4.1 GENERAL MANAGER REPORTS

GM1) COOLAMON CARAVAN PARK – CAMP KITCHEN (C.01-03, SC65)

Council has received correspondence from the Coolamon Lions Club advising that they would like to support Council in undertaking the refurbishment and upgrade to a camp kitchen facility within the Coolamon Caravan Park. (See Attachments). Attachment No. 5 Council appreciates the support and will continue to negotiate with the Lions Club in this regard. Recommendation For Council information. RESOLVED on the motion of Clr Hutcheon and seconded by Clr Maslin that the report be received. 64/04/2016 GM2) GANMAIN POOL (G.03-01, SC201) At the last meeting Council advised that funding opportunities would be sought in regard to the National Stronger Regions Fund to upgrade the pools. It appears that Council did not meet the criteria in relation to this funding opportunity, however, Council will now seek funding under the Public Reserves Management Fund Programme. As has been mentioned before, Council will make a commitment in the budget to continue the upgrading of Council’s three pools, but in order to do so in a financially viable manner, will continue to seek funding opportunities where available. Recommendation For Council information. RESOLVED on the motion of Clr Logan and seconded by Clr Hutcheon that Council continue to pursue possible grant funding for continued upgrades to Council’s Pool Assets. 65/04/2016

GM3) 2016 COOLAMON UP2DATE ART EXHIBITION (C.08-11, SC109)

Council has received correspondence from the Up2Date Art Exhibition Committee seeking Council’s support in the annual Art Exhibition to be conducted in July. (See Attachments). This event has been supported by Council in the past and was highlighted as a flagship event that utilizes both Council’s Up-to-Date Store and attracts visitors and artists alike. Attachment No. 6 Recommendation That Council continue its support of this annual event through the Coolamon Shire Acquisition Prize. Release of the Draft Riverina-Murray Regional Plan.

Citizenship Ceremony for Cheri Richards. Council reconvened at 3.05pm GM4) ARDLETHAN SEWER (S.03-02, SC361) In accordance with last month’s report that identified funding opportunities for the provision of sewerage to Ardlethan, it is thought appropriate that the Ardlethan Sewerage Committee be reinvigorated. Council will need to undertake some consultation with the community to ensure that they are aware of the implications that the provision of sewerage will have and the Committee will become a conduit to provide information to the community. The last meeting of the Ardlethan Sewerage Committee was in 2002 with the following delegates: 3 Councillors including the Mayor, Robert Menzies and Deputy Mayor, John

O’Brien and Anne Todd.

Attachment No. 7 In light of the information from Infrastructure NSW, it appears important that this Committee should be re-instigated and commence community consultation. It is recommended that the Committee be changed to more appropriately reflect the current community and should include as a minimum the President and Secretary of the Advance Ardlethan Committee. Most recently Brett Wood, Jim Slater and John O’Brien were on the Flood Study Committee and are aware of the processes and consultation associated with State Government and Local Government requirements and collaboration. Recommendation That the following Committee be established to act as community liaison and consultation:

GM5) NSW RURAL FIRE FIGHTING FUND (RFFF) ALLOCATION (F.03-11, SC459)

Council has received a response from letters sent to both the local member, Katrina Hodgkinson and the Minister for Emergency Services, David Elliot answering Council’s concerns in regard to funding and rising costs associated with the NSW Rural Fire Service. Attachment No. 8 This letter is a standard response and very similar to that received by REROC and neighbouring Councils. This does not answer our questions. Consultation that merely tells us how the system works does not mean the system is right. This response seems to be consistent with any query of the RFS questioning how it works with the answer being “because it is”. Council’s belief is that the budget is structured in such a way that it is inefficient, wasteful and lacks transparency. It is based on the principle of, get a cost of what you desire and get the three bodies (Insurance Companies, State and Local Government) to pay for it. This is not considered constrained budgeting but rather unrestricted budgeting. In the last round of the Estimates “consultation”, Council were given the predetermined figures on Monday, 22 February, 2016 with a place to sign immediately. But if Council must take time to look them over, could it please be returned by Friday. There was no chance to provide it to Council or question the figures. This is not considered consultation. When advised that Council would not have the ability to have them returned prior to presenting to a Council Meeting, the response was that it doesn’t matter, that is how it will be submitted whether we agree with it or not. GM6) ARDLETHAN ROAD REALIGNMENT - HEAVY VEHICLE ACCESS (R.07-10, SC517)

Council has been advised that it has been included in the second round of funding for Fixing Country Roads. Council put a submission in to help alleviate the pinch points through the township of Ardlethan that were restricting heavy vehicle access. Currently the corners of Ariah Street and Wilson Street, together with the traffic movement on the corner of Mirrool and Mullins Street do not allow for the free flow of heavy vehicle traffic. These traffic paths are a requirement to get heavy vehicle in and out of the grain storage associated with the Rail head of both Emerald Grain and Graincorp. Currently Burley Griffin Way and the Newell Highway are B-Double compliant which means vehicles are restricted and not permitted onto the Local Road Network to gain access to the Grain Handling facilities. Similarly the Talimba Road or the northern entry point in from the Bland Shire has Road Train access but due to the road constraints Coolamon Shire does not permit access into the Ardlethan Grain Storage facilities. The reason for increased activity attempting to access these facilities is the closure of the Talimba rail line and therefore increased freight requirements of trucks needing to access Barellan or Mirrool as alternative sites. Direct access along Wilson Street and the Talimba Road will save traffic movements and increase access to the Ardlethan Grain Handling Depots.

Council has received concerns in the past in regard to this very issue. For this reason plans have been designed that will allow these traffic movements to occur with minimal impact on the Ardlethan Community. The plans of this proposal have been attached. With the fact that this has moved to Round 2 funding will mean that Council needs to consider the likelihood of this being successful and the consultation that is required with the Community. Attachment No. 9 It is thought appropriate that Council Officers should attend the next Advance Ardlethan Committee Meeting and provide information in regard to the proposal. Recommendation That Council commence consultation process with the Ardlethan Community in regard to this proposal. Council is set to receive $1,897,507 Roads to Recovery Funding this year as part additional funding granted by the Federal Government over a two year period. This is $1,320,507 more than Council’s usual allocation.

Council will complete works funded under Round 1 of the Fixing Country Roads Program with $312,000 to be received in the 2016/2017 financial year.

The Financial Assistance Grant freeze is in its second year. Combined with a slight reduction in funding to be received as a result of Council’s roads reclassification this has resulted in an estimated reduction in funding of $90,000.

The operation of the Ardlethan Preschool has been budgeted to make an operating loss for all ten years of the long term financial plan. Although assurances have been made by the State Government regarding funding, reduced enrolments also place pressure on the operations of the service. Council staff will be meeting with advisory consultants to explain how the service currently operates with a view to determining how we can make it as efficient as possible.

Coolamon Early Childhood Centre is expected to continue to make operating surpluses across the ten years of the long term financial plan. Changes to staff qualifications may allow Council to increase enrolments but there is a sweet spot that has to be met before increased numbers actually achieve a breakeven due to staff to child ratios.

Allawah Lodge is expected to make a small operating surplus in the first year of the long term financial plan and increasing operating losses for the next ten years. Changes to staff and a focus on care needs will hopefully result in additional subsidy being received from the Federal Government as a result of the residents being classified as higher need.

The operating results for Allawah Village over the ten year long term financial plan indicate that operating surpluses will be achieved and maintained.

Council staff have put in place increases to the Sewerage Charges over the next four years to ensure that the Sewer Fund achieves operating surpluses.

Council staff have accounted for the sales of the blocks in the Hornby/Doughty Subdivision to be undertaken in the first four years of the long term financial plan.

FIT FOR THE FUTURE ANALYSIS Council staff have incorporated the Fit for the Future ratios into the Delivery Program/Operational Plan/Long Term Financial Plan again this year. Sustainability Operating Performance Ratio – as a result of operating surpluses being achieved over the ten years, Council is exceeding the benchmark of break even Own Source Revenue – it is anticipated in both the current financial year (2015/2016) and the Operational Plan Year (2016/2017) that this ratio will fall. This is as a result of the additional funding received under the Roads to Recovery Programme. At this point in time, Council does not know if this additional funding will continue into the future. For the remaining nine years of the long term financial plan this ratio increases to between 57% and 60% with the benchmark set at 60%

Building and Infrastructure Renewals – this ratio is also affected by the additional Roads to Recovery Funding and the Fixing Country Roads Funding and therefore for the Operational Plan year the ratio is extremely high. It returns to levels higher than the benchmark of 100% for the remaining ten years of the long term financial plan. Infrastructure & Service Management. Infrastructure Backlog – at the time of budget preparation this ratio had not been determined, but Council staff having assessed the various asset classes believe that any backlog that may exist is negligible. Asset Maintenance – Council’s budget is prepared based on the needs and requirements of its assets as assessed by Council Staff. Therefore this ratio, at budget preparation time is always assessed as 100%. Debt Service – Council has a small loan with the Department of Lands, taken out on behalf of the Ardlethan Show Society. This will be repaid by 2021. Council staff have not proposed any loan borrowing during the life of the long term financial plan. Efficiency Real Operating Expenditure per capita – Applying the current Local Government Cost Index advised by IPART as part of the Rate Pegging announcement and utilizing the population forecasts by Forecast Id, Council meets the benchmark of having Real Operating Expenditure per capita reducing over the lift of the long term financial plan. Recommendation That the Draft Delivery Program 2016/2020 and Draft Operational Plan 2016/2017 be placed on public exhibition for the legislated timeframe. GM8) LOCAL GOVERNMENT AND SHIRES ASSOCIATION OF NEW SOUTH WALES – ELECTION OF BOARD OF DIRECTORS (L.07-01, SC277)

As part of the Election process for the new Board of Directors, Council is required to nominate its delegate to undertake the election. Coolamon Shire Council is allocated one voting right and the Mayor has historically held this role. There is no reason that the role should not continue. Recommendation That the Mayor be allocated the voting right for Coolamon Shire Council. Assessments to be reclassified as Non-Rateable from Rateable Assessment 1001392 Property Address Lewis Street North, Coolamon (Golf Course and Jim Thompson

Fields) Owner: Coolamon Shire Council

This property comprises the Coolamon Golf Course, Tennis Courts and Touch Fields. It is on a Crown Reserve which is managed by Council. Council has a lease with the Coolamon Sport and Recreation Club for the golf course and tennis court whereby they pay a yearly lease amount and a proportion of any rates on the land. For this land to be classified as non-rateable it would need to satisfy Section 555(a) being land owned by the Crown, not being land held under a lease for private purposes. Council needs to define what constitutes a lease for private purposes. To determine this the following questions would be relevant: Does the use to which the land is put benefit the public as a whole? Does the lease restrict public access? Is the use a source of private profit? Though the golf course does charge green fees for the public to use it, this wouldn’t appear to restrict the public access as it is open to the public to pay the green fees to utilise the facilities. The point of difference would be if the golf course was restricted to only those that were members. Recommendation The recommendation is for Council to classify Assessment 1001392 as Non rateable under Section 555(a) of the Local Government Act. The areas covering the pool, skate park and Redgrave Park comply with the legislation and are easily classified as non-rateable. Council will need to reach a decision on the Coolamon Caravan Park and whether it is used for private purposes. The caravan park is available to the public to utilise for a small fee.

ES5) APPLICATION FOR ROAD TRAIN USE FROM NEWELL HIGHWAY TO MILBRAE WALLEROOBIE QUARRY (R.07-05, SC339)

A Road Manager Consent Request has been lodged from the National Heavy Vehicle Regulator on behalf of Milbrae Quarry for A-Double road train access. Milbrae Quarry request Council to consider approving an A-Double road train (36.5m) from the Newell Highway to Milbrae’s Walleroobie quarry:

Along MR240 Ardlethan Road (intersection Newell Highway to Intersection Walleroobie Road)

Along Walleroobie Road (intersection Ardlethan Road to Intersection Seberry’s Lane).

Along Seberry’s Lane (intersection Walleroobie Road to Milbrae Quarry entrance).

This route is currently an approved B-Double route. (See Attachments).

Attachment No. 11.1 application and map The Newell Highway is currently B-Double approved and A-Double road train permit only. Any variation to the restrictions currently in place on the Newell Highway would be at the discretion of the RMS.

Any variation to Council’s regional and local road network requires a Route Assessment for Restricted Access Vehicles as per the RMS guidelines. An assessment has been performed, please see attached assessment. (See Attachments) Attachment No. 11.2 summary report
