The following is a summary of Plan A3 Amended - Voting RightsAct Compliant A3 Amended, as submitted by Supervisor Don Knabe.

4. Deferred/Advanced Voting: County supervisors are

elected to staggered four-year terms. The First and Third Districts electsupervisors at each general election at which the Governor is to be elected (i.e.2010,2014,2018). The Second, Fourth and Fifth Districts elect supervisors ateach election which the President appears on the ballot (i.e. 2008,2012,2016,etc.). Countywide, 2.3 percent of constituents in the County will be affected bydeferral or advancement under this plan. A table containing deferral andadvancement information is enclosed here as Attachment 3 and is summarizedbelow.

Advancement

V oters who will be reassigned from the First and Third Districtsinto the Second, Fourth or Fifth Districts, will have an opportunity to vote for aCounty supervisor twice in four (4) years (2010, 2012), thus advancing their rightto vote for a supervisor.

In the Benchmark First District, 84,065 constituents will bereassigned to either the Second, Fourth or Fifth Districts. As a result of thisproposed plan, 4.4 percent of all constituents, 4.7 percent of the citizen voting agepopulation (CV AP), and 4.8 percent of registered voters in the Benchmark FirstDistrict are advanced.

In the Benchmark Third District, no constituents wil be reassignedto either the Second, Fourth or Fifth Districts.

Deferment

V oters who will be reassigned from the Second, Fourth and FifthDistricts into the First and Third Districts, will not have the opportunity to votefor a County supervisor until 2014. For those reassigned voters, six (6) years willhave passed since they last had the opportunity to vote for a supervisor.

In the Benchmark Second and Fourth Districts, no constituents willbe reassigned to either the First or Third Districts.

In the Benchmark Fifth District, 142,356 constituents will bereassigned to either the First or Third Districts. As a result of this proposed plan,6.8 percent of all constituents, 6.9 percent of the CV AP, and 6.9 percent ofregistered voters in the Benchmark Fifth District are deferred.

5. Citizen Voting Age Population (CV AP): The CV AP

information per district is summarized on page 27 of the Report on ProposedRedistricting Plan - Plan A3 Amended. The relevant page is enclosed here asAttachment 4.

6. Incumbency: This plan does not displace any supervisorfrom his/her district.

7. Contiguity/Compactness: All five supervisorial districtsare contiguous and are reasonably compact.

11. Staff Recommendation: If this plan is adopted by theBoard of Supervisors, County redistricting staff recommends that the Boardconsider adjusting minor anomalies within the plan. These adjustments will moveareas with zero or negligible population to appropriate supervisorial districts, andeliminate "islands" within districts or the appearance of a resulting split in a cityor unincorporated area. The following adjustments are recommended to Plan A3,and as ilustrated below:

1. Reassign that portion of Census Track 602302 currently in theCity of Hawthorne and the Fourth District to the SecondDistrict, resulting in the City of Hawthorne entirely containedin the Second District (zero population impact).
