across the
country and around the world.
Students were urged to leave class at 10 a.m. local time for 17 minutes – one minute for each victim of
the Feb. 14 shooting at Marjory Stoneman Douglas High School.
In Rancho Cucamonga, however, students worked with faculty and administrators on the
demonstration, which was meant to honor the victims and show support for the Florida school.
Fourteen students and three staff members wore maroon T-shirts to represent the 17 people killed.
Once everyone was in place, they held a moment of silence.
“It was strictly for the victims,” said Neriah Martinez, 15, commissioner of campus culture with the
Associated Student Body. “It really didn’t have any political climate to it, though some students might
have taken it that way.”
Jeremiah Hamilton, 17, president of the Black Student Union on campus, said the demonstration gave
students a rare opportunity to have a voice.
“We had almost 3,000 students here and we only have 3,400 in the school,” he said. “This is a great
turnout. The message ‘no more’ just pushed us.”
Exercising their voice is something the students are taught, said Principal Cary Willborn, who was on
hand with other staff members to help lead students to their places on the field.
“No matter what we do, this can be kind of a polarizing moment for some people, but even if it happens
it creates conversations, which is so good for our campus,” he said. “We’re educators. Those questions
and their ability to have a conversation in the classroom makes it such a powerful day for us.”
Rancho Cucamonga High School is part of the Chaffey Joint Union High School District, which supported
events on all of its campuses Wednesday.
Principals in the district worked with their students to schedule voluntary forums, moments of silence or
walkouts to a designated location on each campus, said Superintendent Mat Holton in a statement.
“Free expression and civic activity is one of the great privileges that we enjoy in this country, and it’s a
concept that has been rooted in our instructional process,” Holton said. “Our teachers and
administrators encourage students to engage in current social issues and they support expressive
participation by students, as it is done in a responsible manner.”
“These recent events have indelibly changed our perspectives on school safety, and yet we remain
unyieldingly steadfast in our commitment to protect our students and staff,” Holton continued. “Our
students’ intentions to impact the world positively inspires us and fuels our supportive efforts on their
behalf. Unified, we will approach this complex and intense challenge driven to see a better future.”

A San Bernardino man who shot his
girlfriend, who was found in his car along
with their uninjured but blood-covered
baby when he was pulled over in Cathedral
City, pleaded guilty to attempted murder
and other charges Wednesday.
Willie Roy Smith III, 27, shot his girlfriend
in San Bernardino on May 7, 2016, then
drove her into the Coachella Valley while
she bled in his backseat. Their 3-month old
child was secured in a car seat and covered
in the woman’s blood, but was otherwise
unharmed, Cathedral City police Lt. Glen
Haas said.
California Highway Patrol officers
responded about 4 p.m. on May 7 to
reports of a reckless driver on eastbound
10 Freeway, near Date Palm Drive in
Cathedral City, Haas said.

gunshot wounds, Haas said.
The woman, identified only as Jane Doe in
court documents, was taken to Desert
Regional Medical Center. Within the
month, she was well enough to speak with
police and provide them with sufficient
information that placed the shooting
location in San Bernardino, Haas said.
Smith was arrested and a handgun was
found inside the car.
He pleaded guilty Wednesday morning to
attempted murder, dissuading a witness,
violating a court-ordered domestic violence
protective order and drunk driving.
Smith is slated to be sentenced on April 27.

Empire mountains and more is expected through
St. Patrick’s Day weekend, according to the
National Weather Service.
“This current storm sets up Snow Valley and the
Southern California mountain communities for a
fantastic spring break,” said Snow Valley Vice
President and General Manager, Kevin A. Somes in
an email.
The Running Springs resort received 4 inches of
new snow overnight and up to 9 inches are forecast
through Saturday night.
“The string of storms we’ve been enjoying truly is
the ‘March Miracle’ we’ve all been hoping for,”
Somes said. “It’s vital for the economies of the
mountain communities.”
Livecam footage from the Running Springs ski
resort Thursday morning shows snow blanketing
the ski lift.
Bear Mountain Resort in Big Bear also received
about half a foot of snow, according to the resort’s
website.
After clearing Thursday afternoon into Thursday
evening, the National Weather Service forecasters
are predicting more snow is going to hit the area
with snow levels dropping to about 5,000 Friday.
The new snow means snow enthusiasts will be
making the drive to the mountain communities
and California Highway Patrol officials warn
motorists to be prepared.

food and snacks, clothing and blankets. Motorists
should have a full tank of gas and a way to charge
their cell phones.
Caltrans asks those looking to enjoy the snow to
clean up after themselves and not trash the
mountain. In response to the complaints of
residents about the litter left behind by visitors,
Caltrans, the San Bernardino County Board of
Supervisors, Burrtec and Big Bear disposal teamed
up to place trash bins along highways 18, 38, 173
and 330.

Homeless people currently put up in motels after they werecleared from an Orange County encampment began receivingletters Wednesday informing them that their stays were coming toan end and that they were going to be relocated. But details werescant.
“We have referred you to the following housing/residential program,” the form
letter reads, followed by four options: "Mental Health Treatment with
Housing,""Substance Use Disorder Residential Treatment," "Recuperative Care
(residential program)" and “CityNet with referral to shelter."
Andrea Phipps’s letter refers her to "mental health treatment with housing" and
informs her that her Irvine motel stay will end on March 19. It says she should
be ready for transport by 9 a.m. on that day.
No other information is given in the letter, printed on OC Health Care Agency
letterhead, about the referred service.
Phipps, who's four-months pregnant, said she was “very stressed out" after
receiving the letter.
“They’re just saying for me to have my belongings ready by 9 a.m., and they’re
going to be here to pick me up and take me somewhere. Where are they taking
me?” she asked.
Phipps said she had been living in a tent
along the Santa Ana River for more than a
year when the county negotiated a legal
settlement in February that moved nearly
700 homeless people from the
encampment into motels.
Since then, she’s been sharing a motel
room with her partner, the father of her
unborn child, and trying to make
arrangements for the rest of her
pregnancy. She said the pregnancy had
been deemed high risk by her doctor.
The homeless people and their advocates
have become increasingly flustered by the
county’s failure to detail a concrete plan
for moving people from motels into other
temporary or permanent shelter.
“Despite having a full month to come up with a plan, the county unfortunately
really hasn’t come up with any plan,” said Brooke Weitzman, one of the lawyers
representing homeless clients.
Under the legal settlement that cleared the riverbed encampment, the county
agreed to provide minimum 30-day motel stays for the homeless, followed by
“appropriate resources” as deemed necessary by health and housing
assessments that county workers have been carrying out in recent weeks.
U.S. District Court Judge David Carter, who is overseeing the settlement, has
said on several occasions that he doesn't want to see homeless people end up
back on the streets.
The county Board of Supervisors this week approved the use of up to $2 million
to increase the number of beds available in shelters, substance abuse treatment
programs, and mental and physical health recovery facilities, if necessary.
But County Supervisor Todd Spitzer said the funds weren’t needed yet.
“We have a sufficient inventory of beds to handle the demand of those who are
presently living in motels,” he said.
But Weitzman said county officials have failed to provide an inventory of those
beds or to detail a plan for moving homeless people from the motels — which
are scattered throughout the county — to alternative shelter. Several dozen
people could be forced to move by the end of this week as their 30-day motel
guarantees end.

Sheena Innocente, a volunteer social worker who’s been helping the homeless
in motels, said the county’s vague communication of its plan for housing Phipps
and others could exacerbate their mental health problems.
“To give people a notice that they’re going to be transferring out of the motels
without a specific place that they’re going to be going to will send a lot of
people’s anxiety through the roof,” she said.
Weitzman has asked Judge Carter to hold an emergency hearing in the case.
The next hearing is currently scheduled for April 3.
