02 The SiteThe Craigieburn Town Centre site spans 65 hectares and is located on Craigieburn Road, approximately 1km west of the Craigieburn Railway Station. The site was first identified in 1993 as part of the Craigieburn Strategy Plan – acknowledging the area as a major new urban growth centre.

“The creation of a new Town Centre in Craigieburn, which is centrally located and highly accessible to what will eventually be the ultimate urban area of Craigieburn. This Town Centre will serve as a regional centre for Craigieburn and will provide a wide range of retail, community, civic, recreation, open space, entertainment, cultural and institutional facilities and services, as well as being a major employment and public transport focus for Craigieburn.” Craigieburn Strategy Plan 1993.

The site was purchased by Lend Lease in 2008 and comprises three distinct precincts.

Key Uses and ActivitiesPlanned for now and the future, the Civic and Retail Core Precinct will cater to the needs of the existing and future Craigieburn community.

Consumer research has identified that the community wants a ‘local hub’, with restaurants and cafes, an interesting retail experience, with a family-focussed offer where they feel safe and secure. A ‘comfortable, welcoming, intimate and friendly’ place with entertainment and community facilities ‘where there is always something happening’ and parking is easy to find.

The plans for Craigieburn Town Centre will deliver all this and more, with supermarkets, major retailers, speciality stores, homemaker/bulky retail, office, and dining options to be provided in the short-term, and provisions for a future department store and entertainment facilities down the track.

Council will develop a Master Plan for the open space and recreation area with approximately 13 hectares set aside for leisure, sporting and recreation activities. The Development Plan shows a draft vision for this area, and Council will consult with the community before finalising plans.

03Delfin Lend Lease will be delivering the next residential village, Village Green, adjacent to the Retail and Civic core precinct of the Town Centre. The total residential development will contain approximately 400 dwellings. A separate development plan has already been approved by Hume City Council for the residential precinct in January 2009.

Retail OfferThe first stage of the Town Centre development proposes a double supermarket and double discount department store offer, with approximately 140 specialty stores plus mini major retailers.

There will be a good variety of fresh food and specialty shops and services with a strong value orientation and representation of national chains. There will be a range of dining options including cafes with alfresco dining and a small range of fast food retailers. Later stages of the development proposes cinemas, family entertainment in addition to other major retailers and specialty stores.

Public SpacesThe vision for Craigieburn Town Centre is to create a local meeting hub for the community. The Town Centre will have public spaces for locals and visitors to meet including a Town Square, High Walk (pedestrian walk), community buildings and the open space and recreation precinct.

Town SquareAn outdoor public Town square will be established at the intersection of Main Street and High Walk. It will be a focal point for community activity in the Town Centre. Indoor and outdoor shops, restaurants, cafes and other activities will be established around the square.

Subject to further consultation with the community, Council will develop a Master Plan for the recreation area. This space may include soccer fields, athletics track, paths, open space, recreation facility, playgrounds, landscaping and trees, and carparking. Council has allocated funds from its Capital Works program toward the implementation of the Master Plan.

The Development Plan allows for the provision of services to the community, and will be complemented by the proposed Craigieburn Library and Learning Centre.

High Walk (pedestrian laneway)High Walk will provide a pedestrian dedicated laneway that provides an east west pedestrian link through the core of the Town Centre. Activated by retail shops on both sides of the laneway, High Walk will feature natural light penetration and natural ventilation.
