Report of Department Heads Parks Department: - Wayne Dunker * Bid Recommendation - Bleachers April 1, 2019 Honorable Mayor and City Council City of Washington 405 Jefferson Street Washington, MO 63090 RE: Bid Recommendation - Bleachers Honorable Mayor and City Council,

As you may be aware, before making a determination that a particular piece of equipment needs to be replaced, staff will review and analyze our operations to determine the current need for a particular piece of equipment. In doing so, it was determined that several bleacher units were needed to be replaced due to age and a change in code requirements and was identified within the 2018-2019budget in the amount o/$21,220.00

As you may recall, the Parks and Recreation Department used an interlocal contract for cooperative purchasing in the construction of the Optimist Park (Skate Park), as well as for the purchase of playground equipment and surfacing for the All Abilities Park Playground, and would like to use this same type of program for the purchase of two (2) new bleachers. The City currently has a membership affiliation with the Houston-Galveston Area Council, herein referred to as HGACBuy (an interlocal contract for cooperative purchasing agreement), and as such, we are able to secure competitive bid pricing with Landscape Structures, Inc.

Accordingly, Staff with the support of the parks & Recreation Commission, recommends that Council consider Landscape Structures, Inc. bid in the amount of $24,588.00, which is slightly over the budgeted amount of $21,200.00, from what was approved in the 2018-2019 Parks and Recreation Budget. However, the Department has realized savings in the same account from previous purchase recommendations, which could be applied towards this purchase.

A short discussion was held on the recommendation led by Wayne Dunker. With no further discussion a motion to forward to Council made by Sullentrup, seconded by Holtmeier, passed without dissent. * Parks Director Wayne Dunker updated the Committee on the Disc Golf Course, window replacement at City Hall, riverfront cleanup efforts, the honeysuckle removal efforts at Miller­Post Reserve and the Dog Park cleanup and determine if a small dog area would be feasible. * Discussion was held on playground equipment at Phoenix Park.

City Clerk - Mary Trentmann * City Council Orientation - City Clerk Mary Trentmann presented the City Council Orientation Manual for newly elected officials.

Street Department-Tony Bonastia * Street Superintendent Tony Bonastia reminded Council of Big Trash week April 15-19, the E­cycle event on April 6 and discontinuing the shoe recycling. He then reported that the two (2) street sweepers listed on Purple Wave have been sold and picked up, the dump truck listed on Purple Wave will close soon and one half of the snow plow trucks have been disassembled.

the marketing campaign and the Washmo Works job website. Director Maniaci reported he is working with new and existing business prospects.

Police Department - Ed Menefee * Request to Sign Agreement with Shure Mfg. for Police Booking Room Customized Cabinet System April 1, 2019 Honorable Council Members:

I respectfully request approval to sign an agreement with Shure Mfg. for a customized cabinet and counter system to be installed in the Police Department Booking Room. This is one part of an overall remodel of the Booking Room to improve officer safety and jail security in processing inmates. Shure Mfg. is a sole source bidder for the units needed in the remodel; customized stainless steel. Shure Mfg. is also a local business. The total of the agreement for items provided is for $7,646.10.

· I am making this request now, because Shure Mfg. needs six (6) weeks to build the customized units. This will make the units and install by Shure Mfg. on time for the rest of the remodel.

A Police Department Booking Room remodel is on the budget for this budget year; 2018/2019. The budget allowed for the project is $12,000, however $16,000 is needed to complete the remodel. The reduction in allowed amount was made in hopes that funding levels later would allow for the additional money to complete the project.

Additional money has been located from the Inmate Fund. This is a fund that collects a $2 fee on all cases charged and fined a fee from the Municipal Court; now collected by the County Court. It is a fund that is maintained separate from the General Fund. The Police Department has not used funds from this account for a few years. This funding can only be spent for jail security, inmate items or related jail costs. The remodel is being done to improve officer safety and jail security, so the money from the Inmate Fund can be used for it. The additional money needed to complete the remodel will come from this fund.

Eckelkamp Electric is doing the wiring/rewiring. They were the only company to bid on the job. Some adjustment to the amount of their contract needs to be made due to an increase in the amount of wiring that has to be added for new cameras.

The raised floor portion of the remodel plan will be completed by officers and volunteer assistance. The cost with that is for materials.

A request will come to Council at the next Council meeting in April. The remainder of the money for the remodel will be noted then. All will be from planned budgeted money and the Inmate Funds account. Thank you for your consideration, Chief Edward Menefee

After a brief discussion led by Chief Menefee a motion to forward to Council made by Watermann, seconded by Holtmeier, passed without dissent. * Chief Menefee reported on crime in the City including thefts by addicts, apprehending a 14 year old that brought a 9mm to the theater and the death of a local homeless woman.

Building Cod.es/Inspections - Tom Neldon * Building Official Tom Neldon reported on the permit applications and inspections.

Public Works - John Nilges * Public Works Director John Nilges updated the Committee on the progress of rebuilding Well 9 and status of the Vactor truck for Kevin Quaethem who was attending a conference. *Mr.Nilges reported on the West Main Street Sidewalk and retaining wall. * Mr. Nilges is working with utility companies that remove sidewalk for utility work in being ADA compliant when replacing the sidewalk. * Mr. Nilges reported on the river level, flooding issues along the trail and homeowner issues with heavy rainfall.

Emergency Management - Mark Skornia * Emergency Preparedness Director Mark Skornia thanked all Tornado Drill participants for reporting to the EOC for the drill on March 5th.

* The bridge implosion has been delayed due to high river levels and reminded everyone of the traffic situation when the bridge is imploded. The next meeting is scheduled for April 2nct. * Mr. Skornia briefed the Committee on the CPR classes held, Sporlan Plant 1 pending NLP status and the Blood Drive on April 4th at the Public Safety Building.

HR - Shauna Pfitzinger * HR Generalist Shauna Pfitzinger briefed the Committee on the recently filled positions and the current open positions.

RE: High Street Improvements, Federal Project #STP-6403(606)

Dear Mayor and City Council Members:

Find enclosed an ordinance that would allow the City to enter into a supplemental agreement between the City and MoDOT for the High Street Improvements project. These improvements would consist of:

• Three inch asphalt overlay from Highway 100 to Fifth Street. • Sidewalk construction on the west side of High Street from Hwy 100 to Ninth Street.

The purpose of this Supplemental Agreement is to revise the amount of Federal participation. The Federal Participation in the original Program Agreement which was fully executed on September 29, 2016 is $462,800. The attached Supplement allows for a reduction in the right of way costs to $446,000 and requires a correction of the Program Agreement. All aspects of the project will remain the same as originally proposed.

The total project cost estimate is $578,500. The federal share is $446,000 and the City share is $132,500. The current schedule is for Design in 2018, Right-of-way in 2019 and Construction in 2020. This ordinance is contingent upon MoDOT approval. We currently have MoDOT preliminary approval with final approval anticipated subsequent to City approval.

RE: Recommendation - Use of State Bid for the purchase of a 2019 Ford 550 4x4 with Options

Honorable Mayor and City Council,

As you may be aware, before making a determination that a particular piece of equipment needs to be purchased, staff will annually review and analyze the equipment to determine the current requirement and the need for purchases. The new Ford 550 Truck is in the 2018-2019 budget for the amount of $55,000, plus an amendment that was made on 2/19/19 to increase the original budgeted amount by $23,000, for a total budget amount of $78,000.

In analyzing our equipment needs, it was determined that the Street Department needed a Mechanic Truck that would be equipped with a Generator, Compressor, Toolboxes, Lift Gate, Receiver Hitch, etc. As such, the Street Department decided that a 2019 Ford 550 Regular Cab & Chassis 4x4 with options listed above would best meet the needs of the Street Department at this time. As such, Staff found that the State/ MoDOT Bid Contract# 605C019001412 would give the City the best pricing for this truck from Joe Machens Ford Lincoln, Columbia MO for a total price of $72,180. The contract amount on the Regular Cab & Chassis is $42,126, Optional Equipment added is $1,480 and the Utility Service Body is $28,574 for a total amount of $72,180.

RE: Bid Recommendation -Amphitheater Fence

During the review of the half cent sales tax projects it was determined that a perimeter Amphitheater Fence and a fence to define the paying crowd was needed at the Main Stage. The fence should allow potential user groups to use the Main Stage year round and benefit the Fair and other user groups. With funds from the half cent sales tax a fence could be constructed allowing user groups to rent the facility without having the large expense of renting a temporary fence to define the paying crowd. Historically, user groups were required to install a temporary fence for crowd control, at their cost, just west of the stage. The cost of renting a temporary crowd control fence and having it installed onsite was a deterrent for some potential user groups.

Therefore, the Parks and Recreation Department has gone out to bid for an Amphitheater Fence which includes a six (6) foot ornamental perimeter fence . The Department would like to include Bid Alternate #2 which includes forty-five (45) 6'x1 O' bent frame temporary construction fence panels that can be linked together to form a straight temporary crowd control fence . The fence panels would be rented to potential user groups by the Parks and Recreation Department and can would be delivered to the amphitheater when needed. The panels could be used for other projects when not rented by user groups.

Staff recommends that City Council consider the approval of Washington Fence Company's bid in the amount of $99,400.00 for ornamental perimeter fencing and Bid Alternate #2 in the amount of $5,600.00 for 6'x1 O' temporary construction fence panels. The total bid amount of $105,000.00 is slightly over the budgeted amount of $100,000.00 which was approved in the 2018-2019 budget.

As you may be aware, several City buildings and facilities suffered roof damage in the spring of 2017, as such we have been working with our insurance company to identify all of the buildings and facilities and the costs associated with the replacement of said roofs. Due to the number of locations, individual facilities and types of roofing, the projects were broken down into multiple bid packages.

Therefore, the Parks and Recreation Department has gone out to bid for Package - G which includes the removal and replacement of the existing metal Lunch Stand roof at the Fairgrounds. The roof is aged and in need of painting. It can be replaced with roofing funds from the spring 2017 storms.

Staff recommends that City Council consider the approval of Sieve Contracting's bid in the amount of $30,000.00.

As you may be aware, several City buildings and facilities suffered roof damage in the spring of 2017, as such we have been working with our insurance company to identify all of the buildings and facilities and the costs associated with the replacement of said roofs. Due to the number of locations, individual facilities and types of roofing, the projects were broken down into multiple bid packages.

Therefore, the Parks and Recreation Department has gone out to bid for Package - H which includes the removal and replacement of the existing asphalt shingle roof on Ransick Field's dugouts and shed roof ($4,440.50). The bid package included six alternates including the replacement of Miller Post's cabin roof ($4,700.00), replacement of Main Park fascia, gutters and downspouts ($5,351.00), replacement of McLaughlin Park's metal restroom roof ($6,262.81), replacement of McLaughlin Park's fascia, gutters and soffit repairs ($828.00), replacement of McLaughlin Park's restroom siding ($1,910.00) and McLaughlin Park restroom painting ($1,300.00).

Staff recommends that City Council consider the approval of the 5-K Contractors INC. bid in the amount of $24,792.31 and an additional $2,000.00 to cover unforeseen conditions.

RE: Artwork Placement Recommendations

In December 2017 the City accepted nine pieces of artwork as a donation from local artist, Larry Pogue. An agreement was made that the pieces would be placed at various public places throughout the City. The estimated value of the donation was $71,000.00.

At the April 6, 2017, meeting of the Parks & Recreation Commission, the Commission voted in favor to support the recommendation of the Parks & Recreation Department and the Arts Council to hang and display two wall pieces of artwork at the Farmers Market. This motion was made on the condition that the two pieces would only be hanged, as long as the placement didn't interfere with activities associated with the Farmers Market. The artwork was never placed at the Farmer's Market.

In January I began working with the Arts Council and the Parks & Recreation Commission to find locations for some of the artwork, in an effort to get it out of storage and on display to the public. The Arts Council has agreed to supply the plaques, mounting clips and concrete bases for the pieces. The goal is to have the artwork on display in time for American in Bloom later this summer. Attached are pictures of the artwork and the five recommended locations.

Accordingly, the Parks & Recreation Commission, the Arts Council of Washington and the Parks & Recreation Department are asking for the City Council's consideration and subsequent approval for the placement of five Larry Pogue artwork pieces at various locations throughout the City.
