Open source for public administration

Open Source - savings, qualityOpen Data- productivityOpen Standards- independency

What kind of money we are talking?

Public sectror IT costs 2009 in Finland 2,1 Billion Euros

5,8 Million per Day !!! - Kauppalehti 17.12.2010These numbers are from Minstry of Finance

Basic license costs can be estimated to exceed 150 Million per yearDesktop OS, Client acces lics and office suite

Some other values

EqualityWith open source solutions we can provide free of charge tools for citizensShall we demand them to have licensed tools or should we provide open possiblilities without cost for citizen?

Schools can provide similar, equal learning environments for kids

EnvironmentalLifespan of OS systems hardware are by reseraches averaging 5 years compared to 3 years on propriotary systems

This means appr. 15-20% energy savings when counted by individual machine

Citizen centric administration

Citizen as a subjectI want to control my data

I want that my data is on MY use when I need it

I want that my data can be used in secure and effective way

Citzen as an objectI want that my data is available when needed

I want that my data is accessed ONLY those who need it

Oh,Wheel you just have to be re-invented

Modern adminstrative process is usually quite old fashinable

Most of system procurements have just made new tools for old processNo gain in productivity

We are just running out of moneyEXAMPLE: Finnish tax returnAim was to create application for electronic tax return

During the definition process they found out that most of data already exists in electronic form: Wages, pretaxation, loans etc.

Vast majority of people are doing tax return for no-purpose

OUTCOME: Most of Finnish citizen are getting tax-proposal which is prefilled with personal data if no corrections are needed- no actions are needed

Hidden cost of non co-operative dataIn Finland only ( about 5,3M people) we estimate that public sector organizations are maintaining around 10 000 customer registers

Conclusion

By spending same or lesser amount on open source system development public sector ITSupports local business (money stays in own country)

Gets inpendent, no vendor locked systems

Gets better quality and co-operative systems

Has a control over IT-systems
