1. PurposeofthisguideThisImplementationGuidesupportstheCPPPropertyServicesTrainingPackage.Ithasbeendevelopedtoassisttrainers,assessors,andregisteredtrainingorganisations(RTOs)aswellasotherusersoftheTrainingPackagebyprovidinginformationonthestructureandcontentsoftheTrainingPackage,aswellasotherguidancematerial.

2. AboutTrainingPackagesA training package is an integrated set of nationally endorsed competency standards, assessmentrequirements and Australian Qualifications Framework (AQF) qualifications for a specific industry,industrysectororenterprise.

Eachtrainingpackage:

• providesaconsistentandreliablesetofcomponentsfortrainingandforrecognisingandassessinglearners’skillsandmayalsohaveoptionalsupportmaterials

• enablesnationallyrecognisedqualificationstobeawardedthroughdirectassessmentofworkplacecompetencies

• encouragesthedevelopmentanddeliveryofflexibletrainingthatsuitslearnerandindustryrequirements

• stronglyencourageslearningandassessmentinawork-relatedenvironment,whichleadstoverifiableworkplaceoutcomes.

Trainingpackagesspecifytheskillsandknowledgerequiredtoperformeffectivelyintheworkplace.Theydonotprescribehowanindividualshouldbetrained.Trainersandsupervisorsdeveloplearningstrategies—the‘how’—dependingonlearnerneeds,abilities,andcircumstances.

TheTrainingPackageDevelopmentandEndorsementProcessPolicyensuresthatqualifications,unitsofcompetencyandassessmentrequirementsaredevelopedtoanagreedqualitystandardandareresponsivetoindustry’sexistingandfuturedemandfornewskills.

Thefollowingkeyprinciplesunderpintheprocess.

TheCPPPropertyServicesTrainingPackageconsistsofthefollowingendorsedcomponents:

• Qualificationwhichconsistsofunitsofcompetencycombinedintomeaningfulgroupstomeetmeaningfulworkplaceroles,andalignedtovocationalqualificationlevelsidentifiedintheAustralianQualificationFramework(AQF)

• Unitsofcompetencywhichspecifythestandardsofperformancerequiredintheworkplace• Assessmentrequirementswhichspecifytheperformanceevidence,knowledgeevidence

andassessmentconditionsforassessmentforeachunitofcompetency• Creditarrangementswhichspecifyanyexistingcreditarrangementsbetweenthetraining

packagequalificationsandhighereducationqualifications.CurrentlynocreditarrangementsexistbetweenanyCPCTrainingPackagequalificationsandhighereducationqualifications.

Trainingpackagesmayalsoincludenon-endorsedcomponents,suchas:

• Skillsetswhicharegroupsofendorsedunitsofcompetencythataddressedadefinedindustryneedorlicensingorregulatoryrequirement

• Companionvolumes(includingtheImplementationGuide)whichprovidesupportfordeliveryandassessment

• Userguideswhichprovideinformationaboutspecificcomponents

2.1 Trainingpackagedevelopmentandendorsementprocess AlltrainingpackagesmustbedesignedanddevelopedtocomplywiththeAustralianGovernment’sStandardsforTrainingPackagesandaccompanyingpolicies,whichwereapprovedbyCommonwealthandState/Territoryministersin2012.Moreinformationabouttrainingpackagestandardsandpoliciesisavailableat:

Trainingpackagesaredevelopedtomeetthetrainingneedsofspecificindustriesandsectors.Theydifferfromothereducationandtrainingcoursesinthattheymustbecreatedwithindustryinvolvementandextensivenationalconsultation.Theyareregularlyreviewedthroughacontinuousimprovementcycleandupdatedtoensuretheyremaincurrentandrelevant.ThefollowingdiagramdemonstratesArtibusInnovationsdevelopmentorreviewprocess.

2.3 DeliveryandassessmentofTrainingPackagesTrainingandassessmentfornationalrecognitionmustbeconductedbyanRTOwiththequalificationsandspecificunitsofcompetencyonitsscopeofregistration.RTOswishingtodelivermaterialnotontheirscopeofregistrationwillneedtoworkinpartnershipwithRTOsthatdohavethematerialonscope.

RTOs are responsible for ensuring that training and assessment are conducted by appropriatelyqualified practitioners and complywith the relevant requirements in the Standards for RegisteredTrainingOrganisations(RTOs)2015(http://www.comlaw.gov.au/Details/F2014L01377).

2.4 ReasonableadjustmentReasonable adjustment refers to adjustments that can bemade to theway in which evidence ofcandidateperformancecanbecollected.Whilereasonableadjustmentscanbemadeintermsoftheway in which evidence of performance is gathered, the evidence criteria for decisions aboutcompetency— ‘competent’or ‘not yet competent’—shouldnotbealtered inanyway. That is, thestandardsexpectedshouldbethesameirrespectiveofthegroupand/or individualbeingassessed;otherwisecomparabilityofstandardswillbecompromised.

AssessorsmayneedtoconsiderandapplyreasonableadjustmentwhenconductingassessmentandgatheringevidenceinrelationtotheassessmentrequirementsofCPPunitsofcompetency.

1KeyfeaturesofCPPandtheindustrythatimpactonselectingtrainingpathwaysTomeetthedemandsofindustryandtherequirementsofVETstakeholders,TrainingPackagesandthequalificationsandunitstheycontainaresubjecttochange.

TrainingPackagesareversioncontrolledandusersareadvisedtochecktraining.gov.auforthelatestversionofCPP.From2015onwards,furtherversionsofthisTrainingPackagewillbereleasedasmorequalifications,skillsetsandunitsofcompetencyaretransitionedintoCPPfromCPP07.

1.1 TrainingandassessmentpathwaysPathwaysgenerallydefineapathorsequenceoflearningorexperiencesthatcanbefollowedtoattaincompetency.Theyarenotmandatoryandmayvarydependingonthequalificationortrainingprogramandtheneedsofthelearner.Theyshouldbebasedonthelearner’seducationandexperienceandtheneedsoftheworkplaceasrequired.

AssessmentbyanypathwaymustcomplywiththeassessmentrequirementsassociatedwiththeunitofcompetencyandtheStandardsforRegisteredTrainingOrganisations(RTOs)currentatthetimeofassessment.

1.2 MaintainingcurrencyToeffectivelydeliverunitsofcompetencyfromCPPPropertyServicesTrainingPackage,trainersandassessorswillneedtomaintaincurrencyofknowledge,skillsandindustryexperience.

Itisstronglyrecommendedthattomaintaintheirvocationalcurrency,trainersandassessorsshouldhaveundertakenworkexperienceorprofessionaldevelopmentrelatedtotheindustrysectorfortherespectivequalificationwithinthepasttwoyears.

1.3 AssessmentconditionsTheassessmentrequirementsdocumentthatrelatestoeachCPPunitofcompetencycontainsanAssessmentConditionssectionthatlistsarangeofrequirementsforassessment,typicallyunderthefollowingcategories:

• equipment• materials• specifications• relationshipswithteammemberandsupervisor• relationshipwithclients.Wheretrainingandassessmentareconductedinarealworksite,safetyandworkplaceinductionrequirementsforRTOstaffandlearnersmayapply.Inthesesituations,RTOsmustensurethatanyrequirementstoaccessandoperateontheworksitearemet.Thismayincludethesafehandlingandoperationofplant,equipmentandmaterials.

Whentrainingandassessmentareconductedinaclosesimulationtotheworkplace,RTOsarealsorequiredtoensurethatsafetyrequirementsrelatedtothesimulatedworksite(includingplant,

4.2PathwaysadviceforpestmanagementCurrently,therearenoformaltrainingpathwaysintothepestmanagementindustry.InStatesandTerritorieswhereafullCertificateIIIinUrbanPestManagementisnotrequiredforlicensing,apersoncancommenceworkintheindustrybycompletingtheCPPSS00046Managenon-timberpestsskillsetorotherunitsintheCertificateIII.Apersoncouldcompleteoneormoreofthepestmanagementskillsetsandgaincredittowardsthecompletequalification.

4.3PathwaysadviceforsurveyingandspatialinformationservicesThequalifications’structureforsurveyingandspatialinformationservicesprovidesformaltrainingpathwaysfromthepre-vocationallevelatCertificateII,throughtotheDiplomalevelforspatialinformationservices,andtheAdvancedDiplomalevelforsurveying.Thesurveyingandspatialinformationservicessectorsarehighlytechnicalinnaturethereforethequalificationsprovidepathwaysintohighereducation.

CPP20115CertificateIIinSurveyingandSpatialInformationServicesisconsideredaninductionqualificationfortheindustrywiththepurposeofprovidingentrantswithanintroductionintotheworkundertakeninbothsectors.EntryintotheworkforceusuallycommenceswithCPP30215CertificateIIIinSurveyingandSpatialInformationServices.Thisqualificationisalsodesignedtogiveworkersthebasicskillsandknowledgerequiredinbothsurveyingandspatialinformationservices,beforemovingintofieldsofspecialisationwhichcommencewithCPP40215CertificateIVinSurveyingandCPP40315CertificateIVinSpatialInformationServices.

Insurveying,specialistpathwayscontinuefromtheCertificateIVleveltoCPP50115DiplomaofSurveyingandCPP60115AdvancedDiplomaofSurveying,whichbothprovidedirectpathwaysintohighereducation.ThespecialistnatureofsurveyingmeansthatpeopleoperatingattheDiplomalevelareusuallystillworkingunderthesupervisionofaqualifiedsurveyor.InWesternAustralia,completionofbothCPP50115andCPP60115canachieveeligibilityforauthorisationasaminessurveyor.

Inspatialinformationservices,thekeyqualificationsareCPP40315CertificateIVinSpatialInformationServicesandCPP50215DiplomaofSpatialInformationServices.Aswithallsurveyingandspatialinformationservicesqualifications,thepackagingofcoreandelectivearrangementsinthesequalificationsfacilitatesprogressionintheindustry.


4.4PathwaysadviceforstratacommunitymanagementCPP30416CertificateIIIinStrataCommunityManagementisanentry-levelqualificationintothestratacommunitymanagementindustry.Ithasbeendesignedtomeettheneedsofindividualsworkinginadministrativeandsupportrolesinthestratacommunitymanagementsector.GraduatesofCPP30416couldprogresstoCPP40516CertificateIVinStrataCommunityManagement.CPP40516appliestoindividualsinvolvedinprovidingmanagementservicesforstratacommunities.Inmostsituations,theseindividualwillworkindependentlybutmayoperateaspartofastratacommunitymanagementteam.TopromotepathwaysintoCPP40516,thepackagingrulesofCPP30416containanumberofunitsthatarealsointhepackagingrulesofCPP40516.

Itisenvisagedthatafterfurtherworkexperienceintheindustry,graduatesofCPP40516couldprogresstoseniorstratamanagementrolesinlargerenterprisesorestablishtheirownstratacommunitymanagementagencies.Toprogresstothenextlevel,itisenvisagedthatgraduatesofCPP40516wouldundertakeCPP50316DiplomaofStrataCommunityManagement.

Thethreestratacommunitymanagementqualifications,particularlyCPP30416CertificateIIIinStrataCommunityManagement,havebeendesignedtoarticulatewithanewindustry-developed,non-accreditedshortcoursethatStrataCommunityAustraliaisintheprocessofintroducingfornewentrantstotheindustry.Onceimplemented,thiswillensurethatnewentrantshaveaccesstoanindustry-endorsedinductionprogramthatlinkswithnationallyrecognisedqualifications.

4.8CreditarrangementsforCPPqualificationsAtthetimeofendorsementofCPPTrainingPackagenonationalcreditarrangementsexistbetweenqualificationsinCPPandhighereducationqualifications.


5AccessandequityconsiderationsAnindividual’saccesstotheassessmentprocessshouldnotbeadverselyaffectedbyrestrictionsplacedonthelocationorcontextofassessmentbeyondtherequirementsspecifiedintheCPPPropertyServicesTrainingPackageandmustbebias-free.

TrainingPackagesmustreflectandcaterfortheincreasingdiversityofAustralia’sVETclientsandAustralia’scurrentandfutureworkforce.TheflexibilitiesofferedbyTrainingPackagesshouldenhanceopportunitiesandpotentialoutcomesforallpeoplesothatwecanallbenefitfromawidernationalskillsbaseandasharedcontributiontoAustralia’seconomicdevelopmentandsocialandculturallife.

5.1 ReasonableadjustmentItisimportantthateducationproviderstakemeaningful,transparentandreasonablestepstoconsult,considerandimplementreasonableadjustmentsfordisadvantagedlearners.

UndertheDisabilityStandardsforEducation2005,educationprovidersmustmakereasonableadjustmentsforpeoplewithadisabilitytothemaximumextentthatthoseadjustmentsdonotcausethatproviderunjustifiablehardship.While‘reasonableadjustment’and‘unjustifiablehardship’aredifferentconceptsandinvolvedifferentconsiderations,theybothseektostrikeabalancebetweentheinterestsofeducationprovidersandtheinterestsofpeoplewithandwithoutdisability.

Anadjustmentisanymeasureoractionthatalearnerrequiresbecauseoftheirdisability,whichhastheeffectofassistingthelearnertoaccessandparticipateineducationandtrainingonthesamebasisasthosewithoutadisability.Anadjustmentisreasonableifitachievesthispurposewhiletakingintoaccountfactorssuchasthenatureofthelearner’sdisability,theviewsofthelearner,thepotentialeffectoftheadjustmentonthelearnerandotherswhomightbeaffected,andthecostsandbenefitsofmakingtheadjustment.

Theymustassesseachnewworksiteforpotentialhazardsandensuretheycontrolrisksaccordingtorequirementssetbytheiremployerorworkplace,orasprescribedinlegislation.CleaningOperatorsmustalsoensurethatwhenusingcleaningequipment,itischeckedforserviceabilitybeforetheycommencework,andthatfaultsarerectifiedorreported.

Cleaningsupervisorsandmanagersareresponsibleforensuringtheappropriateregimeofelectricaltagandtestingandgeneralequipmentmaintenanceareundertaken,andthatcleaningstaffareproperlytrainedintheuseandhandlingofequipmentandcleaningproducts.

9LegalconsiderationsforlearnersLegalrequirementsforlearnersintheworkplaceorinvolvedinworkexperiencethatapplytoindustry-specificsectorscoveredinCPPPropertyServicesvaryacrosseachStateandTerritoryandcanchangefromtimetotime.

UsersshouldcontacttherelevantstateorterritorytrainingauthoritiesprovidedinSectionC3onpage117ofthisImplementationGuidetocheckiflegalrequirementsapply.

WorkplacementsshouldalwaysinvolveappropriatesupervisionandguidancefromindividualsintheworkplaceaswellasfromtheRTO’strainersandassessors,andmustadheretorequiredlegislationthatappliesinthejurisdiction.Forexample,RTOsandemployersmustensurethatlearnersmeetappropriateWHSrequirementswhileonaconstructionsite.

Apprenticeshipsandtraineeshipsareformaltrainingarrangementsbetweenanemployerandanemployeethathavebeenestablishedbyastateorterritorytrainingauthority.Whereaqualificationisusedforanapprenticeshiportraineeship,thetraininghastoberecognisedbythestateorterritorytrainingauthority.Thisincludestheformandregistrationofindenture.
