First bird fest set to soar

BY LORNE ECKERSLEYAdvance Staff

Calling it “an idea whose time has come,” organizer Tanna Patterson said the Creston Valley Bird Fest will be drawing visitors from as far away as Calgary and Vancouver.

“And I don’t think there will be anyone left in Kaslo,” she laughed on Monday, describing the clusters of registrations that have come from communities in Alberta, B.C. and Idaho.

Since the demise of the osprey fes-tival, which for nearly a decade was a popular event at the Creston Valley Wildlife Interpretation Centre, Creston Valley has been without a major birding event. As one of the major migratory bird stops in North America, it deserves better, Patterson said.

“I first got the idea for a Creston Valley festival when we visited the Okeefenokee Swamp in Florida,” she said. “Then last year Tamara Movold and I went to the Wings over the Rockies bird event in Invermere. We talked the whole way back, saying, ‘We could do this.’ We had such a great time there.”

Bird watching is one of the world’s most popular activities and the Creston Valley Wildlife Management Area has had visits by more than 300 species of birds on its 7,000 hectares of protected wetlands.

It’s been a mere four months since the Creston Valley Farmers’ Market wrapped up its 2012 season, but excitement is already building for its 10th season, which starts on Saturday, running from 9 a.m.-1 p.m. next to the Creston Valley Chamber of Com-

merce, a new and permanent location.“Everyone is talking about it,” said man-

ager Martha Boland. “All of the vendors are coming to the office saying, ‘Everyone is so excited.’ The energy around it is just phe-nomenal.”

The new location allows the market to run in one place from May through December, and provides an indoor portion, which gives

vendors selling fine art shelter from the ele-ments, creating a sort of mini art gallery.

“It’s nice to have a hub of similar ven-dors,” said Boland.

Saturday’s season opener is actually the second market of the year; a Spring Beginnings on March 23 sold out its space to over two dozen vendors.

If you assemble three Creston resi-

dents in a room, chances are good one of them knows some-one with Alzheimer’s disease. That’s how prevalent the disease

has become, accord-ing to the non-profit Alzheimer Society of BC.

The statistics are more than just num-bers. They represent local families who

are affected by Alzheimer’s disease and other dementias — people just like the 36 per cent of Canadians who know someone living with the disease.

To help Creston families, the society, in partnership with the Interior Health Authority, offers a one-day caregiver education seminar, Getting to Know Dementia, on May 15.

Participants will receive information about Alzheimer’s disease and other dementias, the brain and treatment options. They will also learn about tools for effective, mean-ingful and rewarding communication with the person with dementia.

Community care nurses will conclude the day with a dis-cussion on local ser-vices.

The workshop runs from 9 a.m.-5 p.m. in the Creston and District Community Complex’s Kootenay Room. Registration is $20. To sign up, con-tact Kathleen at 250-428-8734.

Approximately one in 11 Canadians over the age of 65 has Alzheimer's dis-ease or another dementia. According to the 2011 census, 33.1 per cent of the Creston population is aged 65 and over, compared with a national figure of 14 per cent.

Local caregivers coping with the impact of Alzheimer’s disease or other dementias can get assistance by contact-ing the Dementia Helpline toll-free at 1-800-936-6033, Mondays to Fridays from 9 a.m.-4 p.m.

The audience at the April 24 provincial election candidates’ forum made up for in civility what it lacked in numbers. Fewer than 100 were in attendance to question and listen to the three declared candidates for the May 14 election.

Sponsored by Creston Valley Chamber of Commerce, the forum was run by Creston Valley Toastmasters.

Incumbent Nelson-Creston MLA Michelle Mungall, representing the New Democratic Party, was flanked on stage by Liberal Party candidate Greg Garbula and the Green Party’s Sjeng Derkx. All three reside in Nelson.

After the candidate drew lots to deter-mine the speaking order, Garbula outlined his personal background. He focused on the need for a strong provincial economy from which health, education and social services can improve as more taxation rolls into government coffers.

He has no ambition to be a cabinet min-ister, he said, preferring to focus on con-stituents and “taking care of our region.”

Mungall, who was elected four years ago to succeed previous MLA Corky Evans, said that even in opposition the NDP has done “what some thought would be nearly impossible to achieve.”

She cited stopping the Glacier and Hauser Creek independent power proj-ects, getting attention for the Creston Valley Wildlife Management Area, mak-ing some changes to the DriveAble pro-gram that assesses the ability of seniors to drive vehicles and maintaining 24-hour emergency medical services for Kaslo.

An NDP government, she said, would put an additional $100 million each into education and forestry, promote agricul-ture and stop the Enbridge pipeline proj-ect and the Jumbo Glacier Resort. Another $100 million would be earmarked for needs-based grants to address the skilled labour shortage.

More focus will be put on providing care for seniors in their own homes.

An Adrian Dix-led government will mean “change for the better, one practical step at a time,” she said.

Derkx described his Green Party as “fis-cally conservative and socially progressive.”

Green Party MLAs will always put con-stituents first, the province second and the party third, he said.

His party accepts donations from indi-viduals only, to a maximum of $2,000, and not from large corporations or unions.

He was adamant that expanding exports of liquid natural gas through fracking (hydraulic fracturing) is inviting environ-mental disaster as trillions of litres of water will be required and aquifers polluted.

“As soon as big companies have their foot in the fracking door in the North they will own us,” he said.

With Nelson-Creston ranking 84th out of 85 constituencies in family incomes, there is much work to be done.

“Things are not well here,” he said. “We can do better. … I will put my heart and soul into Nelson-Creston.”

• • •

What follows is a selection of questions and responses from the evening:

•Murray Oswald, general manager of Columbia Brewery, asked if parties planned changes to provincial beer taxes, an important issue for a community in which a brewery is a major employer.

Derkx said he hadn’t given the issue much thought, but that Canada in general already has very high alcohol taxes and duties.

Mungall said the NDP has no plans to increase taxes on beer and is also support-ive of B.C. craft distilleries and vintners. The NDP, she said, fought a Liberal plan to privatize the liquor distribution system, which would have increased retail prices.

Garbula: “There is no plan to increase beer taxes. We’re trying to reduce all cor-porate taxes, and to keep taxes down in general.”

•Unidentified questioner: Is there a plan to return government to the control of human beings from corporations?

Mungall: In 2001, the Liberal govern-ment cut $2 billion in corporate taxes.

“You pay for this with reduced servic-es,” she said. “We all pay for that decision. The point of taxes is for everyone to pay their fair share.”

She said an NDP government would increase corporate taxes to 2008 levels, putting B.C. in the middle of the pack nationally, but “still very competitive.”

Garbula: “A low tax base is why we have had a strong economy and the best job creation record in the country.”

Low tax rates have kept corporations in the province, he said, adding that there was “a sucking sound from corporations and people leaving the province” during the last NDP government regime.

“We lost jobs in the 1990s during an economic upturn nationally.”

Derkx: The question is really about democracy, he said. From 2005-2012 the Liberal party accepted $46 million in donations from corporations and the NDP accepts millions from unions. The practice puts both parties in conflict when deci-sions are made, he said.

•Linda Breault: Services to women have plummeted since 2001. “How will you move toward gender equality in meeting at least international standards for women?”

Garbula: When funds are available, governments can bring in more services. “It was wrong to cut back on social ser-vices,” he said, but when the economy is stronger and revenues are there, the gov-ernment needs to get involved again.

Derkx: “It’s a little bit shameful that women’s incomes are calculated in frac-tions of men’s incomes.” Federal Green Party Leader Elizabeth May and provin-cial Leader Jane Sterk are “two of the most hard-working and smartest women I know.”

Mungall: Since 2011 B.C. has lost 35,000 permanent jobs. An NDP government will bar corporate and union political dona-tions. She is chair of the NDP women’s caucus and said the party will resurrect the women’s equality ministry if re-elect-ed. The province needs to address vio-

lence against women and wage inequality issues.

•Tom Mann: Utilities pay the highest tax rates in the province, except for BC Hydro, which pays no taxes in rural areas. Will candidates support BC Hydro being forced to pay like other utility companies?

Derkx: The current system is unfair. One billion dollars of BC Hydro’s power is generated in our area.

Mungall: There are many questions about how much money BC Hydro actu-ally has, and it is overpaying by as much as double the going rate to independent power producers. She will convene an advisory committee of people with exper-tise.

Garbula: “We need to fight for our region — our area needs that funding.” He will work with regional directors “to make sure we get the best deal.”

•Avril Oliver: “Why are we letting our children go hungry?” B.C. has had the country’s highest level of child poverty until it moved up one notch last year.

Mungall: She ran the Nelson Food Cupboard before becoming MLA. A fami-ly income program would help raise fami-lies out of poverty.

Garbula: The quality of life for all British Columbians has to be improved through opportunities such as liquefied natural gas production and a creation of a prosperity fund. Paying down the debt will allow for the creation of a long-term plan for child poverty.

Derkx: “It’s heart-breaking. Since 2007 things have only gotten worse.”

From page 1Now run by the Creston Valley Food Action

Coalition, the market has come a long way since Marlene Nash, Denyse Erdos and Julie Matthews started it in a parking lot behind Creston Town Hall with less than a dozen vendors. The market now boasts nearly 50 vendors during the summer, and while five or six typically pay in advance for the season, 18 have paid ahead this year.

“It’s like everyone has a sense of wanting to be a part of this,” said Boland. “We’re all coming togeth-er. So many people are jumping on the wagon.”

This year, the Creston and District Public Library will take part every second Saturday, giving away books, waiving fines when appli-cable and offering story time for children.

While baked goods and fresh fruits and vegeta-bles will, of course, be sold this season, Kootenay Meadows (makers of Kootenay Alpine Cheese) will be offering farm fresh milk in glass bottles.

And if you’re looking for a treat, Red Circle Kitchen will be on hand this Saturday, and cus-tomers can, according to Red Circle’s Facebook page, sign up for a smoothie class, have a cup of

tea or get their hands on Annaliese Phypers’ famous raw desserts.

This season, there will be no midweek market, but the farmers’ market will occasionally run at other times in conjunction with special events.

After recently attending a BC Association of Farmers’ Markets conference, Boland was impressed by just how unique the local market is, with higher-than-usual percentage of food sold by local growers and farmers.

“It’s just amazing to be able to have such a wide variety of fresh, local ingredients,” she said.

Observers in the gallery assumed that the April 23 regular Creston town council meeting would have to be postponed, with only Mayor Ron Toyota and Couns. Scott Veitch and Judy Gadicke at the table.

The required quorum of four voters was met, though, by the long-distance participation of Coun. Tanya Ducharme, who was connected to the meeting via speakerphone from a hotel room in Ontario. Coun. Wes Graham later joined in the meeting, also by phone, while on the road to Prince George. A change to town bylaws last year allows for up to two councillors to participate in a meeting by telephone.

Coun. Jerry Schmalz was absent for medical reasons and

Coun. Joanna Wilson was away on personal business.

With a relatively short agenda, council approved new appoint-ments and committee representa-tives to a number of community organizations and directed staff to proceed with collecting informa-tion about a possible idling vehi-cles bylaw in Creston.

Council Briefs•A resolution to add a porta-

ble sludge processing (dewater-ing) system at the wastewater treatment plant was rescinded after an application for a provin-cial grant was unsuccessful.

•A business license report indicated that 11 new small busi-ness licences were issued, as well as a temporary one to the Canadian Coin Association.

•An invitation to compete for the 2013 Open for Business Award was received for information.

•Two requests from the Creston Valley Thunder Cats had to be deferred until Graham joined the meeting via telephone after Veitch, a director on the hockey team’s board, declared himself to be in a conflict of interest position. After Graham joined the meeting, coun-cil voted to contribute $250 from its discretionary account to spon-sor a hole in the upcoming golf tournament fundraiser. Also, once again, the Town of Creston will sponsor a board at the hockey rink, using advertising funds.

•A three-year extension for cleaning services at town hall, the police station, fire hall and public works facilities was approved at a cost of $48,270 a year, up nearly $5,000 from the previous contract.

“As the town and RCMP are satisfied with the service cur-rently provided by White and Clean, and staff time to obtain an

RCMP security clearance for a new contractor staff would take several months, also taking into consideration the expense of advertising and staff time to con-duct a full screening process, it is recommended that the current contract agreement, as amended, be extended for a further three-year term,” said engineering and public works director Iain Bell.

The contract total is significant-ly less than the numbers submit-ted by other contractors in 2010.

•Creston will apply for about $243,000 under the Union of BC Municipalities wildfire fuels miti-gation program to clear some trees and brush on the perimeter of Forest Lawn Cemetery. The town would have to fund 10 per cent, or $27,000 of the total project, a large portion of which could be recov-ered by selling firewood, Creston Fire and Rescue Deputy Chief Mike Moore said.

•Council voted to extend the closing hours of Millennium Park and waive the $150 booking fee for the Blossom Festival association’s use on May 18. A teen music event will be held in the park.

•Permissive tax exemptions, which exempt non-profit organi-zations from paying all or a por-tion of property taxes are being re-examined by town staff and council. Exemptions must be applied for every three years and then can be extended to proper-ties deemed to be “enhancing quality of life (economic, social, cultural).” Each application is reviewed on its own merits.

Among the considerations under review is to place a total cap on the portion of exemptions in relation to the total of property taxes. Currently, about two per cent of Creston property values are exempt, in what equates to a financial donation by taxpayers.

If we learned anything at last Wednesday’s candidates’ forum at Prince Charles Theatre it’s that voter enthusiasm for the May 14 provin-cial election isn’t exactly bubbling over, at least locally.

Late arrivals wouldn’t have been scrambling to find a seat — a good three-quarters remained empty throughout the evening. Those who did attend, for the most part, people I would describe as the usual suspects, were polite and respectful. The audience didn’t appear to be overtly partisan, either. Each of the three candidates got applause for responses and there wasn’t a sound of derision during the entire event.

The format for the event was a good one. Previous forums have often focused on control, but this one gave each candidate a few min-utes to introduce themselves and then it was up to the public to come up with questions. Putting Toastmasters members in charge of timing is always a good idea, and to say that the evening ran smoothly would be an understatement. In the end, only one person who spent a few minutes in line to get a chance at a microphone failed in the attempt.

MLA Michelle Mungall, the NDP candidate who rolled to victory over opponents including long-time regional district director Josh Smienk four years ago, was easily the most articulate of the group. But incumbents always have an advan-tage — they know the issues and the system. They don’t get caught up in questions that don’t pertain to their particular level of government.

Challengers Greg Garbula, Liberal, and Sjeng Derkx, Green, acquitted themselves very well, and kudos to them, because for both this is their first shot at public office.

One Facebook comment posted after the forum suggested we should just be able to send all three to Victoria to represent us.

The most surprising moment of the evening came not from the can-didates. Lister hay-beef-chicken farmer Randy Meyer got a memora-ble reaction when he stood to speak about the added costs to farming from the provincial gas tax. Tractors and trucks have to be fueled up to use, he said. There aren’t electric options at this time. But why, he asked, don’t farmers get credit in the form of carbon offsets for growing crops that clean the air as they absorb carbon dioxide and release the oxygen?

Surprised by the question, I paid close attention to the response of the candidates, and it was priceless. Clearly they all were thinking like many in the audience — why haven’t we heard this suggestion before? In retrospect, it seems like an obvious idea that could well be the savior of our provincial agricultural sector, but no one I have talked to since has heard the concept being raised before.

I talked later to Regional District of Central Kootenay chair John Kettle and Creston Mayor Ron Toyota and they both thought the carbon credit idea is worthy of pur-

suit. Mungall, Garbula and Derkx all responded posi-tively, promising to take the proposal back to their respective parties.

As for candidates’ responses to questions, Derkx wins the award for providing the most surpris-ing answer. Mungall and Garbula had both given Kettle the answer he wanted

by promising to fight further down-loading of provincial responsibilities onto local governments and commu-nities. It’s an issue that has plagued rural areas especially for more than a decade. Municipalities and region-al districts rely on property taxation to fund programs and it’s a tremen-dous challenge to meet expectations of local taxpayers.

Derkx, though, told Kettle that a Green Party government would not only continue the trend, but increase it in virtually all areas, health and education included. The Green downloading, though, would have one major difference, he said. It would include funding so that com-munities would have much more say in how and what services are offered.

The forum made up for in sub-stance what it lacked in public atten-dance, and I think Creston Valley citizens and Nelson-Creston candi-dates both acquitted themselves admirably. Now if we could just upload that result to the provincial level.

OK, since the weather has not been spring-like until recently, we surely can squeeze in one more cold weather sport story. Even though our curling ice has been out for close to six weeks, some of our local curling afi-cionados went two hours south to Coeur d’Alene, Idaho, and spent the last weekend in April at a bon-spiel. Ach, you might say, no big deal, because we live in a country where you either par-ticipated or watched the sport from an early age — in my case having the Bugs Bunny Show preempted by Mom and Dad and the Wide World of Sports or something along that line showing the Brier. In fact, only having two channels and having to watch curling over cartoons formed a deep-rooted resentment towards granite and ice. Fortunately, along with tur-nips and Brussels sprouts, I’ve come to a level of toleration, even approach-ing enjoyment at times.

So what makes this bonspiel unique is that five years ago, there apparently was no curling in Coeur d’Alene. The story has it that a group of friends was watching curl-ing on TV and between them, felt they could do the same right in their hometown. So, after grabbing a spa-ghetti pot, some PVC pipe and a garage push broom, and heading out to a frozen lake, they found

their enthusiasm slightly dampened when the apparatus didn’t behave quite the way it did on TV. Probably not unlike a flashback to my youth and paint cans on a frozen back

alley. Undaunted and still enthusi-astic, they eventually found their way up to the Creston Curling Centre and the curling tradition has grown in numbers for both men and women with our neighbours to the south.

Flash forward to present times with the group just forming a league and ending up with a respectable 12 teams. To give an idea of interest, much of it sparked by watching the sport in the Olympics. They offered a couple of free workshops and had about 300 show up, which is pretty decent in my books. So naturally, why not take it to the next level and host a bonspiel and see what happens? Subsequently, the inaugural Panhandle Bonspiel took place and included some of our folks from up here. At the time of writing

this column, it looks like they have 20 teams lined up and the mix is interest-ing with six of those teams coming from Creston (hmmm, starting to shape up like the War of 1812, per-

haps?), four from Spokane, eight from Coeur D’Alene, one from Nelson and, inexpli-cably, one from Red Deer, Alta.

Also obvious with the rel-ative “newborn” status of curling in CDA, is the frivol-ity of team naming conven-tions, as you compare the staid solemnness of some of the Creston teams labeled as

an example — McInnes, Wright, Storm, Peet and Thompson — to some of the U.S. teams branded as Lords of Scotland, Borat and his Minions, 4 Hacks and a Skip, Mind-Body-Pants, Rockstar, and Stop!... Hammertime. Perhaps after 200 years, they will come to realize the grave intensity we place on the insti-tution of curling — certainly nothing to be trifled with. OK, maybe if you have ever been to the Valentine or Butterfly bonspiels here, you know that perhaps that is stretching things a bit, at least for a few teams, but I’ll bet our international representatives from Creston had a good time down south and portrayed us well.

To the Editor:“Watch out when you pass Old

Lady Johnson’s place,” I feared would be a warning in my community.

On Valentine’s Day 2012, I narrowly avoided a collision with my neighbour as I pulled out of my driveway. I decid-ed to quit driving. I wondered how I would manage to continue my activities. I was working at Gleaners twice a week, entertaining with a group once a week and taking line dancing lessons, as well as shopping and keeping appointments.

Someone suggested the bus. I got a Creston Valley Transit System riders’ guide and phoned for service. I was pleased to find that I could make a res-ervation by requesting service 24 hours in advance. I could schedule rides for my workdays. I walked between areas I needed to do business or line dance, and designated a pickup point for my return home.

I did a lot of crossword puzzles and a lot of walking until I clued in to the fact that I could work out a better schedule for my needs by making arrangements with the driver of the HandyDart. I hardly ever need friends or relatives to go out of their way to assist me in my travel.

I have sold my best-loved vehicle and pay a mere $1.50 each time I enter the bus. For further convenience, I found that I could buy tickets at Pharmasave. I’ve also met many new friends and learned a lot about our community.

Recently, I was asked to take a medi-cal test in order to retain my licence. I

haven’t used it in over a year, so why go through all the effort that seems to be aimed at seniors? It’s easier to ride the HandyDart.

I still appreciate the help from neighbours, friends and family. I am amazed at the care and courtesy shown by Richard, the driver of the HandyDart, and Susan, driver of the Therapeutic Activation Program for Seniors bus, which I use once a week.

I just turned 92, happy to be living on my acreage where I can come and go as I like — without a driver’s licence!

To the Editor:(Re: “DriveAble testing is fair for every-

one”, by Deputy Supt. of Motor Vehicles Stephanie Melvin, April 18 Advance)

I’m not against a medical test relat-ing to a person’s ability to drive safely or, if necessary, having a person take a driver’s test. But this was already in effect, including the fact that a person couldn’t take a driver’s test here in town in their own car. What is the fair way to test them?

I have no idea what a person’s abili-ty to be able to repeat back a group of unrelated nouns and 30 shopping items in one minute, and writing out some numbers has to do with the ability to drive safely.

My grandchildren said they would not want to do it, relating the added pressure of the fact that if you can’t do

it, you lose your independence, making it all the more difficult. It’s amazing that these young people relate to the stress load that the minister of justice is causing the seniors of B.C.

How vindictive and unfair is having people who live in a rural area set up for a driver’s test in an unfamiliar car in a strange city? (Not to mention using a computer!) My own daughter will not drive a vehicle with which she has not had time to familiarize herself, and she drives all over Alberta with her truck pulling a six-horse trailer.

One more thing: As people get up in age, they often cut their driving to just their own area, which allows them independence. The government is encouraging seniors to work at keeping active.

Don’t forget the cost factor that has to be paid to be able to try to pass those tests, plus the expense of travel-ling for your out-of-town driver’s test, which for some is very difficult to raise.

In your letter you say you have expanded the number of DriveAble locations for testing. You seem to be very proud of that fact. These locations certainly prove to me that you do not relate to people living in small-town areas.

I also believe that this system is set up for seniors not to pass it, as I have heard of so many having to turn in their licences. I can’t understand this all-out effort to get seniors off the road. It is my understanding it is not the seniors that are causing the majority of accidents.

Compare the opinion of MLA Michelle Mungall in the same paper as your letter. Now I ask you, who do you think has the best ability to relate to what is necessary for the province of B.C. and work at trying to do it, the NDP our your party?

DriveAble test unfair to rural drivers

The purchase of a home is likely the largest financial expenditure you’ll ever make. And getting your home inspected is an essential step in the home-buying process. No one wants to buy a money pit — and once you have signed on the dot-ted line, there is no turning back.

The best way to ensure you use a professional home inspector is to seek referrals from your mortgage professional, real estate agent or friends. Since you want to be able to trust your home inspector’s judgement, you have to ensure they’re not part-time home inspec-tors just trying to make some extra cash on the side, or they aren’t only home inspecting so they can also offer to complete any work for you that you need done on the home. To ensure the job’s done right, after all, the home inspection must not be biased.

The purpose of a home inspection is for the inspector to be able to tell you everything you need to know about the home you’re going to purchase so that you can make an informed decision.

Following are 10 key questions you can ask your home inspector before they’re hired to ensure the inspection will be com-pleted professionally and thoroughly:

•Can I see your licence/professional credentials and proof of insurance?

•How many years’ experience do you have as a home inspector? (Make sure they’re talking specifically about home inspection and not just how much

experience they have in a single trade.)•How many inspections have you

personally completed?•What qualifications and training do

you have? Are you a member of a pro-fessional organization? What’s your background — construction, engineer-ing, plumbing, etc.?

•Can I see some references? (Make sure you also check the references.)

•What kind of report do you pro-vide? Do you take pictures of the house and add them to your report?

•What kind of tools do you use dur-ing your inspection?

•Can you give me an idea of what kind of repairs the house may need? (Be wary if they offer to fix the issues them-selves or can recommend someone else

to complete the job cheaply.)•When do you do the inspec-

tion? (Let’s hope they don’t have a day job and can only do them at night when it’s too dark to see the roof. It’s best to stay away from part-time inspectors.)

•How long do your inspec-tions usually take?

Remember that the inspec-tion condition is written into the real estate contract for your ben-

efit. This is an opportunity to get insight into problems that might not be visible to the untrained eye. After all, your home is probably one of the biggest purchases you will ever make, so you want to make sure there are no hidden surprises! So I hope these questions help you to pick a home inspector that you are confident will do a great job for you.

Practical solutions for your family• Training for better jobs• Better healthcare for your family• Buying local to build our economy

BY BRIAN LAWRENCEAdvance Editor

Members of the Creston Judo Club — and visitors from as far away as Fernie and Invermere — had a chance to learn from one of the best, when Olympic medallist Antoine Valois-Fortier spent three days instructing workshops on the weekend.

The Quebec native earned bronze in the 2012 Summer Olympics in London, the first Canadian judoka in 12 years to win an Olympic medal and the fifth in Olympic history.

“To be able to work with the highest-level athlete in the sport is amazing,” said Creston sensei Munro Albert.

In his 25 years in judo, this was the second time he’s worked with an Olympic medallist, and he was pleased with the 23-year-old’s train-ing philosophy.

“He’s not just about gold medals and win, win, win,” said Albert.

Valois-Fortier flew into Calgary before coming to Creston on Friday, and was immediately taken with the scenery.

“It was the first time I saw the Rocky Mountains,” he said. “It was unbelievable. People are so close to nature. We don’t have that at home.”

After working with Kootenay judokas from Friday until Sunday, he was impressed with the locals’ skill.

“The level is pretty strong for the size of the community,” Valois-Fortier said.

He was still able to teach them a thing or two, and the judokas were eager to learn.

“People are asking lots of ques-tions,” he said. “It’s always a good feeling to feel people are interested in what you have to say.”

Travelling across Canada was one of the first things he decided to do when he won his medal last

summer. His goal is to encourage young people to apply themselves to something, even if it’s not judo.

“If it’s not judo, they just have to devote themselves,” he said.

From page 1As many as 40,000 birds

are in the area on a single day.

As project planner, Patterson has been delight-ed by the response. Volunteers have stepped forward, sponsors have signed on, ideas have flooded in and, now, regis-trations for the May 10-12 are rolling in, with several workshops and bird walks already sold out.

“We have borrowed ideas from other festivals around the world and sometimes it’s hard to pre-dict what might work locally, but the response has been amazing,” she said.

Even local residents, notorious for buying tick-ets at the last minute, have been registering as word gets out that there will be no sales on May 11 and 12.

Pre-registration can be done online at www.crest-onvalleybirds.ca or in per-son at the College of the Rockies. The last opportu-nity to sign up for work-shops and bird walks — led by biologists from as far away as Victoria — will be at Creston and District Community Complex from 5-8 p.m. May 10 in the Creston Room.

Opening night on May 10 will feature a gala fun-draiser in the Creston Room from 5-8:30 p.m. Attendees will be able to meet bird experts, bid on artist Bruce Paterson‘s fes-tival art piece and hear from presenters John Neville, Jim Lawrence, Dr.

Rick Page and Ann Nightingale.

An art and photogra-phy show and sale, live musical entertainment, tastings from local winer-ies, Tabletree cherry juice, local cheese and hors d’oeuvres will round out the evening. Buses for the sold-out Owl Prowl will leave at 8 p.m.

Saturday, which is also International Migratory Bird Day, will be chock-a-block with activities including tours of the College of the Rockies’ community greenhouses, a cactus garden, Kootenay Meadows, local orchards in bloom, a canoe ride at the wildlife centre, a pho-tography workshop and several presentations about different bird spe-cies. A bus tour to eight art studios has also been organized.

On Saturday night at the Prince Charles Theatre, keynote speaker Brian Keating will present “Going High: Three Spirit-lifting Journeys.”

Four early morning bird walks on Sunday, also Mothers’ Day, will complete the schedule of events.

“There is a collective will in the community — so many people really want to make this bird fest hap-pen,” Patterson said. “I have met so many interest-ing people that I didn’t know before as the plan-ning has gone on.

“This is a celebration of birds, art and agriculture in the Creston Valley. We are showcasing what we really love about the Creston Valley.”

“Max”My name is Max. I am looking for a home to supply me with a comfy bed, a few toys, good food and lots of love. My long hair need lots of brushing which I like having done. I have diabetes and need an insulin shot every morning which I don't mind at all. My food is special for

me, too. Otherwise I am a big healthy senior boy who likes to act like a kitten occasionally! I am available for adoption or the Seniors for Seniors program. If you could help me with my request, or you would like more information, please contact the PAWS offi ce.

CRESTON AND DISTRICT PUBLIC LIBRARY

The Creston and District Public Library presents the National Film Board of Canada feature documen-tary Legend of a Warrior on May 9.

Frank Lee is more than just a celebrated martial artist; he’s practi-cally a superhero, able to knock down evildoers before they know what hit them. Renowned for bring-ing white crane kung fu and Muay Thai kickboxing to Canada back in the 1960s, Frank evolved his own style of full contact fighting and established himself as coach, pro-moter and the owner of a successful fight gym.

Born in mainland China, and emigrating first to Hong Kong, then to Edmonton, Frank began practic-ing kung fu at the age of 10, opened his first martial arts studio in down-town Edmonton in 1966, and short-ly thereafter was named a grand master. Black Belt magazine named him “the father of kickboxing in North America”. But as far as his son, filmmaker Corey Lee, is con-cerned, Frank, as champion at everything else, has never quite been a champion father. Frank’s status as a trainer and world-renowned coach have kept him at an emotional and physical distance from Corey.

After decades of estrangement, Corey sets out on a bridge-building

mission: he will try to connect with his father by training with him again for the first time in 25 years.

It will not be easy for a man in his forties — with two children of his own — to take up the gruelling routine that proper training demands. And the training is indeed tough, almost as leather-tough as Frank himself. But as the teacher-student relationship pro-gresses, the father-son relationship

begins to reassert itself, at first incrementally and in often surprising ways.

Corey accompanies his father to Hong Kong, where Frank revisits the much-changed haunts of his troubled youth. Corey is given a chance to

learn more about his dad and to reconnect with a vital part of his own culture. It is in China that the emotional journey Corey has set in motion comes to an unexpected and moving climax.

The director formed enriquePoe Moving Pictures in 2001 to produce his own films. Corey has also crafted music videos and short films, including his Kilter trilogy, adapted from the 2003 Giller Prize short-listed collection by John Gould, the animated Armour for a Boy and the experimen-tal drama Awaken. Corey is an instructor of screen-writing, directing and the filmmaking process at the Calgary Society of Independent Filmmakers. He lives in Calgary with his wife and two children. Legend of a Warrior is his first documentary film.

Legend of a Warrior is not only a fascinating look at a complicated father-son relationship, it’s an inventive documentary using a combination of archival and live action footage, as well as comic-book style animation.

Legend of a Warrior runs at the Creston and District Public Library at 7p.m. May 9 (use rear entrance). Admission is free. Running time is 80 minutes. For more information, call the library at 250-428-4141.

Born and raised in Winnipeg, Lesperance left home when only 21 to pursue indepen-dence and adventure through travel across Canada and first picked up a guitar in her mid-twenties at the urging of her father, when he presented her a guitar he brought home from a downtown pawn shop when she was home on a visit. With the “soon to become familiar tension” for both a desire for home and roots and an urge to roam, songwriting became a natural outlet for her.

“I just sort of hatched,” she said. “I picked up the guitar, learned three simple chords,

and the words and singing came to me like they were wait-ing for me — and then I wasted no time getting up to play my simple clunky songs at any nearby open stage.”

Lesperance’s first early dab-ble with music, after only a few months of playing brought a handful of open stage perfor-mances in Edmonton, Winnipeg, Yellowknife, Calgary and Ottawa. While visiting Ottawa, she randomly wandered into locally revered Rasputin’s Folk Cafe and had her open stage performance chosen and includ-ed on the annual Rasputin’s Folk Compilation (1999) recording.

Her original song, What Comes Around Goes Around, won over the judges nine public perfor-mances in. The song was later chosen as one of the top ten songs of 2008 from Ottawa’s CKCU Thursday Morning Special Blend radio show after the independent release of Gypsy As I Go.

A wanderer from a young age, the title track, Gypsy As I Go, speaks to her restlessness and desire to roam, while being the youngest child in a complex family. A song she began to compose by ear on the piano became the final track, Josephine, on her debut CD. The debut

was also an unexpect-edly ambitious entrance to music for her, resulting in a new-found awareness of her passion for the art of songwriting and performing live. Difficult to pin down this artists’ voice, her musical influences result in a unique blend of folk rock, alternative country and blues. A gifted performer and excep-tional songwriter, she h a s c a l l e d Saskatchewan home for the last 10 years.

Shortly after the release of her second full-length CD, Brilliant Bright, in the spring of 2012, Lesperance fell in a freak accident and sus-tained a “boxer’s break” in her left hand. A testament to who she is and her hard working ethic, she was back out doing shows within eight weeks, sporting a guitar play-er and a cast dressed up in pretty scarves.

Tickets for the show are $10 in advance at Kingfisher Used Books and Black Bear Books, and $13 at the door, which opens at 7 p.m.; the show begins at 8.

Tabletree Farms continues in the spotlight; it was recently shortlisted for BC Food Processors Innovation Award and was also nominated for Product of the Year Award. The award ceremony takes place June 13, 2013 in Vancouver.

Greg Garbula meets with Gary and Susan Snow, owners and operators of Tabletree Farms in Creston. Tabletree Farms has received numerous acclamations for their quality products. Greg’s keen business sense and ideology of merging local economic sustainability with today’s technology has aligned them with an opportunity to meet with an associate of Greg’s for potential multinational distribution of their already internationally recognized products.Greg comments, “I support clean energy technologies. We must work together towards a sustainable future”. Greg rants, “This is exactly the type of innovative business model that makes the Kootenays sustainable. Gary and Susan knew their industry was changing fast with infl ationary costs and globalization. BC agricultural producers have to produce in an ever competitive marketplace. Tabletree’s innovative products and recent recognitions with continued interests from other food product recognition associations make this company prime for investment. This could be the next SunRype of BC success story. We just need to get behind Tabletree Farms and others like them. I am very interested in helping the Snows fast track their success and look forward to introducing them and others to as many opportunities necessary to make our communities sustainable with quality jobs.”

The Snoring Sasquatch will host folk/alternative country/roots singer-songwriter Cathleen Lesperance on May 9.

Belgium’s Rootstime magazine described her as “a clear and pure voice … destined to appear on many stages,” and Yorkton This Week said, “There is honesty in her

words. … You can tell that she just wants to tell stories and the words flow as a result.”

The arrival of her debut CD, Gypsy As I Go, in 2008 marked her late entrance to the musical path. Prior to the recording and release of her first CD she had very little musical experience with no musical background or training, apart from a few eclectic early performances.

FISH AND WILDLIFE COMPENSATION

PROGRAM

If you have not yet released a juvenile white sturgeon into the Kootenay River, then May 8 provides the opportunity for you to do so. This free public event runs from 2-4 p.m. at the old ferry landing at the end of Kootenay River Road just west of Creston.

The event is coordinated by the Fish and Wildlife Compen-sation Program (a part-nership between the province of B.C., BC Hydro, and Fisheries and Oceans Canada), with support from the Freshwater Fisheries Society of BC, FortisBC, the Ministry of Forests, Lands and Natural Resource Operations, and Kootenai Tribe of Idaho.

“There has been vir-tually no natural recruitment — that is to say, the survival through the egg, lar-vae, and into the juve-nile stage — in the river for more than four decades,” says Sue Ireland, Kootenai Tribe of Idaho fish and wildlife program director. “This is a stop-gap measure, but a critical one in the conservation effort as we, and many other partners, work toward implementing habitat restoration measures that should provide conditions for fish to successfully reproduce in the wild. It is a criti-cal program if we are to avoid this popula-tion becoming extinct.”

The Kootenai Tribe of Idaho initiated a sturgeon conservation aquaculture program,

with funding from Bonneville Power Administration, in 1991. The program, the first of its kind, collects wild broodstock adult sturgeon from the river and raises the juveniles in the Kootenai Tribal Sturgeon Hatchery in Bonners Ferry, Idaho, and in the Bull River hatchery in the East Kootenay.

In 2013, approximately 2,000 10-month old juvenile white sturgeon, each with an average weight of 102 grams and mea-suring between 15 and 25 centi-

metres in length, will be released near Creston, with more being released in the U.S. They can grow to the length of a canoe and live for over 100 years.

“They are certainly incredi-ble fish in so many ways,” says Trevor Oussoren, manager of the Fish and Wildlife Compensation Program in the Columbia region. “Holding these prehistoric-looking crea-tures is like holding part of our natural history in your hands,

FWCP releasing sturgeon in Kootenay Riverespecially given the fact that stur-geon have remained largely unchanged for 175 million years.”

The Kootenay River sturgeon population is endangered in both Canada and the U.S. due to a vari-ety of human impacts, including the operation of Libby Dam, which has altered the natural flow of the river. There has been virtually no natural reproduction in the wild

since 1974. There are thought to be less than a 1,000 adults living on both sides of the border.

COLLEGE OF THE ROCKIES Two College of the Rockies business

administration students walked away from the Western Canadian International Business Competition as winners. The competition, held in Kelowna March 22-24, had participants from institutions across Canada.

Each team, consisting of four students, participated in a computerized simula-tion that replicated the running of a com-puter tablet company. College of the Rockies’ team consisted of chief executive officer Melanie Whitnack, chief financial officer Jennifer LaVallee, chief marketing officer Kieren Britton and chief operating officer Clayton Fenrick, from Creston.

A panel of judges evaluated the teams, and individual team members, on their business knowledge, their stra-tegic plan, operations performance and presentation of skills. The judges also challenged each team member to defend their business choices in one-to-one interviews.

At the conclusion of the competition Kieren Britton was awarded the silver award for her marketing efforts while Jennifer LaVallee earned the finance bronze award.

“I am very proud of our entire team,” said Elaine Eccleston, College of the Rockies business instructor and team coach. “It was a terrific learning experi-ence for everyone and it was great to see Kieren and Jennifer rewarded for their hard work.”

For more on the College of the Rockies business administration program, visit www.cotr.bc.ca/BusinessAdmin.

LocaL News

From page 3The Green Party supports a guaranteed

minimum income for all citizens and would create regional social trusts to bring social service decision-making to the local level. But, “We don’t believe in throwing money around before elections. That just leads to cynicism.”

The entire tax system needs to be looked at, and loopholes available to cor-porations and wealthy individuals need to be closed.

•Mark Douglas: Should government be involved in food security? Yes or no.

All candidates answered yes.•What is your vision for the Agriculture

Land Reserve and Agricultural Land Commission?

Garbula: A lot of areas in ALR can be revised. Times have changed since the 1970s and we need to rethink — it’s a bal-ancing act. The ALC needs to be account-able.

Derkx: The ALR has 4.6 million hect-ares but only 2.8 million are farmed. We need to grow our own food — and lots more. Imported food should be taxed. We need to make land affordable for young farmers and to make farming profitable.

Mungall: The NDP will bring back the Buy BC program and promote the use of locally grown food in places like hospitals. The ALR was started by the NDP and has steadfastly supported it since. We need a long-term strategy for food security.

•Bob Ewashen asked about the DriveAble program used by the provincial government to assess the ability of senior drivers who could be a risk. He was not sure why a new way is needed to test driv-ers.

Derkx: Young drivers are statistically the worst drivers, not seniors. We need to bring decision-making down to a local level.

Mungall: “I have been fighting the DriveAble program for years.” We need to review the whole process that is absolute-ly disrespectful and offers no dignity to seniors.

Garbula: The program definitely needs to be reviewed. It’s flawed in a couple of ways. The driving test should be offered in hometowns in seniors’ own vehicles. Perhaps a graduated licence needs to be considered. A transit system needs to be in place so that seniors who can no longer driver are not helpless.

•Dennis McDonald: Turning over operation of the CVWMA to Ducks Unlimited Canada was “an ill-considered decision” made without any opportunity for local public input. The government refuses to say why the decision was made or what options were considered.

Mungall said she was discouraged that she wasn’t consulted by the government despite asking questions of the Ministry of Environment.

“I was livid. We need to all work together. The CVWMA has too much value to continue to ignore it from a pro-vincial government standpoint.”

Garbula: We need to fight hard so that there is total community co-operation and guidance.

Derkx: “You asked the question and gave the answer yourself.” Decisions about local issues should be made locally. “This shows local people are ignored and treated like a bunch of know-nothings.”

•Randy Meyer: B.C. has the lowest provincial budget for agriculture in the country. “The carbon tax on farm diesel takes a lot of money out of our pockets. Tractors have to run, trucks have to run

— there is no alternative.” Why not give us a carbon credit for what we grow?

Garbula: The idea probably has merit, but the carbon tax is a regressive tax that doesn’t work in our farm communities. Liberals plan a credit towards purple fuel costs but “we need to work harder at it.”

Derkx: “That is a brilliant idea — I’d never thought about it.” He is hesitant to reduce carbon taxes but would fight for a carbon credit for farmers.

Mungall will bring this idea forward. “I like your idea.”

•Serena Naeve: Too many children are unprepared when they enter school. Reductions to child services programs result in rising vulnerability of young chil-dren.

Derkx: Absolutely. Many of these issues are related to poverty. Parents should have minimum income levels and more equitable health care is needed.

Mungall: “We need to bring in better supports for day care.” An NDP govern-ment will fund an additional $60 million for infant and toddler care “so children have success by six.”

Garbula: Early childhood education is a top priority. A strong economy is needed to provide more early childhood educa-tion initiatives.

•Terje Munkerud: Low-income hous-ing is desperately needed.

Mungall: “Creston is the only Kootenay community without affordable housing for families.” We need a strong rural MLA who knows how to advocate and knows how the system works. “I really want to be at a ribbon-cutting ceremony.”

Garbula: “Rents are astronomical in this community for some reason.” As MLA, he would give you that support.

Derkx: “We’re all paying too much for housing.” The planned eight units for Creston are great but won’t solve the

problem. Public land should be used for more co-op and affordable housing. “What we really need is to bring people out of poverty.”

•Dina Bambrick: Women’s inequality is important. There has been no increase in the number of female MLAs in 20 years. The court system is backed up and family violence isn’t getting the attention it deserves.

Garbula: Said he didn’t realize the situ-ation was such an issue. “I would take it on.”

Derkx: All Greens are proponents of non-violence. “I will do whatever it takes.”

Mungall: “I wasn’t shocked at this information.” There aren’t enough servic-es for victims of domestic violence. Access to justice has been lost under the Liberal government, a result of corporate tax cuts. A women’s equality ministry would work to create cross-ministry policies on wom-en’s and family issues.

•Tyson Soroke: Rivers are being pol-luted as a result of fracking to extract liq-uid natural gas.

Derkx: “Fracking is a terrible thing that pollutes water.” Concrete lined wells deep into the ground, through aquifers “will leak as sure as the sidewalk between here and your home will crack.” The gas is not for Canadians, but for China. “It’s terrible for us, terrible for taxpayers, terrible for the environment.”

Mungall: The NDP will ensure a public review process to assess health and envi-ronmental impacts, and bring the process back from the federal government.

Garbula: Fracking has been done since the 1950s in B.C. Improved technology helps exploit one of the cleanest and eco-nomical of fuels. Liquid natural gas is “a great opportunity. We just need to mini-mize the environmental impact.”

See FORUM, page 23

Forum

Page 23: Creston Valley Advance, May 02, 2013

From page 22•John Kettle asked for a

commitment that the success-ful candidate will not con-done the downloading of pro-vincial responsibilities “on to the backs of local govern-ment.”

Mungall: “Absolutely.” The federal government pulled $1.6 billion in funding of housing and now provinces are making cuts. “Local gov-ernments have started to pick up on the issue but there are no funds.”

Garbula: “I know this is a big issue. I agree.”

Derkx: “No.” Greens will download more and more ser-vices to decentralize govern-ment and promote local deci-sion-making. “But it has to come with the funding.”

•Larry Ewashen: How will you be able to serve this riding?

Garbula: “I have abilities to relate and understand the concerns of the people.” He can work with local industries. “I have the abilities and personality to take it on with full fury.”

Derkx: “I don’t give up. I’m passionate. I deeply care about this area and I get along with everybody.”

Mungall: “We all bring passion — you have to have it (to enter public life). You’ve got to love pol-itics and representing people.” She cited efforts she has made to communicate with constituents, includ-ing her annual “Bend

Your MLA’s Ear” visits to com-munities in the Nelson-Creston riding.

•Becky Blair: “We are in a crisis in education. What are you going to do?”

Derkx: We need education to be more relevant. Local bargaining is needed. Per stu-dent funding should be recon-sidered as rural areas are more costly to provide educa-tion in. We need more com-munity schools that also offer other services. “Schools should be the centre of our communities.”

Mungall: Bill 22 forced teachers back to work and Liberals forced closure on the debate. “We need to address class size and composition.” The NDP has committed an additional $100 million.

Garbula: Student enrolment is down and funding is affected by it. We need a solid economic base: “With it, everything becomes affordable.”

•Rhonda Barter: Proximity to the U.S. border makes it dif-

ficult for Canadian businesses to compete.

Mungall: Tariffs and duties are federal issues.

Garbula: We need to look at creative ways to be more com-petitive, not just with the U.S., but with neighbouring prov-inces.

Derkx: This is a terrible prob-lem in Creston and is made worse by “an artificially high” Canadian dollar, which should be at 80 cents U.S., he said. “If you don’t buy locally you are hurting your own community.” More education is needed.

•Alex Ewashen (to Mungall): The NDP promises to fix education, health and social services. How will you pay for the fixes?

Mungall: Corporations must pay their fair share of taxes that is reasonable and practical. A tax increase for the top two per cent of income earners will be instituted. Money in the Innovation Fund will be put toward early childhood learn-ing programs.

RCMP seeking info in alleged assault, B&EBY BRIAN LAWRENCE

Advance Editor

Creston RCMP are seeking information following an alleged break and enter and alleged assault, which resulted in the arrest of two males.

Brenton Chambers, 21, and Travis Hennessy, 22, have been remanded to custody and will appear, respectively, in Cranbrook Law Courts and Creston Law Courts to face sev-eral charges.

Police were called to Creston home when a resident and friends arrived at the residence just as suspects who broke into

the home were leaving.“The home occupant and a

friend were alleged to have been assaulted when they dis-rupted the break and enter,” said Cpl. Monty Taylor in the release.

The occupant apprehended one suspect, but the other fled and was arrested on Tuesday, after which an investigation revealed the pair was allegedly involved in unreported violent offences prior to the break and enter.

“The two suspects were reported to be at a party where they became involved in physi-cal altercations with local resi-

dents,” said Taylor. “A male was assaulted by one of the suspects and had his necklace stolen, and another male was struck over the head with a glass bottle. The male who was hit with the bottle was trans-ported to the Creston hospital where he received stitches to his wound.”

Chambers is slated to appear in Cranbrook court on May 2 on charges of robbery, breaking and entering, and two counts of assault. Hennessy was scheduled for Creston court on April 29 on charges of assault with a weapon, aggravated assault,

breaking and entering, and two counts of assault.

Anyone with information

regarding the above incidents is asked to contact the Creston RCMP at 250-428-9313.
