PURPOSE OF REPORT

The purpose of this report is to document the engineering assessment phase of project development, including all coordination that has been completed in preparation for this district culvert project. This document outlines the proposal and is intended to serve as a guide for subsequent survey, design, environmental, right of way and other project activities leading to construction. The preferred alternative identified in this document is considered pre-decisional, pending the outcome of environmental studies. LOCATION

This project is located on SR 63 (under CR E 1550 N) in Vermillion County, 0.59 miles south of

I-74. It is in the Indiana Department of Transportation’s Crawfordsville District, Crawfordsville

Sub-District. The coordinates of 87° 27' 05" longitude and 40° 06' 41" latitude for this project are

within the Terre Haute MPO Area.

NEED AND PURPOSE

The need for this project is due to the condition of the existing corrugated metal pipe structure.

From the inspection report, it was noted that there are a few issues occurring within the pipe. The

first issue is that the bottom half of the pipe has its bituminous coating missing and moderate

corrosion throughout. The pipe is also rusted through at approximately 2’ inward at each end of

the structure. Channel issues include minor bank erosion at both ends and minor drifting at the

north end of the structure. As a side note, the north end of the pipe has a rebar anchor, but not the

south end.

The purpose of this project will be to address the deteriorating condition of the drainage structure

and ensure continuing safety of traffic on SR 63 and hydraulic adequacy.

• 1979 Hot Asphalt Emulsion Surface & Binder SB Lane, 24’ Wide This project was proposed in 2018 and is currently not active or shown in SPMS. There are no approved project allocations as of November 2018. Funding is proposed as federally funded through the Bridge Asset group. The letting date for this project is not yet known. EXISTING FACILITY

The existing SR 63 pavement consists of composite with two 12’ travel lanes, an 11’ right shoulder, and a 4’ left shoulder in both the northbound and southbound direction. There are as-built plans available for this segment of SR 63 (Project No. S-T-F 306(11)); the vertical profile is relatively flat and the horizontal alignment is straight within the project limits. Roadway classifications are as follows:

• 3R/4R System 4R

• Functional Classification Other Principal Arterial (OPA)

The existing CR E 1550 N pavement consists of asphalt with a 10.0’ driving lane and no shoulder in the eastbound direction and a 10.0’ driving lane and no shoulder in the westbound direction. There are no as-built plans available for this segment of CR E 1550 N; the vertical profile is relatively flat and the horizontal alignment is straight within the project limits. Roadway classifications are as follows:

• 3R/4R System 3R

• National Truck Network No

• National Highway System No

• Functional Classification Minor Collector

• Posted Speed 55 mph

The existing structure is a corrugated metal pipe 4.5’ x 4.5’. It has a structure length of 132.0’, vertical opening at 4.5’, span of 4.5’, cover of 8’, and a skew of 0° from the perspective of CR E 1550 N. DRAINAGE

The roadside drainage is being conveyed by open ditch throughout the project limits. From the inspection report, there are no major issues with the drainage but there is minor bank erosion on both sides and minor drifting on the north end of the pipe. Riprap should prevent the bank erosion from occurring any further and the drifting can be removed from whichever proposed option is chosen. As a side note, a field check will need to occur to check if any other issues have arisen since the inspection report because INDOT’s Technical Services department was not able to conduct their own field check before this report was written. INTERSECTING ROADWAYS AND LAND USE

Land use along SR 63 in the project area is all farmland with a few residential buildings. There is currently one intersecting roadway within the limits of the project, which is County Road E 1550 N. The structure is currently under the county road and not under SR 63. There are no driveways along SR 63, but there is one driveway on CR E 1550 N within the project limits.

TRAFFIC DATA AND CAPACITY ANALYSIS

Preliminary traffic data from INDOT’s Traffic Count Database System (TCDS) shows SR 63 to have approximately 7,541 vehicles per day, as of 2018. Commercial traffic is approximately 2,015 vehicles per day. In the future, SR 63 might reach 9,575 vehicles per day by 2042. Nothing with the road, in terms of signage or super elevation, has been an issue, thus far.

There is no preliminary traffic data from INDOT’s Traffic Count Database System (TCDS) for CR E 1550 N.

The estimate for the amount of future vehicles per day was found by using technical services growth estimates of 1% annually. Once this project is in active status, the project manager should send out a traffic forecast request and get a more accurate value for 2042.

Additional capacity is not an objective of this project and will not be studied further.

DISCUSSION OF ALTERNATIVES/IDENTIFICATION OF PROPOSAL

Alternative 1: Replace the corrugated metal pipe

This alternative would involve replacing the entire small structure with a structure as recommended in the hydraulics report. It will also involve regrading the slopes of the ditches in the project limits, but keeping the travel lanes at their existing widths. This alternative does meet the need and purpose of the project, but the structure is not in a state where it cannot be lined so the cheaper alternative will be chosen.

Alternative 2: Pipe line the existing corrugated metal pipe

This alternative would involve pipe lining the entire small structure with a lining as recommended in the hydraulics report. The estimated cost of this alternative is $329,000, which includes estimates of right of way, utilities, and PE that may be incurred with this project. This alternative meets the need and purpose of the project and is the preferred alternative.

Alternative 3: Do Nothing

This alternative has no costs and no environmental impacts. However, it does not address the identified need and purpose of the project, which is the structural deterioration of the existing structure. The do nothing alternative will result in SR 63 eventually being closed for safety reasons. This alternative will not be considered further.

DETAILS OF PREFERRED ALTERNATIVE

The hydraulic letter contained in the appendices has approved the following option(s) for structural lining:

• 5” Paved Invert w/ 18” Bored Pipe o Class 1 Riprap for both inlet and outlet

• 4.25’ CIPP o Class 1 Riprap for inlet o Class 2 Riprap for outlet

• 3.74’ HDPE w/ 1.5:1 Beveled Edge o Class 1 Riprap for inlet o Class 2 Riprap for outlet

Pipe anchors will be replaced on the structure if needed. The consultant will compare the HDPE and CIPP liner alternatives presented in the hydraulics report and select the one with the lowest overall cost. A CIF will not be needed for this project.

COST ESTIMATE

The expected cost of Alternative 2 is as follows:

• Construction $210,000

• PE $100,000

• R/W $19,000

• Total is $329,000 ENVIRONMENTAL CONSIDERATIONS

Based on a GIS review, there is only one environmental concern within the project limits. The concern is the oil/gas item found from the red flag investigation, which can be seen in Appendix A.3. This may affect the construction and design of the proposed structure, so an investigation might be needed. This project will likely require a CE Level 1 based on the anticipated R/W needed, which is likely to be less than 0.5 acres.

The District or the District’s consultant will prepare an environmental document in accordance

with the National Environmental Policy Act, the National Historic Preservation Act, and other

relevant laws. Completion of a Waters Report and a Red Flag Investigation Report will

determine likely impacts and the necessary waterway permits to acquire during design. A Rule 5

erosion control permit will be needed if 1 acre or more of ground is disturbed. Best management

practices will be incorporated into the plans and constructed regardless of whether a Rule 5

permit is needed.

According to INDOT’s Hydraulics’ Memo, this is not a legal drain.

There are no time restrictions for construction activities that may apply due to environmental

considerations.

RIGHT OF WAY IMPACTS

The existing apparent right of way is based solely on GIS parcel lines. Permanent R/W will likely be necessary for riprap placement and future maintenance. The amount of permanent R/W needed on SR 63 is approximately 0.00 acres for northbound and 0.00 acres for southbound and will not affect any parcel owner. It is highly recommended that field observations and survey be taken to verify if more or less R/W (re-acquisition, temporary, or permanent) will be needed to complete the project, as no field check or footprint drawing was completed in support of this project. UTILITIES

Refer to the attached 811 utility locate report in the appendices for a list of utility companies

within the limits of the project. Utility coordination procedures will be in accordance with the

Indiana Design Manual.

PRELIMINARY PUBLIC INVOLVEMENT PLAN

• Notice of survey to be mailed to adjacent property owners prior to entering upon property.

• Signs to be posted prior to road work stating that construction begins on XX/XX/XXXX date and advising motorists to use the established detour route.

• The opportunity for a public hearing will be required if more than 0.5 acres of new, permanent right of way will be required.

• Additional public involvement as deemed appropriate by the Project Manager.
