Parish Councillor GOVERNANCE IN COLNBROOK WITH POYLE AN ALTERNATIVE VIEW TO IMPROVE THE DEMOCRATIC PROCESS
THE PRESENT SITUATION Currently Colnbrook with Poyle is served by a Parish Council which consists of a group of seven councillors representing the “Independent Minds” group, four truly independent councillors, and one representing the Labour Party. The administration of the council is extremely poor; agendas are uninformative and almost never have accompanying documentation; minutes are unfit for purpose; and there is no genuine attempt to reach out to residents for genuine consultation. Eight of the councillors live in the Poyle area; four in Colnbrook Village, and none in Brands Hill. COLNBROOK IS DIFFERENT Colnbrook with Poyle is part of Slough politically due simply to the way boundaries are drawn up. If you look at a map of the SBC area you will see this carbuncle to the east of the area which is Colnbrook with Poyle. Colnbrook is a rural village with Poyle added to the east and Brands Hill to the west. In addition we are cut off from Slough by the M4 motorway. THE ESSENTIALS FOR PROPER REPRESENTATION I considered the following to be essential in a local council:
• Truly independent representation
• Community involvement and engagement
• Openly available information
• Clarity of local groups relationships
• Local representation Colnbrook fails on all counts.

HOW CAN THESE ESSENTIALS BE ACHIEVED Non political representation
• Ban individuals from standing under a political party or group, and/or accepting funding from such. We are talking the most local of local politics here.
Community involvement and engagement
• Ban councillors from representing other village groups on PC committees. Allow group to appoint independent members.
• Introduce a meaningful and user friendly web site, regularly updated and with sections for village groups and local news. CwPPC’s website is unfit for purpose and councillors have not accepted an offer of a free design and hosting offer.
• Regular quarterly newsletters detailing all council and community group activities, not only those associated with individual councillors from the IM group. (A misuse of parish funds?)
• Properly promoted residents meetings – the monthly surgeries are not sufficiently advertised or promoted. The notice boards are twelve months out of date.
• ALL Parish meetings to be open to residents – the second monthly meeting is held in a small room just able to accommodate the councillors and the clerk. This meeting is referred to as “the closed meeting”. Highly irregular.
Openly available information
• A new website promoted on all resident communications and notice boards.
• Improved agendas for all meetings, together with all necessary supporting information to enable councillors to properly consider agenda items.
• Proper minutes for all meetings, including all sub committee meetings and working groups, so that residents know “what and why”.
• Publication of supporting documentation on the website where possible – adopt the policy of publishing as much as possible.

• Outside organisations reports to be attached to agendas in order to enable consideration prior to meetings. Currently the verbal reports consume far too much council time.
Clarity of local groups’ relationships
• Is the Colnbrook Community Partnership the funding arm of the PC or not? A “community partnership” without community partners!
• Is the Colnbrook Residents Association the social arm of the PC or not? Said to be controlled by IM group and/or wives.
Local representation
• Introduce a “Town Council” template with three wards. Brands Hill, Colnbrook Village and Poyle
• There would be four councillors for each ward and each would live in the ward he/she represented
• Any co-opted councillors to be nominated by local membership organisations, not “buddies of” the ruling elite
• Elections to be held, if possible, every two years with half of the council standing each time
SUMMARY Colnbrook with Poyle Parish Council as it is today is not fit for purpose. All attempts at mediation suggested by SBC have been rejected by the Parish Council, a most disgraceful situation. The Chairman’s Annual Report has still not been published despite a promise that it would be so immediately following the AGM on 7th May – is this a deliberate attempt to keep it out of the public domain until the consultation ends today? I do hope not. The majority group on the parish council have totally discredited the reputation of local governance and undermined confidence in the democratic process. Perhaps the only way forward is to have a break from this tier of local representation and revisit the matter in years to come. May 2013

1. I am a councillor myself and am concerned about the lack of cohesion within the
Council. New Members such as myself are pushed out by incumbents.
2. Colnbrook Parish Council needs to go; let Slough CCA do the job.
3. I would like to see more litter clearance between the Red Lion and Brands Hill.
