SWQ Training Pty Ltd is a nationally Registered Training Organisation (RTO). The benefit of training
with a RTO is that you are assured of quality training. An RTO must provide a documented quality system
covering all training, assessment and services. As an RTO we comply with all requirements of the licensing
authority.
Upon successful completion of one of our training courses we will issue you with a nationally recognised
Statement of Attainment or Certificate.
What we offer our Students
We employ qualified Trainers and Assessors who also have industry qualifications equivalent or higher than
the qualification delivered and assessed. They also have years of industry experience. All of our trainers are
friendly and approachable whilst maintaining a professional manner.
Flexible Learning and Assessment procedures
Some components of our courses are delivered in training room group sessions with set timeframes. There is
flexibility to adjust the training mode to accommodate some diverse learning arrangements. If you have a
situation which requires some delivery or assessment methods to be modified to suit your circumstances,
please discuss these with the administration officer or trainer. All reasonable adjustments will be considered by
SWQ Training.
Training Options
We offer Part time/Full time training programs.
Full time training – full certificate courses
Full time courses are offered as work based training (on-the-job). Participants in this mode of training are
employed and work full time. They complete an apprenticeship or traineeship and do work based training and
assessment activities under an experienced qualified supervisor. A trainer/assessor from SWQ Training visits
the work place on a regular basis (usually 4-6 weeks) to monitor the apprentice’s/trainee’s progress and to
deliver training and assessment activities to the apprentice/trainee. The apprentice/trainee may need to attend
block training sessions off the job for some of the units of competency. This is stipulated on the training plan at
commencement of the course. RII30813 Certificate III in Civil Construction Plant Operations is nominally 36
months in duration, RII30913 Certificate III in Civil construction (Road Construction and Maintenance) is
nominally 36 months in duration, CPC30511 Certificate III in Dogging is nominally 24 months in duration and
CPC30711 Certificate III in Rigging is nominally 24 months in duration. The Queensland User Choice
Program funds preferred suppliers (RTO’s) for the provision of services to eligible apprentices/trainees.
Part time
This study options allow students to hold full time employment. It applies particularly to participants who are
completing the High Risk Licencing units of competency or to participants who may only complete one or two
units of competency as partial completion of the full certificate. Participants attend block training at pre-
determined times and then complete workplace training activities under an experienced licenced/qualified
supervisor. These activities are documented in the Student Log Book. All machine/equipment/plant operating
hours completed in the workplace are logged into this book as evidence for assessment.
Entry requirements –
There are no entry requirements to the training programs/courses.

Other requirements of students: Students require the necessary Foundation Skills such as: learning, oral
and written language, writing and numeracy skill appropriate to the working environment and the ability to
read and follow instructions in work manuals and procedures and in other relevant workplace information such
as signs and machine operating manuals. Students need to be able to develop the necessary numeracy skills to
carry out workplace calculations such as calculate weights and measures and carry out calculations required to
competently use certain machinery and equipment. On enrolment SWQ Training identify any particular
learning, oral and written language, writing and numeracy needs of the student so assistance can be provided or
referral given to a relevant organization or agency.
Unique Student identifier (USI)
From 1st January 2015 all RTOs are required under legislation to collect and verify USI for each student prior
to issuing a qualification or statement of attainment and to include the USI in the returns to the National VET
Data collection. Although the onus is on the student to obtain a USI however SWQ Training as an RTO will
assist students in this process.
Steps to follow:
1. SWQ Training can create this for you: - Please complete our enrolment form and bring two (2) forms of
identification to course enrolment.
2. If you already have your USI then bring this along to course enrolment.
3. If you would like to create your own USI, you can do so by visiting www.usi.gov.au and follow the
prompts. Then bring your USI to course enrolment.
4. You will also be asked to give a preferred contact method, either an email, text message or postal address on
your enrolment form.

Training Fees
Course fees are outlined on the sheets listing the units of competency for each qualification offered. At the
initial interview/contact a final course fee is determined depending on the individual candidate’s previous
training and experience. There is an administration fee of $65 per course payable on application and prior to
starting the course. This fee confirms enrolment. This is non-refundable. A deposit of no more than $1000 is
paid upon commencement. A payment plan agreement is entered into upon enrolment to pay the remaining
fees. At no time does SWQ Training accept more than $1,500 for fees paid in advance. All monies owing must
be paid by completion of course and before the Certificate/Statement of Attainment is issued. The
administration fee is withheld if a cancellation or suspension or transfer of course occurs. A
Suspension/Cancellation/ Transfer Application Form must be completed and submitted so payment plans and
course training plan can be altered. All final decisions are made by Director if extreme circumstances are
involved. Payment Plans are legal binding contracts and defaults will be dealt with accordingly. Payments are
for course study (Training and Assessment) not for the issue of the certificate. Certificates are not issued until
final payment has been received by the training organization. They are issued within the regulated timeframe of
30 days after marking of all assessments. Additional fees are charged for ‘resit’ assessments and/or training for
students who are not yet competent on completion of the training course. These fees are discussed and agreed
upon in consultation with the Director. A resit /challenge test is quoted on application.
Refunds and Cancellations
We recognize that students may change their desire to pursue a career in the Construction and Infrastructure
and Resources Industries and therefore we have developed a refund policy to meet such contingencies.
If the student/third party cancels a course booking prior to commencement of the training course the following
charges will apply:
7 or more working days notification; Nil course fees apply, as long as all course materials, learner
guides are returned to SWQ Training.
3 - 6 days notification before start date; cancellation charges equal to 50% of quoted course fees
will be retained / payable. These will be at the discretion of the Manager given the circumstances
of each individual cancellation
Less than 3 working days before start date; full course fees will be retained / payable. These will
be at the discretion of the Manager given the circumstances of each individual cancellation
If a student withdraws from the course once it has commenced, course fees are payable in full, no refund will
be given. Deposit and any monies paid are non-refundable.
Under extreme circumstances this may be reviewed but decision is with administration on advice by director.
If SWQ Training Pty Ltd cancels a training course prior to commencement then all fees and charges already
paid to SWQ Training Pty Ltd will be refunded to the student/business in FULL.
SWQ Training Pty Ltd guarantees that once a course has commenced that student will not be disadvantaged in
the unlikely event that the RTO Registering Body has rescinded the registration for that particular course/unit.
Cancelling the registration of a course/unit can happen for a number of reasons. One such reason would be the
RTO couldn’t provide sufficient evidence that the course/unit structure meets strict guidelines.
If for any reason the course/unit is cancelled by an outside agency SWQ Training will make every effort to
have those students enrolled in that particular course/unit deferred until a solution is met between all parties or
alternatively will refund monies paid and assist the student in enrolling with another RTO with that same scope
of registration.

Re Issues
There is a fee for the reissue of documentation that is lost, damaged or destroyed. All documentation is in
duplicate and placed on the students file as proof of being issued, marked & signed. This includes original
enrolment, RPL assessments, assessment tools and schedules, training timeframe, practical sheets, training
plans, logbooks and record books, copies of certificates/statements of attainment & results. Reissue costs are:
$20 per learner’s guides, $10 per logbook, $10 per student record book, $25 per statement of results/academic
history & certificate/statement of attainment replacement, $65 per replacement of competency card.
Dress Code
Students must at all times dress appropriately. Appropriate workplace shoes and clothing including Personal
Protective Equipment (PPE) must be worn at all times students are undertaking workplace training or
assessment.
Managing Issues / Concerns
SWQ Training Pty Ltd at all times endeavours to develop a positive and constructive relationship with all
students however there are times when particular issues arise which need to be dealt with. These occasions can
include:
1. Times when the student is not progressing according to her/his training plan. This may occur because:
The student has not attended the scheduled training/assessment sessions
The student has not submitted/attended the assessment on the due date
The student has not achieved competency
2. Times when students do not act in an appropriate manner. This may include but not limited to;
Use of inappropriate language
Unsuitable or inappropriate clothing (not wearing PPE)
Discrimination against other students
Harassment of other students
Attending training/assessment activities whilst under the influence of alcohol/illegal substances
Or not abiding by any of the specified House Rules and Regulations
In these cases and in other identified occasions, SWQ Training Pty Ltd will:
Initially discuss the issue/situation with the student with the express purpose of resolving the issue to
allow the student to make the required progress and to comply with the acceptable standards identified
by the training organization. The student may be given a first warning at this stage.
Involve other parties in the resolution of the issue if an acceptable solution is not agreed upon and
implemented after the initial discussion. This may involve the relevant State government department,
(Department of Training and Education) and ACC representative (the Australian Apprenticeship
Centre if the student is on a traineeship/apprenticeship).

Grievances – Complaints and Appeals
SWQ Training Pty Ltd has a procedure in place to deal with any concerns, problems or issues you may have
about any aspect of your training program. This includes the way it is delivered and the outcomes of your
assessment.
The steps to take if you do have a Complaint are as follows:
1. Deal with the issue as soon as it arises in order to avoid any disruption or the need for a formal
complaint
2. Contact your trainer or assessor immediately after the concern arises. Details of your
complaint/concern will be recorded in writing
3. The trainer or assessor and the student with the complaint will work together to try and resolve the
matter
4. If a resolution cannot be reached you are to write a formal letter to SWQ Training Pty Ltd
Director/Training Manager or obtain a Complaint Form from administration. You are to set out
the details of the concern/problem
5. The Director/Training Manager will convene a meeting within 7 days, with the aggrieved and all
other parties to resolve the issue. A support person may be present at this meeting.
6. If you are still dissatisfied a mediation session will be arranged. An industry representative will be
invited to act as an objective party to negotiate a satisfactory resolution. The aggrieved is
encouraged to have a support person present at this meeting
7. If a decision is reached all parties sign a resolution document and the decision executed within 7
days
8. Unresolved issues can be taken through legal avenues, the Anti-discrimination Board, Consumer
Affairs or other appropriate bodies. You may lodge a complaint against the RTO with the
Registering Body (ASQA) via ASQA’s online complaint form. ASQA uses information received
through student complaints to ensure that training providers are delivering quality training and
assessment services.
9. All outcomes are recorded and filed in the Grievance/Complaints register and details are kept
confidential at all times.
Appeals
If you are dissatisfied with your assessment result you may lodge an appeal within 14 days after receiving the
result.
The appeal must be lodged in writing on the appropriate form, obtained from administration,
stating why you are dissatisfied with the assessment decision
The Director will review the appeal and all the evidence provided by you for your assessment
A 3rd party report will be sought from the workplace supervisor
If necessary SWQ Training may seek further evidence such as oral/written answer to questions,
work documentation and demonstration
The Director will make a decision on the result. This decision is final
All parties sign off and records updated and filed
If you are still dissatisfied then you can take the matter to the relevant government/regulatory body

Recognition of Prior Learning (RPL)
This process is fully explained at the initial enrolment day. In brief it is an assessment of a student’s current
skills & knowledge gained through formal or informal learning such as: life experiences, education, work
experience or previous training. You can apply for a whole unit of competency or you may negotiate for a full
or part of a Qualification. Proof of prior training undertaken needs to be verified by original or certified copies
of certificates. Candidates are to meet every performance criteria and knowledge and skills to be deemed
competent in any full unit of competency or qualification. You may be able to accelerate completion of the
qualification through the RPL process. Any gaps identified will require training.
An RPL Application form must be filled out prior to course commencement and then the candidate will receive
an RPL Assessment book to be completed for the units of competency they feel they are currently competent
in. This assessment will include challenge test of knowledge. A skills (practical) assessment may be arranged
upon request if the assessor believes inadequate evidence of prior training and experience has been provided. A
report is generated, results are discussed with candidate and the training plan is drawn up to complete your
qualifications. Any student applying for RPL for load shifting or crane courses should be aware that it is a
mandatory requirement that all applicants must undertake a challenge test which comprises the theory and
practical assessments set by WHSQ. RPL will only be applied to the experience and hours required for
operating High Risk machine/equipment. Application forms are available from the trainer.
Privacy
Staff at SWQ Training will ensure that the strict security provisions relating to your personal details are not
compromised. Your privacy is assured and any communications between you and our staff will be held in the
utmost of confidence. SWQ Training Pty Ltd is committed to complying with privacy legislation at all times.
All students and staff must also respect the privacy of others. This means that:
Students can request to see their own file only
Student information is not divulged to any other person except to authorized personnel (legal guardian if
student is under 18, trainers/assessors, government department personnel, internal and external auditors)
Students may give written signed permission to allow a third party to view their file on their behalf.
All information is stored in a safe and secure cabinet and is not released without your permission. Legislative,
contractual and compliance audit processes are the exception. No photos or comments made by students or
employers are not to be used without written permission. The file may be assessed by trainers/assessors only
for progress training information. Training records are released to the trainer/ assessor and returned after use.

Overview of the training programs offered by SWQ Training
FULL Certificate courses
These courses include:
o CPC30511 Certificate III in Dogging
o CPC30711 Certificate III in Rigging
o RII30813 Certificate III in Civil Construction Plant Operations
o RII30913 Certificate III in Civil Construction(Road Construction and Maintenance)
These training courses cover all the units of competency required for a worker to competently work in the
construction, and infrastructure and resources industries to the standard required of the industry. On successful
completion the student is issued with a Certificate.
CPCCOHS1001A Work safely in the construction industry has been developed in consultation with by
the Construction and Property Services Industry Skills Council to support people in the construction industry
who are seeking assessment against the unit of competency. The unit supports the national implementation of
the Construction OHS Induction Training Program which is underpinned by the Australian Safety and
Compensation Council’s National Code of Practice for Induction Training for Construction Work (ASCC
2006).
Topics covered by the CPCCOHS1001A Work safely in the construction industry course include:
Basic information on the relevant Commonwealth, state and territory OHS legislative and safety requirements
for construction work including duty of care, common construction hazards and basic procedures for the
assessment of risk and application of the hierarchy of control, OHS communication processes, information
and documentation including the role of OHS committees and representatives, the meaning of common safety
signs and symbols, and procedures for reporting hazards, incidents and injuries, procedures for responding to
incidents and emergencies including evacuation, first aid, fire safety equipment and Personal Protective
Equipment (PPE).
High Risk Loadshifting and Crane units of competency training courses
Training and assessment leading to licenses for prescribed occupations (Operation of loadshifting equipment)
is limited to those trainers and assessors who are accredited assessors through the Department of Work health
and Safety Queensland. In line with the new Harmonised WH&S Act SWQ Training Pty Ltd has changed over
to the mandatory national units of competency for the High Risk Outcomes from the Transport & Logistics
Training Package (TLI), the Construction, Plumbing and Services Training Package (CPC).
Before a Statement of Attainment can be issued by the RTO the student must undertake specific on-the-job
training in a work environment or replicated/simulated industrial work environment and undertake a
mandatory assessment. The period of on-the-job training ranges from 40 – 100 hours depending on the unit of
competency.
For each class of license there are three types of assessment you must undertake. A closed book knowledge
assessment, a practical assessment of your skills and an account of the hours and experience logged in the log
book.
As you complete each of the assessments, you will be given feedback from the assessor. The feedback is
designed to give you information about what you did competently as well as the areas in which you could
make improvements which will ultimately make you a better, safer operator.

Successful applicants will still receive a Statement of Attainment (issued by SWQ Training Pty Ltd) and you
may be eligible to apply for a Licence (issued by WH&S Q’LD).
Getting your license
You will be required to maintain a training log book provided by the RTO or similar record of the experience
you have acquired.
After undertaking the appropriate training and you have received on the job experience, the RTO will arrange
the assessment.
You will be required to provide evidence of your identity (usually a driver's license) to the RTO.
After successfully completing the theory and practical assessments, you will be given a statement of attainment
(result of the course) and an Assessment Summary Sheet.
Applications for High Risk Work Licence will have to be lodged by applicant to Australia Post. The current
cost is $79.70 plus cost of photo. The Accredited Assessor will give you full instructions on how to make
application.
You should keep copies of all paperwork given to you by the RTO.

Single Units of competency training
SWQ Training Pty Ltd offers training in operating vehicles, plant and equipment, earth moving equipment,
working at heights, elevating work platforms as well as breathing equipment, gas test atmospheres, working in
accordance with an issued permit and enter and work in confined spaces and operate and maintain four-wheel
drive vehicle.
Successful applicants receive a Statement of Attainment (issued by SWQ Training Pty Ltd). Please refer to the
flyers for full list of single units of competency that are offered by SWQ Training Pty Ltd.
These units of competency are all from the National Training Packages and successful applicants would
receive credit for them towards a Certificate. This would cut down on the time to take to complete a full
certificate course as well as cutting down on the cost.

CPC30511 Certificate III in Dogging
A worker who completes a Certificate III in Dogging (a specialist trade qualification) would be
responsible for the mounting of loads handled by cranes in locations such as manufacturing plants,
construction and mining sites and the maritime industry. The trade qualified dogger would receive
credits into the Certificate III in Rigging and would then also be a qualified trade rigger.

FUNDING
Traineeships are funded under User Choice. This is a National Initiative that allows employers, together with the apprentices and trainees they employ, to:
Choose which Registered Training Organisation (RTO) will provide them with structured training services, and
Negotiate key aspects of the training, such as where, how and when it is provided
Have the course fees funded. The student/employer is only responsible for the
student tuition contribution fee currently set by the government at $1.60 per nominal
hour of training.

CPC30711 Certificate III in Rigging
A worker who completes a Certificate III in rigging (a specialist trade qualification) would be
responsible for assembling and installing rigging gear such as cables, ropes, pulleys and winches to
lift, lower, move and position machinery, structural steel and other heavy objects. A worker who is a
trade qualified dogger would receive credits into the Certificate III in rigging and would then also be
a qualified trade rigger.

RII30813 Certificate III in Civil Construction Plant Operations
A worker who completes a Certificate III in Civil Construction Plant Operations is a qualified skilled
operator in the civil construction industry working on a civil construction site where they operate
large powerful earthmoving equipment. They may dig trenches and excavate earthworks using an
excavator and conduct roller operations. The qualified worker could then enter a Certificates IV in
Civil Construction Plant Operations and would have the role of qualified specialist civil construction
personnel performing technical specialist tasks involving varied complex non-routine activities.

RII30913 Certificate III in Civil
Construction (Road Construction and Maintenance)
This qualification reflects the role of a skilled operator working in the Civil Construction industry in, Road Construction
and Maintenance. The worker applies a broad range of skills in a varied work context, using some discretion and
judgement and relevant theoretical knowledge. The worker may provide theoretical advice and support a team. To achieve
a Certificate III in Civil Construction (Road Construction and Maintenance) twenty-five (25) units of competency must
be completed which includes 7 core units, 9 mandatory Road Construction and Maintenance units and 9 electives which 4
of must be Road Construction units of competency.

NINE (9) ELECTIVE UNITS MUST BE ACHIEVED — at least four (4) must be chosen from Group I and/or Group Q including at least four (4)

Fee Structure
Single units of competency & licensed units offered by SWQ Training Pty Ltd
TRAINING FEES
Training (before assessment) is between 2-50 hours depending on the unit of competency and
the trainee’s needs. This is calculated at $105/hour for a group of trainees.
The following Conditions may apply to training cost
Travel costs per kilometre: $1.05c
Travel costs are subject to distance and accommodation expenses to be supplied or back charged.
Full fees are available upon application.
Other Discretionary Fees and Charges applicable to all training programs
Administration Fees: $65.
An additional fee will be charged if the following occurs:
Issuing of replacement Statement of Attainment $25
Issuing a replacement Competency Card $65
Material Fees All material fees are covered within the course fees
Other Charges Travel and accommodation costs as per above schedule of rates
Re-Assessment Fee
A resit is always available to all students; however the following charges will apply:
After 6mth period from initial time of course the full course fee will be charged
If still not deemed competent 1month after re-assessment the fee will be at the Office
Manager’s discretion.
Within 6mth period from time of course the following charges will occur:
Knowledge/Theory Component – pro rata hourly rate (but no more than the
original fee)
Practical Component - $110
Payment methods and conditions
Cash, cheque, company purchase order or direct bank transfer.
Cheques Will only be accepted if they are paid for the full amount of the fees up to the
value of $1000 no less than seven days before the course commencement. The
remainder (total course fee minus deposit) will need to be paid by the end of
the course.
Bank Transfers Will have to be made at least 3 days before the commencement of the course
up to the value of $1000. The remainder (total course fee minus deposit) will
need to be paid at the end of the course.

Purchase Order Businesses are to supply a purchase order upon making the course booking
(applicable when an employer pays the student’s fees)
FUNDING
Traineeships/apprenticeships are funded under User Choice. This is a National Initiative that
allows employers, together with the apprentices and trainees they employ, to:
Choose which Registered Training Organisation (RTO) will provide them with
structured training services and
Negotiate key aspects of the training, such as where, how and when it is provided
Have the course fees funded. The student/employer is only responsible for the student
tuition contribution fee currently set by the government at $1.60 per nominal hour of
training.
