The pos:Able pay zones encountered in the Sparks-Whitfield #1 CornelisonytWell in SWSW, Section 26, T5S, RlE are not present in this Weil, the sandstone having changed facies to dolomite. On the shale marker bed at 683 feet this well is about 30 feet structurally high to the Sparks well to the south.

Dear Duncan:
The above location was scouted yesterday, and the description has been placed on the abandonment marker pipe. The mud pits have not been filled, however, Mr. Cornelison, the land owner, has signed a statement to the affect that he is satisfied with the location as it now is, consequently, the mud pits do not have to be filled.
The samples from this test are in my possession at the Belle Fourche Office. Two sets of the mechanical logs and two copies of the geology report made by George Wulf has been delivered to the Vermillion office and should be in the file.
All requirements seem to have been met on this test and I believe we can safely recommend that the oil and gas board release the bond.

I was nt the location of the above test yesterday and found that the drill rig had been removed from the location. I quote from page 22, Section A of the Rules . ."Unless completion or service equipment is on the locetion, drilling equipment shall not be removed from any suspended drilling well without first securing the written consent of the State Geologist or his authorized deputy". To my knowledge, you have not been given perteission to remove the drill rig from the location.
uoting again from page 22 . . . "A cessation of drilling that shell exceed sixty days will be construed es an abandonment of the well end plugging operations shall begin immediately, unless upon application the Board shall grant an extension of time within which to complete such drilling". The last drilling at this location was duriag December, 1963. Thus, by definition, this test has been abandoned, and plugging operaLions shall begin immediately.
If further drilling is planned, approve' from the Oil and Gas Board is necessary. If no further drilling is planned, this well is to be ilugged.
It shoulte be pointed out that the Board mey decide not to grant additional drilling permits to an operator who does eot complete or plug his tests in a reesoeable time.
You are endoubtedly aware that the bending comioany is required to plug a test if the operator does not do so.
I am well aware that many problems ince those who drill for oil, however, it is expected that this test will be completed as a producer, or plugged, in the very near future.

My records show that no drilling has been done on the above test since December 29, 1963. The Rules state (page 22)..
"A cessation of drilling that shall exceed sixty (60) days will be construed as .,r) abandonment of the well end plugging operations shall begin immediately, unless upon application the Eoard shall grant an extension of time within which to complete such drilling".
The above mentioned sixty day period is almost up on this test. If no further work is planned on this test it should be plugged anti the samples and final forms sent in to the State Geologist. If further testing or drilling is planned, it should he done in the next few days or approval from the Board will be necessary.

If you are considering making a water well out of the abandoned oil well drill hole, special considerations are necessary to comply with the Staters oil and water laws. The abandoned oil hole must be properly plugged and the water well properly constructed. All conversion work will be at your expense. The oost will vary, depending upon the characteristics of the drill hole, but such cost will be in the neighborhood of $5,000 or more. Usually another driller and drill rig will have to be arranged for. This other drill rig and casing and other materials will have to be on hand to take over immediately after the special oil well plugging is completed, because th=11 hciTe cannot be left open for any appreciable length of time without spoiling it. Approval of plans for construction of tI water well will be required, and a bond covering proper constructin may be re-quired. Also, a water right may be required. All of these arrangements take considerable time to accomplish.
Please advise me immediately if you plan to convert the oil well drill hole into a water well. We both hope that a producing oil well results from the drill hole on your land; however, if not and you are planning on a water well, we must start making arrangements now.
