The amendment in following clause of RajSWAN TPA RFP is hereby issued along with revised FinalRFP V2 document - Vol-1 (after pre-bid) for the 'Selection of Third Party Auditing & PerformanceMonitoring Agency (TPA) (from DeitY Empanelled agencies only) for Rajasthan State Wide AreaNetwork (RajSWAN).

Bidders are notified to use the revised Final RFP V2 document for the purpose of bidding only. Also,bidders are advised to read the RajSWAN RFP, Agreement with RajSWAN Operator and BSNLWork Order(s) mentioned at Page 118 to 506 in the Draft TPA RFP published earlier.

1. The clause 5.30 at page 50 should be read as -

"5.30. Right to Vary Quantities

a) At the time the Contract is awarded, the quantity of Goods and Related Services originally

specified in the bidding document may be increased or decreased but without any change in

the unit prices and other terms and conditions of the bid and the bidding document.

b) If the work order is placed up to 100% in excess of the quantities mentioned in the bidding

document, the bidder shall be bound to meet the required supply at the quoted unit rates.

c) If the tendering authority does not purchase any of the tendered articles or purchases less than

the quantity indicated in the bidding document, the bidder shall not be entitled to claim any

compensation. "

2. The clause 5.35 at page 52 is added in the RFP and should be read as -

"5.35. Repeat Orders

Repeat orders may also be placed with the consent of the supplier/ selected bidder on the rates andconditions given in the bidding document. In such a case, the delivery/ completion period will also beproportionately increased."

3. The clause 6.27(h) at page 67 of RFP should be read as -

"The total number of Vertical PoPs i.e. 273 and Horizontal Offices i.e. 3565 as mentioned at table Aand B respectively of annexure-10 are indicative and shall be used for the purpose of bid evaluationpurpose only. However, payment shall be made on basis of actual number of Vertical PoPs andHorizontal Offices."

4. The clause 6.27(a) at page 65 of the RFP should be read as follows:

"The payment shall be made as per following table based on the unit rates as quoted by the bidderagainst individual component / activity after successful completion of the target, milestones (includingspecified project deliverables) would be made as under:-

7. Following Definitions/Acronyms/Abbreviations at page 6 of RajSWAN TPA RFP is added:

"Horizontal Offices (HO): Horizontal office means the buildings/campus under horizontal segmentwhere equipments have been installed by RajSWAN Operator as per RFP to provide connectivityunder Horizontal Segment. It includes all the offices covered under horizontal segment and located insuch buildings/campus. There are approximately 3565 buildings/campus housing 4587 offices.Therefore, there are about 1022 offices which are connected by LAN/OFC from the equipmentinstalled at the building/campus. Such offices are terminated at I/O ports through LAN and OFC fromthe equipments installed at horizontal buildings/campus."

8. The clause 4.2.11 at page 29 of the RajSWAN TPA RFP should be read as follows:

"The TPA shall be required to physically visit and carry out auditing work with respect to the abovementioned points, specifically related to PAT & FAT, inventory audit, security audit and SLAmonitoring audit at site location as applicable as per RFP.

Physical inspection of a horizontal office shall include inspection of all offices if there is a more thanone office in a building/campus.

During physical visit to any of the sites for audits other than PAT & FAT, the TPA may undertakeauditing of multiple activities as defined in the RFP during such visits. To illustrate, while making avisit of a horizontal office in an activity for the purpose of physical inspection for SLA Monitoring andaudit (4.2.8), the TPA may also undertake physical inspection for the purpose of security audit as wellas inventory audit etc.

The minimum requirement for physical visit is as under-

9. The revised BOQ of price bid for project "Selection of Third Party Auditing & PerformanceMonitoring agency (TPA) of RajSWAN" is updated on websites as mentioned in NIT. Biddersare notified to use the revised BOQ to participate in the bid process.
