    The ProblemThe federal government has overreached its constitutionally-established boundaries and has its hands in

    almost every area of our lives. Our children and grandchildren will inherit a bankrupt nation run by an

    unaccountable bureaucracy.

    The SolutionArticle V of the Constitution allows us to call a Convention of States to restrict the power and jurisdiction

    of the federal government, effectively returning the citizens rightful power over the ruling elite. Such a

    convention could propose constitutional amendments that impose fiscal restraints on the federal

    government and limit the terms of office for its officials and for its members of Congress. Amendments

    that fall under this category include: limits on executive orders, limits on federal spending and taxation,limiting the terms of office for Congress and the Supreme Court, and many others. Anything that curbs

    the scope and jurisdiction of the federal government is fair game. What kind of limits would you

    impose?

    The StrategyThe Convention of States Project is recruiting and mobilizing a permanent army of trained political

    activists in 3000 state house legislative districts across the country. These district captains will each

    recruit 100 people, who will call or write their state legislators, voicing their support for a Convention of

    States. In other words, we have more than a general philosophy; we have a well-organized strategy.

    North Carolina UpdateA House Select Committee has been proposed by four primary House sponsors (Jones, Millis, Riddell &

    Fugham - deceased) to Study a Convention of States. It was filed as HR 1206. House Speaker Tillis

    agreed to appoint the remaining committee members later this summer.

    We have 4-5 outspoken proponents in the House currently and another 5-6 members who are closely

    studying the issue in order to affirm their position. Michael Farris, Founder of COS, met with

    approximately 50 members of the House caucus for about an hour this past spring. He fielded many

    good questions and advanced the cause of COS. We are making plans for Michael to meet with the

    available members of both the House and Senate Republican caucus when he returns to North Carolina

    October 16-18.

    The majority of the House membership has been so focused on the state budget and their re-election

    campaigns that they have been unable to invest in this prescient issue. We believe that the groundwork

    to be laid this fall (with Michael's 3 day visit) will pay big dividends with the legislature when they are

    able to focus on this issue after the November election.
