About us
India adopted the main recommendation that there should be only one herd book for a
single breed in each country and that the emphasis should be on pedigree and production records.
Accordingly, necessary steps were taken to lay down breed and production standards for several
breeds of national importance and to open their herd books. Major activities envisaged under the
programme were:
(i) To advise the State Government on breeding Programmes and the maintenance and utilization of records, and
(ii) To collect and publish the records of all cattle registered in the Herd Book to enable inter-farm and inter-breeder exchange of animals for breed improvement. Herd Books have since been opened for 7 breeds of indigenous cattle and 3 breeds of
buffaloes of national importance. All animals, which conform to the breed characteristics and which
have production above the minimum standards laid down, are eligible for registration in the Herd
Book. The breeds of cattle and buffaloes for which Herd Book have been opened and their
production standards laid down are as follows:
With partition of the country, home tracts of Sindhi, Sahiwal and Tharparkar breeds have
become part of Pakistan. The Herd Book of these breeds, however, are still being maintained as
there are large number of animals of these breeds at various organised farms in the country
established to upgrade local populations.
Mehsani: Mehsana in Gujrat.
Banaskantha, Sabarkantha Gandhinagar and
Ahmedabad districts of Gujrat.
Jafrabadi: Janagarh, and Amreli
districts of Gujrat. Most of buffaloes found in
the Gir forest area
Surti: Kheda, vadodra, Bharuch and Surat
district of Gujrat
It was felt that proper foundation for livestock improvement could be laid if breeders
were encouraged gradually to take up this work through breed societies. The extension of herd
registration in the breeding tracts of important breeds and formation of breed societies were,
therefore, considered essential to further provide necessary expanded of registration to important
breeding tracts and formation of breed societies taken up during the Third Five Year Plan, was a
result of this policy decision.
Under this scheme, a combined Hariana and Murrah Unit was established at Rohtak in 1962.
This unit operated in the States of Haryana, Delhi, Rajasthan and Uttar Pradesh. During the Fourth
Plan, it was considered desirable to establish similar units for the improvement of other important
breeds. Under the expanded programme a combined unit for Gir and Kankrej cattle and surti
buffaloes was established at Ahmedabad. This unit operated in Gujarat and Maharashtra. At the
end of Fifth Plan two more units in Rajasthan and Andhra Pradesh were established
The shortage of pedigree bulls of high genetic make up as always been a major handicap for
all cattle development projects. It has also been realised that organised cattle breeding farms alone
cannot meet the requirements of breeding bulls and that the bulls produced by breeders in the
breeding tracts have also to be located and utilised. Herd Registration Programme is an important
programme under which bulls male calves/heifers of known pedigree and production potential have
been identified and recorded in the breeding tracts with individual breeders.
There has been a demand for Indian cattle and buffaloes form South Asian, African and
Middle East countries. Mostly heifers, breed able cattle, pregnant cows and bulls/bull calves are
exported. In order to ensure and develop market for Indian cattle and buffaloes, it is necessary that
only animals of know pedigree and potential are exported. In this case also the Herd Registration
Organization can play an important role in making available animals for export from the field.
Objective of the
Scheme
1. To locate superior germ plasm in the farm and Breeding tracts through milk recording and registration of Animals.
2. To introduce systematic recording in the breeding tracts. 3. To study the production records collected in the breeding tracts and organized
cattle farms & lay down standard for selection. 4. To collect and publish the Production and breeding data of all registered animals
for general guidance and inter-farms Inter-breeder exchange of Animals. 5. To regulate sale/purchase and Import of cattle and buffaloes to ensure and enforce
quality control.
6. To propagate and awaken consciousness amongst the breeders to improve their economics through Livestock improvement by Constant publicity and incentive and formation of Breeders Association.
Parameters for Assessment of
the Performance of Central Herd
Registration Scheme
1. No. of Cows & Buffaloes confirming to breed characteristics Located
2. No. of Animals Primarily registered
3. No. of Animals Finally Registered
4. Information on saleable animals put up on website and circulated to the States/ SIA’s during every quarter
5. No. of Breeders Awareness/ Publicity camps conducted
6. No. of Persons Trained for conducting survey and milk recording for SIA
1.
The following scheduled of norms are observed by the competent authority for making of
registration of animals in the Herd Book maintained for different breeds cattle and Buffaloes in the
Ministry of Agriculture, Department of Animal Husbandry and Dairying to maintain the international
standard prescribed thereof.

4. There should be no more than two missing milk recording for the animals under consideration.
5. Recording of constant (Same quantity of milk yield) for the consecutive three scheduled day of recordings, the animals under consideration would be liable for cancellation.
6. There should be at least two test checking for milk yield or recording on the day of recording by the Officer-In-Charge or Field Inspector.

This scheme has played a significant role in assisting State Government, government Undertaking, cooperative Dairies and Private Breeders procuring dairy animals and sires of high genetic potentialities for the use in their Cattle/buffalo improvement programmes. The Breeders have also been benefited by getting higher price for their registered animals and its progeny specially bull calves/bulls of Gir breed. Thus they are encouraged to produce more good animals.
CHRS can contribute significantly to NPCBB by meeting part requirement of high quality bulls of
local cattle and buffalo breeds for the existing and new semen stations for providing artificial
insemination services as well as for the on-going and new local breed development programmes
for providing breeding services using bulls for natural services. It can enhance its scope of
recording of elite cows by helping farmers in feeding, management and health-care of their
animals. The data collected under HRS can also be used for advising farmers on culling decisions as
well as for selling and buying of animals. CHRS can also think of establishing self-help groups to
channelize credit to participating farmers for buying of animals. It can enhance its scope from
recording of elite animals to provide decision support to participating farmers by focusing in a few
selected villages in the native tracts of indigenous breeds of cattle and buffaloes and taking
maximum number of animals of various breeds under recording within the selected villages
instead of recording of elite animals in many scattered villages as has hitherto been done under
CHRS.
