Bergen, 15095 - 91 Avenue, were present requesting a revision of Surrey Landlord- Tenant Grievance Board By-law No. 3129. They stated that the present by-law is not favor- able to the landlord, as the regulations are not reciprocal, for example, a tenant may terminate the rental agreement without giving any reason, but the landlord is required to have a reason under Sched.ule "A" of the by-law. that they would prefer that there be no Muni- cipal by-law, but if regulations applied to both the landlord and tenant and existing discrimina- tion is eliminated, it may prove satisfactory.

2. Mr. T. Christianson, 12443 - 23 Avenue, was pres- ent concernin'g an application f o r subdivision, and the requirement for replacement o f the water main and provision of sanitary sewer mains.

He stated that the previous owner had received tentative approval on a different subdivision plan, but he wished to revise the plan in order to pre- serve the trees near his dwelling. The costs quoted to him were $ 6 , 0 0 0 . 0 0 for sewers and $5,000.00 for the water main. He mentioned that a land dev- eloper had subdivided on this street and had not been subjected to the same requirements.

The Solicitor was present and stated they had attempted to file a caveat at the Land Registry

The Advisory Planning Commission had suggested that the application be referred to the Advisory Design Panel for recommendation prior to being dealt with.

'The Solicitor was present and advised Council ,that the application should be presented to the Advisory Design Panel prior to Public Hearing as no further representation may be made following a Public Hearing.

The Mayor reported that after further study by the Administration and Committee members, it appears evident that the Federal Local Initiative Make Work Program is not drafted to encompass the condit:ions in B.C. The limit on salaries of $100.00 per week and fringe benefits of 17% falls short of union rates paid by the Municipality. This means that the Municipal tax payer will be required to contribute substantially to ease the unempl.oyment situation. He reported that the Federal Loan Program is more clear-cut and is o f definite advantage to the Municipality with regard to financing the Recreational Facilities Program. The Mayor recommended that Council apply for $175,000.00 to construct approximately 4,000 sq . f t : . of library space in Newton, as this could become Surrey's central library complete with reference section, and designed in such a way as to acc:ommodate future expansion.

4 . The Mayor reported that at 12:30 this afternoon the new addition to the Works Yard had been offi- cially opened. This area includes a vehicle repair centre, paint shop, and carpenter's section. The building was designed by the Engineering Depart- ment and constructed by Hartley, Leslie E Hartley. The building has a total area of 64 sq. ft. and was constructed for $121,000.00.

5 . The Mayor presented a memorandum from the Engineer in connection with the paving contract of Columbia- Cewe. It was reported that the Municipality has been experiencing extreme delays in trying to get the Contractor to supply and lay asphalt as re- quired under the contract. As the Contractor has repeatedly failed to meet the requirements o f the contract, the Engineer recommended that pursuant to Section 3 7 of the contract, that the contract be terminated and the Municipality obtain asphalt from the first Contractor who is prepared to do the work, with the extra cost being paid for by

- Columbia-Cewe.

Repairs had been com- pleted on two locations as authorized earlier, although no specific provision for this work has been in the Engineering Department Budget.

No.3003 The Acting Manager submitted a letter from - the Principal of William Beagle Jr. Sec. School, expressing appreciation for the litter barrel which was placed on the side- walk across from the school. This has resulted in an improvement as the students are making a conscientious effort to keep an area free o f paper. The Acting Manager stated that he has authorized the Engineer to provide a second litter barrel.

No.3016 The Acting Manager presented a re- port by the Planner on a possible beautification scheme for Newton, to be implemented as a local improvement project under Council Initiative. The Planner reported that the Official Community Plan for Newton, and the Newton Town Centre Plan have not yet. been completed, and that it is expected that the King George Highway in the Newton area will be widened in the near future due to increasing traffic volumes. He also pointed out that paved roads, concrete sidewalks, curbs and gutters are virtually non-existent in the area, and there may be public reaction against the landscaping costs in the absence of standard basic improvements.

Council were zequested to approve of an amendment to the agreement with the Sur-Del Builders and Western Realty Projects Ltd. involv- ing one parcel which the Municipality has to acquire and convey to Sur-Del Builders. As the Municipality may have to instigate expropriation proceedings, the amendment is required to set a value on the property which will be the price that the Municipality must pay if the property is not transferred.

and M 8 7 4 be rescinded. This motion was lost.

On this subject, Alderman Dunster read a letter which had been written by the Minister o f Municipal Affairs on October Sth, indicating that the whole question of supplying recreational facilities would be settled one way o r other by the owner-electors.

The Mayor advised that the Minister had, on Oct- ober 25th, recommended the Loan Program as an excellent opportunity to finance the recreation facilities and Council had accepted this advice and that of the Parks and Recreation Administrator in drafting their program.

K. NOTICE OF MOTION

1. Alderman McKitka has given notice of motion that he intends to introduce a motion to rescind Council's motion approving of Plan "B" for water service for Surrey and Langley.
