Consistent with the Board's August 4, 1998 and December 5, 2000 actions onmanagement appointments, the Department of Health Services (DHS) requestsauthority to appoint Rob Lonardo to the position of Director, Office of Managed Care(OM C) at a salary of $15,000.00 per month or $180,000.00 annually. The requestedsalary is in accordance with County Code Section 6.78.350 L, which specifies that, forrecruitment purposes and at the time of initial appointment, the compensation of thisposition can be set at a rate of up to 50 percent above the rate shown inSection 6.28.050 (currently $10,707.27) as the base rate for this position. Therequested salary of $15,000.00 per month is approximately 40 percent above the baserate. Mr. Lonardo is currently a health care consultant with a private firm in Newport BeachCalifornia and has over 24 years of extensive management experience in the healthcare field. His previous positions include Senior Vice President of ConsumerOperations/Government Programs at Blue Shield of California , National Vice Presidentof Medicare Programs at Met Life Health Care of Westport, Connecticut, andVice President of National Development for FHP Healthcare headquartered inFountain Valley. Mr. Lonardo s professional background also includes administrativeexperience as Chief Financial Officer of Pacifica Community Hospital , a 129-bed acutecare faciliy in Huntington Beach , California.

The department indicates that Mr. Lonardo is highly qualified to perform in this criticalposition as demonstrated by his past and current work performances.

Additional information, including the original request from Health Services and anorganization chart are provided. Sufficient funding for the item is included in theDepartment' s 2003-04 Adopted Budget, and the cost is 100 percent offset withcapitation revenue.

The Department indicates the requested annual salary of $180,000 is appropriate forperforming the duties of the position and the experience Mr. Lonardo brings to thisposition. Based on the above, we concur with the Department's request to appointMr. Lonardo to the position of Director, Office of Managed Care , at an annual salary of$180,000.

In accordance with the policy on managerial appointments , unless we hear otherwisefrom your offices by March 15 , 2004 , we will notify the Department that they areauthorized to proceed with the appointment.

On October 1 , 2002, the Board of Supervisors instructed that all appointed Department Headsobtain the approval of the Board prior to filling any administrative or management position with anannual salary in excess of $107 000. As directed in this Board policy, CAO approval is required tofill any management vacancy.

Consistent with this policy, this is to request approval to appoint Robert Lonardo to the position ofDirector, Offce of Mapqd Care (OMC), Item Number 4568A , within Health ServicesAdministration at $115:00 .00 per month or $180 000.00 per year. Mr. Lonardo is currently a healthcare consultant with'tvative Solutions of Newport Beach. His client base includes varioushealth care governmental entities and private healthcare corporations. The Director , OMC positionwill report to Fred L , Chief Operating Officer for DHS and is fully funded in the Fiscal Year2003-04 budget. The Department would like to make this appointment as soon as possible.As Director, Offce of Managed Care (OMC), Mr. Lonardo wil have oversight responsibility forthe development, planning, implementation , administration, and evaluation of managed carehealth plan program/services offered to patient populations served by the DHS CommunityHealth Plan (CHP). The CHP delivery system is comprised of County hospitals, ComprehensiveHealth Centers and Health Centers , as well as private hospitals and medical groups. It isaffliated with two other Knox-Keene licensed health plans in the Healthy Familes Program. Mr.Lonardo wil also direct the negotiation , administration and assessment of contractualagreements with providers of health care services to the Department and services provided bythe Department to non-County managed health care providers; and direct the developmentimplementation and evaluation of operational plans to expand the provision of services andincrease enrollment in the CHP.

Mr. Lonardo wil also serve as principal liaison to and will assume responsibility to. develop andmaintain an effective relationship with the Local Initiative Health Authority for the Los AngelesCounty to faciltate the continuing CHP partnership relationship; direct the administration of theCHP service delivery networks; as well as direct the assessment of the quality of servicesdelivered by private sector providers to ensure achievement of an adherence to contractualagreements; negotiate cost effective contractual agreement/arrangements with private providers;ensure appropriate reimbursement for DHS' provided services; and ensure the achievement ofand adherence to all federal , state and local licensure/regulatory requirements associated withopening health maintenance organizations.

Mr. Lonardo has extensive experience in the healthcare field having served more than 24 years invarious management capacities. His previous positions include service as Senior Vice PresidentConsumer Operations/Government Programs at Blue Shield of California, National VicePresident - Medicare Programs at Met Life Health Care of Westport, Connecticut, and VicePresident - National Development for FHP Healthcare headquartered in Fountain Valley,California. Describe where the position fits into themanagement organizational structure.This position is within the Department of Health Services , Health Services Administration and is structuredorganizationally under the DHS Chief Operating Offcer (COO). The Director, Offce of Managed Care positionwil serve report to Fred Leaf, COO. As Director, Offce of Managed Care (OMC), Mr. Lonardo wil haveoversight responsibilty for the development, planning, implementation, administration , and evaluation ofmanaged care health plan program/services offered to patient populations served by the DHS CommunityHealth Plan (CHP). The CHP generates annual revenues in excess of $200 millon and has 136 positions.CHP has a combined membership of 175,301 in its Medi-Cal, Healthy Familes Program , In Home SupportiveServices, and County Temporary Employees product lines. The CHP delivery system is comprised of Countyhospitals Comprehensive Health Centers and Health Centers, as well as private hospitals and medical groups.It is affliated with two other Knox-Keene licensed health plans in the Healthy Familes Program. Mr. Lonardo

wil also direct the negotiation, administration and assessment of contractual agreements with providers ofhealth care services to the Department and services provided by the Department to non-County managedhealth care providers; and direct the development, implementation and evaluation of operational plans toexpand the provision of services and increase enrollment in the CHP. .

Attachment II - OMC Organization Chart

Mr. Lonardo currently is a health care consultant with a private firm in Newport Beach, California. The DHS DirectorOffce of Managed , Item Number 4568A, is compensated at the flat salary rate of $10, 720.07. The proposed annualsalary for Robert Lonardo of $180,000.00 ($15,000 monthly) is within the parameters established in the Salary Code.The salary requested for Mr. Lonardo is commensurate with the scope and level of responsibilty required of theDirector, Offce of Managed Care. Mr. Lonardo possesses the special knowledge, skils, and experience required tosuccessfully perform all duties of the position. The salary adjustment wil compensate Mr. Lonardo commensuratewith his professional background, management experience, and the scope and complexity of the duties andresponsibilties of the position.
