General Principles
If you’re reaching out to a major stakeholder, notify
other relevant working team leads
Community members should not be reaching out
on behalf of the Council without knowledge +
permission of working team lead
5
Legislators
Most productive to reach out after the election
Most productive to reach out if/when we have
specific bills
We will look to the legislators on the Council for
guidance on the best way to engage and show
support
6
Regulators/Government Agencies
Continue collaborating to develop ideas as we
move forward
If you have any trouble reaching a regulator or
agency, contact OEDIT
7
Blockchain Industry
Thank you to everyone who has contributed so far
Continue to encourage people to participate –
locally and nationally

Solutions• What is the ideal state we are trying to create in this issue area?
This will become the succinct messaging we will use when sharing our solutions
with various stakeholders. Please be non-technical but specific.
• What (if any) legislative action is needed to support this ideal state? Existing laws that need to be changed or specific bills that need to be passed.
• What are other public policy solutions that could support this ideal state?
Government action that does not necessarily require the passage of legislation -
Examples could include clarification of regulation, new/different business
incentives, government adoption of certain systems/solutions, etc.
• What are other solutions that could support this ideal state? This will likely be ideas
that are outside the council's purview, but worth cataloging for other
stakeholders. Examples could include better technical training programs,
industry/community self-regulation, new community organizations, etc. Feel free
to be creative!
• How can we measure success? If we take a certain action, how will we know its impact? If a legislator is
evaluating a bill, what are the potential outcomes they should be thinking about?

Next Steps
● Develop broad list of solutions within Working
Groups (by Sept. 11)
● Map solutions across WGs and prioritize those
that Council will support (on Sept. 11)
● Continue engaging stakeholders as needed
