ThescaleoftheimpactsonstudentsoftheschoolactionsbeingproposedbyCPShasbeenunderestimatedbymorethan50%instatementsfromtheBoardof
Educationandinthepress.CPSannounced54schoolclosings,11schoolco-
locations,and6schoolturnarounds(CPSmediabriefing,3/21/2012),estimating
thatapproximately30,000studentswouldbeimpactedbytheseactions(Chicago
Tribune,3/22/2013,p.1).Thesenumbersgreatlyunderrepresenttheimpactsof
theproposedactionsintermsofnumbersofbothschoolsandstudentsimpacted.
Weidentifythreekindsofpossibleimpactsofaschoolaction.Ofthe133schools
involvedintheproposedschoolactions,theseimpactswillbefeltindifferent
combinationsbydifferentschools,dependingonthespecificsofthemove.Thedata
tablebelowspecifieswhichschoolswillbeaffectedbyeachofthese3impacts.
1.Relocationofstudentswouldoccurunderthreecircumstances:
StudentsfrommostClosingSchoolsareproposedtorelocatetoaReceivingSchool.However:
In14oftheproposedActions,studentsandfacultyfromtheReceivingSchoolwouldrelocatetothebuildingoftheClosingSchool.
Inthe8Co-Locationsthatdonotinvolveanewschool,studentswouldberelocatedfromoneCo-Locatingschooltotheother.
Relocatingstudentsfrom60schoolswouldbeimpactedbythelossofthe
existingschoolcommunity;thechallengesofadaptingtoanewschool
community;havingtonegotiatenewroutestoschool;anddisruptionsto
relationships,services,andlearningprocessesinplaceatthecurrentschool.

2.Receivingstudents(whohavebeenrelocatedfromanotherschool)
Studentsalreadyenrolledinthe65schoolsreceivingnewstudentswouldbe
impactedbytheredistributionofschoolservicesandresources;disruptions

causedbyadaptingtotheinfluxofnewstudents;andchangestotheschool
communityandrelationships.Administrators,facultyandstaffwouldbe
impactedbytheworkloadofprogrammingfor,andaccommodating,the
incomingstudentsandpersonnel;andrevisingserviceprovisionmodelsin
placeforstudentswithspecialneeds(IEPs,LREaccommodations)and
responsetointerventionprocesses.
3.DismissingFaculty
58schoolswoulddismisssomeoralloftheschoolsstaff,faculty,and/or
administrators.Thiswouldoccurundertwocircumstances:ClosingSchoolsandTurnarounds.Personneldismissedfromschoolswouldbeimpactedby
thelossoftheirjob,andthelossoftheirrelationshipswithcolleaguesandstudents,exceptforthosewhoarerehiredataReceivingSchool.Students
whoseteachersaredismissedwouldbeimpactedbythelossofthe
relationshipswiththoseadults,disruptionstotheirschoolcommunity,anddisruptionstotheirlearningprocessesandservicesbeingprovided.
Althoughthesedataarefromlastschoolyear(2011-12),thenumbersofstudents
impactedarereasonableestimates,becauseenrollmentshavenotchanged
dramaticallyfrom2011-12to2012-13.Forexample,traditionalCPSpublicschool
enrollmentdeclinedbyonly1.47%from2012to2013,andsomeoftheimpacted
schoolsenrollmentsactuallyincreasedthisyear.
Currenteighthgradestudentsfromtheseschoolswillnotbedirectlyimpactedby
theclosingsnextyear,excepttotheextentthattheimpactsalreadybeingfeltthis
yearaffecttheirschoolexperience,oriftheyenrollinoneoftheeighthighschools
impacted.However,theincomingstudentswhoreplacetheminthestudentbodies
oftheseschoolswillexperiencemostofthestressorscausedbyrelocation,eventhoughtheyhavenotattendedtheschoolbefore.Forexample,thedisruptionsto
theschoolcommunitycausedbyreplacingpersonnel,thephysicalmove,andthe
needtoreprogramtheentireschoolwillimpacttheprovisionofserviceseventonewkindergartners.Thusthetotalnumbersofstudentsimpactedislikelytobe
verysimilartothenumberscalculatedhere.

IMPACTS:
Totalstudentsenrolledinimpactedschools(2011-12): 47,490
Ofthetotalstudentstobeimpacted,7,175arestudentswithdisabilities,eachofwhomhasanIndividualizedEducationalPlan(IEP).
o Thesestudentsstandtobemostseverelydisruptedbytherelocationsandpersonnelchanges,giventhenatureofIEPspecificationsforprovisionoftheleastrestrictiveenvironment
andspecializedservices.
o Threeoftheschoolsimpactedbytheseactions(Buckingham,Montefiore,andNearNorth)arespecializedelementaryschools
serving100%studentswithdisabilities.
Ofthetotalstudentstobeimpacted,38,326(or81%)areAfricanAmericanstudents.Thisnumberrepresents23%ofalltheAfrican
Americanstudentsinthedistrict(totalAfricanAmericanstudentenrollmentin2012=168,126)
